Donald Trump, Hillary Clinton tied in New Hampshire: poll (0.01/2) Presumptive GOP presidential nominee Donald Trump and likely Democratic nominee Hillary Clinton are running even in New Hampshire, according to a new poll. Mr. Trump and Mrs. Clinton are tied at 44 percent apiece in the Granite State, according to the Franklin Pierce University/Boston Herald poll released on Monday. As has been the case in other surveys, neither candidate is viewed very favorably. For Mr. Trump , 34 percent said they have a favorable view, compared to 62 percent with an unfavorable one. And for Mrs. Clinton , 35 percent said they have a favorable view, compared to 61 percent with an unfavorable one. There was a significant gender gap, with Mr. Trump winning among men by a 20-point margin and Mrs. Clinton winning among women by a 22-point margin. Mr. Trump ’s supporters were a bit more firm in their choice, though. Seventy-eight percent of Trump voters said they have made a firm choice as to who they intend to vote for, compared to 71 percent of Clinton supporters. Among the firm Trump voters, 48 percent said they support him and his ideas, while 47 percent said they support him because they oppose Mrs. Clinton. Among the firm Clinton voters, 64 percent said they support Mrs. Clinton and her ideas, compared to 35 percent who said they support her because they oppose Mr. Trump. Sen. Bernard Sanders, who defeated Mrs. Clinton in the New Hampshire Democratic primary contest, had a 56 percent/39 percent favorable/unfavorable split in the poll. Seventy-seven percent of all voters said Mr. Sanders of Vermont should stay in the race until the Democratic convention. President Obama carried New Hampshire in both 2008 and 2012. Mr. Obama had a 51 percent/44 percent favorable/unfavorable split in the state. The U. S. Senate race in the state was also close, with GOP Sen. Kelly Ayotte holding a 1-point, 48 percent to 47 percent, lead over Democratic Gov. Maggie Hassan. 7 Sponsored article: Should Scientists be blamed for Zika virus outbreak in Brazil? Viruses such as Zika and Dengue are transmitted through common vectors, a family of mosquitoes. Aedes aegypti is the most commonly known vector that transmits the virus to the human host. Zika illness is largely correlated with a sudden rise in the number of babies born with microcephaly in Brazil. It is well-known fact that the Zika virus has existed in Africa and Asia for decades, but the recent outbreak in South America a ind its link up with microcephaly gives rise to a number of questions. If Aedes aegypti population has been reduced by 90% through the trial experiment of Oxitec in a particular region in Brazil, why is there a huge outbreak of Zika virus just 180 kilometers away? There had never been a correlation between Zika virus and microcephaly until now and the questions what are the dangers posed by genetically modified organisms? Did the company carry out enough in-vitro experiments before moving the project to a field? The Genetically-modified mosquitoes are brand new even in the world of biosciences and genetics. Earlier, mosquitoes would be bred and then irradiated to make them sterile before releasing them to an environment. Scientists claim that the irradiated mosquitoes are less healthy and therefore less likely to find mates. The company Oxitec used a drug called tetracycline to keep GM mosquitoes healthy and claimed that wild-born offspring die due to the absence of tetracycline exposure. There remains an ocean of unanswered questions in genetics, is it the right time to conduct field trials that too with a mosquito which acts as a vector for more than two “difficult to decode” viruses. As industry experts believe, Up to 5% of the mosquitoes did survive to adulthood in lab conditions without the use of tetracycline; there is a meager possibility that some newborn males (from laboratory reared fathers) survived the wild conditions only with many genetic combinations. Did the lab explain why 5% of males survived without the exposure of tetracycline? Loopholes need to be addressed with data, not qualitative points. End of the day, it is a matter of life and death in Asia, Africa, and South America. The result of the main experiment has not been published yet and trials from Cayman Island are also not that rosy for commercialization. Computer modeling of the findings shows that 2.8 million genetically engineered adult male mosquitoes would need to be released per week to suppress a wild population of only 20,000 mosquitoes. Zika Virus can be detected through ELISA testing, suitable for the serodiagnosis of acute and past Zika virus infections. The chemical switch Tetracycline used for the genetic killing mechanism in genetically engineered mosquitoes can backfire to a greater extent. The survival rates can improve through generations when fed with tetracycline contaminated meat. There are a number of sources of where mosquitoes could find tetracycline in the polluted environment of this planet. Also, there is a huge risk of developing strains in the environment that would become resistant to antibiotics used by humans through these experiments. Scientists really need to study the environmental conditions, generation of GM mosquitoes, quite extensively before carrying out dangerous field trials. 9 Hacked Texas construction signs call Donald Trump a lizard DALLAS (AP) - Electronic construction signs in the Dallas area appear to have been hacked, displaying messages calling Donald Trump a reptile and imploring early morning commuters to take a day off work. The portable signs along Interstate 30 and elsewhere flashed messages early Tuesday including, “Donald Trump is a … shape shifting lizard!” Another message read, “Bernie for president,” referring to Democratic candidate Bernie Sanders. Another sign said: “Work is canceled. Go back home.” The signs appear to be ones used by the Texas Department of Transportation. TxDOT told Dallas-Fort Worth broadcaster KRLD that there’s no humor in what the hackers did. The agency says the messages bumped warnings to motorists about nearby construction zones. The Associated Press left a message for a TxDOT spokesman seeking comment.

AP PHOTOS: Spanish boxing coach, 84, vows to keep going MADRID (AP) - At 84, Manolo del Rio is something of a legend in Spanish boxing, having spent more than 65 years training some of the country’s best fighters and still pledging to keep on until he drops. Del Rio spends 12-14 hours a day in the gym in Madrid’s working class Vallecas neighborhood. At weekends, he accompanies boxers to their fights. He got a warning note to slow down last week when he was admitted to a Madrid hospital suffering from exhaustion. His past pupils include Pedro Carrasco, European champion in 1967 and world lightweight champion in 1971, and Jose Manuel Urtain, European heavyweight champion in 1970 and 1971. Most recently, he trained Gabriel Campillo, the 2009 world light heavyweight and European Union super middleweight champion. Del Rio is surprisingly agile and swift with both his feet and fists as he teaches pupils that could be his grandchildren, or great grandchildren. He laments the wane in popularity of boxing in Spain and attributes it to the unchallengeable attraction of soccer and the fact that boxing has almost vanished from the mainstream media. “Nowadays in Spain there are no boxing idols who are able to move crowds,” he says. “There are more distractions for young people nowadays.” But del Rio admits modern technology has helped boxing too. “Every boxer can watch on the internet how their idols perform. … They can see old and modern fights, study them, learn and copy techniques,” he says. “In the old days, we sometimes only saw how our opponent was when we got inside the ring.” A one-time amateur boxer himself, he gave up competing after he had to face his brother in a regional tournament, choosing to become his coach instead. These days, he believes technique more than punch strength is paramount. “Although boxing is a violent sport it is also an art in itself,” he says. “You have to learn how to move. … A clever movement can avert you being punched, so you can strike and move away without being hurt. This is technique!”

3.1 magnitude earthquake rattles parts of central Oklahoma LUTHER, Okla. (AP) - The U. S. Geological Survey says an earthquake has rattled central Oklahoma. The USGS says the 3.1 magnitude earthquake was recorded shortly before 6 a.m. less than 2 miles east- northeast of Luther in Oklahoma County, about 28 miles east of Oklahoma City. Geologists say the temblor was recorded at a depth of three miles. No damage or injuries were reported. Geologists say earthquakes of magnitude 3.0 are the smallest felt by humans and damage is not likely from quakes below magnitude 4.0. The number of magnitude 3.0 or greater earthquakes has skyrocketed in Oklahoma, from a few dozen in 2012 to more than 900 last year. Scientists have linked the increase to the underground disposal of wastewater from oil-and-gas production and state regulators have asked producers to reduce wastewater disposal volumes.

The Latest: Watchdog group blames Cincinnati Zoo CINCINNATI (AP) - The Latest on the killing of a gorilla after a child fell into its enclosure at the Cincinnati Zoo (all times local): 9 a.m. An animal protection watchdog group wants the federal government to hold the Cincinnati Zoo responsible for the death of an endangered western lowland gorilla. The Cincinnati-based Stop Animal Exploitation NOW says the U. S. Department of Agriculture that inspects zoo facilities should fine the zoo for having an exhibit in which people can gain access to animals. The USDA and Cincinnati Zoo didn’t immediately respond Tuesday morning to requests for comment. Zoo director Thane Maynard has repeatedly defended the shooting Saturday of the 17-year-old gorilla as necessary to save the 4-year-old who fell into the enclosure. He says the zoo is safe. The watchdog group’s executive director, Michael Budkie, says the zoo has had past problems. In March, two polar bears wandered through an open den door into a service hallway. ___ 6 a.m. The director of the Cincinnati Zoo says it remains safe for its 1.6 million annual visitors despite a weekend tragedy in which a gorilla was fatally shot to protect a 4-year-old boy who had entered its exhibit. Thane Maynard, however, said a review is underway to determine any improvements that can make the zoo safer. The male western lowland gorilla named Harambe was killed Saturday by a special zoo response team that feared for the boy’s safety. Video taken by zoo visitors showed the gorilla at times appeared protective of the boy but also violently dragged him through the shallow moat. Maynard said the decision to kill the gorilla was the right one. He said the gorilla was agitated and disoriented by the commotion after the boy fell.

Messi’s tax fraud case begins with player avoiding court MADRID (AP) - Lionel Messi’s tax trial began Tuesday with the player deciding not to appear in court for early proceedings. Messi is facing a prison sentence of nearly two years on charges he failed to properly pay taxes for part of his earnings from Barcelona from 2007-09. The Argentina playmaker is not obligated to appear in the Barcelona court until Thursday, when he is scheduled to testify before a judge. Sentencing is not expected until next week. Messi and his father, Jorge Horacio Messi, have been charged with three counts of tax fraud for allegedly defrauding Spain’s tax office of 4.1 million euros ($4.5 million). Because of the trial, Messi is missing Argentina’s preparation for the Copa America Centenario, which begins Saturday in the United States. He is expected to fly straight to the U. S. to join his teammates after the trial ends. Argentina debuts in the tournament on Monday against defending champion Chile. Even if found guilty, it is highly unlikely that Messi or his father will face any jail time. They have denied wrongdoing. “Everything is good. Everybody is calm,” said Messi’s lawyer, Enrique Bacigalupo, as he arrived at the Barcelona court on Tuesday. The trial is centered on alleged unlawful activities of Messi’s father, but authorities said the player knew enough to also be named in the case. Officials said that although Messi was mostly unfamiliar with tax issues, there was sufficient evidence to believe he could have known and consented to the creation of a fictitious corporate structure to avoid paying taxes on income from his image rights. In addition to each facing a prison sentence of 22 months and 15 days, Messi and his father could also be fined in the amount defrauded and ordered to pay all legal proceedings and the loss of any possible tax benefits for a year and a half. Messi is just the latest high-profile player to have to deal with Spain’s tough tax system. Neymar, Javier Mascherano, Adriano and Xabi Alonso also were targeted by authorities recently. Mascherano, Messi’s teammate with Argentina and Barcelona, earlier this year was handed a suspended one-year prison sentence for not paying nearly 1.5 million euros ($1.6 million) in taxes for 2011 and 2012. Brazil striker Neymar recently had to testify before a judge because of alleged irregularities involving his transfer to Barcelona. He and the club were accused of withholding the real amount of the transfer fee, in part to avoid paying the full amount of taxes. Messi was also being investigated by Spanish tax authorities after his name was among those released in the probe of international offshore accounts, known as the Panama Papers, although he was not charged for those allegations. ___ Tales Azzoni on Twitter: http://twitter.com/tazzoni. 16 Voters in 2016 feeling disconnected and helpless: AP-NORC poll WASHINGTON (AP) — Republicans and Democrats feel a massive disconnect with their political parties and helpless about the presidential election. That’s according to a new poll by the Associated Press- NORC Center for Public Affairs Research, which helps explain the rise of outsider candidates Donald Trump and Bernie Sanders and suggests challenges ahead for fractured parties that must come together to win this fall. “It feels like the state of politics is generally broken,” said Joe Denother, a 37-year-old Oregon voter who typically favors Republicans . The divisive primary season has fueled an overall sense of pessimism about the political process that underscores a widening chasm between political parties and the voters they claim to represent. Just 12 percent of Republicans think the GOP is very responsive to ordinary voters, while 25 percent of Democrats say the same of their party. Among all Americans, the AP-NORC poll found that just 8 percent consider the Republican Party to be very or extremely responsive to what ordinary voters think. An additional 29 percent consider the GOP moderately responsive and 62 percent say it’s only slightly or not at all responsive. The Democratic Party fares only slightly better, with 14 percent saying the party is very or extremely responsive, 38 percent calling it moderately responsive, and 46 percent saying it’s only slightly or not at all responsive. Denother, who works in health insurance, says he feels the disconnect with the party he usually supports. “The Republicans have gotten away from their core message of fiscal responsibility,” said Denother, who voted for Mitt Romney in 2012 and is undecided this year. “I feel there’s an identity crisis. And with a lack of identity, it’s hard to have confidence in the party.” The survey exposes an extraordinary crisis of confidence in most major political institutions just as both parties intensify efforts to connect with voters heading into the general election. In general, only 15 percent of Americans report a great deal of confidence in the Democratic Party compared with just 8 percent who say the same of the GOP. That’s as only 4 percent say they have a great deal of confidence in Congress, 15 percent in the executive branch and 24 percent in the Supreme Court. The findings come as Donald Trump assumes the mantle of GOP leader, having won the number of delegates necessary to clinch the Republican presidential nomination. Trump got there with an aggressive anti- establishment message, railing against his party leaders for months. Now the New York billionaire appears to be changing course. He recently entered into a high-dollar fundraising agreement with the Republican National Committee and plans to rely heavily on the RNC’s staffing and data programs to connect with voters. On the Democratic side, Hillary Clinton remains locked in a divisive primary battle with Sanders, a self-identified democratic socialist who has inspired a large and loyal following. The Vermont senator has echoed Trump’s charges of an unfair political system that’s stacked against him and ordinary Americans, a criticism that resonates with many voters. “It seems that everything was made straight for Hillary Clinton,” said Ron Cserbak, a 63-year-old retired teacher who lives in Cincinnati and usually votes for Democrats. The new poll finds that 6 in 10 Americans think the Republican Party is only slightly or not at all open to new ideas or candidates outside the political establishment, and about half say the same of the Democratic Party. About 3 in 10 think each party is only moderately open either to new ideas or outsider candidates. Story Continues →

18 Surfer loses leg in shark attack off west Australia PERTH, Australia (AP) - A shark tore a 29-year-old surfer’s leg off Tuesday at an Australian west coast beach, officials said. The man was attacked at Falcon Beach, a popular surfing spot in the town of Mandurah, south of Perth city, emergency services said. Royal Perth Hospital chief executive Margaret Sturdy said he would be flown 70 kilometers (45 miles) to the hospital’s trauma center once his condition had been stabilized by medical staff in Mandurah. “He is currently in a serious condition with a serious injury, a significant shark bite and is getting a lot of medical input,” Sturdy said. Mandurah Mail newspaper reporter Nathan Hondros said he arrived at the beach shortly after the attack and found ambulance crews trying to resuscitate the victim. “He had lost a leg from what looked like above the knee, so it was quite a savage attack by the looks of it,” Hondros told Australian Broadcasting Corp. A Falcon Bay Beach Cafe worker told Australian Associated Press that two men rushed in asking for ice, saying someone’s leg had been bitten off. Life guards had tweeted earlier Tuesday that a 3.5-meter (11-foot) white shark had been seen off a nearby beach on Tuesday morning. It was the first serious shark attack in Australia since March, when 22-year- old professional surfer Brett Connellan was badly injured off an east coast beach south of Sydney.

