CHAPTER 1: INTRODUCTION

1.1 Background

Planning is a part of Punjab’s local government system with the planning responsibilities of TMAs, set out in PLGO. Under the devolved system, the newly created office of TO(P) has the following functions ; (i) develop plans; (ii) develop and apply building controls; (iii) manage CCBs; (iv) implement commercialization rules; (v) operate Punjab Housing Development Schemes; (vi) develop site development schemes. In addition, The PLGO identifies the preparation of spatial plans (Article 54 a), development plans (Article 54 c) and budget plans, long term and annual municipal development programs (Article 54 j) as key functions of the TMAs. Unfortunately, in majority of TMAs TO (P) office has not been able to perform as envisioned in the PLGO. Some of the reasons are inadequate staff and lack of up-to-date maps, equipment, management/ regulation/ and enforcement mechanisms. As a result, development works are taking place in a piecemeal manner and lack integrated and coordinated approach.

1.1.1 Punjab Municipal Service Improvement Project (PIMSIP)

Under these circumstances the Government of Punjab launched Punjab Municipal Service Improvement Project (PIMSIP) through Punjab Municipal Development Fund Company (PMDFC) .The project aims at the institutional development of TMAs through improving systems directly related to their functions and through investments in service delivery.

1.2 Key Features of PMSIP

The project has two distinct components; Municipal Infrastructure Development and Institutional Development (ID):

Municipal Infrastructure development: The project funds the infrastructure schemes after the identification of most pressing development issues of the respective town. Institutional Development: To improve the service delivery , a number of interventions are suggested in the projects like providing maps prepared with GIS, Performance Management System, Financial Management System, Action Planning and various trainings to TMA staff.

1.3 PMSIP Planning

Under PMSIP planning rapid appraisal of municipal services is undertaken to identify service delivery gaps, analyzed needs and guide the means to overcome such gaps. In addition, stakeholder consultation provides the much needed guidance to the planning exercise. 1.3 Limitations of PMSIP Planning

As every project addresses specific issues, PMSIP has been launched with some limitations as follows:  The PMSIP development grants fund for municipal services only.  PMSIP planning exercise is undertaken at CO Units starting from CO Unit HQ, i.e .  The prioritized list that is developed is restricted to the UCs falling in CO Units. Nonetheless it is assumed that experience gained in the urban areas would be replicated in the entire TMA.

1.4 The Planning Process

The Planning process adopted incorporates an overall Strategy for high lighting the development options and the community’s agreed outputs. These out put form the basis of spatial plan. It is a more inclusive approach aiming to ensure best use of land by weighing up competing demands.

The plan devised is an ongoing process for the sustainable development. To achieve such development a Spatial plan has been developed. It addresses municipal development issues and infrastructure needs in a systematic way. The plan therefore emphasizes on engagement with the stakeholders and other organizations, the management and ongoing funding programs. This led to identify the community’s preferences for development process.

After the identification of the preferred options, a detailed Action plan for each priority sector was developed. Action plans complement the strategy and Spatial plan by setting out short to medium term actions to achieve the desired objectives. The Planning process thus culminates in producing a concise development plan for the town.

Following steps were adopted for the planning process:

1.4.1 Secondary Data Collection

First, the sources were identified for the previous attempts that were made in Bahawalnagar for planning. It includes, DCR, on line data and PHED services maps. The study of such documents helped to gather background information about the town, infrastructure coverage and growth. It helped to have an understanding about the development patterns evolved over a period of years.

The maps from Public health reflected the water supply and sewerage laid out previously. It was also gathered that the whether the projects have completed their Punjab Municipal Services Improvement Project (PMSIP) 5 Planning Report – Bahawalnagar designed life. These plans were again used at the analysis stage and compared with the existing data collected later on.

1.4.2 Mapping

The first requirement before going to the field was to prepare a base map for the town. For this purpose, the mapping exercise was started in parallel to the secondary data collection. The image was procured for the TMA. It was then processed and a vectorized layer was made. The land marks were put on the base map using the secondary sources i.e maps obtained from PHED. The land marks included the important roads, water features, big buildings, factories, graveyards etc.

1.4.3 Orientation Workshop

A one day, “Orientation workshop on Punjab Municipal Service Improvement Project” was organized on 14th June 2008 for Tehsil Nazims, TMOs ,TOs (I&S) and TOs (P&C) of year 2 partner Tehsil Municipal Administrations. The workshop aimed at briefing the partner TMAs about PMDFC, PMSIP, Action Planning, Institutional development initiatives of PMSIP, Operation and maintenance of urban services and various other issues related to the project.

A presentation was given on infrastructure sub-projects, and the Institutional Development approach of Punjab Municipal Services Improvement Project (PMSIP). The Planning Consultant gave a detailed account of Action Planning in PMSIP. To develop some familiarity before the start of the data collection exercise with TMA staff, data collection forms were handed over to TO (I&S).

