Please accept this letter and attached documentation for a delegation request to present the budget challenges and a proposed solution for the financial situation as presented.

The Board of Directors of Hastings Destination Trails (HDTI) is seeking to hire a Certified Agile Project Manger to manage the refurbishment of 18 km of nonmotorized trails to the specifications of the Ontario Trillium Foundation Grant for a contract term of 9 months and approximately $11,000.00. The financial resources for this hire are currently beyond the financial resources of HDTI’s budget.

It has also been established that OTF does not permit NHEDC to use the OTF grant to pay any HST for which it will be reimbursed by Revenue Canada. This means NHEDC must come with an additional $9,000.00, which is beyond the scope of their income.

The attached documents provide the details of the project to date, the current budget, and a proposed solution to the budget challenges.

We wish to ask the planning and finance committee for flexibility to spend the Hastings County contribution to the non-motorized trail project on meeting the funding gaps for a Project Manager/HST.

The development of funds and plans for the refurbishment of 18 km of hiking/walking trails in North Hastings has been organic, with several detours along the way. In the end, the vision has remained strong, with no reduction in funds or kilometers of trails to be refurbished. In fact the funding has increased over time. The following FAQs are provided to explain this.

What are the responsibilities and roles of NHEDC and HDTI in this project? • NHEDC holds the Ontario Trillium Capital Grant of $145,800.00 for refurbishing 18 km of trails in North Hastings. Per OTF, the grant is non-transferrable to HDTI because it is so new. Either NHEDC spends the funds, or the grant must be turned back to OTF.

• NHEDC has satisfied itself that HDTI has the expertise to manage the refurbishment of said trails. HDTI has spent years educating itself to become knowledgeable about the building and refurbishment of non-motorized trails. It has recruited trail-building experts to its board of directors, recruited Canada’s leading trail- building companies to bid on the RFP for refurbishment and is recruiting a local highly qualified project manager to oversee the financial and project management of this undertaking.

• Therefore, NHEDC is contracting the management of this project to HDTI, which is accepting no compensation for this effort. NHEDC will maintain its fiduciary and oversight responsibilities with HDTI during this project, as per its promise to OTF, and the landowners.

• Given HDTI’s vision and expertise, NHEDC will not be applying for any additional non- motorized trail grants.

What financial promises were and are currently in place from what municipalities to which funders for what amounts? • In September 2018, Hastings Highlands approved an agreement in principle to support a $2,500.00 contribution to NHEDC to be used as a demonstration of community support to apply for the OTF grant and a RED (Rural Economic Development) grant from OMAFRA. Cathy Trimble, Hastings Destination Trails Inc. - Request for Allocation... Page 55 of 172 • In 2018 Wollaston voted to contribute $20,000.00 toward refurbishing the Nellie Lunn Trail. No grant contribution dollars were procured from Limerick, the third North Hastings municipality originally involved, for refurbishing the McGeachie Trails.

• In 2018 NHEDC voted to contribute $1,000.00 as demonstrating community support toward the OTF grant application and $500.00 toward an OMAFRA RED grant application, if/when announced.

• These contributions amounted to $24,000.00 originally available as community contribution funds toward grant applications. - OTF noted the contributions positively. OTF does not require the funds be used solely for trail refurbishment. - The OMAFRA RED grant RFP was deferred when the provincial election was called.

• This spring (2019): - OTF publicly announced a capital grant of $145,800.00 to NHEDC for the refurbishment of 18 km of trails in North Hastings. - Wollaston discerned it had road allowance issues with their trails and declined to move forward. - Limerick while not the landowner of the McGeachie Trails is a strong supporter of the project which the Crowe Valley Conservation Authority, which is the owner/manager. - The County of Hastings contributed a donation of $20,000.00 to HDTI. General consensus was that the grant would be for marketing and promotion of the non- motorized trails in North Hastings and anticipated this could potentially be matched with a RED grant, building toward a $40,000.00 marketing plan.

• Early this summer the Town of Bancroft and the Stewards of Eagles Nest stepped forward to take over 9 km of the original 18 km promised to OTF to be applied to their Eagles Nest Trail System. Bancroft is contributing $10,000.00 and the Stewards are contributing $2,500.00 directly to HDTI for their portion of this project.

• Therefore, HDTI currently has in hand a total of $13,500.00 (from Bancroft/Stewards and NHEDC) toward trail refurbishment and $20,000.00 (from Hastings County) toward marketing and promotion of the trails – a total of $33,500.00.

• OMAFRA just announced the RED grant RFP (July 31, 2019). Currently a grant application from HDTI is pending.

• HDTI is also preparing additional grant applications to other funders.

What financial strings are attached to the Trillium grant and how can they be addressed? • Of the $145,800.00 grant, OTF withholds 10%, or $14,580, until AFTER the project is completed. Pending approval, the Council of the Township of Carlow-Mayo has stepped forward and agreed to put on their agenda, a loan to NHEDC for this amount, to cover the months at the end of the project, wherein NHEDC would not have funds to pay its suppliers. Page 56 of 172 • Since the OTF grant is a capital grant, none of it can be used to cover the cost of a Project Manager, estimated to be $11,000.00 • OTF requires that none of the $145,800.00 be used to cover the 50% portion of HST that NHEDC can claim back from Revenue Canada, even though NHEDC must pay that portion of HST up front, estimated to be about $9,000.00. (As a non-profit organization NHEDC can only claim back 50% of HST, not 100%.)