Mitch McConnell: ‘We’re all lobbying hard’ for Marco Rubio to run for re-election in Florida Senate Majority Leader Mitch McConnell says he and his Senate colleagues have been lobbying Sen. Marco Rubio to change his mind and seek re-election in Florida this year, after Mr. Rubio had taken himself out of the running for Senate once he launched his White House bid. “One of the things that I’m hoping, I and my colleagues have been trying to convince Senator Marco Rubio to run again in Florida,” Mr. McConnell told radio host Hugh Hewitt in an interview conducted on Monday. “He had indicated he was not going to, but we’re all hoping that he’ll reconsider, because poll data indicates that he is the one who can win for us,” Mr. McConnell said. SEE ALSO: Mitch McConnell: I don’t think Donald Trump will change the GOP ‘in any fundamental way’ “We’re all lobbying hard for him to run again,” Mr. McConnell said. “He’s been back in the Senate for six weeks. He’s, I believe, enjoying it, and being effective.” The filing deadline in Florida is in late June. “So I haven’t given up hope,” Mr. McConnell said. “He hasn’t said yes yet, but there are an awful lot of us who think that it would not only be good for him and for Florida, but good for the Senate if he ran again.” Mr. Rubio had said he would not simultaneously seek re-election to the Senate while he ran for president. 22 Soccer hooliganism still a threat heading into Euro 2016 PARIS (AP) - Hooliganism is making a comeback, and the timing could be bad with four high-risk matches in the first week of the European Championship in a country where the police force is already under huge strain. Should one or more of these matches - England vs. Russia in Marseille on June 11; Turkey vs. Croatia the next day; and England vs. Wales and Germany vs. Poland both on June 16 - descend into violence, the football itself could quickly become overshadowed. Police forces in France have been stretched since last November’s deadly terror attacks that killed 130 people. The last thing French authorities need is thugs causing mayhem. However, in the last two months alone there has been an increase in soccer violence around Europe. At the French Cup final, fans managed to sneak flares and objects into the Stade de France, despite a two-meter high security wall and triple security checks, while others tried to invade the pitch, raising serious concern ahead of Euro 2016, where the opening match between France and Romania takes place on June 10. In Germany, too, several hundred fans from Dynamo Dresden were held back by riot police to stop them attacking bitter rivals Madgdeberg in a third-division match in April, and mass arrests were made in May during the troublesome local derby between Frankfurt and Darmstadt. In Sunday’s League One playoff final at London’s Wembley, fights broke out among supporters; Rangers and Hibernian fans poured onto the field to do battle at Hampden Park in the Scottish Cup final - a worrying throwback to the mid-1980s when hooliganism blighted Britain - Liverpool and Sevilla fans traded punches in the Europa League final in Switzerland; FC Zurich thugs charged down the tunnel last Wednesday to try to attack their own players following relegation from the Swiss Super League, and then battled riot police outside. Although centered on inter-club rivalries, these troubles highlight how hooliganism has been creeping back after several years of good behavior. In November, 2014, 43-year-old Deportivo fan Francisco Javier Romero Taboada died in hospital after emergency services had rescued him from a river where he was dumped after being heavily beaten during a fight against rival hooligans from Atletico Madrid. This season, the Europa League has been hit with football violence. 24 Plaintiffs in hepatitis lawsuit seek judge- ordered testing BISMARCK, N. D. (AP) - Attorneys for victims of the largest hepatitis C outbreak in recent U. S. history want a judge to order more testing - a move they say could identify even more infected people. Plaintiff’s attorneys have asked Judge Todd Cresap to order Minot’s Trinity Hospital to expand testing. The motion says that could prevent “an already devastating outbreak from spreading.” The state Health Department says 52 people were sickened in the outbreak that began in August 2013. State and federal health officials have said they conducted a comprehensive investigation of the outbreak - including testing more than 1,800 people. A medical professor at Johns Hopkins University hired by plaintiffs as a consultant says that number is much less than the numbers tested in other disease outbreaks around the country in recent years.

Family: California veteran behind Houston shooting rampage HOUSTON (AP) - The family of a “troubled” Army veteran from California says he was the gunman who killed one person and injured several others in a shooting at a Houston auto detail shop. Family members identified 25-year-old Dionisio Garza III of Rancho Cucamonga, California, as the man who opened fire Sunday, killing 56-year-old Eugene Linscomb, a customer at the shop who had arrived moments earlier. Garza was killed about an hour later by a SWAT officer. Police have not released the suspect’s name and say they don’t know a motive for the shooting. But Garza’s family told KPRC TV in Houston (http://bit.ly/1TTZfUI ) that “something snapped” in him following two tours in Afghanistan. 27 27 Romania: crash fatality confirmed as CEO of pharma scam firm BUCHAREST, Romania (AP) - Romanian authorities have confirmed that a man killed in a car crash a week ago was the CEO of a company that had been indicted on charges of delivering heavily diluted disinfectants to hospitals. Prosecutors said Tuesday DNA tests confirmed the victim was Dan Condrea, chief executive of Hexi Pharma. His car slammed into a tree on a road north of Bucharest May 22. There was no immediate word on the cause of the crash but prosecutors said that, in the preceding 67 minutes, Condrea repeatedly drove along the same route. They are conducting technical tests on the car. Hexi had been indicted on charges that disinfectants provided to hospitals and Romania’s troops in Afghanistan were heavily diluted and ineffective. Condrea was to be questioned the day after the crash.

Alabama ‘Taps’ player hangs up his horn after 54 years SELMA, Ala. (AP) - Jesse Sanchez has lost count on the number of times he’s played “Taps” at important military events, but one has yet to be completed. It’s about him, but he won’t be around to hear it because it’ll be played on a recorder at his funeral. “I thought I’d tape myself playing ‘Taps,’” he said. “I can’t think of a better way to have it done one last time.” At the age of 84, Jesse can still reach the right notes even if all of them may not be as crystal clear as they once were. The best part is the emotion from his horn and the man playing it. “I have listened to him play ‘Taps’ for years and it always gives me chill bumps and makes me feel patriotic,” said Charles Pollack, once a tank commander who saw his share of combat during the Korean War. Jesse’s “Taps” would be his swan song at Memorial Stadium in Selma for Monday’s Memorial Day services. Just like an old soldier who’s been around the horn so many times, he knows it’s time to hang up his horn. He’s had remarkable careers in military and civilian venues dating back to 1949 when he enlisted in the Army. He first played “Taps” at Memorial Stadium in 1962 and this year marked his 54th consecutive appearance. Come rain or shine, he arrives early and takes his position near a monument to Navy Cmdr. Howard Gilmore, a World War II Medal of Honor recipient. Gilmore surrendered his life to save his submarine crew when, mortally wounded topside, he ordered his next in command to “Take Her Down.” As Jesse waits to play his trumpet, his mind drifts back to his boyhood days in Baytown, Texas, where his parents couldn’t speak English and he was required to keep mastering 60 words a day of his new language. Religion has helped him over the rough spots, too, and it’s apparent he’s covered just about all of his “Good Book” bases. “I was born a Baptist, raised a Catholic and married a Methodist,” he said, with a grin. “On top of that I was also the cantor at Selma’s synagogue for several years,” He became so proficient with his trumpet and vocal chords that he used them to bring home the bacon as a young man who formed his own band. He called it “The Showmen” and the pay was all of $20 a night. His accomplishments as a civilian could hardly compare with his achievements in the military. Jesse spent 36 years in the regular Army, Army Reserves and the Alabama National Guard. His highest rank was enviable, Army Command Sergeant Major - testimony to a man on a mission to succeed in life. Story Continues →

Student not allowed to wear Navajo moccasins at graduation WALDORF, Md. (AP) - A Waldorf high school student says she will not be allowed to wear moccasin shoes that honor her Native American heritage during her graduation. Dylan McCabe tells WTTG-TV (http://bit.ly/1Pf2zuJ ) that the principal of North Point High School allowed her to wear a ceremonial Navajo dress under her graduation gown, but he didn’t approve the footwear or leggings that she requested to wear. McCabe says the moccasins were the same ones she wore during a four- day coming-of-age ritual she performed when she was 11. She says she had to run three times a day with the shoes to prove her strength and endurance. McCabe’s mother says she has appealed the principal’s decision to the superintendent’s office. 32 32 Mitch McConnell: I don’t think Donald Trump will change the GOP ‘in any fundamental way’ Senate Majority Leader Mitch McConnell on Tuesday called presumptive GOP presidential nominee Donald Trump a “phenomenon” while saying he doesn’t think Mr. Trump is going to change the Republican party itself “in any fundamental way.” “I think Donald Trump is a phenomenon,” Mr. McConnell , Kentucky Republican, said on MSNBC’s “Morning Joe.” “I haven’t changed my views, and I don’t believe Donald Trump is going to change the Republican party in any fundamental way.” “He’s appealed to a lot of voters, he’s going to be the nominee, and I, for one, don’t have any trouble supporting him because he’s going to pick the next Supreme Court justice, for example,” Mr. McConnell said. SEE ALSO: Mitch McConnell: ‘We’re all lobbying hard’ for Marco Rubio to run for re-election in Florida “And I’m confident based on the list that he put out that this is going to be somebody that would [be] from my point of view, the right kind of choice for the country,” he said. “But I don’t think the Republican party fundamentally is going to change.” “What he is helping us do is reach out to voters that have not lately voted for Republicans, and I think that could end up making him very competitive in November,” Mr. McConnell said. Asked if House Speaker Paul D. Ryan should endorse Mr. Trump , Mr. McConnell said, “You’ll have to ask Ryan about that.” “My view is that Trump has earned the nomination because he went out and got the most votes, and we need to be respectful of the electoral process that has produced this nominee,” Mr. McConnell said. A poll released this week showed Mr. Trump tied with likely Democratic nominee Hillary Clinton in the battleground state of New Hampshire, with GOP Sen. Kelly Ayotte holding a 1-point lead over Democrat Maggie Hassan in Ms. Ayotte’s bid for re-election in the Granite State. Mr. McConnell said it’s still unclear what Mr. Trump ’s effect on such down- ballot races will be. “What I do think is that Senate races are big enough to where you can paint your own picture,” he said. “And all of our candidates are going to be in a good position to run.” Mr. McConnell also reiterated his call for Sen. Marco Rubio to change his mind and seek re-election in Florida. “We’re doing everything we can to encourage him to run,” he said.

Natural Resources Defense Council endorses Hillary Clinton Making its first-ever presidential endorsement, the Natural Resources Defense Council Action Fund on Tuesday backed Hillary Clinton for president, shunning Sen. Bernard Sanders and calling the former first lady “an environmental champion” with the necessary experience to save the planet. In a statement, the powerful green group said last week’s energy speech by presumptive GOP presidential nominee Donald Trump underscored the need to weigh in and endorse a candidate for the first time. The endorsement comes at a crucial time for Mrs. Clinton , just one week before the June 7 California primary. “ Hillary Clinton is an environmental champion with the passion, experience and savvy to build on President Obama’s environmental legacy,” NRDC Action Fund President Rhea Suh said in a statement Tuesdaymorning. “More than any other candidate running, Hillary Clinton understands the environmental challenges America faces, and her approach to solving them is grounded in the possibility and promise our democracy affords us. She is the candidate best able to protect our climate, air, water and lands.” Mrs. Clinton essentially has vowed to continue President Obama’s climate- change agenda if elected president, while Mr. Sanders wants to go further. He’s promoted policies such as a carbon tax and a flat-out ban on fracking that Mrs. Clinton has not yet signed on to. The two have split environmental endorsements so far in the primary process. Mrs. Clinton has the backing of the NRDC Action Fund and the League of Conservation Voters, for example, while Mr. Sanders has secured the endorsement of Friends of the Earth. The nation’s most prominent environmental activist group, the Sierra Club, has not yet endorsed a candidate, though it almost surely will back the eventual Democratic nominee. Specifically, the NRDC Action Fund also cited Mrs. Clinton ’s experience at the State Department as a reason for its endorsement. They said her “deep knowledge and diplomatic skills” will make it easier for the U. S. to work with other nations and live up to the commitments it made at a climate summit in Paris last year. In her own statement, Mrs. Clinton once again promised to continue on the path laid out by the Obama administration. “We can’t wait for climate deniers and defeatists to get on board — we need to take immediate action to build on the progress President Obama has made in fighting this unprecedented global threat,” she said. “We need to use every tool we have to make America the clean energy superpower of the 21st century and to make sure no one is left out or left behind in the clean energy economy, from communities struggling with the legacy of environmental racism to the coalfield communities that kept America’s lights on for generation.” Mrs. Clinton ’s environmental stances have caused her problems in recent months. Earlier this month, she apologized for saying she’d put more coal miners out of work if elected president, claiming she misspoke and merely meant that the industry was on a downward trajectory. Despite that apology, she lost to Sen. Bernard Sanders in West Virginia, one of the nation’s largest coal-producing states.

Katie Couric takes blame for ‘misleading’ gun documentary

WASHINGTON (AP) - Katie Couric has reversed course and taken responsibility for misrepresenting the response of gun rights activists to a question she poses in a new documentary on the issue. The segment in “Under the Gun,” shows nearly 10 seconds of silence after Couric asks the activists how felons or terrorists could be prevented from purchasing a gun without background checks. Audio of the exchange leaked last week reveals an almost immediate response to the question. Couric writes in a message on the film’s website that she regrets not raising her initial concerns about the segment “more vigorously.” Director Stephanie Soechtig told The Washington Post last week the pause was so viewers could consider the question. Couric said then that she supported Soechtig’s statement and was “very proud of the film.”

Compliance window for domestic black money opens June 1 New Delhi L The 4-month disclosure window giving an opportunity to domestic black money holders to come clean by paying tax and penalty of 45 per cent on such assets will open tomorrow. People who have made money through corrupt means will not be allowed to take advantage of the disclosure window. Under the Income Declaration Scheme, persons making disclosure of unaccounted assets will be given time up to November 30 to pay taxes, penalty and surcharge totalling 45 per cent at the fair market value. The Finance Ministry officials have also held an online 'talkathon' to create awareness about the disclosure window. Earlier in the month, CBDT came out with a 14-Frequently Asked Questions (FAQs) and a circular to explain the provisions of the income disclosure window. It was clarified that the declaration made under the scheme will not be used against the declarants under the Income-Tax Act or Wealth Tax (now abolished). There will also be an immunity from Benami Transactions (Prohibition) Act. Finance Minister Arun Jaitley had said on Monday that people with undisclosed assets should use the limited period income declaration window, beginning tomorrow, if they want to "sleep well". "Starting from day after tomorrow, the new window opens and I will advise all those who have any undisclosed asset to declare it and pay the tax and sleep well. Otherwise, the way the disclosures are becoming more and more public, they will run into serious trouble," Jaitley had said. The declarants will be liable for capital gains tax on sale of such assets in future. The scheme, however, will not apply in relation to prosecution of any offense punishable under the Prevention of Corruption Act, 1988. "Therefore, declaration of such undisclosed income cannot be made under the scheme," the FAQs said, adding that such declaration will amount to misrepresentation of facts and hence void. On a question whether a person can declare undisclosed income which has been acquired from money earned through corruption, the CBDT in its FAQ said "No". If a declaration is held as void, the provisions of the Income-tax Act will apply in respect of such income as they apply in relation to any other undisclosed income. The scheme for domestic black money holders follows a similar one for those having undisclosed foreign assets. Individuals, HUF, company, firm and any association can take advantage of the income declaration scheme announced in the Union Budget to fish out black money from the domestic economy. As per the CBDT circular, if the declarant fails to pay the entire amount of tax, surcharge and penalty within the specified date (November, 2016) the declaration will become void. "Where the declaration is held to be void for any of the above reasons, it shall be deemed never to have been made and all the provisions of the Income-tax Act, including penalties and prosecutions, shall apply accordingly," it said. It was further observed that the scheme will not be available for undisclosed income which has been assessed to tax and the case is pending before an Appellate Authority. The amount of undisclosed income declared will not be included in the total income of the declarant for any assessment year.