The workshop achieved the following outcomes:

1. Give the audience a foretaste of PMDFC and PMSIP. 2. Give the top leadership of TMAs an opportunity to develop their mind about the whole planning process. 3. Data collection forms were handed over to TOs for familiarization of the same.

Data Filling Forms Workshop at PMDFC

A few days of handing over the data collection forms to the TMA officials, another workshop was scheduled at PMDFC. This time second line officials were called upon. This meeting led to develop a common understanding between PMDFC and TMA staff about the data collection forms. ATOs and Sub engineers attended the workshop.

The TMAs were called in groups of 3-4 each day so that a close liaison could be developed for knowledge sharing.

A rigorous brain storming session was conducted in which many apprehensions about the forms were removed. The data collection forms were reviewed and planning team Punjab Municipal Services Improvement Project (PMSIP) 6 Planning Report – Bahawalnagar made clarifications to TMA officials about these forms. At this stage the data collection forms were finalized.

1.4.4 Field Data Collection

Preliminary meetings

Once the data collection forms were finalized the planning team was to initiate the data collection process in the field. First, a meeting was held with the TMA leader ship (Nazim) to discuss the field data collection work plan. At this stage a planning steering committee comprising of TOs, and a working group constituting ATOs and other lower order officials was notified. The duties were assigned and a briefing was given to these officials about their role in data collection. The planning team discussed the general development issues of the town with the Nazim and notes were recorded.

Infrastructure Data Collection

For infrastructure data collection, the planning team worked very closely with the working group. First the existing service maps available with the TMA were used as a starting point. To update the map the secondary source like information from Public health maps was added. This information was verified by the working group to prepare an updated map for the services.

This missing or additional information was provided by second line officials. For instance, for water supply, plumbers and sub engineers provided first hand information about the system. Where necessary, field visits were made to validate the information.

Urban Planning

A Landuse survey was conducted to update the TMA map. The residential areas, commercial, institutional and open spaces and industrial areas were marked on the base map. The team comprised for the survey was TO (P), urban planner from PMDFC and draftsman from TMA.

The Planning office guided about the growth directions of the town and a rudimentary survey was made in this regard. It was observed where the new residences were built and institutions were being developed. These factors determine the future expansion of the town.

In addition to it, the land ownership and land values information was recorded.

1.4.5 Data Analysis

Once the planning team collected the data, all of the forms were arranged in the office. The data was cleaned and integrated. The PMDFC officials contacted the TMA office Punjab Municipal Services Improvement Project (PMSIP) 7 Planning Report – Bahawalnagar again if any gaps were found in the collected data. Such additional information was gathered for each sector. Based on the information collected in the field, descriptive maps for all the municipal sectors like water supply, sewerage, solid waste and land use were developed. The analysis report was produced by the planning team by using these maps. This report was again sent to the engineers for futher updation and review and hence a final draft was made.

1.4.6 The Visioning/Prioritization Workshop

The planning process stems from the Nazim and other stakeholders vision of the town which is further translated into the tangible and concrete targets. The salient feature of this step is the visioning and prioritization workshop. Participants of the workshop were the Nazim and Naib Nazim, senior TMA officials, including the TMO, all the TOs and staff members, councilors, local representatives of provincial departments, representatives of NGOs operating in the town, representatives of civic groups such as the trade bodies. A comprehensive presentation was given to all of the stakeholders about the fabric of the municipal infrastructure in the town. They all shared their views about the future development options and investment decisions of their town. Once the vision was agreed upon and the objectives were established, a rigorous session was organized for the selection of the priority sectors.

At the end of the workshop the statement of agreed vision, objectives and priorities was summarized in written draft and circulated among all the stake holders.

1.4.7 Meeting for the Assessment of options

After the vision and overall objectives were agreed upon and priorities identified the next step in the planning process was to achieve them efficiently and effectively. At this stage the TMA staff and PMDFC synergized their efforts to suggest the viable options for the achievement of the objectives. In this regard, additional field visits were done by PMDFC engineers in the town.

Hence, the outline spatial plan was produced. This plan takes account of options for future physical growth of the town in the light of strategic requirements and existing trends.

After the identification of the preferred options outline proposals for priority sectors were developed. These proposals were appended to the strategy and Action plan.

The final draft of the plan, after wide acceptance of all stakeholders was prepared. In the final draft plan detailed financial issues were discussed in addition to vision, Spatial and Action plan.

2.1 District Profile

2.1.1 General

Town of Bahawalnagar is headquarter of the district. Old name of Bahawalnagar was Rajanwali/Ubbha. It was named Bahawalnagar in 1904 after Bahala khan-V, the then ruler of the state. The state comprises of the present districts of Bahawalpur, Bahawalnagar and Rahim Yar khan.