• In total, NHEDC is short $9,000.00 in taxes and HDTI is short $11,000.00 to pay the Project Manager for a total of $20,000.00 short of needed funds to begin this project.

What can Hastings County do to address this financial snag? • HDTI has $33,500.00 in hand, including the $20,000.00 from Hastings County. • HDTI promised County Council that its $20,000.00 grant for this project would be used for marketing/promoting the trails, which is needed to gain maximum economic benefit of refurbishing the trails. • HDTI is asking County Council for permission to use the $20,000.00 to pay for the Project Manager and apply the remainder to NHEDC to cover the gap in HST that NHEDC will be required to pay. • HDTI will reserve its remaining $13,500.00 from NHEDC, the Town of Bancroft and the Stewards of Eagles Nest, as well as the possible $2,500 from Hastings Highlands to apply for additional marketing funds from the OMAFRA RED grant and other funding sources.

What are the benefits to Hastings County approving the flexibility for HDTI to spend of the County’s contribution from marketing/promotion to project management/taxes? What are the costs of not approving to this flexibility?

Benefits of Approving Flexibility: • For the flexibility to use the County’s financial contribution of $20,00.00 as requested above, Hastings County receives $145,800.00 worth of refurbishment to the approximately 18 km hiking/walking trails in the County, helping to make real the County brand of being Wildly Authentic. Page 57 of 172 • The three sets of hiking/walking trails will be refurbished to Parks Canada/Hike Ontario standards with high quality trail head kiosks that will feature Hastings County Branding, way-finding signs, interpretive signs, accessible washrooms, doggie stations, butt out stations, hiker/walker data collection equipment and mapping of the trails.

• The trail in Hastings Highlands, plus possibly portions of the other two trails, will be accessible to folks who do not have many such recreational resources, helping with health and wellness goal of these trails.

• HDTI will use the remaining $13,500.00 it has in hand as community contributions for matching funds in applying for additional marketing and promotional activities. Therefore, in addition to benefitting seasonal and fulltime residents, the trails will attract tourists to Hastings County.

Costs of Not Approving Flexibility • NHEDC cannot let the project go forward without the funds in hand to support the cost of Project Management/HST. • If County Council does not approve HDTI’s flexibility to cover such costs NHEDC will turn back the $145,800.00 grant to OTF, which will completely undermine this initiative both locally, and with OTF now and for a long time into the future.

(b) David Donnelly and Catherine van der Oye - No Place for a Quarry Inc. Catherine van der Oye deferred her delegation to Madeleine Marentette, owner of Grail Springs Wellness Retreat. Ms. Marentette spoke to the history of the lands on which her business is located neighbouring the Freymond Quarry. She spoke to the importance of the land to the guests of Grail Springs. Ms. Marentette explained the impact of the past Spur Lake Quarry and she noted that she does not believe a quarry should be allowed to be located next to two well known businesses in Bancroft because of the disruption it will cause.

Mr. Donnelly, lawyer retained by "No Place for a Quarry" group, spoke to the various studies undertaken and spoke to the affect of noise. He ascertained that any guest of the retreat will be subject to noise generated by the quarry. Mr. Donnelly went on to detail the result of the economic impact, advising that the writer states that Grail Springs will generate more economic advantages for Hastings County than the proposed quarry. He went on to speak to the Planning report and his objection and suggested that the reports submitted by the group weren't properly considered in advance.

(c) Brian Zeman – MHBC, Official Plan Amendment No. 18 Freymond Quarry Brian Zeman, agent for the Freymond Quarry, appeared before Committee and reviewed the history of the application. Mr. Zeman addressed the noise concerns raised by "No Place for a Quarry" group by blasting at the proposed quarry site. He also noted that the travel routes are already well travelled by large trucks and traffic and the concern raised by the Town of Bancroft regarding the Highway 62 and 28 intersection. Mr. Zeman also highlighted that the economic impact of Grail Springs is not an issue for consideration under the Official Plan.

Councillor Paul Jenkins spoke to his letter regarding the intersection and voiced his concerns the intersection not being included in the traffic study. He also voiced his opposition to the quarry.

RE: Provincial Policy Statement Review – Draft Policies

I am writing today to announce that my ministry is launching a consultation on proposed policy changes to the Provincial Policy Statement (PPS). The PPS is an important part of Ontario’s land use planning system, setting out the provincial land use policy direction.

Municipalities play a key role in implementing these policies through local official plans, zoning by-laws and other planning decisions. The Planning Act requires that decisions on land use planning matters be “consistent with” the Provincial Policy Statement policies.