South Korea says North Korea missile launch likely failed SEOUL, South Korea (AP) — A North Korean missile launch likely failed on Tuesday, South Korea ’s military said, the fourth in a series of high-profile failures that somewhat temper recent worries that the North is pushing quickly toward its goal of a nuclear-tipped missile that can reach America’s mainland. South Korea ’s Yonhap news agency said the missile was a powerful mid- range Musudan, which could potentially reach U. S. military bases in Asia and the Pacific. Yonhap cited an unidentified government source as saying the missile exploded at a mobile launch pad as soon as the launch button was pressed. The report, if confirmed, suggests the missile may have even failed to lift off. Yonhap did not say how its source obtained the information. PHOTOS: South Korea says North Korea missile launch likely failed South Korea ’s military couldn’t confirm the report. The Joint Chiefs of Staff said in a statement that North Korea attempted to launch an unidentified missile early in the morning from the eastern coastal town of Wonsan, but that it likely failed. It released no other details. Despite the recent failures, there have been growing worries about North Korea’s nuclear and missile activities this year, which include a nuclear test in January and a rocket launch in February that outsiders saw as a test of banned long-range missile technology. South Korean officials believe North Korean leader Kim Jong-un issued an order in March to conduct tests of a nuclear warhead and ballistic missiles capable of carrying such warheads. The order was thought to be part of North Korea’s response to annual South Korea -U. S. military drills that it sees as a rehearsal for an invasion. “I think they keep firing (Musudans) because they’ve continuously failed” in previous launches, said Lim Eul Chul, a North Korea expert at South Korea’s Kyungnam University. “They’ll continue to make efforts to upgrade (Musudan’s) capability to a level that can satisfy their leader.” South Korea has dismissed as “propaganda” repeated overtures by North Korea for talks, which some analysts see as an attempt by the North to win concessions from its rivals. South Korea ’s Foreign Ministry warned Tuesday that North Korea will face stronger sanctions if it doesn’t stop provocations. Lim said Tuesday’s launch attempt shows that North Korea is openly pressing ahead with its vow to bolster its military strength, regardless of whether it is pushing for talks with South Korea . “For them, upgrading Musudan’s capability is a different matter from seeking a dialogue with South Korea ,” he said. In April, North Korea attempted unsuccessfully to launch three suspected Musudan missiles. All exploded in mid-air or crashed, according to South Korean defense officials. Musudan missiles are thought to have a potential range of about 3,500 kilometers (2,180 miles), which would put U. S. military bases in Guam within their striking distance. South Korea believes North Korea does not have a functional long-range missile capable of hitting the U. S. mainland, but that the North is working on that technology. Before April’s suspected launches, North Korea had never flight-tested a Musudan missile, although one was displayed during a military parade in 2010 in Pyongyang, its capital. ___ Associated Press writer Kim Tong-hyung contributed to this report.

Iraqi forces in Fallujah repel Islamic State attack in city’s south CAMP TARIQ, Iraq (AP) — Iraqi forces battling their way into Fallujah repelled a four-hour attack by the Islamic State group in the city’s south on Tuesday, a day after first moving into the southern edges of the militant-held city with the help of U. S.-led coalition airstrikes. Also Tuesday, a leading aid group raised alarm over the unfolding “human catastrophe” in Fallujah, where an estimated 50,000 people remain trapped as the fight intensifies and renewed calls on warring parties to open up safe corridors for civilians to flee. The attack started at dawn in Fallujah’s Nuaimiya area where Iraqi troops captured almost 85 percent of the ground the previous day, two officers with the special forces told The Associated Press. IS militants used tunnels, deployed snipers and sent six explosives-laden cars to hit the troops but they were destroyed before reaching their targets, the officers said, speaking on condition of anonymity to discuss the ongoing campaign. Iraqi forces suffered casualties, but the officers didn’t give details. Nuaimiya is a sprawling mainly agricultural area in Fallujah’s south and Monday’s push into it was the first attempt by Iraqi forces to enter the city after focusing on dislodging the militants from surrounding areas to tighten the siege. Fallujah has been under Islamic State control for over two years and is the last major city in western Iraq still under control of the Sunni extremist group. The militants still control patches of territory in the country’s north and east as well as the country’s second largest city, Mosul. The U. S. led coalition and Iranian-backed Shiite paramilitary forces are helping the Iraqi army in the battle to retake Fallujah. But the fight is expected to be long and protracted, given that IS militants have had more than two years to dig in. Tunnels — similar to those found in other territory long held by IS — have already been discovered in the northeastern outskirts of Fallujah. The Iraqi counterterrorism forces are leading the assault on Fallujah, slowly moving up from the southern edge. Their advance is expected to be slow also because tens of thousands of civilians remain trapped in Fallujah and hidden bombs are believed to be strewn throughout the city, according to special forces’ commanders at the scene. A statement from Jan Egeland, Secretary General of the Norwegian Refugee Council, warned of the impeding humanitarian disaster inside Fallujah. “A human catastrophe is unfolding in Fallujah,” Egeland said, adding that only one family managed to escape from the town on Monday. Since the offensive began a week ago, 554 other families have escaped from areas surrounding Fallujah, which lies 65 kilometers (40 miles) west of Baghdad. “Warring parties must guarantee civilians safe exit now, before it’s too late and more lives are lost,” Egeland added. The NRC group, which is working with refugees and internally displaced people in Iraq , said lack of food, medicine, safe drinking water and electricity in the city “are pushing families to the brink of desperation.” The extremist group is expected to increase attacks in major Iraqi cities in an attempt to distract the security forces’ attention away from the front lines. On Monday, IS claimed responsibility for a wave of bombings in and around the capital, Baghdad, that killed at least 24 people and wounded dozens. Story Continues →

WATCH: Surf's up for Brian Wilson ahead of Israel visit When the weather heats up, the sea seductively beckons and the bathing suits come out of the closet, it's time for the music of the Beach Boys. The perennial all-American band - built on Chuck Berry riffs, surfing, hot rods, girls and the allure of eternal youth – has remained in the psyche and on the Ipods of music fans around the world mainly due to the talent and vision of Brian Wilson , the gifted but troubled writer of some of rock's most enduring songs. Wilson's scope expanded significantly in the second half of the 1960s, as along with the Beatles, he began making rock music for adults. And no better example of that growth exists than on the Beach Boys' pinnacle Pet Sounds, released in 1966. Now on its 50th anniversary, the 74-year-old Wilson is performing the album in its entirety on a world tour that stops at the Ra'anana Amphitheater on June 8. Pet Sounds, featuring songs like "God Only Knows," "Wouldn't It Be Nice" and the self-prophetic "I Just Wasn't Made for These Times," offer a palette far removed from the happy-go-lucky hits the band made only a year or two earlier. Dominated by slower tempos, complex arrangements with orchestration and introspective lyrics, the material still retains the unmistakable Beach Boys sound, thanks to the intricate soaring harmonies Wilson arranged for brothers Carl and Dennis, cousin Mike Love and members Al Jardine and Bruce Johnston to sing. "I wanted to do something good like Rubber Soul," Wilson told The Jerusalem Post recently, referring to The Beatles' landmark 1965 album, when asked why he abandoned the Beach Boys traditional sound for the ethereal tones of Pet Sounds. "I was young, happy and creative," Wilson added in a promotional video released last week ahead of his Israel show. Reams of articles, books and films, including 2015's much ballyhooed John Cusack biopic Love and Mercy, have focused on Wilson's roller-coaster journey from sandy-haired surf music innovator to revolutionary pop composer to drug-addled recluse to a recovered – but emotionally damaged –gentle childlike giant of mythological proportions. As one of rock's revered elder statesmen, Wilson's stature has only increased in recent years as he's returned to revisiting his durable oeuvre. In 2004, he unexpectedly staged triumphant presentations of The Beach Boys' fabled 1960s unreleased opus Smile, to thunderous acclaim. The current Pet Sounds tour features most of the same players from the Smile tour, and includes his old Beach Boys mate Jardine and longtime sideman Blondie Chaplin. Wilson remains an enigma, touring more now than he has since the Beach Boys' heyday, with both tremendous box office clout and creative credibility that surpasses most of his 1960s contemporaries. He told The Post that he didn't know if the Beach Boys would be able to break into the music industry today, but he's proud of the band's legacy. When asked what he thinks a contemporary producer might be referring to when he tells his musical client to sound like the Beach Boys, he said," I would say he's talking about the harmonies - you want to go for those harmonies. That's what made us stand out. " Those harmonies, like the sounds of summer, will be in abundance next week when Brian Wilson takes to the stage in Ra'anana.

EU court adviser: Sanctions on Russian firms legally valid LUXEMBOURG (AP) - A senior adviser to the European Court of Justice says European Union economic sanctions imposed on Russian companies are valid in the main under the EU’s common security and defense policy. Advocate General Melchior Wathelet issued the opinion Tuesday in response to a challenge the Russian oil and gas producer Rosneft filed before a British court. Rosneft is seeking annulment of an EU leaders’ decision in July 2014 to impose restrictive measures on it and other Russian companies following Russia’s annexation of Crimea from Ukraine. Wathelet found the sanctions valid with the exception of one regulation he said was in contradiction with the EU leaders’ original decision. He asked the EU court to formally adopt his non-binding conclusions. The Luxembourg-based tribunal is expected to rule within three to six months.

US naval, air maneuvers become ‘new normal’ in Asia Pacific WASHINGTON (AP) - American ships and fighter jets maneuvering across the South China Sea and the Sea of Japan represent the “new normal” in U. S.-Pacific relations despite rising tensions with China and Moscow. U. S. moves in recent months have led to angry protests from China and Russia, which contend the Obama administration is fueling unrest in the Asia Pacific and conducting illegal and unsafe transit in the region. U. S. military leaders defend the operations and say they will continue to exercise freedom of navigation, and may do so more frequently as time goes on. The escalating rhetoric reflects efforts by China and Russia to show military superiority in an increasingly crowded and competitive part of the world. And it sets up a tense game of political brinksmanship as leaders from the two countries and the U. S. thrust and parry across the military and diplomatic fields of play. The military maneuvers have shadowed President Barack Obama’s “pivot to Asia,” a decision early in his tenure to try to focus the relationship with Pacific partners on economics and trade. “We’re at a moment when China, Iran and Russia are all testing us, engaging in reckless behavior and forcing policy makers with the question of how far we push and when,” said Derek Chollet, a former assistant defense secretary for international affairs and now a senior adviser at the German Marshall Fund. “We’re for freedom of navigation and following the rules, and to an extent we are pushing back against changing the rules.” Adm. John Richardson, chief of naval operations, said that for the first time in 25 years, the U. S. is facing competition for maritime superiority as China and Russia build up their navies. China’s island development in the South China Sea has inflamed regional tensions, including with nations that have competing claims to the land formations. Most fear that Beijing, which has built airfields and placed weapons systems on the man-made islands, will use the construction to extend its military reach and perhaps try to restrict navigation. Three times in the past seven months, U. S. warships deliberately have sailed close to one of those islands to exercise freedom of navigation and challenge the claims. In response, China has deployed fighter jets and ships to track and warn off the American ships, and accused the U. S. of provocative action. Twice this year, Defense Secretary Ash Carter has flown to U. S. aircraft carriers in the South China Sea with reporters, sending a message that the U. S. will not cede navigational rights. He plans to return to the area next week for an annual Asian national security conference. “China has taken some expansive and unprecedented actions in the South China Sea, pressing excessive maritime claims contrary to international law,” Carter said Friday during a speech to graduates at the U. S. Naval Academy. “The result is that China’s actions could erect a Great Wall of self-isolation, as countries across the region - allies, partners, and the unaligned - are voicing concerns publicly and privately, at the highest levels.” Similarly, Russian attack planes buzzed a U. S. Navy warship in international waters in the Baltic Sea last month, and last week Moscow lodged a formal protest about a U. S. reconnaissance flight over the Sea of Japan. The U. S. says its missions are meant to underscore the rights of the U. S. and others to traverse the region freely and to block efforts by any nation to unlawfully extend their boundaries or territorial rights. “To the degree that we could advocate more strongly, we need to do enough of these things so that advocacy is well understood,” Richardson said in an Associated Press interview. “Certainly if you wanted to dial those up in frequency, well I think that we can support that.” The U. S. is establishing “a new normal level of activity or interaction” that comes with Russia’s and China’s “return to great power competition,” he said. Richardson noted that freedom of navigation operations happen hundreds of times a year in the backyards of friends and foes. Story Continues →

Net profit down 19% at scandal-hit Volkswagen in 1st quarter FRANKFURT, Germany — Volkswagen saw net profit fall 19 percent in the first quarter as it struggled to deal with a scandal over cars equipped to cheat in diesel emissions tests. Profits for the first three months of the year fell to 2.37 billion euros ($2.63 billion) from 2.93 billion euros a year earlier. Revenue fell 3.4 percent due to lower unit sales and to exchange rate effects. Volkswagen faces heavy costs for recalls and fixes to cars with engine- control software that evaded emissions tests. CEO Matthias Mueller said in a statement Tuesday that the company “managed to limit the economic effects of the diesel issue and achieve respectable results under difficult conditions.” TVJ RELATED STORIES Volkswagen to provide update on emissions settlement talks US and VW mum on meeting of leaders amid emissions scandal

Palace cites PH improvements amid drop in IMD competitiveness report Malacañang on Tuesday highlighted improvements in the country’s business efficiency following the release of the World Competitiveness Yearbook (WCY) ranking. According to the International Institute for Management Development’s (IMD) WCY report, the country went down a notch to 42nd in the world rankings, from 41st last year. It also went back to 12th place in the Asia- Pacific region from 11th last year. READ: PH improves ranking in IMD’s world competitiveness report The ranking covers 61 countries and involves 342 criteria under four broad categories: economic performance, government efficiency, business efficiency and infrastructure. “We note the WCY report stated the Philippines registered marked improvements in business efficiency and infrastructure and remained stable in government efficiency, while the country’s workforce emerged as the economy’s most attractive feature,” Communications Secretary Herminio Coloma Jr. said in a statement. He described the country’s ranking as “stable and resilient in the face of a general decline among most Asian economies such as Malaysia, Indonesia, Taiwan and mainland China.” Despite the slight drop, Coloma said the country has been making “significant gains” in the WCY “surging by more than 43 places from 85th place in 2010 buoyed largely by the social and economic reforms anchored on good governance that President (Benigno) Aquino (III) has instituted during his term.” “And as the Aquino administration prepares to step down from power, we prepare to step down, we shall pass on a stronger, more competitive and broad-based and inclusive economy to the next administration,” he said. 50 Asia stock markets climb as investors cheered by Japan data HONG KONG — Most Asian stock markets rose Tuesday after Japan reported better-than-expected data for April. Shares in Japan were also buoyed by expectations that a 2017 sales tax hike will be delayed until 2019, and by a weakening in the Japanese yen. KEEPING SCORE: Japan’s benchmark Nikkei 225 rose 1 percent to 17,230.35 and South Korea’s Kospi added 0.8 percent to 1,982.38. Hong Kong’s Hang Seng climbed 1.3 percent to 20,897.75 and the Shanghai Composite Index in mainland China jumped 3 percent to 2,907.25. Sydney’s S&P/ASX 200 fell 0.3 percent to 5,392.00. Shares in Taiwan and Southeast Asia were mostly lower. GLOBAL OUTLOOK: Market sentiment was relatively upbeat as investors found some solace in the latest economic data from Japan, which showed factory output and consumer spending data improved in April, though they remained weak. Investors are also watching for the latest monthly manufacturing index for China, due Wednesday, and an OPEC meeting Thursday as they seek to gauge the world economic outlook. ANALYST’S INSIGHT: “The focus will be on U. S. data tonight, as U. S. markets return from Memorial Day,” Bernard Aw of IG said in a commentary, noting concern over whether the Fed will push ahead with rate hikes as recently suggested by Fed chair Janet Yellen. “Investors will be keen to see if U. S. data this week will corroborate the Fed’s slightly optimistic tone.” SHANGHAI SURGE: Chinese stocks jumped on speculation that global stock benchmark provider MSCI may include yuan-denominated shares in its Emerging Markets Index for the first time. Any changes would take effect in June. Inclusion of China’s so-called “A-shares” would attract more foreign investment as fund managers rebalance their portfolios. ENERGY: Benchmark U. S. crude oil rose 32 cents to $49.65 per barrel in electronic trading on the New York Mercantile Exchange. Brent crude, used to price international oils, slipped 4 cents to $50.32 per barrel in London. CURRENCY: The dollar strengthened to 111.27 yen from 110.95 yen in Monday’s trading. 51 Whopping R80‚000 plus restaurant bill is NOT Zuma’s The presidency refuted the assertion on Tuesday as the claim‚ along with a copy of the restaurant bill‚ went viral on social media. The receipt‚ which can easily contend for the title of the most expensive eatery bill to surface online‚ shows that the table of ten spent R73‚053.50 - mostly on booze - and finished it off with a tip of R7‚305.50 on May 12. Sadly‚ we can’t answer the question “Who are these people?” A general manager at the restaurant who refused to be named confirmed the legitimacy of the receipt‚ but denied reports that the president and his wives were ever at the restaurant. President Zuma's spokesman Bongani Ngqulunga said: "I have seen the receipt. It does not belong to the president as he was not in the country on the day. He was in Uganda at the inauguration of President Yoweri Kaguta Museveni in Kampala. We don’t know who did this. " The bill shows that in addition to food - including four Langoustines at an eye-watering R3‚200‚ lamb shank for R255 and salmon confit for R295 - the customer spent R65‚198.50 at the bar. The list of expensive drinks included 30 doubles of 26-year-old Glenfiddich whisky for R29‚700‚ six bottles of Veuve Clicquot NV Champagne for R8‚700‚ two bottles of Louis Roederer Cristal Brut for R17‚000 and two bottles of Billecart-Salmon Brut Rose‚ a snip at R4‚600. Bottles of water for the table cost R495. Signature restaurant‚ which is owned by mogul and professional civil engineer Desmond Mabuza‚ hosts well-heeled customers including politicians‚ businessmen and celebrities. Even the rich like a freebie‚ so at least they got 13 hot rolls thrown in for free.