2.1.2 Location

District Bahawalnagar lies between 20-51 to 30-22 north latitudes, and 72-17 to 73-58 east longitude. It is bounded on north by districts of Okara, and Vehari on the East by Ferozpur and Ganganagar district of India, on the south by Indian estate of Bikanir and on the west by . River forms the north- western boundary of the district.

2.1.3 Area/Demography

The total area of the district Bahawalnagar is 8,878 square kilometres with a population of 2,061,447 as per DCR 1998. It comprises of five tehsils namely , Chishtian Tehsil, Fort Abbass Tehsil, Haroonabad Tehsil, and Minchiabad Tehsil. The demographic details of the district are as:

2.2.1 TMA Status

After the implementation of Punjab Local Government Ordinance 2001, it was given the status of TMA.

2.2.2 Location

Bahawalnagar is one of the important cities of the former Bahawalpur state. It is the connecting link for and Meleod Ganj, two important Mandis (markets), with the main Karachi – Peshawar Railway line, which passes through Samasatta. It is bounded on north by Pakpattan Distirct, on east by Minichinnabad Tehsil and Indian district, on east by Haroonabad Tehsil on the west by Chitian teshil.

2.2.3 Area/Demography

Tehsil Bahawalnagar comprises of an area of 1,729 Population projected Years sq.km with a population of 541, 553. 3.1 Mapping

TMA has a base map and a tehsil map but both of these needs to be up-dated. They also have water supply map but it is not up to scale and also need updation.

3.2 Land use Characteristics

Land Use

The land use pattern in Bahawalnagar is mixed ith planned and unplanned areas. The city can be divided into two parts by a railway track that runs north east to south west direction. The northern part of the town is unplanned area. A canal namely Ford head Wah canal is situated in the north of the town and one of its branch passes through the town. Here the predominant use of land is residential. There are many vacant plots between developed residential blocks. The central part comprises of public buildings like DPO House, Rangers House, Session House, Rest houiuse, Public Health office, Government offices and Session courts.

There is industry on the extreme eastern side of the town. This is a cotton industry. The southern part of the town has a massice area under commercial activity. Tyere are some public buildings also like,Police station, Office Nazim and Naib Nazim, SDO office, Eid gah, Vetnary hospital, Railway Houseand market committee office. The ducational institutions are spread over the town in all directions. Government college for Boys, and Girls are in the southern part of the town. Some other colleges are present in the south eastern side.

The town has developed its residential area more on the southern side. There are two open spaces in the town one is in the central part and the other is the stadium in the eastern side on By pass Minchanabad road. There are four graveyards in the town.

3.3 Growth Directions

The most of the town is growing towards eastern direction. Two important roads along which the development is taking place are by pass road and Jalwala road. Hussainabad colony and Lawyers colony was developed along Jalwala road.

With the construction of by pass road lot of development has been taking place long it. Though new residences are being constructed in all the directions but most of the town is growing in east.

3.4 Katchi Abadis

There are three katchi abadies in the town. These are present in the hub of the town. These abadies are namely; Regran basti, Pachwa basti/Mumtazabad and Bhangi colony. The first one has been developed on a land owned by Pakistan Railways while the other two have been developed on a land possessed by TMA Bahawalnagar.The Regran bsti das dewelling 144 dewelling units, Pachawa Basti has 105 and Bhangi colony has 193.

Regan basti was eatablihed before 1985. This abadi has water supply and partial sewerage system. Its extension was approved and development charges were deposited.

Pachwan and Bhangi basti have well laid water supply and sewerage system. The streets are paved.

3.5 TO(P) Office

As the Planning office is newly created in the devolved set up, the planning practices are not common with the TMA. The most important function of the planning office is the development control and sanctioning of the building plans.

4.1 ROAD NETWORK

Bahawalnagar is a border town which is connected to Arifwala, Minchanabad, Haroonabad and Chistian by provincial highways, names of these roads is given in the following table.

Chistian road enters the town from west side and turns south-east at Mohallah Sadr Din and culminates at Bahawli Chowk. Arifwala Road enters the town from North and runs all along to Bahawli Chowk. Minchanabad Road is another provincial highway that runs along the railway track East from MND Chowk. District Govt. has also developed a By Pass that starts from Government College of Commerce at Bahawali road and turns north at Hassan Abad chowk and meets the Minchanabad Road. Haroonabad Road runs south from Bahawli Chowk. Another provincial road Jalwala runs South-East from Hassanabad Chowk. Temporary and permanent encroachments have narrowed down several roads. There are several crossings (chowks) in the town that regulate the flow of traffic i.e. Park Chowk, Karman Wala Chowk, Bahawali Chowk, City Chowk, Minchin Abad Chowk, Muslim Colony Chowk, Hassanabad Chowk, Commerical College Chowk Circular Road. These chowks don’t have traffic signal.

