STRATEGIC CONTEXT AND RATIONALE 1. Country and sector issues Background 1.1 Guinea-Bissau is one of the world’s poorest countries, and is ranked 172nd out of 177 countries in the 2004 United Nations Human Development Index. More than two-thirds of the population lives under the poverty line, with an average GDP per capita of US $195 per annum over the period 1997-2000 (see Annex 1 for details on country and sector issues). 1.2 Guinea Bissau entered into a period ofarmed social conflict in 1998 which resulted in the dismantling of large segments of the economy, social disruption and physical destruction of economic, infrastructure and social service delivery assets and systems. A new Government was elected in 2000, which was able to undertake as series of successful recovery activities, but the country continued to suffered from lack of political and social stability, frequent changes of government, unsustainable fiscal situation, low economic growth, weak capacity, and gradually deteriorating social and infrastructure systems and services delivery capacity. A refonn-minded transition Government was put in place following the parliamentary elections of March 2004. That new Government established an encouraging record in the area of economic management and launched the preparation of a highly participatory Poverty Reduction Strategy. The performance and tangible commitment of that government led to a renewal of donors and IMF support. The presidential election of August 2005 was followed by a brief period of political tension. In October 2005 a new government took possession and in November 2005 a ministerial re-organization took place. Those changes forced the rescheduling of a planned Donor Conference on Guinea Bissau, and a delay in the mobilization of pledged investment facilities and donor funding to the country. By January 2006 the government had stabilized and on March 16, 2006 a new government program was approved providing the necessary political

    ANUÁRIO 2009 DIOCESES DE BISSAU E BAFATÁ _____________________________________________________ ANUÁRIO - 2009 Evangelização na Guiné-Bissau, ontem e hoje Embora em linhas muito sumárias, começamos por apresentar aos leitores deste Anuário alguns tópicos significativos sobre o passado, o presente e o futuro próximo desta Igreja da Guiné-Bissau. Isso os ajudará seguramente a compreender melhor os elementos de informação que a seguir se apresentam e a entender o porquê do muito que se vem tentando fazer e sobretudo daquilo que ainda falta realizar nestas terras de missão. 1. Marcos históricos da Igreja na Guiné-Bissau : A criação da Diocese de Bafatá, em 13-03-2001 (pela bula “Cum ad fovendam”), culminou um longo esforço de evangelização, que vem já pelo menos desde o séc. XVI. As etapas mais significativas dessa evangelização foram as seguintes: 1533 - Criação da Diocese de Cabo Verde, onde a "terra firme de Guiné” estava também incluída. 1867 - Criação do Vicariato Geral da Guiné, dependente da Diocese de Cabo Verde, mas já com certa autonomia. 1940 - Criação da Missão “sui iuris” da Guiné: independente da Diocese de Cabo Verde. 1955 - Criação da Prefeitura Apostólica da Guiné. 1977 - Criação da Diocese de Bissau, em 21-03-1977, tendo como primeiro Bispo o Franciscano italiano, Dom Settimio Arturo Ferrazzetta. 2000 - Ordenação episcopal do primeiro Bispo guineense, Dom José Câmnate na Bissign, em 12-02-2000. 2001 - Criação da Diocese de Bafatá, em 13-03-2001, tendo como primeiro Bispo o sacerdote brasileiro do PIME, D. Pedro Carlos Zilli. 2001 – Inauguração do Seminário Maior de Bissau, em 13 de Outubro. 2. A evangelização até à Independência da Guiné-Bissau (1533-1974): Embora desde 1533 esteja criada a Diocese de Cabo Verde, que incluía também a "terra firme de Guiné”(apelidada também de "rios de Guiné”), deverá dizer-se no entanto que é sobretudo a partir de 1660 (fixação dos Franciscanos portugueses em Cacheu, e posteriormente em Bissau) que a evangelização da Guiné se começa a processar com carácter de suficiente regularidade.

ABSTRACT Background. West African landscapes are largely characterised by complex agroforest mosaics. Although the West African forests are considered a nonhuman primate hotspot, knowledge on the distribution of many species is often lacking and out- of-date. Considering the fast-changing nature of the landscapes in this region, up- to-date information on primate occurrence is urgently needed, particularly of taxa such as colobines, which may be more sensitive to habitat modification than others. Understanding wildlife occurrence and mechanisms of persistence in these human- dominated landscapes is fundamental for developing effective conservation strategies. To do this, we will study variations in the Normalized Difference Vegetation Index (NDVI). In order to perform the calculations and subsequent analysis, images of the park from the years 2010 and 2017, corresponding to the same period of the year, so that the phenological stage is the same, were used. To perform a more reliable analysis, the park was divided into five different areas based upon the vegetation type or main use of the land in each of them; i.e.: mangals, palm forest, paddies, savannahs and others. Using a statistical sample, the NDVIs were calculated for each of these areas. The study made it possible to conclude that the changes in land cover observed represent a decrease in mangrove swamps, which are probably being replaced by other land uses, despite the fact that these forests constitute the most important ecological area of all those that make up the park.

