GS-1373-9/11 – Land Surveyor Zone – Sparks, Nevada USDA FOREST SERVICE INTERMOUNTAIN REGION, R-4 Lands and Minerals Staff Boundary and Title Management Program June 24, 2016

About the Position - The Intermountain Region will soon be advertising a Land Surveyor, GS-1373-9/11, position. This is a permanent full-time position, and is in a detached unit of the R4 Regional Office Lands and Mineral program. The position is located in Sparks, Nevada and is part of the Nevada Boundary and Title Management Zone, which is comprised of the Humboldt-Toiyabe National Forest. The incumbent reports directly to the Nevada Boundary and Title Zone lead.

The incumbent will provide professional land surveying input for the planning and programming of Forest priority work requiring professional land surveying priorities, and will be responsible for the implementation and accomplishment of the finalized program of work. This will include:

Planning and directing the execution of boundary survey projects involving issues such as extensive lost and missing corners, advanced PLSS problems, boundary disputes, and complex political and social issues. Recommends solutions and provides technical assistance and guidance to unit management and Forest staff and survey personnel to accomplish project work.

The incumbent will be expected to spend a majority of the time in field conducting land surveys with a crew in remote settings.

The incumbent will also be responsible for the completion of site surveys, Small Tract Act Surveys, road and trail surveys, Wilderness Boundary surveys, and other miscellaneous surveys as needed.

The incumbent will be responsible to ensure all data of any survey is of sufficient quality and completeness that all appropriate exhibits, drawings, plats, and other items can be accurately created by the incumbent, and ensures that records and stamped and recorded in the appropriate local government offices. The incumbent will also ensure that surveys comply with Federal and State laws and regulations. The incumbent will be required to be a licensed Professional Land Surveyor in the State of Nevada, or have the license within one year.

1 The incumbent will direct a crew of 1-2 other individuals during the course of the field season, ensuring all individuals are instructed in all safety practices, training, and the proper procedures of land surveying. The Forest service promotes a culture of Safety and Inclusion.

The incumbent may also serve as a Contracting Officer’s Representative or inspector on survey projects formally contracted to private land surveying firms.

The Region The Intermountain Region in Ogden, Utah provides administrative oversight and support to twelve National Forests and one National Grassland in Utah, Nevada, western Wyoming, and southern and central Idaho and comprised of approximately 32 million acres in the National Forest System. There are approximately 2200 permanent employees in Region 4.

The Reno/Sparks metropolitan area is located on the eastern edge of the Sierra-Nevada range of mountains. It is a major recreational and entertainment destination with easy access to indoor and outdoor recreation opportunities. The City is located about 30 miles from and within short drives or bike rides to a variety of splendid outdoor recreation resources on National Forest and BLM lands.

The Reno area hosts a wide array of entertainment venues including ArtTown (throughout July each year), Hot August Nights (classic car rally), Reno Air Races, a major art museum, and symphony orchestra. The cities of Reno and Sparks have constructed two whitewater parks on the Truckee River and host a major kayak rodeo competition each year. The “Biggest Little City in the World” will keep your dance card full with a wide array of musical concerts and shows on a daily basis.

2 Winter recreation opportunities abound on over a half a dozen major ski resorts within easy driving range, including Squaw Valley, Heavenly, Alpine Meadows, and Northstar Resorts, as well as Ski Area in our backyard. The Mount Rose Wilderness area borders the City of Reno and this and surrounding areas provide multiple hiking, cross-country skiing, and snowshoe opportunities. Golf courses abound. Reno hosts a PGA tournament each year.

Reno is a major medical center. The University of Nevada is located in Reno and hosts the State’s medical school. Reno is the major commercial hub for northern Nevada and eastern California and is served by a large airport with a variety of carriers.

Climate The high country location offers moderate climate year-round with low humidity. The sun shines approximately 80% of the time and the majority of precipitation occurs in the form of snow during winter months. Seasons offer mild temperatures, and a 50-degree variation during warm summer months is not unusual.

Educational Facilities The University of Nevada, Reno, has 11 colleges, including both medical and nursing schools. The Truckee Meadows Community College also serves the area. The Washoe County School District consists of 51 elementary, ten middle and 11 high schools. Numerous private, vocational and higher education facilities are available.

Other Facilities There are 125 places of worship; three hospitals and a Veterans Administration hospital; four libraries; four TV stations; 18 radio stations; two daily newspapers; opera association, Philharmonic orchestra, community concert organization, municipal theatres, ballet; planetarium; children’s zoo, and numerous art galleries and museums.

Shopping and Services The Reno/Sparks area boasts several large shopping complexes, including the Legends Complex, which hosts Scheels, one of the largest all-sports sporting goods stores in the world, as well as other high end outlet stores. Cabela’s also has a large store in the Reno area and Patagonia’s distribution center and major outlet are located here as well.

Taxes The State has no income tax. Property taxes are relatively low, while the sales tax rate is 7.25%, but does not include food or pharmaceuticals.

Housing No government housing is available.