New law raises tax-free cap for ‘balikbayan’ boxes Overseas Filipino workers (OFWs) can now enjoy tax- and duty-free balikbayan boxes after President Benigno Aquino III has signed into law the Customs Modernization and Tariff Act (CMTA), Senator Sonny Angara said on Tuesday. Angara, chairman of the Senate committee on ways and means and sponsor of the CMTA, said that under the CMTA or Republic Act 10863, the tax-exempt value of items sent by overseas Filipinos to their families back home would be increased from the present P10,000 to P150,000. “Nagpapasalamat po tayo sa ating Pangulo at mga kasamahan sa Senado at sa Mababang Kapulungan na tumulong sa pagpasa ng batas na ito na naglalayong alisan ng buwis ang ating mga OFW na nagpapadala ng balikbayan box at ireporma ang luma at bulok na sistema sa Customs,” he said in a statement. (We thank the President and our comrades in the Senate and the Lower House who helped pass this law which aims to omit the taxes our OFWs shoulder when they send balikbayan boxes and to reform the old and dated system of the Customs.) “With the increase in the values, we lessen the discretion of the Customs officials to inspect goods and collect taxes, thus minimizing cases of corruption and smuggling. Huwag naman sana natin parusahan ang ating mga OFW sa pamamagitan ng pagpataw ng mataas na buwis at sa mga umano’y pangangalkal at pagnanakaw sa mga padala sa loob ng balikbayan boxes (Let’s not burden our OFWs by imposing high taxes, and through the alleged stealing of the contents of balikbayan boxes),” the senator said. Angara said OFWs can now send up to three P150,000-worth of tax- and duty-free balikbayan boxes in a year, given that the goods are not in commercial quantities nor intended for barter, sale or for hire. READ: Senate OKs bill upgrading BoC, raising ‘balikbayan’ box exemption On top of the tax- and duty-free balikbayan boxes, Filipinos, who have stayed in a foreign country for at least 10 years and are returning to the Philippines, will also be granted tax exemption for the personal and household effects, not exceeding P350,000, they will be bringing with them when they return to the country, said the senator. As for Filipinos who have lived overseas for at least five years, he said, they would be entitled to tax- and duty-free personal and household effects amounting to P250,000, while those who have stayed abroad for less than five years could enjoy P150,000 tax-free ceiling. Angara said the CMTA also raises the de minimis value, which refers to the value of tax- and duty-free goods and the minimum cost of goods required to undergo formal Customs entry, from the present P10 to P10,000. To permanently do away with the outdated values, the senator said, the law also provides for an automatic indexation of the amounts every three years to account for inflation. He said the new law generally aims “to simplify, modernize and align with global best practices the country’s customs procedures including import clearances and valuations, making the release of goods much faster, regardless of whether you are an individual entrepreneur or a large multinational.” “It also mandates the use of information and communications technology and other appropriate applications that speed up not only the inner- workings of Customs, but also make it more transparent,” Angara said. He said the CMTA also reinforces Bureau of Customs functions as trade facilitator rather than just being a revenue-generating agency, and imposes higher penalties against smuggling. “The CMTA aims to overhaul and modernize the bureau which has long been perceived as one of the most corrupt and underperforming government agencies in the country,” Angara said. “Kahit si President-elect Rodrigo Duterte ay gusto nang buwagin ang ahensiyang ito. Pero umaasa tayo na sa pamamagitan ng mahigpit na pagpapatupad ng batas na ito at sa tulong ng bagong administrasyong Duterte, magbabago at maisasaayos ang kalakaran ng Customs,” he further said. (Even President-elect Rodrigo Duterte wants to abolish this agency. But we hope that through the strict implementation of this law and with the help of the Duterte administration, the Customs systems would be reformed and put in order.) 56 Nigeria's Buhari to visit Niger Delta for first time this week The visit was announced a day after Buhari said the government would hold talks with leaders in Nigeria's main oil-producing region to address their grievances, in a bid to stop a surge in pipeline attacks. Buhari will visit a Niger Delta area called Ogoniland to launch a much-delayed programme to clean up areas heavily polluted by oil spills, the official said. People in the southern swamps, where oil giants such as Royal Dutch Shell and Chevron operate, have for years complained about the oil industry's pollution and about economic marginalisation by the state. Some have taken up arms, and a surge in attacks on oil installations has cut Nigeria's oil output to a 20-year low. A militant group called Niger Delta Avengers, which staged several attacks in recent weeks, has accused Buhari, a Muslim from the north, of having never visited the Christian region in the south to hear about local problems. Local officials and Western allies such as Britain have told Buhari that moving army reinforcements to the Delta would not be enough to stop the attacks and that the population's grievances should be dealt with. On Thursday, Oil Minister Emmanuel Ibe Kachikwu said an amnesty programme for former militants, signed in 2009 to end a previous insurgency, needed to improve. The scheme providing cash benefits and job training to those who lay down their arms has had its funding cut by two thirds. Buhari has also upset former militants by ending contracts to protect pipelines, part of a drive to tackle graft. -Reuters

I will not be silenced anywhere, says Steve Hofmeyr The singer was set to speak at a Dutch restaurant called Cafe Dudok about the future of Afrikaners in South Africa. However, Johan de Villiers a member of the African-European Indaba, which is a group formed by a community of people from Africa living in Europe, alerted the restaurant to Steve's alleged racist comments in the past. Taking to Facebook, De Villiers sent the restaurant an open message calling it out for inviting the singer to the venue. "Why does Cafe Dudok welcome South African singer, Steve Hofmeyr in their venue? Do you know he called a well-known white supremacist in South Africa a "cultural icon" and that he blamed Apartheid on South African black people? Did you know that he shared another podium with another white supremacist in 2015? Did you know he was banned from many venues and that sponsors walked away from him," read the post. The restaurant responded to the post revealing that Steve's appearance had been canned and that it always "took a stance against any form of discrimination or racism. " Johan returned to his Facebook page to reveal the victory and thank other South Africans who stood up in solidarity. "My post on their FB-page was supported by other South Africans. Well done, Dudok and all of those in support! Once again he will have to look for an alternative venue at the last minute, like last year in Amersfoort, when his concert was cancelled," Johan said. Steve has responded to the decision, saying that he will not be silenced. "Om my 'n 'rassis' of 'ekstreemregs' te noem is 'n cheap shot en slegs 'n tydelike manier om vryspraak te fnuik en 'n paar mense op hol te sit. 59 Analysis: Are more Schalit deals on the table? When it came out in summer 2014 that a Palestinian prisoner released during the 2011 Gilad Schalit prisoner exchange had murdered a top police official, Yisrael Beytenu, Bayit Yehudi and many within the Likud pushed hard to block similar future deals. In the fall of 2014, just before early elections were called, it looked like they had the votes to succeed. While Monday’s landmark terrorism bill – which the Knesset’s legislative committee sent to the plenum for its three votes to final passage – is aimed at expanding tools in the fight against terrorism, many have missed the fact that it does not contain a section on blocking future Schalit deals. Trying to paper over the issue, press releases from officials taking credit for the bill emphasized that prisoners sentenced to life for terrorist crimes could be prevented from an early release and made to serve a minimum of 40 years. But The Jerusalem Post has learned that this provision applies only to the regular parole board procedures and not to possible prisoner exchanges and pardons. Originally, the 40-year sentence was supposed to be a significant, if not absolute, limit on prisoner releases. The issue even passed the same committee in September 2014. Former MK Orit Struck (Bayit Yehudi), who co-sponsored the legislation, said at the time that the version authorized by the committee was “the little we could do to take Israel off the dangerous, slippery slope of releasing murderous terrorists.” In what turned out to be a premature victory speech, she added: “This bill will allow the courts to prevent in advance the release of especially cruel murderers in deals or diplomatic decisions. This goes together with an excellent law we passed in the [Knesset’s] winter session, which allowed the government to put previously released prisoners back in jail. This way, step by step, we will return to the State of Israel its responsibility and sanity on this matter.” A different law was passed in 2014 empowering judges to block pardons for certain terrorists sentenced to life in prison. But if they exercised such authority, they would be doing something unprecedented. The Struck bill, by contrast, would have called for an automatic life-sentence (at least 40 years) for certain grave terrorist cases. Such cases would not have been subject to parole reductions or altered for prisoner exchanges. But then Attorney-General Yehuda Weinstein opposed the bill with the strong backing of the entire legal establishment, in order to avoid tying the state’s hands in unforeseeable scenarios. One of the reasons newly installed Defense Minister Avigdor Liberman had sought to reinstitute the death penalty was to prevent the worst terrorists from being released in future Schalit-like deals. His initiative also did not get very far, reportedly due to opposition from the government’s legal establishment. But at a certain point, the prime minister can move ahead with legislation if the attorney-general just puts up a warning sign and not a red light. It seems then that even if there are no current Schalit deals publicly on the table, Prime Minister Benjamin Netanyahu does not want anyone tying his hands either.

What does modern slavery look like? More than 45 million people are living in modern slavery, with Asia accounting for two thirds of the victims, a new report says. The 2016 Global Slavery Index, from the Walk Free Foundation in Australia, defines slavery as "situations of exploitation that a person cannot refuse or leave because of threats, violence, coercion, abuse of power or deception". Modern forms of slavery can include debt bondage, where a person is forced to work for free to pay off a debt, child slavery, forced marriage, domestic servitude and forced labour, where victims are made to work through violence and intimidation. The BBC looks at five examples of modern slavery. Human rights groups say thousands of people are trafficked and forced to work on fishing boats, where they can be kept for years without ever seeing the shore. Victims say those who are caught trying to escape can be killed and thrown overboard. Thailand, which is the third largest exporter of seafood in the world, has been accused of crewing fishing boats with Burmese and Cambodian men who have been sold and forced to work as slaves. The authorities are trying to crack down on people traffickers. Many victims say they were tricked by brokers who promised them factory jobs, and then put them on fishing boats where they were forced to work. One Burmese man who escaped his traffickers said he was forced on to a tiny boat in the open sea where he fished 20 hours a day, with no pay. "People said, anyone who tried to escape had their legs broken, their hands broken or were even killed," he told the BBC. Forced to fish: Slavery on Thailand's trawlers Figures suggest there could be between 10,000 and 13,000 victims of slavery in the UK, trafficked from countries including Albania, Nigeria, Vietnam and Romania. About 3,000 children from Vietnam alone are thought to be working in British cannabis farms and nail bars. Many victims are told their families will be hurt if they leave. One victim, Lam, was 16 years old when he came to the UK, hoping to earn money to send home to his family. Instead, he was forced to work in a cannabis factory. "I remember asking the man who took me there if I could leave because I didn't like it but he threatened to beat me or starve me to death," he said. Lam was arrested when police raided the house, and charged with drug offences - but was eventually helped by the NSPCC child trafficking advice centre. UK slavery: Victims 'need better support' The International Labour Organization estimates that there are 4.5 million victims of forced sexual exploitation. Shandra Woworuntu, an activist against human trafficking, was forced into sexual slavery in the US in 2001. She left Indonesia when she was promised work in the hospitality industry in the US, but the agents who met her at the airport passed her on to armed traffickers, who forced her to carry out sex work. "They told me I owed them $30,000 and I would pay off the debt $100 at a time by serving men," she said. She eventually managed to escape, and helped the FBI locate a brothel with other trafficking victims. Shandra Woworuntu: My life as a sex-trafficking victim The report highlights that many children across Europe, Asia, Africa, Latin America and the Middle East are forced to beg on the streets by criminals. One victim told researchers: "Though I am begging I am not paid a single amount. I have to deposit all to them. I am deprived of food and good sleep. I am not paid my wages only working as a bonded labour. " Another said: "I can't say anything to you because I am in constant fear. I am threatened by my employer not to open my mouth to anybody otherwise I will be punished severely. " Much modern slavery isn't visible in public. It takes place in homes and private farms. Last week, three men from the same family in the UK were jailed for forcing a man to do heavy labour for next to no money. Michael Hughes, 46, was forced to work for the family for more than 20 years, doing building work and road laying. He said he was made to live in a 1.2m (4ft) wide garden shed with no heating or running water for two years. And last month, a UK man was jailed for two years in the first case of a man holding his wife in domestic servitude. The wife was tortured, forced to do all the chores, and not allowed to leave home, prosecutors said.

Battle of Jutland centenary marked The centenary of the biggest naval engagement of World War One is being marked by commemorative events. A service at St Magnus Cathedral in Orkney paid tribute to the 8,648 sailors who died during the Battle of Jutland. A service of remembrance is also taking place on board HMS Duncan at Jutland Bank, the site of the battle. The battle was fought near the coast of Denmark on 31 May and 1 June 1916 and involved about 250 ships. It saw the Royal Navy's Grand Fleet, based at Scapa Flow in Orkney, clash with the German High Seas Fleet. Prime Minister and German President Joachim Gauck attended the Kirkwall service, along with the Princess Royal and her husband Vice Admiral Sir Tim Laurence, representing the Commonwealth War Graves Commission. Events continued with a service at Lyness Cemetery on the island of Hoy - the final resting place for more than 450 service personnel who died in the war, including sailors killed at Jutland. The Duke of Edinburgh had also been due to go to Orkney, but pulled out following medical advice . On the street outside the UK's most northerly cathedral, islanders young and old crowded the pavements as the Royal Marines band led a naval contingent, bayonets gleaming to the morning commemoration. It was a powerful reminder of Orkney's naval history; Britain's Grand Fleet sailed to Jutland from the deep anchorage at Scapa Flow. Nearly 6,000 men never returned. The services at Kirkwall and Lyness mark the loss of 25 ships, British and German, in a clash which resulted in no clear victory. A century ago an islander called Margaret Tait captured the mood after the battle. "What a gloom was cast over the town, and how depressed we were to think of our noble ships, brave sailors and officers. " Later, family members and representatives of today's navies will re-tell the stories of Jutland, and remember those who still lie beneath the dark waters of the North Sea. Representatives of all the other nations connected to the battle - Australia, Canada, Ireland, Japan, Malta, New Zealand and South Africa - were at the cathedral. The commemoration was led by the minister of the cathedral, Fraser MacNaughton. He was joined by the Royal Navy's chaplain of the fleet, the Venerable Ian Wheatley, and a German naval chaplain. In the North Sea, The German ship FGS Schleswig-Holstein will join HMS Duncan at Jutland Bank. Many relatives of those who took part in the battle were in Orkney for the commemorations. Alexander Nicol's grandfather, John, drowned when HMS Invincible exploded and went down with the loss of more than 1,000 men. He left a wife and eight children. Mr Nicol said: "I'm fortunate enough to be a grandfather in my own right... My grandfather didn't live to see any of his children get married, let alone to see any of his grandchildren. So to me it's a privilege that he missed out on. " Michael Mulford's father Mark survived the battle as a teenager aboard the HMS Malaya, which was hit eight times with the loss of more than 60 men. Mr Mulford said his father, then 19, had watched as the bodies were sewn into hammocks and released over the side. He told the BBC: "I can't really imagine it because what he ever said about it was absolutely nothing - which speaks volumes for the horror of raw naval warfare. "This was duty, this was service, but whatever else, it was nothing you could talk about at the dinner table. It was not something to regale the grandchildren with. It was long ago, it was dreadful but it had to be done and was done. " Mr Mulford added: "Today is a day for peace and reconciliation. " The Battle of Jutland was the only major sea battle of World War One. It was a battle that Britain, with its long naval tradition, was widely expected to win. Germany's fleet, under the command of Vice-Admiral Reinhard Scheer, was aware of the Royal Navy Grand Fleet's superiority in terms of numbers, and wanted to lure Britain's battle cruisers into a trap. The German admiral's strategy was to draw portions of the British fleet into battle with a strike at Allied shipping off the Norwegian coast. However, British admiralty intelligence intercepted a German radio message saying the High Seas Fleet was preparing to leave port and the commander of the British fleet, Admiral Sir John Jellicoe, sailed from Scapa Flow in Orkney to intercept it. There were a series of clashes throughout 31 May, including the loss of HMS Indefatigable which was hit by German shellfire and exploded in a ball of flame. From a crew of 1,019 men, only two survived. HMS Queen Mary was also sunk, with the loss of 1,266 crew. The main battle began at about 18:30 on 31 May when Vice-Admiral Scheer realised he was up against the entire British Grand Fleet. At the end of the engagement, the British had lost more in terms of ships and men, but it later emerged the Germans had concealed the scuttling of two of their ships, and it soon became seen as a strategic victory for the Royal Navy. In a message on the St Magnus order of service, the Duke of Edinburgh said that, whatever the judgement on the outcome, the commemorations were focused on the "endurance and gallantry" of all those who took part.