Main roads of the town include: Adda Road, Canal Colony Road, Degree College Road, Gulberg Colony Road, Model Town Main Road, Qasim Road, Tehsil Bazaar Road, Road, Jail Road, Circular Road, Railway Station To Karman Wala Chowk, Railway Chowk To Chishtian Phatak and Katchery Road. Most of the roads don’t have drainage along at their sides.

4.1.2 Traffic Congestion

Traffic congestion was observed in major commercial areas i.e. Tehsil Bazar Road, Rafique Shah Chowk to City Chowk, encroachments, haphazard parking and street hawkers which produce traffic obstruction and underutilizing of right-of-way.

4.1.3 Parking

There are no proper off-street parking lots in the town. This forces vehicle owners to park on the roads, streets and bazaars. As a result, disorganized and chaotic pattern of parking occurs and reduces road capacity.

4.1.4 CONCLUSIONS

 Town is well connected by a network of provincial highways.

 Most of the main roads in the town are in fair to good condition.

 Water table is at 4 feet. Therefore, sewerage and drainage problems are present in most areas.

 The major bazaars/commercial areas are suffering from temporary encroachments.

 Available ROW varies from 10ft to 110ft.

 Road drainage in the town is almost non- existent. Gully grating chambers are present on some of the main roads which are either broken or choked.

 Existing Street Lighting system is insufficient.

4.1.6 Needs

 Jail Road (City Chowk to Mujhajir Colony may be designed as a 2-lane single Carriageway with available ROW width of 110’ to 60’. (Pic in Annex A).

 Missile Chowk to Market Committee Chowk with ROW 20’ at the start may be designed as 2-lane single carriageway. Presently, this road is in bad shape with pot holes and cracks. Ownership of this road needs further investigation. (Pic in Annex A).

 Minchanabad By-Pass Road from Hassaanabad Chowk to Minchanabad Chowk may be designed as a single lane carriageway. (Pic in Annex A).

 Road between Market Committee Chowk to Mubarak Gate needs rehabilitation.

 A comprehensive street lighting system for these Roads is recommended: Chistian Road upto Bahawali Chowk, Jail Road, Kachery Road, By_pass Road Minchanabad, Kachery Road, Canal Colony Road, Tehsil Bazar Road, Minchanabad Road etc.

4.2 Street Lights

According to TMA sources a total of 404 mercury lights and 13 sodium lights have been installed at TMA roads. Presently, the town is only allowed to turn on 50 % of the street lights due to government instructions as an energy saving exercise. Road wise provision of street lights is presented in Annex A.

Following important roads need Rs street lights: Chistian Road upto Bahawali Chowk, Jail Road, Kachery Road, By_pass Road Minchanabad, Kachery Road, Canal Colony Road, Tehsil Bazar Road, Minchanabad Road etc.

There are three electricians to take care of street light system. They are working without the requisite tools and machinery. Establishment expenditure budgeted in 2006-07 was Rs. 1,014,552 and in 2007-08 is 480,180.

4.3.1 Existing Condition

Bahawalnagar town is a plain with a minor slope. The sub soil water of the town is brackish and unfit for human consumption. Water table is 4 feet below the ground level and steadily rising. Underground water near Fordwah canal is fit for drinking purpose. A sub soil investigation was carried out along Fordwah Canal from the Wapda Hydrology Department which has recommended installing shallow tube wells of 0.5 cusec capacity at 500 feet apart along Fordwah Canal.

4.3.2 Water Service Area

Approximately 75 % of the entire town is served with water supply system whereas rest of the area is without it and people have their own sources of water mostly hand pumps / power pumps. 25% area is un-served, some areas are partly served and some areas have services with low pressure. Detail of these areas is attached at Annex-III

4.3.3 Water Distribution Network

Nearly 75 % of the Bahawalnagar Town is covered by water supply whereas the rest of the population is constrained to drink shallow brackish water through privately installed hand pumps/power pumps. The quality of water from these shallow sources is not so good and is mostly contaminated. Therefore, situation necessitates expansion of distribution network to those areas which are without piped water supply.

4.3.4 Tube Wells

To feed the present water supply system, there are 24 tube wells that are operational and working 18-24 hours/day. Total present pumping capacity is 10.5 Cusecs and total designed production is 5.05 MGD.

TMA worked out water demand till 2014 and to over come this gap of 10.5 cusecs; they are installing 21 new tube wells. Capacity of each tube well is 0.5 cusec, while existing water production is 10.5 cusec. After installation of these tube wells total water production for the town will be 21 Cusecs.