The government is consulting on draft policy changes to: • Encourage the development of an increased mix and supply of housing • Protect the environment and public safety • Reduce barriers and costs for development and provide greater predictability • Support rural, northern and Indigenous communities • Support the economy and job creation

The proposed PPS policy changes support the implementation of More Homes, More Choice: Ontario’s Housing Supply Action Plan. The Action Plan includes a series of distinct but coordinated initiatives to address housing supply, including a review of the Provincial Policy Statement. The proposed PPS changes work together with other recent changes to the land use planning system – including to the Planning Act through Bill 108, More Homes, More Choice Act, 2019 (once proclaimed) and A Place to Grow: Growth Plan for the Greater Golden Horseshoe.

• Welcome and Introductions everyone introduced themselves • A map was shown of the trails that are surplus • Jim Duffin gave an update on the Hastings County portion of the trail. He explained the 50/50 ownership with the Province, and that the province is looking to sell this land he talked the process that has been completed to date and how it is moving forward • Cindy advised the group that EOTA has applied for the Canadian Tourism Experience Fund grant for work that needs to be completed on bridges/culverts on theses trails and that the OFSC is working closely with us to provide some assistance as well this is trans Canada trail and they have up to 35% funding available and Cindy will be applying for funding the Trans Canada Trail foundation. Cindy mentioned EOTA pass sales continue to grow each year and EOTA with funding provided from the province and federal government with partners have completed a business plan and strategy for the future of sustainable trails ie for now we have one pass but in the plan shows the potential funding if we had a legislated pass in Ontario. A brochure was suppled and is attached to these notes • Erica gave an update on the Destination Ontario Report which also includes the pass sales and revenue received from - a report was supplied and is attached with these notes • Daryl Kramp advised the Province wants to divest the property back to the Municipalities and they are looking to expedite this process. He advised it would be great for Municipalities to step up and purchase this land so EOTA can continue what they do. • Cindy spoke to Bruce from the reality who has surplus land and mentioned that Kawartha to Campbellford is part of it on hold he explained the process of how the Province is looking to get rid of the land and mentioned to also speak with MTO what they have on hold • Jim Duffin explained how the EOTA handles any lawsuits that may come forward on the trails. He also explained that Hastings County has not had to pay for any lawsuits so far. • Cindy explained that the EOTA insurance and deductible has gone up due to frivolous lawsuits, and we are working with our insurance company for a better plan • Cindy explained the situation with the Moria Lake Bridge and that if we do not get the funding to fix this that 22KM section of the trail could be closed. This would affect everyone. • Cindy advised EOTA is working on a new map and any changes should be sent to the EOTA to include • Cindy explained that the Friends of the Trail license in has been broken and Quinte West has taken over the license and EOTA is working with the City of Quinte West to manage and maintain that part of the trail it is hoped it becomes multi use • Moving forward: Cindy has been asked to present at Council Meetings on this subject. Since we were leaving for our first overnight destination Friday morning in two separate waves, we tried to factor in a mid-point so that we would arrive back at the same time on Sunday. This year, the unload spot was Tweed, Ontario. It's the first time that we departed from Tweed and we needed a spot to leave 30 vehicles and trailers. We were able to get permission to use the parking lot at the Tweed pool and splash pad since it was not open for the season yet. Itwas a perfect unloading venue. Thanks to the Municipality of Tweed!

Friday was a beautiful day; a little cloudy and chilly but it is the middle of April after all. The scenery along the EOTA tail system this time of year is my favourite. It's similar to winter with no foliage on the trees yet, so you can see unobstructed for great distances. This comes in handy when a group of deer pick that exact same moment to launch across the trail just as you're passing through. It happened 3 times this weekend. Healthy and very well fed whitetails...Beautiful. As expected with the impending spring thaw there were a couple of ice shelfs along the way to maneuver over in the shady areas of the trail. The rest of the journey to our first overnight destination in Calabogie was spectacular. We had all the rooms at the Calabogie Motel booked full. We arrived in town at 5:30 pm. and fueled up before checking in. After some clean up, we jumped back on machines to the Redneck Bistro for dinner where they were enthusiastic to finally meet us. It's nice to be recognized for the economic impact we represent to the small communities we visit on our rides. These Motels and Restaurants and other small businesses go from being empty to full in one weekend because of us. It's a heartwarming and welcoming feeling we get that the recreational sport we love has such a positive impact on others and their communities. We were again welcomed and well taken care of for Breakfast in the morning. Bellies full and off on our Day 2 northern trek across the system through three Counties to meet up with our counterparts on the second wave.

Being in constant contact with the second group heading to Bancroft for their first overnight stay was just as pleasing for them. The trails, wildlife and scenery were spectacular as well. As always they experienced the same welcome at local businesses in Bancroft as we were about to experience upon our arrival Saturday evening.

We met up with the second group almost at the exact point we figured we would... shared some stories and trail info on what to expect up ahead. On the rest of our Day 2 leg of the trip, the Hastings Heritage trail to Bancroft was bare in sunny sections and still had the icy base left from the snowmobiling season in the shady sections. It started to soften up the later in the day it got... but still fantastic. We arrived in Bancroft at the Bancroft lnn & Suites in great time. Perfect timing to get cleaned up again and catch our shuttle to the Granite, a roadhouse style restaurant and have some great food and conversation. Wave 2 arrived in Calabogie finishing their second leg of the trip at roughly the same time. Bullseye!