2 men killed as drug deal turns deadly Police have identified one of two men shot to death Thursday night in a shooting during a drug deal at a home in northeast Houston. Javier Moreno , 31, was found shot in a back room of the house in the 500 block of Mayford near McGallion, police said. He was rushed to a nearby hospital, where he died. The shooting happened about 8:40 p.m., said M. Dykens , a homicide investigator with the Houston Police Department. Another victim, Dykens said, was discovered outside on the driveway along the side of the home. The man, whose name has not been released, died at the scene. Dykens said Moreno was believed to sell drugs at the residence. Three men went into the back of the home, robbed him and shot him. "It appears that it was a drug transaction," Dykens said. Police said the other victim pulled his vehicle into the driveway and inadvertently blocked in the suspects' vehicle. They shot him as they left the house after Moreno was wounded. Unable to move their vehicle, the suspects ran away. Then they carjacked a person nearby at gunpoint and sped away in a stolen dark-blue Ford Five Hundred. The person was not hurt. No descriptions of the suspects were available. Anyone with information about the incident is urged to contact the HPD homicide division at 713-308-3600 or Crime Stoppers at 713-222-TIPS.

Millionaire's ex-model girlfriend jailed for murder An ex-swimwear model has been jailed for 15 years for murdering her millionaire British boyfriend in Spain. Mayka Kukucova, 26, was sentenced for shooting dead Bristol businessman Andrew Bush at his home near Marbella on the Costa del Sol in April 2014. Kukucova did not formally plead. Mr Bush, 48, died after being shot in the shoulder and then twice in the head. She was sentenced by the court in Malaga to an additional six months for breaking into his home. During the trial Kukucova said she had "never meant to hurt" Mr Bush and broke down in tears when photos of his body were shown in court. Mr Bush was well known in his home city of Bristol for his jewellery business and was previously married to former BBC Bristol presenter Sam Mason, the mother of his daughter Ellie, 21. He met Kukucova when she worked in his shop and the pair were together for two-and-a-half years. The relationship broke down around six months before Mr Bush was killed. Mr Bush had an interest in cars, and it was in his Hummer 4x4 that Kukucova made her getaway on the night he died. Days later she handed herself into Slovakian authorities and was detained before being extradited to Spain.

Winterbourne View: Families demand action five years on from Panorama Families of victims of the Winterbourne View scandal have written to the prime minister demanding he shuts outdated care home institutions. They said there is "painfully slow lack of change", five years after abuse at the former private hospital near Bristol was exposed by BBC Panorama. Some 3,500 vulnerable people with learning disabilities are still resident at inpatient units. NHS England admits it is still taking too long to review their care. Undercover filming showed people with learning disabilities and autism being taunted, bullied and abused at the now closed Winterbourne View Hospital. In an open letter to David Cameron, the families of some of the victims, say that promises to close all other similar units and provide more appropriate support have not been met. They wrote to express their anger at the "lack of change" since the revelations were made. It added despite "clear commitments" from the government and the NHS some 3,500 people, including more than 160 children... "are still stuck with places like Winterbourne View" The letter has been signed by Steve Sollars, Ann Earley, Wendy Fiander and Claire and Emma Garrod, whose family members were all residents at Winterbourne View. It is supported by Dr Margaret Flynn, the author of the Winterbourne View serious case review, Jan Tregelles, chief executive of Mencap and Vivien Cooper, chief executive of The Challenging Behaviour Foundation. Ann Earley, whose son Simon Tovey was abused at the hospital, said the first she knew about what happened to Simon, and other residents of Winterbourne View was when she was shown footage of the abuse by Panorama producers. "I was utterly speechless to see the cruelty, the physical abuse, the mental torture and the systematic nature of it all," she said. NHS England acknowledged the the progress to date "hasn't been quick enough" and it "sympathised with the frustrations expressed" but a spokeswoman said a "real difference" would be seen over the coming months.

EU referendum: Can Leave win in the Glasgow shipyards? The shipyards of the River Clyde were the engine of empire. They built whole navies, and liners that sailed the seven seas. And most of them have gone. So when you talk of the European referendum here - about jobs in the old industries, and investment in the future - where do people believe their interest lies? I found scepticism about the arguments on both sides. To the older generation here in Glasgow, the Clyde isn't the river they once knew. You would have seen cranes and gantries filling the sky, all the way from the city westwards to the sea. But the work has dwindled; a new industrial revolution has taken it away. A whole iron landscape has gone. Sitting near the old Fairfield yard in Govan, now run by BAE Systems, I found workers who were broadly sympathetic to EU membership but who believed their livelihoods would, in the end, be decided at home. John Brown - and what a name to carry on Clydeside, an echo of one of the great yards - told me that it would be in Whitehall (and to some extent in Edinburgh) that an industrial strategy would be built. If government wanted to retain a shipbuilding industry - as the French and Germans had done - they'd make it happen. But that didn't mean he wanted to vote Leave. He was of a generation that enjoyed travelling to Europe and he cited his own family as evidence of an internationalist outlook. "I'm married to a Bengali Scot. My son is going out with a Kurdish refugee. " The world had changed, and he wouldn't want it to turn back. His view touches on one of the characteristics of this referendum campaign. In Scotland generally, the Leave side is having a tougher time than south of the border. The all-conquering SNP is campaigning vigorously for Remain and the Conservatives - now the second party in the Holyrood parliament - have a smaller Leave faction than their counterparts in England. Do Scots really feel more positive about the EU? EU referendum: Polls reveal divided nation UK's EU referendum: All you need to know The polls tell a consistent story: Scotland is leaning clearly to Remain. You can sense part of the reason for that in Govan. The men I spoke to across the yard where they are still waiting for the start of work on a Type 26 frigate for the Royal Navy - promised in 2014 just before the Scottish independence referendum and delayed until at least next year - don't see the decision on EU membership as the most important one for them. If the government wants a shipbuilding industry, there will be work - EU rules or not. And as for the Leave argument that new markets would open up, they say there is no magic formula for dealing with the problem of what has been moving steadily away from Europe to East Asia for the last 50 years. Most striking of all is the contrast in the mood compared with the Scottish referendum in 2014, when this place was alive with argument. That vote, you will remember, produced a turnout of around 85% across Scotland, an astonishing figure. The reason was that the debate gripped everyone. By polling day many people said they were fed up - have you ever known an election when that wasn't true? - but most of them took the trouble to make their choice. This time it's different. You can find passion on both sides, but in Scotland as a whole there is none of the feeling of a "once in a generation" vote that was so obvious in 2014. Maybe one referendum was enough for some people. It is also true that although the immigration argument plays a part, it seems less potent here. Who knows what may change in the next three weeks or so, but as things stand, Scotland is more likely to say Remain than Leave. And were England to say Leave, another chapter opens. But that is a story for another day.

Original Ghostbusters actor Dan Aykroyd praises remake Dan Aykroyd, who played Ray Stantz in the original Ghostbusters film, has praised the upcoming reboot. Aykroyd is listed as an executive producer on the movie, which features a female-led cast including Melissa McCarthy and Kristen Wiig. He commended the "brilliant, genuine performances from the cast both female and male". The actor made the comments after seeing test screening of Paul Feig's new film. "It has more laughs and more scares than the first two films, plus Bill Murray is in it! " Aykroyd wrote on Facebook . The first trailer became the most disliked movie trailer in YouTube history when it was released in March. A second trailer was released last week on social media, which was more warmly received. Referring to the character he played in the 1984 original, Aykroyd said: "As one of millions of man-fans and Ray Stantz, I'm paying to see that and bringing all my friends. " Almost all surviving members of the original Ghostbusters cast are set to make appearances in the reboot, including Aykroyd. Rick Moranis declined an offer to be in the film. Murray, Aykroyd, Harold Ramis and Ernie Hudson played the original ghost- busting quartet. Directed by Ivan Reitman, the film made almost $300m (£198m) at the global box office. A sequel, Ghostbusters II, followed five years later. McCarthy and Wiig are joined by Saturday Night Live comediennes Leslie Jones and Kate McKinnon in the reboot. Ghostbusters is released in the US on 15 July, and will be screened in the UK soon after.

German unemployment rate falls to record low Germany's unemployment rate fell to a record low in May, while the jobless rate across the eurozone fell to 10.2% in April. The unadjusted rate in Germany declined to 6% from 6.3% in April, the Federal Labour Office said. That was the lowest level since German reunification in 1990. Differences remain between the formerly divided country: it was just 5.5% in what was West Germany, but 8.4% in the once-Communist east. The fall reflected the strength of the labour market in Europe's largest economy. The eurozone jobless rate was down from 11% in April last year and the lowest figure for the 19 countries using the euro since August 2011, Eurostat said . Across the 28 countries in the European Union, unemployment fell to 8.7% in April, down from 8.8% in March and 9.6% in the same month last year. That was the lowest rate for the EU since April 2009. However, seven countries still have double-digit unemployment, with Italy at 11.7%, Spain at 20.1% and Greece at 24.4%. The April unemployment rate for those aged 15 to 24 was 18.8% in the EU, down from 20.7%, and 21.1% in the eurozone, compared with 22.5% in the same month last year.

Fort Bend residents threatened by rising Brazos River Floodwater was rising in Fort Bend County on Memorial Day and had already receded in northern Harris County where a voluntary evacuation order was lifted. Floodwater lapped around Anice Divin's knee-high rain boots Monday as she waded into overflow from the Brazos River that was slowly rising around her Richmond-area home near Fort Bend. Divin's street took on water in past storms, she said, but this was the first flood in 49 years to bring the river up to her home's brick exterior. Firefighters told Divin, 71, the water likely would reach her windowsills. READ MORE: Astronaut photo shows amazing view of Brazos River flooding "I ain't going nowhere," Divin said. "I'm not going to leave my junk. " Divin was one of several Richmond-area residents who opted to stay put as the Brazos River continued rising on Memorial Day, causing delayed flooding in the wake of last week's 20-inch rainfall northwest of Houston. The Brazos neared 51 feet Monday morning in Richmond – a city of 12,000 about 30 miles southwest of Houston – roughly 8 inches above its 1994 record height. The river is predicted to crest at 53.5 feet later Tuesday. This caused street flooding in parts of Richmond and sent water into several homes just outside city limits, Richmond Police Department Lt. Lowell Neinast said. In Brenham, a 16-year-old boy was killed Monday when he was struck by a falling tree limb. Det. John Snowden of the Brenham Police Department said the young man was cleaning up yard debris for neighbors. A large pine branch had failed off tree and snagged on some wires. It fell to the ground just as the young man was walking under it. "It was just a terrible, tragic accident," Snowden said. Police are not released the name of the victim at this time. Lowell Neinast said. Meanwhile, early Monday, Richmond officials closed parts of Newton Drive, as well as Avenue A at Riveredge, Riveredge at Edgewood and Greenwood at Edgewood. Police were preparing this afternoon to issue a mandatory evacuation for trailer park Fisherman's Paradise along the riverbank. READ MORE: Weather forecast could spell more trouble for waterlogged Houston area "As the water creeps up, we're just going to try to play it by ear," Neinast said. As the Brazos continued rising early on Memorial Day, the city of Richmond in Fort Bend County began closing streets that are now underwater and officials urged residents to avoid driving into standing water or through flooded streets. Meanwhile, authorities on Monday afternoon lifted a voluntary evacuation order for a few Spring subdivisions threatened over the weekend by the potential for levee failure after monster rains pounded this area of northern Harris County on Saturday. The Northwood Pines subdivision and the Park at Northgate Apartments straddle a drainage gully and retention pond a few blocks from a earth berm that holds back Spring Creek, which rose 33 feet after weekend rain. Residents got home visits from Harris County sheriff's deputies Saturday, warning them of the potential for disaster and recommending they leave. "A levee breach or failure would have caused catastrophic flooding in the neighborhood," the Harris County Office of Emergency Management said Monday in an announcement lifting the evacuation order. Sharadha Jani, 28, a resident of the 248-unit Northgate apartment complex, lives on the first floor, and feared the worst when deputies came by around 9 a.m. Saturday. By 1 p.m., she said she and her husband had gathered their crucial papers and possessions and left for a cousin's house in downtown Houston, wondering how their home would look when they returned. "We were like, OK, this is really scary," she recalled on Monday. On the other side of the gully in the subdivision, 53-year-old Peter Ranchran on Monday afternoon was checking on the home of friends who had fled to his Spring-area house with only their clothes after the evacuation notice. Though the order was lifted, Ranchran said, the family was still at his house because they were enjoying their stay. Jason Mecann, 37, lives on the second floor of the apartments and stayed through the evacuation. He tried to leave but found flooded feeder roads on Interstate 45 and gridlocked traffic through the neighborhoods, so he abandoned his effort. He said he was worried after a printed handout delivered from sheriff's deputies said "There is a small possibility that the floodwaters could breach the levee and a dangerous rush of floodwater into the neighborhood would cause catastrophic damage to property and possibly loss of life. " Travis Zielinski, 21, also lives on the second floor at Northgate but moved his 1995 Subaru Legacy about a mile away to safety then walked back home.

Austin Reed collapse to cost 1,000 jobs All 120 Austin Reed stores will close by the end of June at the cost of 1,000 jobs, the administrator said. AlixPartners said it would wind down the menswear retailer as no viable offers had been received for the business. Austin Reed fell into administration last month, amid a "challenging" retail market and cashflow issues. The collapse means the 116-year-old brand will disappear from the high street. Peter Savile, joint administrator, said: "Despite a significant number of interested parties coming forward during this period, it became clear as the process progressed that a viable solution which kept the business whole was not forthcoming. "As a result we have made the difficult decision to cease trading the business and commence a wind-down of the estate. " Five Austin Reed concessions located in Boundary Mills outlet villages in the north of England have been sold to the owners of the Edinburgh Woollen Mill, resulting in the transfer of 28 staff. It also bought the Austin Reed and Country Casual brands. The retailer's failure follows the recent collapse of department store chain BHS into administration, which put 11,000 jobs under threat. Administrators may announce a sale of some BHS stores later this week. Austin Reed's website is no longer accepting new orders, but any purchases already placed will be despatched. Gift vouchers can still be used in stores but not online. The retailer's sales had been falling in recent years, with analysts blaming a poorly designed website and "tired" stores. Austin Reed was last listed on the London Stock Exchange in 2006, when it was taken private by an investment firm for £49m. It started as a tailoring business in the City of London in 1900, selling off- the-rack suits that could pass as made-to-measure. The retailer once counted figures including as customers. Austin Reed had a concession on the transatlantic liner Queen Elizabeth and supplied clothing for special agents and resistance fighters during World War Two.