Total number of consumer connection is 8470. Installation of house service connections is usually performed by plumbers of TMA. PHED is going to replace 5800 consumer connections. Bills of Water Supply are not issued and people either pay at TMA office each year or TMA staff collects from households. As per TMA staff consumers usually pay their dues. Present domestic tariff is Rs. 35 per month and was revised in year 2003. Connections are not metered and consumers pay by norms rather than actual consumption. Consumption is generally excessive and inefficient in relation to uses of water. Piped drinking water is used for firefighting, while non potable ground water is generally available in the city. 4.3.6 Water Storage

Two types water storage are used i.e. under ground and overhead reservoirs. There are two under Ground Storage Tanks and two overhead reservoirs. Four under ground and four overhead reservoirs are under construction. Details of these are given below:

Ongoing Scheme

A scheme is in progress and 90% work has been completed. It was started in year 2004. Under this scheme town is divided into six zones(A,B,C,D,E&F) and its main features are as under: 1. 4.2.8 Needs

It seems that there is acute shortage of water in the town, but after completion of on going water supply scheme this deficiency of water demand will be covered

I. Net work needs to be provided in the un-served areas. II. Distribution lines in the entire town needs to be replaced expect in Faisal colony where pipes will be laid under the on going scheme. Other areas have problems of contamination and low pressure because those C.I and G.I pipes were laid in 1964 and have to be replaced.

4.4 SEWERAGE

4.4.1 Existing Sewerage System

Topography of Bahawalnagar town is flat. Slope of the town is towards south side of the town. Water table is just few feet below ground i.e. 2.25’ – 7’ and due to salinity it is difficult to lay sewerage. The system comprises of three disposal works. Existing disposal and the network have completed their life. Details of disposal works and pumping machinery are attached at Annex-V.

The wide spread network of open drains contributes to poor hygiene conditions in the town.

Areas where flooding occurs are as follows: Eid Gah Road, Disposal Road, Urdu Road, Model Town etc.

4.4.3 Needs

Bahawalnagar has deep sewerage problems due to shallow water table. Most of the drains in the town are choked and rains play havoc to this area. There is lot of stress on its trunk sewer; especially in monsoon season and flooding.

A comprehensive sewerage scheme to tackle sewerage problem in the town is needed. Presently, Sewage is being disposed of in open fields without treatment. Improvement and extension of Sewerage system is a real need of the town, provided that TMA agreed to acquire required land for waste water treatment.

4.5 SOLID WASTE MANAGEMENT

4.5.1 Existing Collection System

Solid waste management in Bahawalnagar comprises of primary collection from streets, secondary collection and final disposal. After sweeping the streets and roads the sanitary workers carry the solid waste in wheel barrows driven manually and collect at certain collection points. Solid waste generation in Bahawalnagar is 55 tons per day. Presently, Bahawalnagar has few secondary collection points and they are not well defined and keep on changing as per needs of the sanitation staff.

4.5.2 Existing Service Level

Although the existing secondary collection service delivery level good in the town but due to shortage of equipment and manpower TMA Bahawalnagar is not capable to serve the entire area of the town. As such some areas have good service delivery level whereas other having lesser attention gets poor service.

4.5.3 Existing Land Fill/Dumping Sites

No proper landfill site is available in or out side of the town. Solid waste is dumped in open spaces near Chishtian Railway Line, Minchan Abad Railway Line , By

Pass Road Minchan Abad , Jal Wala Road and Railway Ground Eid Gah Road. The solid waste is dumped in open spaces creating total in-sanitary & unhygienic conditions.

TMA required 27 acres land for landfills till 2028. For a 10 year span 11 acres would be sufficient. Cost of land as per discussions with the TMA staff is around 2-3 lacks per acre at a distance of 3-4 km from the town. Details are given in the table below.

4.5.6 Needs

 TMA needs 50-60 wheel barrows to collect primary solid waste from households and streets.  Four out of five tractor trolleys are very old and need replacement.  Proper secondary points need to be developed for secondary collection.  Waste is dumped inside the city creating unhygienic condition, therefore; a proper landfill site should be developed to dispose of solid waste.  At least, 11 acre of land is required to serve the town for 10 years for proper disposal of solid wastes.

4.6 FIRE FIGHTING

4.6.1 Existing Civil Structures

There is a separate fire station in Bahawal Nagar which has one office and a staff room. Area of fire station is 3,670 sq.ft. The staff room also acts as a store and its total area is 300 sq.ft. It is in good condition. There is only one garage which also acts as a verandah. The total area of the garage is 200sqft. The remaining 2720 square feet area is used as a courtyard.

4.6.2 Fire Fighting Equipment

TMA Bahawal Nagar has only one engine which is in very bad condition and fails to perform its function most of the time. Its need complete over-haul and repair. Its very old model and replacement would be a better option. Its capacity is 5000 liters Details of the equipment are presented in the table.

