The City Council comprises a Mayor and five Council Members who serve three-year terms, with two consecutive term limits. The Fire Chief and Police Chief report to the Mayor. The City Council appoints a professional City Administrator to oversee the day-to-day operations of the organization. Byron Hebert has served as City Administrator since April 2014 and previously served as Katy’s Finance Director from 2000 to 2014. He holds bachelor’s and master’s degrees from McNeese State University, and an MBA from the University of Houston. 4 Katy, Texas - Building Official ABOUT THE POSITION The Building Official monitors, implements, and enforces all applicable regulatory guidelines, as well as federal, state, and local ordinances pertaining to building and related codes. The position oversees the City’s inspection and permitting activities and floodplain management. Part of the Public Works Department, the Building Official reports directly to the Public Works Director. Primary responsibilities include: • Oversees the building permitting function, including application, fee assessment and collection, permit issuance, inspections, and occupancy • Provides technical building code assistance to City Council, boards and commissions, contractors, developers, and residents • Serves as plans examiner/inspector and reviews proposed subdivisions for code compliance; reviews and approves all residential plans and sign permit applications • Administers, interprets, and enforces a variety of building and environmental codes • Develops and administers the division’s annual budget • Responds and resolves complex and sensitive customer service needs • Participates in City-wide emergency response as needed • Selects, trains, motivates, and evaluates departmental personnel and provides/coordinates staff training Vision “Katy, Texas is a community rich in traditions with a heritage of small-town charm. OPPORTUNITIES AND CHALLENGES The new Building Official will play a key role in evaluating and implementing an updated inspection software program. Streamlining operations and ensuring consistency among inspectors will be a high priority for the incoming Building Inspector. Quality development within Katy is very important to the City Council and the Building Official will keep administration informed about issues that are brought to their attention by developers or community members. 5 Katy, Texas - Building Official IDEAL CANDIDATE The City of Katy desires a respectful and responsive Building Official who will serve as a role model for the department/division staff. Delivering exceptional customer service is critical. The successful candidate will have superb communication skills and be able to engage with a variety of audiences at various levels of understanding relating to the nuances and technical aspects of the building code field. The ideal candidate will foster a team environment and appreciate the opportunities to engage with citizens and mentor field inspectors. City of Katy – Your Hometown EDUCATION AND EXPERIENCE This position requires a bachelor’s degree in construction science, construction administration, engineering, architecture, or a related field. At least 10 years of increasingly responsible experience in building inspection, code enforcement, plan review, and/or construction experience, including five years of supervisory responsibility is also required. Candidates must have International Building Code or International Residential Code certification, ICC Certified Building Official certification, and a valid driver’s license. Certificates in ICC Electrical Examiner, ICC Mechanical Inspector, ICC Plans Examiner, or ICC C.B.O. are preferred. 6 Katy, Texas - Building Official COMPENSATION AND BENEFITS The salary range for this position is $80,000 - $85,000, depending on qualifications and experience. The City of Katy offers a comprehensive benefits package including medical, dental, and vision coverage, generous paid leave, and life insurance. The City participates in the Texas Municipal Retirement System (TMRS) at a 7% employee deposit rate with a municipal matching ratio of 2:1 and vesting at five years.