Numeracy rate falls among pupils in Scotland, latest figures show Pupils in Scotland are doing less well in maths, according to the latest Scottish government figures. Between 2013 and 2015, the proportion of P4 and S2 students performing "well or very well" fell. Pupils from better off areas recorded better results than those from the most deprived communities. The country's new education secretary John Swinney said the statistics reinforced the need to improve attainment. The statistics feature in the latest Scottish Survey of Literacy and Numeracy (SSLN) which is an annual sample monitoring national performance of school children at P4, P7 and S2 in literacy and numeracy. Approximately 10,500 pupils in 2,200 schools took part in the 2015 survey. Numeracy performance was highest at P4 and P7 with 66% of pupils at those stages performing well or very well. At S2, 40% of pupils performed well or very well. After the figures were published, Mr Swinney said: "We have much to do to ensure our young people are supported to improve their understanding and use of numeracy, and our teachers are equipped with the knowledge, skills and confidence to drive up standards in this area. "We have introduced several measures since numeracy statistics were last published in 2014 as part of our firm commitment to address the attainment gap. " Fiona's annual electricity bill is £400. A wind turbine would reduce this bill by 25%. The turbine costs £2,000 to install. From the savings she makes, how many years would it take her to pay for the cost of the wind turbine? (Answer at the bottom of the story) Other findings in the survey included: The Scottish Conservative Party's education spokeswoman Liz Smith said the "appalling" figures showed the SNP was "failing Scotland's pupils and failing to close the attainment gap". She added: "The SNP has completely taken its eye of the ball when it comes to education and helping those from the most deprived backgrounds to succeed. The will hold the Nationalists to account on their poor record on education. "We have said for quite some time that the attainment gap between children from poorer and richer backgrounds remains the biggest challenge in our education system. The SNP must look at narrowing this gap now, as a matter of priority. " education spokesman Iain Gray called the figures a disgrace. He added: "Our children pay the price in poorer literacy and numeracy skills. No wonder the SNP hid these figures until after the election. They lay bare their failure on education. Performance fell in every category and every stage, and the gap between the richest and the rest increased. "John Swinney says these new figures show the scale of the challenge he faces, but it is a challenge he created himself by slashing investment in education during his near decade in charge of Scotland's finances. " Scottish Green MSP Ross Greer said the survey showed that the new education secretary must "get to grips with the inequality that is becoming embedded in our society". He added: "Rather than pursuing national testing, the Scottish government should be making its priorities in our schools the recruitment and retention of staff and the reduction of staff workload. "Supporting teachers to create stimulating learning environments is essential, as numeracy is a vital skill that equips young people for the challenges of adult life. "

The mysterious novel in the cat video comments The plot ranges across the CIA, hallucinogenic drugs, humpback whales, Nazis and the death of Michael Jackson. But just as mysterious and intriguing is the way in which what is being dubbed 'The Interface Series' is emerging into the world. If you watched the TV-series Lost , you'll probably be familiar with that feeling of confused anticipation as you hope for several threads of narrative to tie together. Over the course of this month, a new kind of mystery, for a new kind of audience, has been unfolding on Reddit - the online bulletin board where people post articles and comments on threads about a bewildering range of subjects. It all began about a month ago when anonymous Redditor _9MOTHER9HORSE9EYES9 began commenting on seemingly random Reddit posts with elaborate, even creepy, descriptive posts. The posts appeared in threads about a bizarre range of seemingly unconnected topics including: a debate about whether pirates really did have parrots, the responses to somebody seeking advice about how to help a relative with a drugs problem and the comments under a video of a cat sliding down stairs . But these weren't just random nonsensical rants. There is a theme that ties them all together; 'The Flesh Interfaces' which seem to be "portals of some kind, made of thousands of dead bodies, which transport biological matter to some unknown place and returns it inside a fleshy sack, heavily dosed with LSD. " So who is the author behind all this? Trending contacted _9MOTHER9HORSE9EYES9 and he agreed to be interviewed via email. He told us he is male, in his thirties, lives in the United States, works as a freelance translator and was once a heavy user of LSD. And what is 'The Interface Series' about? "At the distinct risk of sounding like a grandiose crackpot, I would sum up my story as a warning to humanity. I believe we are rushing headlong toward a focal point at which the future of our species will be decided," he replied. But it's a warning that seems to be peppered with references to popular culture. Some readers also thought that in another post the author was referencing 'Becky with the good hair' , a much-quoted phrase from Beyonce's recent album Lemonade. The writer told us: "I don't know exactly where the story is going, but I do know the information I want to convey, which guides the story. " As for the unorthodox way in which the story is appearing, _9MOTHER9HORSE9EYES9 clearly feels Reddit is the perfect platform for his narrative. "I realized that on the internet, and especially on Reddit, it is possible to intrude on people's realities in a very unexpected way. If you have a bit of a knack for storytelling, you can redirect the thread of a conversation in any direction. With a single, strategically designed comment, a simple debate about cookware can become Klingon erotica. A discussion on urban planning can morph into an Edwardian romance with gay seagulls. The sky is the limit, really. " The story is certainly distinctive and has already gathered thousands of followers. It is now easier to track down as one admirer has collected all the posts in one place in chronological order in a subreddit page called r/9M9H9E9. 79 Pele sells off his life in the beautiful game It is a conundrum to challenge even the best of hosts. What do you give as a gift to a global football icon who has everything? When your guest is Brazilian legend Pele, the only player to have three World Cup- winning medals, then some creative thinking is needed. As a result the star, full name Edson Arantes do Nascimento, has been the recipient of an amazing cornucopia of strange and exotic items from around the world, first in his playing days, and then as a roving sporting and humanitarian ambassador. They include everything from elaborate crowns and ceremonial daggers, model ships and jet fighters, to more prosaic clocks, dishes, and freedom- of-the-city keys from various municipalities. Now the 75-year-old Fifa Player of the Century is to auction off all of the sporting and cultural memorabilia he has accumulated in a lifetime in football. The sale will take place over three days in London in June, and covers the six decades from Pele's signing for Santos as a 15-year-old in 1956. Going under the hammer will be unique football items, including his three World Cup winner's medals, and a one-off Jules Rimet trophy made for him after Brazil's famous triumph in Mexico in 1970. That World Cup replica is the most expensive item being auctioned, with an estimated price tag of £281,000 to £420,000. The medals are expected to fetch up to £141,000 each, and the ball he scored his 1,000th goal with is estimated to sell for £28,000 to £42,000. Beverly Hills-based Julien's Auctions has been chosen to handle the sale, which also includes personal items such as old passports and driving licences. Over the past 12 months Pele has been in hospital for back, hip and prostate surgery. So is it for health or business reasons that he is now selling? "There are many reasons, there are clearly some personal ones that he alone knows about," Dan Nelles, sports specialist at Julien's Auctions, tells me. Pele himself says: "It was a difficult decision to make but it takes a lot to properly care for these artefacts, and I felt I could do much more good by sharing these items with the world, as well as helping my causes that are important to me. " Mr Nelles adds: "He had a lot of the property in storage, and it wasn't seeing the light of day, which this auction now allows. Also, he wasn't sure what of it his family wanted to keep, and he didn't want it [the collection] to fall by the wayside. "And the Pequeno Principe paediatric hospital in Brazil, which he supports , will receive a proportion. " Mr Nelles says the auction house's "conservative estimate" is that the sale will make £2.5m to £3.5m, but that "the bidding would determine the final price". "There are so many wildcards in the auction, the Jules Rimet trophy, his World Cup medals, soccer boots, which means that ideally we are looking at three times that conservative estimate, and maybe as much as 10 times. "There are also a great number of game-worn items from his career. " Mr Nelles expects a broad spectrum of bidders from football fans and collectors, to sporting museums and business corporations. "Although the auction is in London, we will not just be selling to UK customers, as the auction will be streamed live on our website for overseas bidders to take part," he adds. He says that as well as interest from the obvious football hotbeds of Europe and South America, there will also be interest from China, Japan and South Korea, Dubai and other Gulf states, and the US, Canada and Mexico. A pair of black football boots worn by Pele in the film Escape to Victory are being auctioned. In the film he starred alongside Sylvester Stallone and Michael Caine, as well as England World Cup winning captain Bobby Moore. They portrayed Nazi prisoners playing a propaganda football match during World War Two. Pele is seen near the end of the film wearing these boots as he scored with a dramatic bicycle kick to equalise for the Allied team. "I understand the film has a bit of a cult following in the UK, and these boots are certainly out of the norm," says Mr Nelles. "I think there will be great interest in this highlight from his film career. " They are in the auction catalogue with an estimate of $6,000 to $8,000 (£4,000 to £5,500). Pele holds the record as the youngest player ever to play in, and score in, a World Cup final. He also holds the Guinness World Record for goals scored in a career with 1,283. He played for Brazil's World Cup-winning teams of 1958 and 1970, scoring in both finals, and was in the squad which won in 1962. With club side Santos he twice won the Copa Libertadores and Intercontinental Cup. Later in his career he went on to become the face of "soccer" in the US, as the NASL looked for a sporting breakthrough in the mid-1970s. Pele is many people's choice as the best player of all time. He remains probably the world's most recognisable player, with a Hollywood biopic Birth of A Legend recently premiering in New York. Now the enduring proof of that legendary status has been laid out over more than 1,500 lots, with the auctioneers saying there should be "something for everyone".

Iran closes borders on messaging apps Instant messaging apps must store data about Iranian users inside the country, Iran has ordered. The new rule comes from Iran's Supreme Council of Cyberspace and firms have been given one year to comply. Campaign group Privacy International described it as "extremely worrying" but said it could prove difficult to enforce. Iran's most popular messaging app is Berlin-based service Telegram, believed to be used by one in four Iranians. Messages shared via Telegram, which is free to use, are encrypted and can be seen by many users at once. Telegram could not be reached for comment but reports circulating on social networks that it has decided to comply are understood to be false. Most social networks are officially blocked by the state but lots of people are able to access them via services like Virtual Private Networks (VPNs), which mask a browser's geographical location. The country's president, Hassan Rouhani, has active Twitter accounts in English and Persian . In my view, Telegram has a tough job ahead of it when deciding whether to go ahead with what the government wants. People are worried about losing it but they are also saying they will stop using it if the firm complies with the new law. This is a big thing for people in Iran. They are very sensitive about security. If Telegram does what is asked, then the government will have control over the content, it can monitor who is saying what, and it can arrest people. The app was shut down briefly last year for refusing to comply with the government - and that added to its popularity. Just recently BBC Persian covered a story about high school students protesting about their exams - they created a Telegram group to mobilise and inform other students about the protest. The group got 20,000 subscribers and the protest went well. But as soon as it got media coverage the government told the group administrators to close it down. In a short time, the number of subscribers came down to just 300.

Five ways to survive a three-generation household Multigenerational homes are expected to become more common over the next decade. So what's it like to have grandparents, parents and children living under the same roof? Clare Badham, 53, shares her home with partner Rob Breeze, 45, 13-year-old son Jove - and her parents, Roy and Oriel Simpson, aged 84 and 83 respectively. This set-up might not be for everyone, but it could be the model for more families in the future. Insurance company Aviva forecasts the number of households containing two or more families will rise from 1.5 million to 2.2 million by 2025. The study also anticipates 3.8 million people aged between 21 and 34 will be living with their parents - a third more than at present. Clare says their domestic arrangement means the three generations live in a "much nicer house" - a Victorian farmhouse by the coast in Sea Palling, Norfolk - than they would as separate family units. There's also the advantage of on-site child care and pooled living costs. But there are potential downsides, too - lack of privacy, squabbling over money, everyone falling out. How does Clare's household make it work? One thing is absolutely crucial to making intergenerational living work, says Clare: "Make sure you have your own space and privacy. " Clare and Rob and Clare's parents each have a separate living room, reducing the scope for squabbles over what to watch on television. Everyone shares a kitchen-dining area and eats meals together. The menfolk of the house use a bathroom on the ground floor while Clare and Oriel occupy another on the first floor. Clare and Rob sleep in the attic, where they also have an office, and her parents and Jove each have a first- floor bedroom. Many would feel inhibited by the presence of their parents or in-laws in the marital home. Clare acknowledges there are downsides. "You feel less inclined to have friends over. It's not as easy," she says. Space is at a premium, especially as Rob's sons from his first marriage, aged 19 and 20, often come to stay. The trick, she says, is to make the most of it when her parents go away for the weekend or on holiday. Clare and Rob also make a point of going out on regular date nights - made easier by the presence of two on-site grandparent babysitters. Although all four adults got on well, they had different attitudes to how the house should be run. "We were more untidy, they did more housework," says Clare. And at first Clare often found herself caught in the middle. "Everyone was moaning - my partner was moaning to me about them and they were moaning to me about him. " The solution was to agree that everyone needed to be frank and upfront about any problems they might have. "It's a very good idea to sit down every month to come together in case anyone's got anything to say, if there are any gripes," Clare says. "If you are going to say something, say it. " Clare and Rob own one third of the property on a mortgage. Roy and Oriel own the remaining two thirds outright. Because the older couple put more money in, they got the bigger lounge - Clare and Rob's is a former dining room. A big advantage of the arrangement is sharing the cost of the council tax and bills. Roy, a retired manager in the publishing industry, is in charge of finances and plans an annual household budget to which all the adults contribute. It's a relief to not have to worry about this, but there are disadvantages, says Clare. "One of the downsides is you feel you have relinquished your adulthood in a way," she adds. But the arrangement has enriched the household in other ways, too. Her parents' ability to look after Jove has also allowed Clare, a yoga teacher, to work longer hours. Stephen Burke, director of United for All Ages , says living together under one roof makes sense for three generations in many families: "But we do need more homes that give families the chance to share like this. " In other words, they have to be big enough. There's a clear division of labour in the household, says Clare. "I do the shopping. My partner does the cooking. My parents do the housework. " Oriel also looks after the garden, and she and Roy do the washing up after communal meals. Access to the washing machine is regulated, too. Clare's family usually do their laundry on Fridays, Saturdays and Sundays, while Roy and Oriel use it the rest of the week. What Clare didn't foresee was that she would become the family's de facto chauffeur now her parents are no longer able to drive. "My work now is driving people to hospital, doctors, dentists, classes. That's something we didn't quite consider. " It's crucial that everyone is on friendly terms. Clare's partner, a high school teacher, is more sanguine about living with his in-laws than others might be. "Rob is very laid back about it. I'm very lucky because not everyone would be," she says. You need to have a certain type of personality to make the arrangement work, she says. "We're not really arguing types. There's never any shouting. " Clare believes it's vital to make sure everyone is compatible before moving in. "Spend time together before you take the plunge. Maybe go on holiday. You have to be very aware of the sort of characters you are. " Prof Sarah Harper, Oxford University Institute of Population Ageing Adult children are taking longer to leave home. Part of that is we have the luxury to stay in education later. You can afford to stay at home later. We are also seeing the sort of multigenerational living where my father died last year so my mother moves in with me. What some people get confused about is the idea that you are going to have all these generations living together, but the gaps between the generations are getting bigger and that is outpacing longevity - in the past you had 20 years between the generations, now you have 30 years between the generations. This means it's harder to have all the generations together. Social norms have changed. Houses that once had three generations living in them now have one. We have become more affluent. We have a welfare state that takes care of people. Our housing market is not geared up for the multigenerational living we used to have. The kind of housing we are building is hopeless for multigenerational living - small and box-like. Subscribe to the BBC News Magazine's email newsletter to get articles sent to your inbox. 83 In pictures: The barbers of Freetown Photographer Olivia Acland has been documenting the barber shops that line nearly every busy street in Sierra Leone's capital, Freetown. Most people will tell you that they have a trusted hairdresser who they visit on a regular basis. Geoffrey, a 29-year old tour guide, said: "Appearance is very important in Sierra Leone, people want to make sure their hair looks good. " Barbers also take on the role of counsellors, listening to clients agonise over their love lives or confide in them about family crises. The barber shop provides a safe space for people to sit back and unwind - after all, it's important to feel relaxed as someone takes a knife to your chin or a pair of scissors to your head. 84 Can Watson the supercomputer make music with emotion? IBM's "Watson" is a supercomputer learning to process human languages. In 2011, it defeated two human competitors on " Jeopardy ," proving it could out-think people. But can it match humans' creativity? Watson 's next frontier is the universal language of music. It is listening, then writing an original song tailored to a specific mood, reports CBS News correspondent Manuel Bojorquez. "So it listens to this piece and it deconstructs this piece of music, learns from it, and gets inspired by it," explained computer scientist Johanee Macoudah, who built the Watson Beat program at IBM's Austin, Texas campus. "And then it adds on top of it, the layer of emotion that you want it to portray. " Musician Richard Daskas is teaching Watson to convey emotions by training it to recognize human patterns. Happy or upbeat songs are more likely to be based on major chords. Sad is typically expressed in a minor key. New technology is helping live music fans enjoy the show better than ever. CNET's Lexy Savvides reports from San Francisco. There are some limitations, and Daskas admits, "To some degree... we can only take it so far. " But he said the technology is revolutionary. "For sure. I mean, this is kind of the cutting edge of music," Daskas said. Music has been moving into the digital age for decades. Technology has created more efficient recording methods and spawned an entire genre of computer-generated beats. But Watson's songs are the first digital works based on mood and, according to Watson's chief technology officer, could even outdo humans. Researchers hope anyone will be able to use Watson Beat just by opening an app. "Watson Beat is not constrained by normal human biases, and those biases can actually get in our way," said Rob High. But in Austin, the live music capital of the world, bias is the basis for just about every piece of music you hear. Rob Lowe and Michael Muller write songs in the band "Balmorhea. " They said their music is made up of their personalities and personal stories. "I think because it is really made up of that... What else is there really? " Lowe said. "I think that what we love about art is feeling something or feeling connected to another person whose experience may be different than ours. And that's not something that I think that a computer can do on its own. " The musicians believe computers cannot replace humans as composers and creators of music. "Nothing's going to replace humans and our human creativity," High said. "But certainly we can be augmented. " Watson is learning to process massive amounts of data -- medical compounds, legal briefs, even recipes -- faster than the human brain. But its new grasp on human emotions in music could be a breakthrough in the race to perfect artificial intelligence. "The new realm of AI is all about teaching computers to be creative. And music is the most creative language that everyone can understand," Macoudah said.