This information depicts that incidence record is being maintained .The officials told that there are about 144 fire incidents up to June, 2008 during last three years in TMA jurisdiction as well as out of it.

4.7 PARKS

There are two main parks in the town namely: Sutlej Park and Khalid Maqbool Park. In Establishment haed Rs 2408,568 were budgeted in 2006-07 and Rs 2,319,180 have been budgeted for this head in 2007-08. For maintenance of parks Rs 9,732 were spent in 2005-06 and an amount of Rs 200,000 has been budgeted for year 2007-08.

SUTLAJ PARK

Its total area is about 5.50 acres and is located in the main central area of the town.Its turfing and plantation is good and lighting is provided. In this park there are out door children game like swings, sliding etc, it also contain jogging track fountains and electric lights. Presently, only a boundary wall is present. In addition, the park also houses a district library.

KHALID MAQBOOL PARK

The total area of khalid Maqbool park is 6.25 acres and it is located in Quresh Colony. Its turfing and plantation condition is very poor. It is fortified by boundary wall. Its overall condition is very poor it only contains jogging tracks and walk ways. TMA is interested in developing the park.

Punjab Municipal Services Improvement Project (PMSIP) 38 Planning Report – Bahawalnagar CHAPER 5: WORKSHOP ON VISIONING AND PRIORITIZATION OF DEVELOPMENT SECTORS

Once the data was analyzed for all the sectors it provided with an understanding of the existing situation. The next step was to develop a vision for the development of the town. This establishes immediate priorities in order to achieve the desired objectives. For this purpose all the stake holders were formally gathered under one umbrella to agree a shared vision about the town.

The following methodology was adopted for the prioritization process.

5.1 Pre-Workshop Consultations

PMDFC held meeting with Tehsil Nazim to discuss and finalize the workshop methodology. The purpose was to develop a common understanding and build consensus about the workshop methodology and the proposed projects. The Tehsil Nazim was requested to invite the participants for workshop and make available suitable venue for it.

PMDFC briefed how the workshop would proceed, including details about formation of groups, inter-sector prioritization (i.e. roads vs water supply vs sewerage etc.), followed by intra-sector prioritization, e.g. in case of roads sector, individual road projects for the whole town were prioritized.

5.2 Workshop Proceedings

The work shop was held on 25TH October,08. It commenced at 1:00 pm and was concluded at around 3:00 p.m.

5.2.1 Workshop Participants

The number of participants was 30. The stake holders were mainly the representatives of the Tehsil Council, Union Naib Nazims, member trade bodies and councilors. List of participants is appended at the end of this report.

5.2.2 The Session

The workshop was formally started in which a presentation was given by PMDFC on the existing situation of the different sectors of the town. The presentation gave a comprehensive account of water supply, sewerage, solid waste management, roads etc indetail with pictorial view of the services. The problems with the existing condition of the infrastructure were highlighted. The Nazim confirmed the improvements needed in sectors identified by PMDFC, in his address to the workshop. He was keen to take up the most pressing issue of the town i.e sewerage through PMDFC. He assured his full support for accomplishing this Punjab Municipal Services Improvement Project (PMSIP) 39 Planning Report – Bahawalnagar project. He briefed the workshop participants for his efforts for seeking funds from different departments and organizations for infrastructure development

5.2.3 Group Formation

The participants were divided into 5 groups at random, but it was ensured that people form same UC may not be included in the same group. Each group comprised of 4-5 persons.

In the first round, inter-sector prioritization was done. Each group was given a list of sectors i.e. roads, water supply, sewerage etc. They were to label their priority before each sector e.g. if they thought drains was the most important problem of the town they were to assign 1 before drains, etc.

Moreover, the stakeholders added their views about the most pressing issues of certain areas. These findings were recorded as:

Solid waste management: The areas where solid waste collection was not done on regular basis were; Girls middle school Quraish colony, Nizam pura, east and west, Farooq abad, Islam Nagar, Muslim colony, Undroon shehr, Union council no 2, 12, Madni colony, Khadim abad, Shahzad Nagar and Mahajir colony.

Water supply: The areas where water supply system has problems or is not available, or the system has old pipes, need replacement, frequent leakages, sewer water being mixed with water supply pipes are: Undroon Shehr, Model town, Farooqabad east and west, Nizam Pura, Faisil Colony, Shahzad Nagar, Madni Colony, bank street Muslim colony, Islam nagar, Undroon Shehr, Model town, Faisil Colony, Hussainabad, Madina town, Muslim colony and Quraish colony.

Roads/street lights: Quraish colony, Muslim colony, Christian colony has drainage problem, broken roads. Street light system in Christian colony is very poor which creates law and order problem. Eid Gah road, College Road, Jinnah Road, Arif Wala, SP office road, DakKhana road, Khadim abad have problem with roads due to the shortage of funds.

