    Catherine the Great and the Development of a Modern Russian Sovereignty, 1762-1796 By Thomas Lucius Lowish A dissertation submitted in partial satisfaction of the requirements for the degree of Doctor of Philosophy in History in the Graduate Division of the University of California, Berkeley Committee in charge: Professor Victoria Frede-Montemayor, Chair Professor Jonathan Sheehan Professor Kinch Hoekstra Spring 2021 Abstract Catherine the Great and the Development of a Modern Russian Sovereignty, 1762-1796 by Thomas Lucius Lowish Doctor of Philosophy in History University of California, Berkeley Professor Victoria Frede-Montemayor, Chair Historians of Russian monarchy have avoided the concept of sovereignty, choosing instead to describe how monarchs sought power, authority, or legitimacy. This dissertation, which centers on Catherine the Great, the empress of Russia between 1762 and 1796, takes on the concept of sovereignty as the exercise of supreme and untrammeled power, considered legitimate, and shows why sovereignty was itself the major desideratum. Sovereignty expressed parity with Western rulers, but it would allow Russian monarchs to bring order to their vast domain and to meaningfully govern the lives of their multitudinous subjects. This dissertation argues that Catherine the Great was a crucial figure in this process. Perceiving the confusion and disorder in how her predecessors exercised power, she recognized that sovereignty required both strong and consistent procedures as well as substantial collaboration with the broadest possible number of stakeholders. This was a modern conception of sovereignty, designed to regulate the swelling mechanisms of the Russian state. Catherine established her system through careful management of both her own activities and the institutions and servitors that she saw as integral to the system.

A general description of the sources that has thrown a great deal of light on the fortifications of the left bank of the Dnister River opposite the Khotyn Fortress according to the modern land- scape, is presented. Keywords: monument, fortification, village of Braga, Khotyn fortress, Dnister River Relevance of research Today there is a lack of architectural and urban studies in the context of studying the history of the unique monument – the Khotyn Fortress. Only a few published works can be cited that cover issues of origin, existence of fortifications and it’s preservation. To take into comprehensive account of the specific conservation needs of the Khotyn Fortress, it was necessary to carry out appropriate research works (bibliographic, archival, cartographic, iconographic), including on-site surveys. During 2014−2015, the research works had been carried out by the Research Institute of Conservation Research in the context of the implementation of the Plan for the organization of the territory of the State. During the elaboration of historical sources from the history of the city of Khotyn and the Khotyn Fortress it was put a spotlight on a great number of iconographic materials, concerning the recording of the fortifica- tions of the New Fortress of the 18th-19th centuries.

By Felix Corley, Forum 18 News Service <http://www.forum18.org> Archbishop Agafangel (Pashkovsky) of the Odessa Diocese of the Russian Orthodox Church Abroad (ROCA) has told Forum 18 News Service that the authorities in western Ukraine have crushed a budding parish of his church, at the instigation of Metropolitan Onufry, the diocesan bishop of the rival Ukrainian Orthodox Church of the Moscow Patriarchate. The head of the village administration, Vasyl Gavrish, denies claims that he threatened parishioners after the ROCA parish submitted a state registration application. When asked by Forum 18 whether an Orthodox church from a non-Moscow Patriarchate jurisdiction could gain registration, Gavrish replied: "We already have a parish of the Moscow Patriarchate here." Both Gavrish and parishioners have stated that the state SBU security service was involved in moves against the parish, but the SBU has denied this along with Bishop Agafangel's claim that there was pressure from the Moscow Patriarchate. Archbishop Agafangel (Pashkovsky) of the Odessa Diocese of the Russian Orthodox Church Abroad (ROCA) has accused the authorities of crushing a budding parish of his church, in the small village of Grozintsy in Khotin [Khotyn] district of Chernivtsy [Chernivtsi] region, in western Ukraine bordering Romania. "People were afraid of the authorities' threats and withdrew their signatures on the parish's registration application," he told Forum 18 News Service from Odessa on 27 September.

The problem concerning development of the Oriental Studies has been analysed. There has been used a methodology that is a new contribution to the academic study of the issues relating to the history of the development of relations between the Cossack Hetman Ukraine and the Ottoman State. OSMANLI-TÜRK KAYNAKLARINA GÖRE UKRAYNA KOZAK DÖNEMİ TARİH ÇALIŞMALARI ÖZ Bu makalede, Ukrayna Kozak dönemi tarihi hakkında Osmanlı zamanında ortaya çıkmış araştırmalar değerlendirilmiştir. Söz konusu kaynakların Ukrayna tarihi açısından ele alındığı araştırmada Şarkiyat biliminin gelişmesiyle iligili sorunlardan da bahsolunmaktadır. Uygun usullerin kullanılmasıyla, bu kaynakla- rın, Kazak Hetman Ukraynası ve Osmanlı Devleti arasındaki ilişki- lerin tarihinin derinliğinin öğrenilmesini sağlayacağı, araştırmada varılan temel sonuçlardan biridir.     Analytical Report № 5. Compliance with the Principles and Standards of Democratic Elections in the Initial Campaign Stage in the Election Scheduled for September 13, 2015 The long-term election observation program by the Interregional Public Foundation for Civil Society Development “Golos-Ural”1 and the movement “Golos” (hereinafter “Golos”) in 2015 includes random monitoring of regional and municipal election campaigns for compliance with the principles and standards of free and equal democratic elections. “Golos” is conducting a long-term observation of the elections in 21 regions. “Golos” also analyses information from other regions, received via the website “Map of Violations” (www.kartanarusheniy.org). In preparing Analytical Report No. 5, long-term observers paid special attention to how election participants — authorities, election commissions of different levels, and the media — observe the principles and standards of free and equal elections during the media election campaign3. Emphasis was also placed on how widely administrative resources were used for election purposes and whether or not the principle of equal rights and opportunities of candidates and parties was observed. Finally, “Golos” considered how institutional, informational, financial, and other public resources were used during the campaign — legally or illegally, appropriately or wrongfully. In addition to their inclusion in federal and regional laws, these principles and standards were adopted in the “Convention on the Standards of Democratic Elections, Electoral Rights, and Freedoms in the Member States of the Commonwealth” (Chisinau, October 7, 2002). “Golos” uses internationally accepted election monitoring standards and strictly observes political neutrality, which is one of the basic conditions for independent and impartial election observation.
