India and Pakistan have agreed to liberalise their visa arrangements. While the trade benefits may not be great, at least initially, the move should still be a positive step forward in the bilateral relationship. Background Announced on 8 September, the visa deal came during a three-day meeting between Pakistani Foreign Minister Hina Rabbani Khar and her Indian counterpart, S.M. Krishna, in Islamabad. Under the deal, eight categories of visas are to be liberalised. Changes include the provision of a visa on entry at the land border for the elderly and young and, most importantly, the provision of multiple-entry and multiple-city visas for businesspeople with annual turnovers of over three million Pakistani rupees ($30,600). Comment The latter is particularly significant in view of recent trade developments. These include Islamabad’s decision to grant most-favoured nation (MFN) status to India — India having granted the status to Pakistan in 1996. Pakistan has promised to grant MFN status to India by December this year by moving from a system in which only items stipulated on a “positive list” could be traded, to one in which a small “negative” list covers excluded items, for example those relating to defence. India has also liberalised its regime by agreeing to remove yarn and textiles from its negative list and allowing Pakistani businesses to set up in India. India sees such developments as consistent with what Krishna refers to as its “step-by-step approach” to the relationship. India has for many years held the view that this is the best way forward, rather than pushing for dramatic developments in relations, for instance over Kashmir. New Delhi believes that a Pakistan that is more solidly stitched into the Indian economy is more likely to abjure the highly disruptive tactics in support of trans-border terrorism that have been witnessed from Pakistan in recent years. India is also keen to support what it sees as the delicate process of civilianising the Pakistani polity, consonant with its belief that it has been the military — and especially the Inter-Services Intelligence — that has been most heavily engaged in supporting terrorism. The step-by-step approach is also seen by New Delhi as being consistent with its persistent demand that Islamabad do more to bring those responsible for the 26 November 2008 attacks on Mumbai, and other attacks on India, to justice. For India, this is the “bottom line” in terms of achieving any significant breakthrough in relations. For its part, Islamabad claims that it doesn’t have sufficient evidence to progress with the cases. The issue is complicated by the arrest in India of Abu Jundal, who allegedly planned the 26 November attacks, and has claimed under interrogation that the ISI was involved — a claim similar to that made by David Headley, another Lashkar-e-Taiba operative associated with the attacks, during his trial in the United States. Page 2 of 12 Indian Prime Minister Manmohan Singh is set to visit Islamabad some time before the Pakistani election, which is scheduled to take place in the first half of next year. But so far New Delhi has not committed to a date, saying the visit would need to achieve something significant, probably in reference to a breakthrough on terrorism. Such a breakthrough is currently unlikely. Even if the civilian government wished it, the military remains attached to its “tame” terrorist groups like Lashkar-e-Taiba and the Haqqani Network as a potentially useful force de frappe in the context of Kashmir and Afghanistan. The outcomes in trade, too, may be slow and painful to realise. Trade between India and Pakistan is currently minimal at US$2.7 billion (although the third country transactions between India and Pakistan, mostly via Dubai, bring the total two way trade to US$10 billion). According to the Wall Street Journal, even with MFN status, non-tariff barriers, such as onerous labelling provisions and lack of trade facilitation at the borders, are likely to keep trade low for some time. Meanwhile, Chinese goods are flooding into Pakistan under its MFN arrangement with Beijing. India also faces challenges from Chinese manufacturing. A further challenge is that the Indian and Pakistani economies are not particularly complementary. Even with the best will in the world — which is currently lacking — progress will be incremental. Where there could be greater trading traction, however, is at the local level between the two Punjabs, both of which are dynamic sub-regions of their respective economies. Niche items like Pakistani light cotton products for women’s fashion, which could prove popular in India just as they have in Pakistan, could also benefit from the new regime. The most recent developments may still be seen as a positive step forward for India−Pakistan relations. The challenge now is to maintain positive momentum of the step- by-step approach to improving bilateral relations. However, a terrorist attack that is seen to have originated in Pakistan could derail this process at any time. This article first appeared in the East Asia Forum, 25 September 2012. ***** Page 3 of 12 Multiple Internal Challenges for South Sudanese Oil Supply Corruption, security, social discontent and lack of infrastructure will significantly constrain South Sudan’s oil producing capability. Background Much of the commentary on South Sudan’s post-seccession oil production has focussed on the dispute with Sudan. Signs suggest that September’s meeting between leaders from Sudan and South Sudan has produced a modus vivendi between the two parties. Oil-rich South Sudan will, however, still face multiple challenges in encouraging investment in its vitally important oil sector. Comment In late-September, the leaders of Sudan and South Sudan held direct talks, aimed at resolving the long-running border and oil disputes. Initial analysis suggests that the discussions, held in Addis Ababa - both the Ethiopian capital and home to the African Union (AU) – may have produced consensus over both the border and oil revenue. Additionally, the AU, the broker of the mediation process, has proposed an October 2013 referendum to decide the future of Abyei. The potentially oil-rich region has been claimed by both states and was the flashpoint in April, as the dispute escalated to the brink of war. Negotiation and agreement bode well for both countries’ economies, which are inextricably linked to oil production and export. The northern area of Sudan retains the region’s processing and exporting facilities. Conversely, the South boasts two-thirds of pre- independence oil reserves, which will provide a much needed source of revenue for the undeveloped state. Significantly though, it is not simply external pressures that will test South Sudan’s hydrocarbon sector. Oil companies seeking opportunities in South Sudan will face multiple challenges, including corruption, a lack of infrastructure, social discontent and political instability. While undoubtedly impacting its northern neighbour, South Sudan’s decision to shut-down oil production has resulted in significant strain on its own economy. As is often the case in Africa, it is ordinary citizens who have felt the impact of the government’s decision. As a result of an austerity budget imposed due to declining revenue, the Juba government has found it increasingly difficult to pay civil servants. As a consequence, according to British risk consultancy firm Maplecroft, graft and bribe-seeking among public sector workers may pose an increasing risk to business. Declining revenue has also led to scarcity, particularly in fuel and foreign exchange. Conscious of its weak position, the South Sudanese government has blamed a variety of foreign parties, including foreign traders, for the state’s poor economic conditions.