78% of Israelis support unilateral annexation of Ma'ale Adumim, poll finds The Knesset Land of Israel caucus called to annex Ma’aleh Adumim Tuesday, citing a poll showing nearly 78 percent of Israelis agree to it, a day after Prime Minister Benjamin Netanyahu said he’s ready to negotiate based on the Arab Peace Initiative. The controversial Arab Peace Initiative – long rejected by Jerusalem and also known as the Saudi Initiative – calls for normalizing relations between Arab countries and Israel, in exchange for a complete withdrawal by Israel to pre-1967 lines, which Ma’aleh Adumim is beyond. Most calls for a two- state solution on pre-1967 lines with land swaps put the city east of Jerusalem on the Israeli side of the proposed border. Still, Land of Israel Caucus chairmen MKs Yoav Kisch (Likud) and Bezalel Smotrich (Bayit Yehudi) submitted legislation calling to apply Israeli law to Ma’aleh Adumim, which would be de facto annexation of the city. The MKs called for the right-wing government, newly infused with a five-seat boost from Yisrael Beytenu, to “realize the will of the people and apply sovereignty to Ma’aleh Adumim.” A poll Kisch and Smotrich ordered from prominent research institute Midgam found that 77.9% of Jewish Israelis think Israel should apply sovereignty to Ma’aleh Adumim even if there is no agreement with the Palestinians, as it did with the Golan Heights and east Jerusalem in 1980, while 70.4% said such a move would be worthwhile even if there is a significantly negative reaction from the international community. Only 34.5% said it would be better to wait for an agreement with the Palestinians before annexing the city. In addition, 88% of those polled said residents of Ma’aleh Adumim deserve the same rights as all other Israeli citizens. The poll was conducted by a representative sample of 500 Jewish Israeli adults, and has a margin of error of 4.4%. Smotrich said the poll shows that “the People of Israel know what is good for them, and most of the nation on the Right and Left support applying Israeli sovereignty to Ma’aleh Adumim…Mr. Prime Minister, you’ve run out of excuses; it’s time for sovereignty.” “Ma’aleh Adumim is part of the public consensus as an inseparable part of Israel and is part of the political consensus on Right and Left,” the Land of Israel Caucus statement reads. “It is clear that Ma’aleh Adumim will remain part of Israeli territory in any future agreement.” The caucus said it will take advantage of the current coalition situation to bring about the annexation. Gush Etzion Local Council Mayor Davidi Perel demanded that his region, which is south of Jerusalem and past the 1949 armistice line, be included in any discussion of annexation. “Gush Etzion’s status is rooted in the Israeli public and the connection between Gush Etzion and Jerusalem and the State of Israel cannot be severed,” Perel stated. “Gush Etzion’s contribution to the establishment of the state and the leadership of Jerusalem, as well as its importance to the future of Israel cannot be questioned.” Perel pointed out that parties on the Right and Left see Gush Etzion as part of Israel in an eventual peace treaty. Jews lived in Gush Etzion before the establishment of the state in 1948, but the region was lost to Arab armies in the War of Independence. The most famous incident in the battle in the region was in January 1948, when a convoy of 35 Haganah fighters, known as the Lamed Heh (35 in Hebrew numerals), was killed by Arabs while trying to resupply the kibbutzim of Gush Etzion, which were under a blockade.

Cynthia Villar backs Cayetano’s bid for Senate presidency Senator Cynthia Villar has thrown her support behind Senate Majority Leader Alan Peter Cayetano, who is gunning for Senate president in the 17th Congress, which will open on July 25. “Si Alan,” Villar said when asked during a press conference on Tuesday if she has already decided who to support as the next Senate president. A candidate for the post should get the vote of 13 senators or the majority of the 24-member chamber to unseat incumbent Senate President Franklin Drilon, vice chairman of the Liberal Party. Villar and Cayetano both belong to Nacionalista Party (NP) headed by Cynthia’s husband, former Senator Manny Villar. READ: Cayetano admits eyeing Senate presidency She said the other NP member in the chamber, Senator Antonio Trillanes IV, has indicated that he might join the minority bloc if Cayetano becomes the next Senate leader. “Parang magma-minority, I’m not sure,” the lady senator said of Trillanes. Asked if Trillanes had asked permission from NP, she said: “Parang sinabi n’ya, magma-minority s’ya (He said he might join the minority).” Senator Villar said she was the first to sign a resolution being circulated calling for Cayetano’s election to the post. Senator-elect Manny Pacquiao also signed the resolution. Cayetano earlier claimed that around 15 senators have given their commitments to support his bid. READ: Cayetano says 15 senators backing his presidency in Senate Villar said she was backing Cayetano’s bid not only because they are partymates but because there was an “indirect” information that Cayetano is President-elect Rodrigo Duterte’s preferred candidate for Senate president. “Tinanong ko e kung sino ang gusto… indirectly may tinanong ako (I asked who was preferred… I asked indirectly),” she said. READ: Cayetano as Senate head gets Duterte nod Senator Villar expressed confidence that Cayetano would be elected Senate president. She also hopes to keep the chairmanship of the Senate committees on agriculture and government corporations and public enterprises in the new Congress. “’Di ba tradition ‘yan; ‘pag sa’yo, hindi naman nila kinukuha? Ako naman is with the majority, bakit naman nila ako kukunan ng komite?” (Isn’t it tradition that when it’s yours, they won’t take it away? With the majority, why would they take away my committee?) “’Yung agri (committee) maraming may gusto, pero sa akin na ‘yun (Many want the agri committee, but it’s mine),” Senator Villar added. 87 Eddy Merckx could face trial over claims he bribed police chief Eddy Merckx, the Belgian sportsman widely regarded as the greatest cyclist of all time, could face corruption charges over sweeteners he allegedly paid for a contract to supply bikes to a Brussels police force. The Belgian paper La Dernière Heure (DH) said the five-time Tour de France winner is suspected of giving the commissioner of the Brussels-Midi police force and his wife two top-end bicycles made by his company in order to win a €15,000 (£11,500) contract to supply 46 cycles to officers in Anderlecht in 2006. The Brussels public prosecutor has confirmed a police investigation into the allegations involving Merckx and a dozen others opened in 2007 and was recently referred to the prosecutor’s office but added that no decision had yet been made on whether it would go to trial. Contacted by DH, Mercxk said he had “nothing to say”, adding: “We’ll see what happens.” He has previously denied all allegations of wrongdoing , saying he had never made gifts of bicycles to the police and that invoices existed for all his company’s sales. The former Brussels-Midi police chief, Philippe Boucar, was indicted for corruption and fraud in 2012. He has also strongly denied all allegations that he accepted gifts from Merckx in exchange for informing the former cyclist about the tenders submitted by rivals bidding for the contract. Nicknamed the Cannibal by his daughter for his insatiable appetite for winning, Merck retired from professional cycling in 1978 and founded Eddy Merckx Cycles in 1980, stepping down as chief executive in 2008. With a record 525 victories, Merckx, who was caught up in three doping incidents in an extraordinary 18-year professional career , is one of only two cyclists to have achieved the sport’s triple crown: winning the Tour de France, Giro d’Italia and Road World Cycling Championship in the same year. His 11 grand tour wins – in the Tour de France, Giro d’Italia and Spanish La Vuelta – have also never been equalled. A national hero in Belgium , he has a metro station named after him in Anderlecht, which is policed by the Brussels-Midi force. If the case does go to trial – likely to be decided in September – and Merckx is convicted, he could face up to two years in jail for bribing a public official.

The invention that stops girls missing school every month In Malawi a packet of sanitary towels can cost a whole day's pay, and girls often miss school because the cotton strips they use instead are inadequate. Charlotte Ashton met a woman in Blantyre who's come up with a solution. It's a 14-year-old girl's worst nightmare. You're standing in front of your class when giggling erupts from the back and everyone's pointing at your behind. With despair you realise your sanitary pad has leaked and an embarrassing circle of blood has appeared on your dress. I clearly remember the anxious checking of my school skirt as a teenager. You'd pull aside a close friend: "Have I leaked? " But the worst never actually happened and I don't remember seeing it happen to any classmates. Because in the West we're blessed with effective, disposable, affordable sanitary protection - the vast majority of us can afford pads or tampons every month. Here in Malawi, that's not the case. The sanitary pads in the shops cost 500 Malawi kwacha (75 cents; 50p) per pack. That's nearly a whole day's pay at the minimum wage - and you really need two packs per period. Imagine spending two days' wages every month just on sanitary pads. To find out what women do instead, I head to a school in a township on the outskirts of Blantyre, Malawi's second city, to talk periods with a group of teenage girls. "Tell me," I venture. "We're here to talk about sanitary pads. Do any of you use the disposable ones? " A row of shaking heads then a brave hand goes up. "We take pieces of old chitenge and tear them into strips. " Benku is 15 and bright-eyed. Chitenges the pieces of cotton material Malawian women wear around their waists. "Then we fold them over and put them into our underwear. " "That must be uncomfortable," I ask. "Yes," she agrees. "Sometimes I get sores on my legs where the material rubs. And sometimes the chitenge falls out! "That happened to me once in class. The boys were laughing. I was so embarrassed. " Find out more The monthly burden doesn't end there. The girls explain how they get up early or stay out late to wash the used strips - in a quiet moment when no- one's around to see. Hanging them up to dry in the sun would be too public a display of an issue that's taboo here. So the girls find a dark corner inside to dry their rags. And then the answer that I somehow found saddest of all: "Do your mothers help you? " Their heads shake again: "No," says Benku's friend. "My mother asked my aunt to explain everything to me when I got my first period. " Another girl was given an old chitenge and a lesson in what to do by a neighbour. A third was sent to her grandmother's for a week. This monthly struggle has been the same for generations. But unlike their mothers, aunts and grandmothers these young women have a champion, who's determined to tackle the problem. Trinitas is a tall, vivacious 31-year-old researcher at Blantyre's College of Medicine. When six boys but only two girls turned up for a focus group she was running at this school, she asked the teacher where they all were and was told they'd excused themselves that week because they were menstruating. And that's a whole other tragic side to this issue: girls often don't leave the house while they're bleeding. "So how many days of school are you missing every month? " I ask the group. "Five, five, six, four, five," they tell me. Trinitas remembers this from her own schooldays and is angry that another generation of girls is suffering. She's the daughter of a single mother and studied at a basic government school. Yet she beat the odds and made it to university - thanks, she says, to her mother's insistence on the value of education. With that in mind Trinitas bought an old treadle sewing machine and started making reusable sanitary pads from fabrics available locally. She's been doing market research at the school and the girls have all tried out her pads. The feedback is resoundingly positive. "They're so easy to wash! " says one girl. "The top layer is lovely and fleecy so they're comfortable," says another. Trinitas's challenge is to get capital investment in this chronically poor country - enough to scale up production and bring down the price so it's low enough for the average Malawian. The girls are clearly excited by the new freedom this product could afford them. "The wings and the poppers mean I can move around as usual," chirps one. "We can do skipping rope and everything. " And with that I'm reminded that these schoolgirls deserve better than a week of discomfort and humiliation every single month. Two years ago, when Amy Peake was leafing through a magazine she saw an image that shocked her. It showed thousands of refugees queuing for food in a bombed-out street in Damascus. In the foreground stood a woman, and for a split second she thought, "What if I was her? What if my children were there? And what if I got my period? " Then her husband showed her a BBC News Magazine story about an Indian man who had invented a machine to produce cheap and hygienic sanitary pads after realising his wife, and millions of other Indian women, used rags. He didn't want to sell the pads, he wanted women to make and sell their own. Peake immediately thought: "That machine should be in the refugee camps - and if it isn't, perhaps I should take it there. " So that's exactly what she's done. The unlikely sanitary pad missionary Subscribe to the BBC News Magazine's email newsletter to get articles sent to your inbox.

Farmers are in trouble. I do not find it appropriate (that government) shows off like this," she told reporters in Mumbai. His wife Sally, who is 38, gave birth to twin girls late on Monday evening, Wood's publicist confirmed. A statement said: "Ronnie & Sally Wood are delighted to announce the birth of their twins Gracie Jane (6lb) & Alice Rose (5.7lb). "The girls arrived on 30 May at 22:30 and all are doing brilliantly. The babies are perfect. " The twins are Wood's fifth and sixth children, but the first for him and his wife, who is a theatre producer. The musician dated Sally Humphreys, as she was then known, for six months before they got married at London's Dorchester Hotel, with Rod Stewart as Wood's best man, in 2012. The couple first met while she was working at the Theatre Royal in Drury Lane, where Wood was displaying some of his artwork.

How to survive without public toilets Hundreds of council-run public toilets have closed - so what alternatives do people have when they feel the need to go, asks Justin Parkinson. Councils don't have to provide toilets. Under the 1976 Local Government Act, those in England and Wales simply have the power to install them in places of entertainment and other "relevant places". It's much the same across the UK, according to the British Toilet Association. A freedom-of-information request by the BBC has revealed that at least 1,782 public toilets have closed in the last decade, with some councils now offering none. There's nothing illegal about this, but when the need to go can become overwhelming, is it against the law to pee outdoors? The College of Policing says the 1986 Public Order Act means people could be prosecuted if doing so is likely to "cause harassment, alarm or distress" - such as by indecent exposure. Urinating in a place where you will not be seen, in a shop doorway, say, or behind the bushes in a park, would be covered by local authority bylaws. Newcastle, one of the places offering no council-run public toilets, has a bylaw in place , stating: "No person shall urinate or defecate in any public place. " The maximum penalty is a £500 fine. Then there's the alternative of popping into a shop, pub or cafe , something many people find embarrassing. Such private businesses have no legal compulsion to provide free toilets for non-customers, says Raymond Martin, chief executive of the British Toilet Association. But some councils have agreements - known as Community Toilet Scheme - with businesses who offer free use of toilets to non-customers displaying stickers in their windows. "In some places they go further and put up signs outside," says Martin. "Some businesses realise that having a toilet gets more people in, increasing footfall and takings. " The Great British Public Toilet Map shows where people can go to the loo without fear of embarrassment in locations across the UK and Ireland. It also states whether customers are charged for use. Another choice is for people to hold things in for as long as possible while out. People suffering from urinary incontinence can undergo "bladder training". This involves not peeing unless the bladder is full, rather than misreading signals which cause people to go earlier. The NHS gives such advice for medical reasons, rather than for those who just feel the need while out and about. "The advice is to drink sensibly if you are going out, trying to avoid drinks that will irritate the bladder, such as those containing alcohol or caffeine," says Louise de Winter, chief executive of the Urology Foundation. But this is only advisable in the short term, as clearing the bladder is necessary to reduce the risk of infection, she adds, and this involves keeping up fluid intake. There are moves in Wales to compel councils to create a strategy ensuring public toilet provision across the area. "It's something that we could do with across the UK," says Martin. "Having decent public toilets is good for public health, business and the prevention of disease. It's civilised. 92 Harry Potter and the Cursed Child cast photos released The first set of photographs featuring some cast members of Harry Potter and the Cursed Child in costume has been released. Actor Sam Clemmett has been revealed as the character Albus Severus Potter - the cursed child referred to in the title - in Charlie Gray's portraits. It's also been announced Poppy Miller will take on the role of Ginny Potter - Harry's wife. Previews of the play begin at London's Palace Theatre on 7 June. The photos mark the first time Jamie Parker has been seen as Harry Potter, complete with the famous lightning-shaped scar on his forehead. When asked about Parker's transformation, author JK Rowling said: "He simply is Harry now. There's a kind of relief in watching him, he gets it so right. " Parker said: "It's a unique gig in the sense that you have seven volumes of back story that you get to bring on with you. And we were all very keen to make sure that the first time you see Harry it just feels right. " Clemmett has previously appeared in productions of Lord of the Flies, and Wendy and Peter Pan for the Royal Shakespeare Company, as well as in TV dramas such as The Musketeers and Foyle's War. JK Rowling said: "There's much I could say about Sam-as-Albus, but we'd be into spoiler territory so quickly I'll just say we couldn't have cast better. " Albus wears dark Hogwarts school robes in the portraits which give no hint as to which "house" he ends up in. In the final chapter of book The Deathly Hallows, his character was fearful that the sorting hat would place him in Slytherin. Miller's film and television credits include Line of Duty and The Second Best Exotic Marigold Hotel, and she has also appeared on stage in Macbeth and Twelfth Night. JK Rowling said: "I think a lot of people would like to have Poppy's Ginny for a mother. Kind and cool, exactly as I imagined her. " The Cursed Child is the eighth story in the Harry Potter series and the first official story of the franchise to be presented on stage. The plot sees Harry Potter as a husband and father of three school-age children, with a job working for the Ministry of Magic. The production's website states: "While Harry grapples with a past that refuses to stay where it belongs, his youngest son Albus must struggle with the weight of a family legacy he never wanted. " Harry Potter and the Cursed Child is one play presented in two parts. Both parts will run in the theatre simultaneously, split between matinee and evening performances. More photos of the cast members in costume will be released later this week.