    TRANSFORMATION OF “OLD” SLAVERY INTO ATLANTIC SLAVERY: CAPE VERDE ISLANDS, C. 1500–1879 By Lumumba Hamilcar Shabaka A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of History- Doctor of Philosophy 2013 ABSTRACT TRANSFORMATION OF “OLD” SLAVERY INTO ATLANTIC SLAVERY: CAPE VERDE ISLANDS, C. 1500–1879 By Lumumba Hamilcar Shabaka This dissertation explores how the Atlantic slave trade integrated the Cape Verde archipelago into the cultural, economic, and political milieu of Upper Guinea Coast between 1500 and 1879. The archipelago is about 300 miles off the coast of Senegal, West Africa. The Portuguese colonized the “uninhabited” archipelago in 1460 and soon began trading with the mainland for slaves and black African slaves became the majority, resulting in the first racialized Atlantic slave society. Despite cultural changes, I argue that cultural practices by the lower classes, both slaves and freed slaves, were quintessentially “Guinean.” Regional fashion and dress developed between the archipelago and mainland with adorning and social use of panu (cotton cloth). In particular, I argue Afro-feminine aesthetics developed in the islands by freed black women that had counterparts in the mainland, rather than mere creolization. Moreover, the study explores the social instability in the islands that led to the exile of liberated slaves, slaves, and the poor, the majority of whom were of African descent as part of the Portuguese efforts to organize the Atlantic slave trade in the Upper th Guinea Coast. With the abolition of slavery in Cape Verde in the 19 century, Portugal used freed slaves and the poor as foot soldiers and a labor force to consolidate “Portuguese Guinea.” Many freed slaves resisted this mandatory service.

In mid 2016 the region has about 50 operational hydropower plants and about 40 sites are under construction or refurbishment. The potential for hydropower development – especially for small-scale plants – is assumed to be large, but exact data were missing in the past. The ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE), founded in 2010 by ECOWAS, ADA, AECID and UNIDO, responded to these challenges and developed the ECOWAS Small- Scale Hydropower Program, which was approved by ECOWAS Energy Ministers in 2012. In the frame of this program ECREEE assigned Pöyry Energy GmbH in 2015 for implementation of a hydropower resource mapping by use of Geographic Information Systems (GIS) for 14 ECOWAS member countries (excluding Cabo Verde). The main deliverable of the project is a complete and comprehensive assessment of the hydro resources and computation of hydropower potentials as well as possible climate change impacts for West Africa. Main deliverables of the GIS mapping include: • River network layer: GIS line layer showing the river network for about 500,000 river reaches (see river network map below) with attributes including river name (if available), theoretical hydropower potential, elevation at start and end of reach, mean annual discharge, mean monthly discharge, etc.

    International Union for Conservation of Nature Country: Guinea Bissau PROJECT DOCUMENT Protection and Restoration of Mangroves and productive Landscape to strengthen food security and mitigate climate change BRIEF DESCRIPTION OF THE PROJECT Mangrove ecosystems cover a major part of the Bissau-Guinean coastal zone and the services they provide to the local population are extremely valuable. However, these ecosystems are at risk and face several challenges. In the past, many mangrove areas were turned into rice fields by the local population. During the independence war of Guinea Bissau (1963-1974), many of these mangrove rice fields were abandoned but they were never restored, leading to both mangrove natural habitat and land degradation, and their respective impacts in terms of loss of biodiversity, decrease in natural productivity and local food insecurity. In response to the above challenges, the objective of the proposed project is to “support the restoration and rehabilitation of degraded mangroves ecosystems functionality and services for enhanced food security and climate change mitigation”. The overall strategy is built around policy influence and knowledge sharing which will lead to replication and scaling up of the approaches and results. It is structured into four components. The first component will support knowledge-based policy development and adoption that promotes mangrove and forests restoration. The second component of the project, promoting a participatory land use planning and management approach at the landscape level, focuses on the restoration and rehabilitation of degraded land in mangrove areas. The third component will contribute to improving the institutional and financial context of mangroves and forests restoration in Guinea Bissau.