    Biographies of main political leaders of Pakistan INCUMBENT POLITICAL LEADERS ASIF ALI ZARDARI President of Pakistan since 2008 Asif Ali Zardari is the eleventh and current President of Pa- kistan. He is the Co-Chairman of the Pakistan Peoples Party (PPP), a role he took on following the demise of his wife, Benazir Bhutto. Zardari rose to prominence in 1987 after his marriage to Benazir Bhutto, holding cabinet positions in both the 1990s PPP governments, and quickly acquired a reputation for corrupt practices. He was arrested in 1996 after the dismissal of the second government of Bena- zir Bhutto, and remained incarcerated for eight years on various charges of corruption. Released in 2004 amid ru- mours of reconciliation between Pervez Musharraf and the PPP, Zardari went into self-imposed exile in Dubai. He re- turned in December 2007 following Bhutto’s assassination. In 2008, as Co-Chairman of PPP he led his party to victory in the general elections. He was elected as President on September 6, 2008, following the resignation of Pervez Musharraf. His early years in power were characterised by widespread unrest due to his perceived reluctance to reinstate the Chief Justice of the Supreme Court (who had been dismissed during the Musharraf imposed emergency of 2007). Krishna and the newly appointed Pakistani Foreign Minister Hina Rabbani Khar in New Delhi on 27 July 2011. Unlike the previous foreign ministers’ meeting in Islamabad in 2010, the recent meeting between the two foreign ministers had a more positive feel to it. While no major breakthroughs were achieved, some confidence building measures were announced, paving the way for greater interaction between the two neighbours with a view to improve relations in the future. Introduction Indian Foreign Minister S.M. Krishna and the newly appointed Pakistani Foreign Minister Hina Rabbani Khar held talks in New Delhi on 27 July 2011. This meeting was part of a series of high-level meetings aimed at normalising relations between the two countries and bringing the relationship back on track. There have been a number of official high-level meetings since the Mumbai attacks of 2008, but this is the second time that the foreign ministers of India and Pakistan have met after the 2008 attacks. (The first meeting between Indian Foreign Minister S.M.     Pakistan’s Domestic Political Setting Prepared by the Congressional Research Service for distribution to multiple congressional offices, February 19, 2013 Pakistan is a parliamentary democracy in which the Prime Minister is head of government and the President is head of state. A bicameral Parliament is comprised of a 342-seat National Assembly (NA) and a 104-seat Senate, both with directly-elected representatives from each of the country’s four provinces, as well as from the Federally Administered Tribal Areas and the Islamabad Capital Territory (the quasi-independent regions of Azad Kashmir and Gilgit-Baltistan have no representation). The Prime Minister is selected for an indeterminate term by the NA. The President is elected to a five-year term by an Electoral College (EC) comprised of both chambers of Parliament, as well as members of each of the country’s four provincial assemblies. NA and provincial assembly members are elected to five-year terms. Senate terms are six years, with elections every three years. In recent years, Pakistan’s Supreme Court has taken actions significantly affecting governance. Pakistan’s political history is a troubled one. Military regimes have ruled Pakistan for more than half of its independent existence, interspersed with periods of generally weak civilian governance. In 1999, the democratically-elected government was ousted in a bloodless coup by then-Army Chief General Pervez Musharraf, who later assumed the title of President. Musharraf also retained the powerful title of Army Chief until his 2007 army retirement. Weeks before that retirement, the EC had “reelected” Musharraf to a new five-year term in a vote that many called unconstitutional (he resigned the presidency in 2008).

Critical discourse analysis is used to interpret the data from the social perspective of language use whereas framing helped in highlighting the ways in which the media construct, uphold, and legitimize inequitable portrayals of women politicians. Qualitative content analysis serves as the tool for gauging the potential impact of the news content on the audience. Content analysis of the dataset demonstrates that Khar’sposition as a female politician is framed and stereotyped to a greater extent compared to her accomplishments as foreign minister. Khar has been in the news more for her appearance and style and less for what she has been doing as the foreign minister. Furthermore, in contrast to the national media which concentrated more on agenda and policy issues, the international media indulged more in framing that shows no judicious representation of women politicians compared to men in politics. The salience of the media frames is thus, a conscious selection of a particular (gendered) aspect of the female politicians’ political career that best suits the causal interpretation of media’s own point of view and instantaneously turns the audience’s attention away from policy issues.