Sunday arrives with the weather man promising to literally rain on our parade and not just a little rain, a lot of rain... at least 30mm for the day. So 8:00 am everyone gathers in the motel parking lot to head out north on the trail a little further for our reservation at BC cafe for breakfast. We've been having breakfast here for a few years now and its good breakfast. You'd think we hadn't ate in a week... the 2 days of riding makes you pretty hungry.

So with breakfast done it's off for the trip back home. With steady pace south towards Tweed in anticipationof a downpour, we stop for a break at the Coe Hilljunction on the Hastings Heritage trail. A quick text to the Wave 2 leader and they also have no rain yet. So with yet some more yammering Eastern Ontario Trails Alliance (EOTA) meeting held on Monday.4. June 17, 2... Page 136 of 172 and a bathroom break done... it's off we go, smiling faces all. Hitting some of the puddles flooding over the trail gave some the opportunity to wash the sand and mud off the machines.

it started raining around Marmora Mines so we made out like bandits avoiding the so called downpour. We arrived in Tweed back to our abandoned trucks around 3:00pm and started loading up. A littledamp and cool but all made it through the entire fam tour with no break downs, mishaps or bailouts for the first time in 20 years. A total of 554 km on this version...Best group ever. The 2nd wave of the fam tour arrived about 30 minutes later. They had 1 breakdown that left the ATV abandoned at a parking area to be picked up later. The riderjumped in the passenger side of another SXS and enjoyed the rest of the tour with his own personal chauffeur. Each person spent approximately $607.00 trail permit, fuel, food and accommodations ANOTHER SUCCESSFUL FAM TOUR on the BEST trails in Ontario!

Steve Baldwin, who runs the Fam Tour has had many inquiries about rides similar to this. He even had inquiries from a group in Alberta and is currently working out a price for them.

Peterborough ATV Club Ride — Trevor Pewtner PeterboroughATV club held a ride on April 13”‘,2019, we would like to say how much our club members and guests enjoyed the EOTA trails. We did not anticipate 25 machines; it just shows the number of people getting into the sport. We sold four day passes to our guest that came to try out their new side x sides. Off we went from the County Road 50 parking lot in Havelock it was a great ride to Tweed with stops on the way at the Crow River bridges and to look at the turkeys in the fields and the white swans that were back. We know we will be gaining some new members as they enjoyed the ride with us plus we told them we have lots more trails for them to ride on with us. We have had some good rides since then, like last Saturday when we had a ride from Hastings through Campbellford to Stirling. We look forward to riding more this summer. Estimatedtotal cost for a days ride includesmeet for breakfast, lunch,truck and atv fuel $65.00 That's us local guys Someone like Mike coming from Kingston $1 15.00 . First of all thank you so much to the EOTA for partnering with us on this event. Partnership such as these makes community events successful and help to generate revenue in our Rural Ontario towns in the off-season.

We are local not-for—prof1traising money to help offset transportation costs for community members which includesyouth transportation and transportation for medical patients and patients needing kidney dialysis treatments. This fundraising event de?nitely helps with that.

We had approx. 160 participants (This includesdrivers and passengers) We have includedour local restaurants in this fundraising event. Each Driver and passenger gets a wristband. This allows local OPP and trail wardens and private property owners to identify them as our participants. Our 160 participants ate at our local restaurants. We pay the restaurants to feed our participants. (This is included in their registration fees.)

The five participating restaurants created a special menu for our participants for this event. The participants keep their wristband on and once they return from the tour they check in with us and then go to the restaurant of their choice and order from the special event menu. At the end of the day the restaurant submits the wristbands to us and we pay them a set amount per wristband, this way the participant doesn’t have to pay anything extra unless they want something outside ofthe special menu list.

The purpose ofthis is to help our local businesses with some extra revenue in an off-season time. Many of our participants rented cottages, stayed at bed and breakfasts, hotels etc. Many stayed for two nights.

The event was a success and many people will be returning next year and bringing others with them. This is our third year and the numbers keep increasing every year. ATV’ing in Rural Ontario is huge. The day I created our ad and posted on social media it reach 25,000 people in less than 24 hours. North tastings has many great trail systems. It’s wonderful to see them used and people enjoying themselves on them. A high percentage of our participants are from southern Ontario. A small percentage is local. But we definitely pull from all over Ontario. It’s exciting!

Heart of Hastings Hospice ATV Ride Third Annual ATV ride took place Saturday May 4”‘,2019 in support of Heart of Hastings Hospice. There were a total of 175 ATV’ers and 300 participants for dinner. The ride raised over $12,640.00

Here To Make A Difference Introducing Recreational Trails Coalition Ontario Recreational Trails Coalition Ontario (RTCO) is a not-for-profit organization dedicated to growing the tourism and economic impact of off-highway power sports in Ontario. Recognizing that:

• Ontario’s economic impacts from off-highway vehicle users (excluding snowmobiles) currently results in over $211 million in GDP, creates over 9,000 direct and indirect jobs, and contributes $27 million annually in tax revenue for provincial and federal governments, with an additional $5.9 million in tourism spending, and creates an additional 60 full time equivalent jobs for RTO 11 alone1