Street light problem is with UC 2, 5, 12, Undroon Shehr, Madni Colony, Jinnah colony.

Sewerage: The areas that need attention in terms of sewerage system were: Eid Gah road, Urdu raod to Qasim road, Disposal road, Aziz street, Anar Kali road, Baldia road, Nizam Pura (east west), Farooqabad, Islam Nagar, Jinnah colony, Mahajir Colony.

The results of the Inter sector prioritization were entered into a ‘priority matrix’. In this matrix, the group-wise sector priorities were entered as assigned by the group members. Based on the frequency of responses, the inter-sector prioritization was finalized.

5.2.4 Prioritized List of Sub-Projects

Thus a prioritized list of projects was developed for TMA Bahawalnagar, as shown below:

The Planning process adopted minimizes selection of projects at random or biasness, rather it reflects the ground realities and is demand driven. If the projects are not need based, they are not sustainable for long period of time and become redundant without any benefit to the community or the user. Even if such projects survive, they benefit only a specific group of people. It is therefore important for Infrastructure projects to be

To make it mandatory, the involvement of stakeholders was ensured at all stages of planning, including the process of prioritization of the development projects.

6.1 Capacity Building at TMA

Field visit of TMA Bahawalnagar reveals that there is a dearth of I.T skills in the TMA. The staff in Engineering, Finance, Planning and Regulation offices can perform better through effective I.T. training. PMDFC is of the view that I.T training for TMA staff will be an important step towards the computerization of office records and will result in efficient office automation systems. Analysis of data will become easy and errors in record keeping would decrease to a considerable extent. Moreover, I.T skills are also essential for PMSIP interventions like Financial Management System, Complaint Tracking System etc.

B. Dissemination of Information

TMA Bahawalnagar has made some basic institutional arrangements for dissemination of information to the citizens. Information is shared at TMA office Notice Board, through “Munadi” and TMA arranges announcement of contracts and tenders in the national newspapers through Director General Public Relations. Sometimes, cable TV is also used by TMA to disseminate the information.

TMA does not have a website to share information and public response or feedback. Like other TMAs, there is no reporting system between the TMA and the Provincial Government. Annual budget is the only way of information forwarded to Provincial Government. Because of its inadequate institutional capacity, TMA needs constant overseeing by the Provincial Government. A watchful Provincial Government can ensure better performance from TMAs. The monitoring system for Provincial Government under PMSIP shall be a great help in this regard.

6.2 Performance Management System

Performance Management System in TMAs is one of the key institutional development components of performance improvement plan (PIP) that PMDFC is implementing in partner TMAs. PMDFC has taken the initiative of implementing PMS in its partner TMAs, under the guidance of Mr. Harry P. Hatry and Ms Rittu Nayyar Stone from Urban Institute Washington and World Bank. In March 05, a team of experts from Urban Institute visited PMDFC and arranged a two days workshop (19 & 21 March 05) at Hotel Avari, on Performance Management System.

PMDFC is introducing Performance Management System in Year – II TMAs. Field assessment of the TMA reveals that data exists in rudimentary form regarding performance indicators on municipal services like water supply, solid waste, street lights and sewerage. 6.3 Financial Management System

FINANCIAL COMPONENT

Law requires that no Local Government can pass a deficit budget. The intention is to provide built-in mechanism for fiscal efficiency. This constraint forces a Local Government to either raise revenue or to economize in expenditure or to do both. In general a local government has to maintain within its fiscal limits.

TMA staff is conversant with the budget formulation process but relies predominantly on the historical data for future projections. Monitoring committees are operative and audit is being conducted regularly.

Ratio of Own Source Revenue (OSR) to total revenue is consistent over the years in TMA Bahawalnagar. TMA is working hard to increase its OSR which is evident from 2006-07 in which there was a sharp increase in it. In 2004-05 OSR was 36% in 2005- 06 it was 38%, and in 2006-07 it was 36%.

According to the data of OSR and the Government Grants, it is evident that TMA Bahawalnagar is consistently increasing its OSR. In absolute terms OSR was Rs. 24m, 26m and 45m in FY 2004-05, 2005-06 and 2006-07 respectively. From the above data we can see that TMA is relying more on the Government Grants and is striving to increase its OSR which shows fiscal efficiency. Rent of shops and Building, Cattle Mandi, Adda and Parking Fee, Advertisement Fee, and Tax on Transfer of Immovable Property (TTIP) are the strong areas in which Bahawalnagar is showing an increase in its revenue over the years.

From the table above it is evident that TMA Bahawalnagar is within its budget estimates for current expenditures for the Years 2004-05, 2005-06, and 2006-07. Keeping non-development expenditures within budget estimates show a great strength on TMA's part. These funds can be used for other purposes such as O&M and other development schemes. As far as development expenditures are concerned,

From the above data performance of TMA regarding development expenditure can be studied against budgeted allocation for the same.