Her father, Malik Noor Rabbani Khar, had also been a Member National Assembly whereas her uncle, Malik Ghulam Mustafa Khar, have had held the portfolios of Governor and Chief Minister of Punjab as well as Federal Minister. She completed her graduation from Lahore University of Management Sciences (LUMS) and Masters in Business Management from University of Massachusetts, USA. She entered active politics as a Member National Assembly in 2002, at the age of 25, representing the PML-Q and eventually became Minister of State for Economic Affairs in the cabinet of Mr Shaukat Aziz – a portfolio she held until 2007. In 2008, she was re-elected from the platform of Pakistan Peoples Party and was appointed Minister of State for Finance and Economic Affairs. She had the honour of being the first women presenting a federal budget in Pakistan in June 2009. In February 2011, she was first appointed as Minister of State for Foreign Affairs and later as Foreign Minister on July 19 the same year, thus becoming the youngest and first female Minister of Foreign Affairs of the country. She held the portfolio till March, 2013. In 2018 elections, she was elected Member National Assembly on reserved seat for women by the Pakistan Peoples Party. In recognition of her achievements, the city conferred upon her the award of ‘Hilal-e- Muzaffargarh’ in August 2019. Undoubtedly, she is, and has been, the most known female face of Muzaffargarh.

During this Movement, she rendered innumerable services in organising Muslim women of the Sub-Continent from the platforms of “All India Muslim League’s Women Wing” and “All India Muslim Women Students Organisation” to seek for a separate homeland that would ensure equal rights to all its citizens, without any discrimination of gender, class or creed. While touring the remotest corners of the country, the “brother and sister duo” stood shoulder to shoulder, hence giving a message of “partnership on equal basis” loud and clear. In his book, “Jinnah, Pakistan and Islamic Ideology”, renowned writer and historian Prof. Akbar S. Ahmed records: “Quaid-e-Azam asked Fatima Jinnah to sit beside him at Sibi Darbar, the grand annual gathering of Baluch and Pakhtun chiefs and leaders. He was making a point: Muslim women must take their place in the history of Pakistan. The Sibi Darbar broke all precedents” She reached the zenith of her political accomplishments, when towards the end of her life in 1965 she defied tradition and challenged the dictatorship of Field Marshal Ayub Khan by contesting against him as the unanimous candidate of all the opposition parties. Even a conservative party like the Jamaat-i-Islami accepted her as a woman presidential candidate.

For its part, the Pakistan Army also wants the pre-conditions set up by the PCNS to be met. This in fact has left very little room for the civilian government to manoeuvre. Apart from the loss of transit fees, Pakistan stands to lose out from reduced, if at all any, US payments as CSF (Coalition Support Funds). For the Pakistan FY 2012 (July 1, 2011 to June 30, 2012) Pakistan had originally budgeted for a flow of about $ 1 billion as CSF assistance. In reality it did not get any CSF funds during FY 2012. Now the Pakistan budget for FY 2013 has once again assumed a CSF inflow of more than $ 1.2 billion. Unless it opens its GLOC, it is very unlikely that the US will transfer any CSF during this fiscal year as well. This will create serious trouble for the Pakistani economy which is dependent on US aid.     EUROPEAN PARLIAMENT 2009 - 2014 Delegation for relations with South Asia 11.11.2010 REPORT on the 8th EP/Pakistan Interparliamentary Meeting Islamabad 30 October – 1st November 2010 by Ms. Jean Lambert, Chair of the Delegation ------------ 11/11/2010 PK/am 1/15 EN EN Introduction The last time Members from the EP's Delegation for relations with South Asia visited Pakistan was in February 2009, when a Delegation from the EP, led by then Chair Robert Evans, held talks with parliamentarians from the National Assembly, including Deputy Speaker Dr. Faisal Karim Kundi. While the newly constituted South Asia Delegation, after the 2009 European elections, felt that renewing Interparliamentary talks was clear priority, an earlier mission to Islamabad had to be postponed, mainly for logistical reasons. Following the disastrous monsoon rains & floods which hit the country in July, however, the Delegation renewed its efforts in order for talks to be revived in Islamabad; the EP Conference of Presidents, thus, swiftly gave to the Delegation an authorisation to proceed in mid-October, which allowed the mission to take place – and to convey to Pakistan the European Parliament's message of solidarity and sympathy in these times of need. A key priority for the Delegation was, therefore, to assess how the European Parliament would be able to offer its support to Pakistan in overcoming this additional challenge. Thus, a two-member Delegation, led by Ms Jean Lambert (Greens/EFA, UK) who was accompanied by Thijs Berman (Socialists and Democrats, NL) visited Islamabad from the 30th October to November 1st, and held three intensive days of talks with: Prime Minister Syed Yousaf Gilani, National Assembly Speaker Dr Fehmida Mirza, Foreign Minister Makhdoom Shah M.