• Tourism and economic impacts can gain from consolidated, coordinated, and broad- reaching marketing programs that result in more users and visitors choosing Ontario’s off-highway trails and bringing their spending dollars into rural communities across Ontario

• A single and unified voice for all off-highway vehicle users representing established and respected organizations and their members is better than a less organized cluster of ad-hoc collaborations and partnerships between these organizations and members in advocating on behalf of the entire sector

Financial Plan This section explains some key assumptions applied to the budget and forecasted outlook of the organization. Revenue Revenue from ATVs/ORVs and Off-road Motorcycles (ORM):Number of registered fit-active vehicles is directly proportionate to the dollar amount that can be derived from users, as projections for permit-sales are based on varying proportions of the total estimated population of individual vehicles. These have been estimated at 258,000 for ATVs and side-by-sides, and 11,000 for ORMs. Snowmobile totals have been excluded, as they already have their own legislated funding. For 4x4 numbers, the existing membership was doubled from the existing 1,200 to 2,400, and has been designated its own line item for ease of adjustment henceforth.

Three different models have been developed to test the financial potential for revenue generation:

• Service Ontario Administered: This legislated permit process is administered directly by the Ministry of Transport at designated Service Ontario centres.

• RTC Administered Model: Though this model is also a legislated permit mandated by the Province, it is based on the OFSC version where its administration is handled by an external organization. • Universal Access Pass: This would be a self-governed universal pass shared across all organizations and administered by RTCO.

Budget Time Lines: The budget projects that both Service-Ontario and RTCO-inspired legislated permit models are not likely to happen within the first two years of incorporation, building a theoretical start by 2021. The Universal Access Pass could feasibly be implemented by the start of 2019 season; however, this model has it operational as of 2020.

Background

The purpose of this staff report is to identify some successes with implementing the existing Economic Development Action Plan and identify the process of updating the Plan in-house.

The current Economic Development Action Plan: 2014-2018 was approved by County Council in August, 2014. As outlined in the Plan, the recommended actions were divided into four major Goals which were:

1. Provide support to the agriculture and forestry sectors; 2. Utilize the award winning “Communities with Opportunities” brand and investment marketing strategy to attract new entrepreneurs and investment; 3. Support the addition of new entrepreneurs and growth of existing businesses through the practice of Enterprise Facilitation; and, 4. Create a more attractive place to live, visit, work and invest through place based development initiatives.

Since the Plan was implemented in 2014, there have been a number of accomplishments and outcomes, including (but not limited to):

 Hastings County continued to support people wanting to start a business, and coached existing businesses, through the service of a Small Business Coach. Mark Hanley was hired in April, 2017 as a full-time Coordinator. Previously the roll was part-time. To-date (since the program started in December, 2009) 642 people have requested and received 1-on-1 business coaching, 168 new businesses have opened, and 261 jobs have been created as a result;  To help with investment marketing, the I Left The City campaign was launched on March 22, 2017. The promotion includes the website www.ileftthecity.ca featuring interviews with entrepreneurs and those who have left the city and discuss why they located their businesses and lives in Hastings County;  Promoted Hastings County and/or established new contacts and working relationships at numerous events and Trade Shows including the Toronto Outdoor Adventure Show, the Peel Region’s Rural Employment Job Fair, the Plowing Match and Farm Show, the Toronto International Snowmobile and ATV Show, The Restaurants Canada Show, CFB Trenton Air Show, SIAL Food Industry Show, Rendez-vous Canada tourism industry partners show, and the Ontario Craft Brewers Association Conference;  Assisted Harvest Hastings with the launch of their new website profiling more than 250 agri-food and forestry businesses and their new magazine style directory;  Supported the Bancroft and Area Forestry Industry Association with their Nature Connects and Forestry Education program, helping to inspire young people to learn more about the Forest Industry and find a career in the forestry sector;  Hosted workshops for businesses to help them learn how to use Trip Advisor, how to Start a Business, how to access various programs such as Starter Company and Starter Company Plus, and how to convert a home or cottage into a responsible short-term rental;  Assisted the Town of with a Business Networking Breakfast in 2017 which led to regular ongoing meetings amongst business owners and helped establish their membership in the Napanee and District Chamber of Commerce;  Assisted the North Hastings Trails Committee and North Hastings Economic Development Committee with the expansion of non-motorized trails and a plan for trails improvement;  In partnership with the Town of Bancroft, completed an Earth Sciences Centre Master Plan, led discussions on its implementation with stakeholders, and now the Town of Bancroft has agreed to setup a formal Ad-hoc Committee to provide a venue for discussions and strategic action surrounding the gems and minerals assets;  Continued the annual Tourism Awards and Celebration; and,  Produced a new Branding Strategy for Economic Development and Tourism.

Analysis/Comment:

A new or updated Action Plan does not replace existing strategies, but rather builds on the preceding accomplishments. It addresses new challenges and emerging trends not existing or forecasted 4-5 years ago. The existing Plan was also founded on 2011 census data and consultations that took place in 2013. The new Plan will utilize the most recent 2016 census data and more recent available data sources.

The new Plan will evaluate where the County has been successful and recommend programs, actions and partnerships that will foster continued success. Many of the ongoing successful actions identified in the 2014-2018 Plan, along with accompanying plans that have been implemented, may be reflected in the new Economic Development Action Plan.

