Taiwan as a natural resource-restricted society with a unique situation should pay great attention to related topics. Regarding this, scientific and strategic foresight planning is engaged in order to be competitive and sustainable. An advanced plan with evaluation and police research was revealed in this study, which utilized DEA (data envelope analysis) to reform qualitative principles and quantitively evaluate 22 counties of Taiwan, exploring potential opportunities among the counties. Moreover, based on the findings, a rational suggestion of smart healthcare development was investigated to help in decision making. In comparing the practical evidence with results, we conclude following viewpoints: First, sometimes policies have to be made with limited data and time because of the rapidly changing environment, though an effective solution to consistently bridge the conceptual principles with quantitative results is feasible. Second, we show quantitative results derived from qualitative principles that uncover missing phenomena from intuitive discussions. Third, by adapting the observation boundaries with variables, a new scenario can be exposed to meaningfully support decisions in new territories, including sustainability.

    New Product Introduction EMU for Taiwan Taoyuan International Airport Access MRT System In February 2006, MKH Consortium (Marubeni Corporation, Kawasaki Heavy Industries, Ltd., and Hitachi, Ltd.) received an order from Bureau of High Speed Rail (BOHSR) of the Ministry of Transportation and Communications (MOTC) in the Republic of China (Taiwan). This order was for a contract to build a complete railway E&M system and depots for Taiwan Taoyuan International Airport Access MRT (TTYMRT). Kawasaki manufactured and delivered 123 EMU (Electric Multiple Unit) cars; 68 Commuter cars and 55 Express cars. The Commuter and Express cars have different exterior and interior designs. However, they are identical in the major carbody structure and the operating performance, and a common design has been adopted as much as possible. Taiwan Taoyuan International Airport Access MRT System Commences Commercial Operation Taiwan Taoyuan International Airport Access MRT System (“Airport Line”) commences commercial operations on March 2, 2017. In January 2006, a consortium formed by Marubeni Corporation (“Marubeni”), Kawasaki Heavy Industries, Ltd. (“KHI”) and Hitachi, Ltd. (“Hitachi”) won the contract to supply the railway system and construct depots for the Airport Line. The Airport Line is the first airport link railway in Taiwan with 51km length and 21 stations connecting Taipei City and Zhongli District via Taoyuan International Airport in which more than 40 million people use per year. The Airport Line serves mixed operations of commuter trains and express trains and is expected to shorten travel time for residences along the Airport Line and also to relieve traffic congestion. Passengers can further enjoy the in-town check-in services at Taipei Main Station, which provides convenience to move without heavy luggage. In this project, Marubeni is responsible for total project coordination, the subsystem of signaling communication system and track work, KHI is responsible for the EMU (Electric Multiple Unit), and Hitachi is responsible for the transformation of electrical energy. Marubeni, KHI and Hitachi will continue to provide high-quality railway technologies and contribute to improving transportation and environmentally friendly economic development throughout the world. E-commerce witnessed strong growth, ranking E-commerce number one among all retail sectors—with sales increasing by 6.7% YoY—followed 10% by convenience stores (6.3% YoY) and supermarkets (5.9% YoY). In contrast, department stores marked a relatively slow growth rate, with total sales increasing 8% by 1.5% YoY. The e-commerce market has grown fast and strong in the past few years with a 6% market share in retail reaching 6% in 2018, equal to NT$254.7 billion. Grocery, home appliance, electronic devices and apparel sectors comprised over 60% of e-commerce sales. Compared with the US and China, where market share of e-commerce stands 4% at 9.7% and 15%, respectively, e-commerce in Taiwan has room to grow, which should put pressure on traditional retailers. 2% Despite several department stores and outlets launching at the end of Q4/2018, sales in the department store sector remained sluggish. Leading department 0% store groups, including Shingkong Mitsukoshi, Pacifi c Sogo and Far Eastern all experienced slow growth, ranging from 0% to 1.5% YoY. A second goal was to obtain information on the gas composition and abundance in the subsurface to assess the source for the gas that forms gas hydrates off SW Taiwan. A third goal was to obtain information on the lithology and stratigraphy of the study area. Cruise Narrative On Monday 15 October 2018 at 05:12 p.m. local time, RV SONNE left her berth at Pier 7 in Kaohsiung seaport to investigate the distribution of methane hydrates at the Taiwanese continental margin by using the mobile seafloor drill rig MeBo200. Before we had five days of intense work on board, mobilizing the equipment for the expedition. We arrived at the ship on Wednesday 10 October. First two containers from the cruise before had to be unloaded. When the eleven containers for our cruise SO266 arrived we had to install nine containers onboard and one 20‘ and one 40‘ container had to be discharged. The extended stay in the port was necessary for the setting up MeBo.