Following Action Plan has been envisaged for Bahawalnagar. It takes into account stakeholder consultations, technical considerations combined with information from secondary and primary sources.

The Action Plan includes several options that may be undertaken by the TMA to improve municipal services for its citizens. Each sector may have several options. Action-1 deals with options that may be fulfilled by little investment or better management practices. Whereas, Actions 2 & 3 usually require larger investment for which TMA may seek external funding.

7.1 Action Plan for Water Supply

Action Plan -1

 Recruitment to the 21 Water supply/tube well operates  Development of user connection database  Measurement of the present discharge of each tubewell to find out which tubewells are running economically.  Inspection of the existing pumping machinery of tubewells and replacement of the unserviceable or machinery involving high repair cost  Replacement of the sub standard consumer connections.  Operation & Maintenance training to water supply staff  Allocation of sufficient Operation & Maintenance budget in the Annual TMA budget.

Action Plan -2

 Distribution lines in the entire town would be replaced expect in Faisal colony where pipes are being laid under the on going PHED scheme. Other areas have problems of contamination and low pressure because those C.I and G.I pipes were laid in 1964 and have to be replaced.  Installation of consumer water meters as per stakeholder consultations.  Installation of the bulk water meters on the all existing and proposed tubewells.  Construction of additional over head/ground reservoirs as per need.

7.2 Action Plan for Solid Waste Management

Action Plan -1

Improvement of Solid Waste Collection System  Procurement of 100 more wheel barrows to improve collection of solid waste.  Repair of four Tractors.  Operations & Maintenance training to staff and its allocation in the budget.  House-House collection started on pilot basis in few localities.

Action Plan -2

Improvement of Collection System

 Development of secondary points for secondary collection.  Replacement of 22 animal carts with small motorized vehicles to collect solid waste from narrow streets.

Development of Disposal Site

 Present disposal sites in the town such as Chishtian Railway Line, Minchan

Abad Railway Line , By Pass Road Minchan Abad , JJ Jal Wala Road and Railway Ground Eid Gah Road would be abolished.  A landfill site comprising with approach road, additional operating staff and additional equipment would be required. An area of 27 acres land till2028 and 11 acres for a span of 10 years would be sufficient.

7.3 Action Plan for – Fire Fighting Arrangements

Action Plan – 1

More Water Refill points (fire hydrants) in the town

Presently two water fill points are existing in the Town. Three more filling points would be constructed / installed in this area to reduce the traveling distance of fire engines during breakout of fires at different points. It will give increased efficiency of fire fighting and reduce the losses due to fire, along with saving of POL and repairs.

Purchase of Fire Engines & Equipments

New fire engines need to be purchased along with allied fire fighting equipment to fight the fire breakouts in future to eliminate chances of heavy loss to private as well as public sector.

Renovation & Construction of Fire Station Buildings

Existing space to house two fire engines is not sufficient. It would be re-built to cope with the future demands of the fire facilities.

7.4 Action Plan for Drainage & Sewerage

Action Plan - 1

Up-grading of Existing Sewers and Drains

 Existing sewers at Eid Gah Road, Disposal Road, Urdu Road and Model Town  Maintenance schedule would be notified and monitoring of such exercise would be done.

Action Plan - 2

Provision of Lateral sewers to cover Developed Areas

This Action Plan-2 will provide with lateral sewerage facilities in the city. Most of the town is not served by laterals therefore; connecting existing trunk sewers with them would improve sanitation condition in the town.

Development of sewerage network in unserviced areas

New trunk sewer carrying most of city’s sewage would be laid at South-East part of the town. This would eliminate large sewage ponding at this site. Provision of lateral sewers in South-East part of the town.

Construction of Sewage Treatment Plant

Development of a safe effluent treatment plant, which will safeguard public health and will protect agricultural lands from pollution would be constructed before final disposal of sewage.

7.5 Action Plan for Roads

Improvement of following roads would be done:

 Jail Road (City Chowk to Mujhajir Colony may be designed as a 2-lane single Carriageway with available ROW width of 110’ to 60’.  Missile Chowk to Market Committee Chowk with ROW 20’ at the start may be designed as 2-lane single carriageway. Presently, this road is in bad shape with pot holes and cracks. Ownership of this road needs further investigation.  Minchanabad By-Pass Road from Hassaanabad Chowk to Minchanabad Chowk may be designed as a single lane carriageway.  Road between Market Committee Chowk to Mubarak Gate needs rehabilitation.

Improvement of Streets in the Town

Street condition in Nizampura, Madina Town and Farooqabad is very poor. Improvement of these street would be done in this plan.