There are three parts of the process of updating the County’s Action Plan in-house:

1. Examine the most recent data from the 2016 census and other quantitative data sources to update the 2014 Situation Analysis document prepared for the County. The Situation Analysis will also take into account, and examine, other reports such as Eastern Ontario’s Regional Economic Development Strategy and The Future of Farming in Hastings County report;

2. Interviews with all 14 member municipalities including the Head of Council, top ranking staff member and any other staff persons, council members and volunteers responsible for economic development activities in the municipality;

3. A survey of up to 100 businesses across the County, particularly to learn more about information pertaining to workforce matters and automation; and,

4. Take the results from Parts 1, 2 and 3 and present them to the Hastings County Municipal Economic Development Partners Group and the Economic and Tourism Development Advisory Committee to collect their further input, and advice, towards a new updated Action Plan.

A draft of the final new Economic Development Action will be presented to the Planning & Development Committee for review and consideration.

Background

In accordance with the Terms of Reference for the approved Economic and Tourism Development Advisory Sub-Committee (enclosed), there are 10 citizen positions on the Sub- Committee consisting of:

 Four individuals from the tourism industry;  Four business operators representing Agriculture, Forestry, Manufacturing and the Creative Economy; and  Two citizen appointees with an interest in advancing economic and tourism development in Hastings County.

Two additional appointments are made consisting of members of the Planning & Development Committee and the Warden as an ex officio.

As outlined in a staff report to the Planning & Development Committee at the April 16, 2019 meeting, the resignation of tourism industry appointee Andrew Twigg has left a vacancy to be filled and an opportunity for another person from the tourism industry to join. Economic and Tourism Development Staff distributed an advertisement to recruit tourism industry representatives. Three applications expressing interest in membership on the Sub-Committee were received.

In addition to the vacancy left by Andrew Twigg, the recent passing of Tony Long (citizen member) has left a second vacancy on the Sub-Committee. The following is the staff recommendation for each of these positions.

Tourism appointee George Offshack:

It is recommended that George Offshack be appointed as the Tourism Representative. George is the owner of Limerick Lake Lodge and Marina and has been for the past 14 years. As owner he is in direct contact with those inquiring about coming to the area as tourists, as well as dealing with guests once they arrive. He holds a degree from Wilkes University and more recently earned a marina design certificate from the University of Wisconsin.

George also has served the past 2 years as a member of Destination Ontario’s “Sector Advisory Committee” with the opportunity to address both Destination Ontario and the Ministry of Tourism’s Assistant Deputy Minister directly. He also has represented the Limerick Lake Cottager’s Association at meetings of the Federation of Ontario Cottage Associations which keeps him abreast of issues facing seasonal residents.

Citizen appointee Carly Wright:

Carly Wright is recommended to fill the vacant citizen appointee position. Carly Wright is a resident of Madoc, and over the past 5 years Carly has worked in a variety of roles within the Tourism and Economic Development Industries. Carly spent 3.5 years working for Ontario’s Highlands Tourism Organization and most recently served as Hastings County’s Tourism Development Coordinator during Kasey Rogerson’s leave.

Currently Carly is running her own consulting firm called “Creatively Yours” focusing on business and community growth. In addition, Carly is a co-owner of Hidden Goldmine Bakery in Madoc.

Background:

On January 17, 2017 County Council approved the “Hastings County Economic Development Mandate and Operations Review” from consultant Michael Rowland. Mr. Rowland recommended in his Report that the “County needs to develop and implement a brand strategy.” The brand strategy was developed throughout 2018 and the new brand, “Wildly Authentic”, was launched earlier this year.

The 2019 Economic Development Budget includes a line item to communicate the new brand. $50,000 has been allocated to develop a new Hastings.ca website to attract tourists and promote economic development.

A formal RFP was issued by the County on June 11, 2018 and sixteen (16) formal responses from experienced website development and creative design consultants was received.

Analysis/Comment:

An Evaluation Team consisting of staff from the Planning & Development Department, Information Technology and the Purchasing Office completed an evaluation matrix reviewing the proponents’ approach to services, experience and qualifications and other components. This was followed by formal interviews with the

Following the scoring and interviews, the company named 76Design received the top score for their proposal and met or exceeded all of the minimum requirements and will provide the most value added service.

76Design is based in Ottawa and has been providing digital creative services for more than 19 years. Recently they worked with Ontario’s Highlands Tourism Organization (OHTO) to develop their website ComeWander.ca

Summary:

The consultants 76Design has received the highest score and meets or exceeds all of the minimum requirements identified in the RFP to develop an economic and tourism development website.

Planning Review and Comments:

Location of Subject Lands: The subject lands are located in Plan No. 294, Lots 13 to 24, Part Block A, and RP21R 1113, Pt Part 1, Municipality of Tweed (former Village of Tweed), County of Hastings and is the former elementary school property. The lands are located within the Tweed Urban Area and is approximately 4.5 acres in area.