Texas GOP platform says majority of Texans share homosexuality Journalists at the 2016 Texas GOP convention pointed and chuckled, but now the entire nation has caught on : the party's platform calls "the majority of Texans" gay. It's a grammatical error. It was unintentional. Most Texans probably aren't gay, but who knows. The language adopted by the party in Dallas last weekend reads: "Homosexuality is a chosen behavior that is contrary to the fundamental unchanging truths that has been ordained by God in the Bible, recognized by our nations [sic] founders, and shared by the majority of Texans. " The key error there is the verb "has. " The authors probably meant it to apply to the "unchanging truths," but in English we can't say unchanging truths "has. " That would be "have. " So the sentence says that homosexuality has been ordained by God and is shared by most Texans. Writing in the Washington Post, University of Minnesota Law School professor Dale Carpenter raised an important question : how exactly do Texans share their homosexuality? "Perhaps it means that there is a certain amount of homosexuality that most Texans pass around to each other. If someone doesn't seem to have enough, one Texans may loan or even give another Texan some of his," he wrote. "Of course it should be emphasized that a majority but not all Texans share homosexuality. There may be some who hoard it. " The grammatical gaffe also made headlines in Reuters , NPR , the Huffington Post and scores of other publication, in what amounts to some embarrassing coverage of the Texas GOP. But according to Willie, this is nothing new.

Legislature to consider statewide regulations on Uber, Lyft AUSTIN – The Texas Legislature will consider establishing statewide regulations for rideshare application companies such as Uber and Lyft, a powerful lawmaker said Sunday, a day after voters here dealt the industry a setback by upholding rules imposed by the city council. The to-be-determined proposed regulations, which will be considered in next year's legislative session, will aim to be "consistent and predictable" for the companies, said the lawmaker, Republican state Sen. Charles Schwertner of Georgetown. >> Click the gallery above to see the places Texans used Lyft the most last year "It has become increasingly clear that Texas' ridesharing companies can no longer operate effectively through a patchwork of inconsistent and anti- competitive regulations," Schwertner said in a draft announcement shared with the Houston Chronicle. "As a state with a long tradition of supporting the free market, Texas should not accept transparent, union-driven efforts to create new barriers to entry for the sole purpose of stifling innovation and eliminating competition. " Uber and Lyft have reduced drunk driving and provided jobs, the draft emphasizes. Schwertner was among several state lawmakers to decry Saturday's vote in Austin, which upheld regulations requiring that rideshare drivers undergo fingerprint background checks and that companies report data about operations, among other rules. Uber and Lyft spent more than $8 million to defeat the regulations through a proposition campaign, but 56 percent of voters rejected it. RELATED: See the most popular places Houstonians used Uber the most The companies responded by saying they would no longer operate in Austin, starting Monday. "Local control turns to local tyranny again in Austin," tweeted state Rep. Matt Rinaldi, R-Irving. "#txlege needs to intervene. " Another lawmaker, Republican state Rep. Tony Dale of Cedar Park, tweeted a photo of a request for an Uber to come to the Texas Capitol and a simple message: "See you in 2017. " The drama appears to mirror a situation that played out last year, after Denton banned fracking. In response, lawmakers approved a bill that essentially banned fracking bans, and Denton was forced to repeal its law. Statewide regulations would affect Houston, where a battle over the rideshare application companies also is playing out. The state's largest city imposed its own rules requiring fingerprint background checks 18 months ago, prompting Lyft to leave the city. Uber stayed, but its general manager recently wrote a letter to the Houston City Council saying that it would ultimately leave if the regulations were not repealed. "We have worked hard and taken extraordinary steps to help guide drivers through the current process in Houston," said the general manager, Sarfraz Maredia. "However, a year and a half later, it is clear the regulations are simply not working for the people of this city. "

'African cities cannot cope with the rate of urbansiation' - Tshwane mayor Ramokgopa This according to Tshwane executive mayor Kgosientso Ramokgopa‚ speaking on Tuesday at the African Capital Cities Sustainability Forum and Sustainability Week in Pretoria. Ramokgopa was responding to a question on the apparent inability of African cities to cope with migrants from rural areas. “The fiscus can't accommodate the rate of urbanisation‚ hence this forum [has been created]‚” he said. Ramokgopa explained that in Europe‚ cities were urbanised on the back on industrialisation and over generations. Down south the circumstances are different and cities cannot cope‚ he said. He also said that in South Africa the remnant apartheid geography of cities posed a further challenge in creating a sustainable city that works for its citizens – with the growth of informal settlements and people having to drive long distances to where they need to be. Ramokgopa said that recent tension in areas like Hammanskraal can ultimately be linked to issues around the distribution of land‚ services and the challenges of urbansiation. Ramokgopa asked his mayor colleagues from across the continent to put their heads together to find solutions. Here are nine sustainablity priorities Ramokgopa said the city of Tshwane had commited to achieve: • Development of social and technical infrastructure to facilitate connectivity and ease of doing business; • Collaboration with green building councils on the continent to transform our built environment to facilitate rapid response to disasters of various kinds and magnitude; • Address head-on the developmental challenges posed by the Food – Water – Energy nexus; • Jointly leverage sustainability financing to guarantee sustainable economic growth without compromising the carrying capacity of the planet’s systems and resources; • Prioritise the reduction of informal settlements which are the most palpable manifestation of urban poverty by improving access to basic services like clean water‚ electricity‚ health services and urban food production programmes; • To learn from each cities in implementing both climate change mitigation and adaptation programmes to minimise the contributions of cities to climate change; • To transition towards a green economy that will ensure the provision of basic services‚ secure local economic development while preserving natural resources‚ stimulating employment creation and industrial activity; • Assume leadership in technological innovations to create waste management systems that encourage recycling as well as the development of energy from waste sites and gas extraction processes; • Ensure enhanced advocacy and participation in the United Nations Framework on Climate Change as well as developing a coordinated approach towards the implementation of the Global Sustainable Development Goals (SDGs).

Young Conservative activist told parents 'I failed in life', inquest hears A young Tory activist who is believed to have taken his own life after alleged bullying told his parents he had "failed in life" in a letter found after he died, an inquest heard. Elliott Johnson, 21, was found dead on railway tracks in Sandy, Bedfordshire, on September 15 last year, just weeks after making allegations about his treatment within the Conservative Party. The inquest in Bedfordshire focused on how Elliott believed he was being bullied and on his being made redundant by pressure group Conservative Way Forward (CWF) after making the allegation. In it he accused former activist of bullying, following an altercation in a pub in central London during a friend's birthday party on August 12. The inquest heard Elliott had claimed in a detailed account of the exchange that Mr Clarke had confronted him about the use of an image on an article on the CWF website. Mr Clarke, who led the Road Trip 2015 campaign for young activists in which Elliott was involved, had allegedly threatened to sue him for copyright infringement and had "gone ballistic" in the pub, shouting and grabbing the younger man. Elliott claimed Mr Clarke had threatened to "destroy" his career in politics and journalism because of a caution the activist had received for tweeting results of European elections illegally. Mr Clarke allegedly told Elliott he had sued other people and always won, adding: "I squash them like ants when they are small and young - this is what I'm going to do to you. " Just weeks before Elliott died, the pair, along with lobby journalist Andre Walker, met in a pub in Tooting, which the young activist recorded and later sent to the chief executive at CWF, Paul Abbott. The inquest heard Mr Clarke and Mr Walker had suggested Elliott should not pursue his complaint, although the activist told Mr Clarke he "bloody well needed a kick up the arse" for his actions in the pub. On September 7, Elliott met with a complaints investigator from Conservative central headquarters (CCHQ), who the inquest heard had been looking into other allegations against Mr Clarke. At that meeting, Elliott said he was dropping the complaint, saying he would handle it personally. A week later, on September 14, Elliott met with a fellow activist, who had also made a complaint against Mr Clarke, and discussed his situation. Detective Chief Inspector Samuel Blackburn told the inquest Elliott had been "upset" when he left that meeting and later searched for suicide methods. On the morning of the day he died, he booked a train ticket online, travelled from Kings Cross to Sandy and walked about 1km away from the station before being struck by a train. A toxicology report found he had 103 milligrammes of alcohol per 100 millilitres of blood - just over the drink driving limit. Police found three letters in the activist's flat in Tooting, south London, after he died. In one addressed to his parents, Ray and Allison Johnson, Elliott said he felt he had failed at work and politics. "Overall, I failed in life in spite of your help, for which I am very thankful. " He went on to say: "I have also been involved in a huge political issue. I have been bullied by Mark Clarke and betrayed by Andre Walker. I had to wrongly turn my back on my friends. Now all my political bridges are burnt. Where can I even go from here? " In another, addressed to "bullies and betrayers", he wrote: "I could write a hate message but actions speak louder than words. I was never one for hate anyway but I think I this should be in your mind. " Elliott's allegations eventually sparked an investigation and the resignation of former party chairman . Mr Clarke, who has since been expelled from the party, strongly denies the allegations against him. Mr Clarke is known as the so-called Tatler Tory after he was tipped for a future Cabinet position by the society magazine. The inquest heard Elliott, a University of Nottingham graduate, had been told his political editor role was at risk of redundancy on August 19, having been in the job since June. Paul Abbott, who has since resigned from CWF, told the packed courtroom he had delayed telling the activist because of the incident involving Mr Clarke and made it clear the redundancy was not related. Mr Clarke had a "vendetta" against CWF and there had been other complaints by the group's volunteers against him. The pressure group had also been struggling financially after two unsuccessful fundraising events, Mr Abbott said. "It's not true to say there's a connection between our financial position and there was no way on earth we would have done something to help Mark Clarke - I would literally have been the last person on earth to do that," he said. "His behaviour degenerated very markedly - what began in June with comparatively low level stupid things became threats in July which became overt bullying in August. " Mr Abbott added he believed the behaviour was "potentially criminal". Elliott had spoken to Mr Abbott about the allegations he had made against Mr Clarke, during which he had seemed "terrified" and said he feared "they are going to knife me to the end of the earth" if he proceeded with his complaint.

The Obama Navy as Farce | The American Spectator On January 12 two U. S. Navy riverine boats were sailing south through the Persian Gulf to Bahrain near Iran’s Farsi Island. One of the boats had broken down and the other stayed with it. Six Iranian boats surrounded them and demanded their surrender at gunpoint. The Americans did. They were forced to their knees and taken into captivity on the island. It’s not clear how the Iranians treated the U. S. sailors, but we know a few key facts. The Iranians seized Navy computers aboard the boats and copied their contents. The sailors were interrogated individually — constantly — and paraded before Iranian television crews. In footage broadcast internationally, they were apparently compelled to admit that they were in the wrong for entering Iranian waters — though the evidence showed they had not — and to apologize for doing so. But every American soldier, sailor, airman and Marine is trained to refuse to aid the enemy in that manner. It’s a violation of their duty to do so. So were they abused? Tortured? Threatened with immediate execution? We don’t know because the Obama administration has classified everything about how the sailors were treated. They were released after about sixteen hours. The only reaction from President Obama was a statement by Secretary of State John Kerry thanking the Iranians for their cooperation and patting himself on the back for effective diplomacy. There was never even a word condemning the Iranians for violating international law by seizing the American boats in international waters. Two weeks ago Rep. Randy Forbes (R-VA) got our attention when he said that the classified information about the incident, if made public, would shock the American people. He said that we would be shocked by not only how Iran treated our sailors but also how the Obama administration responded. As Forbes pointed out, Obama did nothing at all to help the sailors while they were in captivity. Forbes is chairman of the Seapower and Projection Forces subcommittee of the House Armed Services Committee. I spoke to him Thursday about the Farsi Island incident and some other key seapower issues. Information is properly classified only when its release would damage the national security of the United States or one of our allies. That means, to put it simply, information shouldn’t be classified just because it would be politically embarrassing. But that’s apparently what happened in the case of the Farsi Island incident. I asked Forbes directly: had anyone from the administration told him what the rationale was behind the decision to classify the Farsi Island information? He answered just as directly: no, they hadn’t. There hasn’t been even an attempt to justify that decision. Moreover, Forbes said that he believed that the Navy would agree to declassify and release the information, but that it hadn’t received permission to do so from the president or the secretary of defense. Forbes told me that he believed that the information would be made public eventually — in weeks or months — but it probably wouldn’t happen before the November election. The inescapable conclusion is that the administration’s refusal to release the Farsi Island incident information is purely a political decision to help protect Obama’s nuclear weapons deal with Iran. Letting the Farsi Island information out now would give Republican opponents of the deal ammunition that could be highly useful in their campaigns this summer and fall. Because Obama regards that deal — which guarantees Iran nuclear weapons — as a key part of his legacy, he won’t do anything to help arm its opponents. You can bet that if Hillary Clinton is elected president, we’ll never see that information declassified and made public. Forbes spoke derisively about Obama’s foreign policy. His philosophy, he said, is pretty simple. When you give in to bullies, they get bolder and raise the stakes. He said, “The Russians are now flying over our ships at about thirty feet above the deck. We see the Chinese telling us we can’t even do a port call in Hong Kong. We see them intercepting our P-3s and trying to literally push us out of the South China Sea. “And we see the Iranians’ actions” (such as the firing of missiles fifteen hundred yards from the carrier USS Harry S. Truman last December), “… and the fact that they seized the two Navy riverine boats in January in violation of all maritime rules.” Forbes said, “The Iranians get bolder. They’re telling us to get out of the Persian Gulf or they’ll shut the Strait of Hormuz.” Forbes, the leading advocate in the House of restoring American seapower, believes this is all due to Obama’s knuckling under whenever America is challenged. He’s right. He said that Congress should stand up and demand greater challenges to nations such as Iran when the next Iranian sanctions bill comes up. But it will take a lot more: a lot of money and time to restore the seapower we need to have to protect America’s interests and allies abroad. Forbes pointed out that as soon as Obama came into office he began about $780 billion of cuts in defense spending over ten years to which sequestration added another $500 billion in cuts. He said that one of the first things the Obama administration did was issue gag orders for everyone in the Pentagon — both military and civilian — so that they couldn’t even tell Congress what repercussions there would be from its massive cuts. The Marine Corps is a good example. The reports that the Marines were going to museums to cannibalize parts for aircraft were, Forbes said, true. He added that the Marines tried to see what foreign ships were available to deliver them to trouble spots because we don’t have enough sealift ships to do it. I asked Forbes about the fact that although we have ten carriers — and soon will have eleven — we have only enough pilots and aircraft to outfit six. He agreed that there was a grave shortfall in strike fighters. Forbes told me that the Navy had testified to his committee that three out of four strike aircraft aren’t going to be ready for combat for at least twelve months. He said that the Navy is cannibalizing parts from some aircraft to outfit others. And it’s not just the aircraft that are being cannibalized. The submarine force usually has priority over other ships for repairs, but the Navy is being forced to cannibalize parts from submarines to keep others at sea. All classes of ships are being affected. Forbes said, “In 2007, the Navy could meet 90 percent of our combatant commanders’ needs around the globe. This year, they’ll only meet 42 percent.” He gave the example of one of our submarines that went into drydock for repairs that had been estimated to take 28 months. It actually took over 40 months. In that time, the whole crew sat ashore. The captain of the ship, Forbes said, resigned in frustration saying he hadn’t signed up just to sit in a shipyard. The Navy’s total fleet is down to 272 ships. President Obama, Forbes said, wanted to reduce it by another twelve percent and Congress refused. (The Chinese have 300 surface vessels and plan to have at least 78 submarines as well within two years.) Forbes, and many of his colleagues on the House Armed Services Committee, are trying to restore sanity to defense spending but there is, in truth, not much they can do. If the next president doesn’t take this on as Job 1, the shortfalls will grow, which means our capability to perform essential national security missions will continue to shrink.