Proposed Development: The proposed development is comprised of: one (1) single detached dwelling, two (2) semi- detached dwellings, one (1) 6 plex building and one (1) townhouse complex consisting of 9 units for an overall total of 20 residential units and an amenity area dedicated for possible future development. The proposed development will be serviced by piped municipal sanitary sewer and water infrastructure. (see attachment 1 - Draft Plan)

Provincial Policy Statement (2014): The Provincial Policy Statement (PPS) issued under Section 3 of the Planning Act provides policy direction on matters of provincial interest related to land use planning and development. Section 3 requires that decisions on planning matters “shall be consistent with” these policy statements.

The PPS states in part the following:

1.1 Managing and Directing Land Use to Achieve Efficient and Resilient Development and Land Use Patterns 1.1.1 Healthy, liveable and safe communities are sustained by:

a. promoting efficient development and land use patterns which sustain the financial well- being of the Province and municipalities over the long term; b. accommodating an appropriate range and mix of residential (including second units, affordable housing and housing for older persons), employment (including industrial and commercial), institutional (including places of worship, cemeteries, and long term care homes) recreation, park and open space, and other uses to meet long-term needs; ;

The proposed plan is consistent with the above policies of the Statement, as follows:  It represents efficient re-development of municipally serviced lands without the need for infrastructure extension to accommodate the proposed development.  The proposed plan offers a range of residential types and densities.

The re-development of the site introduces a variety of residential type buildings and utilizies the existing municipal infrastructure. As further assessment of the development is considered, the Municipality and land owner should agree on the financial contributions that the proponent should make towards any on-site or off-site improvements, if necessary. Any financial implications to support the development for off-site improvements should be borne at the cost to the developer.

1.1.3.2 Land use patterns within settlement areas shall be based on: a) densities and a mix of land uses which: 1. efficiently use land and resources; 2. are appropriate for, and efficiently use, the infrastructure and public service facilities which are planned or available, and avoid the need for their unjustified and/or uneconomical expansion;

b) a range of uses and opportunities for intensification and redevelopment.

The proposed development plan provides a mix of additional dwelling unit types within the Urban area of Tweed by re-purposing the vacant land which formerly contained an elementary school. Municipally piped services exist within the existing road allowance network and do not require unjustified or unplanned expansion. The residential development is appropriate considering the surrounding area and represents an ideal re-development of currently vacant land.

1.4 Housing 1.4.3 Planning authorities shall provide for an appropriate range and mix of housing types and densities to meet projected requirements of current and future residents of the regional market area by: a) establishing and implementing minimum targets for the provision of housing which is affordable to low and moderate income households.

The proposed plan provides for a variety of lot sizes and forms of residential development ranging from a single detached dwelling to a multiple dwelling unit complex. This variety of residential options offers a choice of living environments and levels of affordability.

1.6 Infrastructure and Public Service Facilities 1.6.6.2 Municipal sewage services and municipal water services are the preferred form of servicing for settlement areas. Intensification and redevelopment within settlement areas on existing municipal sewage services and municipal water services should be promoted, wherever feasible.

The proposed plan is to be developed on full public water and sanitary sewer services, which is consistent with this Policy.

1.6.7.1 Transportation systems should be provided which are safe, energy efficient, facilitate the movement of people and goods, and are appropriate to address projected needs.

The proponent has provided a Traffic Impact Study (TIS), determining that the local existing road network, notably the intersection of Pomeroy Ave/Metcalf Street and McClellan Street/River Street are expected to continue to operate at acceptable levels of service with the full build out of the development. The TIS also concludes both intersections are sufficient to accommodate the additional traffic generated by the development plan without improvements or alternations.

The proposed plan of subdivision is consistent with the Provincial Policy Statement as described above.

Official Plan: The subject lands are designated Urban Community Facility within the Urban Community Secondary Plan, Part B on Schedule UCSP A.6 of the County of Hastings Official Plan.

Part B - Section 2.6 Urban Community Facility Designation contains permitted uses and general policies for the Urban Community Facility designation. While residential uses are not specifically listed in Part B - Section 2.6.2 as permitted uses within Urban Community Facility designation, Part B - Section 2.6.3.7 states as follows: The conversion of an existing Urban Community Facility use to another appropriate, compatible use of land may be permitted without an official plan amendment provided the other policies and requirements of this Plan are met.

The re-development of the subject property to a mix of residential density uses from the previous elementary school is considered an appropriate conversion which is generally compatible with the area. The surrounding uses include low density residential to the north, a mix of low density residential and medical offices to the south, the Tweed Elementary School to the west and low density residential and municipal land to the east.

Subject to further review of the policies and requirements, the proposed development is consistent with the Official Plan.

Zoning Conformity & Compliance: The subject lands are currently zoned the Community Facility (CF) Zone in the Municipality of Tweed Zoning Bylaw No. 2012-30. The uses listed in the Community Facility (CF) Zone does not permit any of the proposed residential type uses.

Should the proposed development be approved, rezoning of the subject lands will be necessary. The proposed development will, as noted, be characterized by a mix of single detached dwellings, semi-detached, townhouse dwellings and a multi-unit apartment type building.

The agent representing the applicant has proposed the lots intended for single-detached dwelling and semi-detached dwelling be rezoned to the Residential Second Density (R2) Zone and the lots for the townhouse dwellings and the lot for the multi-unit apartment building each be rezoned to a Special Multiple Residential (MR-X) Zone to address a variety of provisions that do not comply with the Multiple Residential (MR) Zone.

A condition of Draft Approval will require the townhouse lots and the multi-unit lot to be rezoned to a respective Special Multiple Residential (MR-X) Zone to establish the specific provisions and to rezone the single detached and semi detached dwellings to the Residential Second Density (R2) Zone.

A block of land to the east is identified as future development and will remain vacant. As no indication has been provided on what type of future development may occur on this portion of the lands, a condition of Draft Approval will require this portion of the parcel be rezoned to the Urban Reserve (UR) Zone. When a development concept for this portion of the lands is advanced for consideration, the approval process will include the subsequent rezoning to an appropriate zone classification.

Subject to further review and provided the amendments occur as described above, the proposed development would conform to the Zoning By-law.

Other: The applicant provided the following studies in support of the proposed development:

 Planning justification report with addendum;  Traffic Impact Study;  Functioning Servicing Brief;  Preliminary Stormwater Management Report;  Geotechnical Report

The above studies are in the final stages of being reviewed as necessary by the County Peer Review agent.

Agencies prescribed by the Planning Act were circulated Notice of Application and Public Meeting and Staff are awaiting comments from these agencies, including Quinte Conservation Authority and the Municipality of Tweed prior to moving forward with any recommendations.

Draft approval of the proposed subdivision will be considered at a subsequent Planning Committee meeting at such time as all comments are received from agencies, peer reviews are finalized and the public input has been gathered and considered.

Background:

At the June 2019 Planning Committee meeting, Planning Committee directed planning staff to provide some additional information regarding community benefit charges, which were enacted by Bill 108. The purpose of this report is to provide additional information on community benefits charges and on the proposed regulation relating to community benefit authority under the Planning Act which is currently posted for comment on the Environmental Registry of Ontario (ERO No. 019-0183).

Analysis/Comments:

Community Benefit Charge – Bill 108 Bill 108 repealed Section 37 of the Planning Act which allowed for “density bonusing” (the provision of community benefits in exchange of increased height and/or density), and replaced it with a new Community Benefits Charge (CBC) regime to address the costs of providing services to new residents as a result of growth. This change to Section 37 of the Planning Act would allow a municipality, through a by-law defining an area, to impose community benefits charges against land to pay for capital costs of facilities, services and matters required because of development or redevelopment in the area. Notably, costs of growth eligible for development charges are excluded from the new Community Benefits Charge framework. A community benefits charge may be imposed in respect of development or redevelopment that requires:  the passing of a zoning by-law or of an amendment to a zoning by-law;  the approval of a minor variance;  a conveyance of land to which a by-law passed under subsection 50 (7) applies;  the approval of a plan of subdivision; 1 Community Benefit Charge (Bill 108) Page 167 of 172

 a consent;  the approval of a description under section 9 of the Condominium Act, 1998; or  the issuing of a permit under the Building Code Act, 1992 in relation to a building or structure.

Similar to the Development Charges process, before passing a CBC by-law, the municipality would be required to prepare a community benefits charge strategy that identifies the facilities, services and matters that will be funded with community benefits charges; and complies with any prescribed requirements. A community benefits charge may not be imposed with respect to facilities, services or matters that are prescribed or that are associated with any of the services set out in subsection 2 (4) of the Development Charges Act, 1997 (for example roads services, water supply services, waste water services, policing and fire protection services, transit services), or such other facilities, services or matters as are prescribed. Only one community benefits charge by-law passed by the council of a given municipality may be in effect at a time. It should be noted that the CBC will be held in a special account and these funds must be spent in keeping with the Act and regulations. Specifically, each year a municipality will have to spend or allocate at least 60 per cent of the monies that are in the special account at the beginning of the year.

Proposed Regulation pertaining to Community Benefits charges The Province has a proposal for new regulations to prescribed matters related to community benefits authority, which is currently in its comment period which closes August 21, 2019. The following matters are being proposed by regulation:

Transition The amendments to the Planning Act in Schedule 12 of the More Homes, More Choice Act, 2019 provide transitional provisions for section 37 and development charges for discounted services (soft services) under the Development Charges Act to provide the flexibility necessary for municipalities to migrate to the community benefits charge authority.

An amendment to the Development Charges Act, 1997 provides for a date to be prescribed in regulation that would effectively establish a deadline as to when municipalities must transition to the community benefits authority if they wish to collect for the capital costs of community benefits from new development. Beyond the date prescribed in regulation:  Municipalities would generally no longer be able to collect development charges for discounted services  Municipalities would generally no longer be able to pass by-laws to collect funds under section 37 of the Planning Act

The date proposed for municipalities to transition to community benefits is Januarys 1, 2021.

Reporting on Community benefit charges Municipalities would be required annually to prepare a report for the preceding year that would provide information about the amounts in the community benefits charge special account, such as:  Opening and closing balances of the special account  A description of the services funded through the special account  Details on amounts allocated during the year  The amount of any money borrowed from the special account, and the purpose for which it was borrowed  The amount of interest accrued on money borrowed
