Minutes of the Planning Committee Meeting held on 4th February 2020 which commenced at 19.00 in the Small Hall at North Mundham Village Centre.

PRESENT: Cllrs. Tim Russell (Chairman), Peter Stephens (Vice Chairman), Annie Maclean, Hugo Wall and Paul Chivers

In attendance: Louise Chater (Parish Clerk) and one member of the public.

P13.2020 PUBLIC QUESTION TIME None.

P14.2020 APOLOGIES AND REASON FOR ABSENCE None.

P15.2020 CODE OF CONDUCT 1. Declaration of Interest of items included on the agenda –Cllr. Russell declared a personal interest in agenda item 19/03163/DOM 2. Dispensation Request – none.

P16.2020 MINUTES On a proposal by Cllr. Maclean, it was RESOLVED to agree and sign the minutes of the meeting held on 7th January 2020; this was duly completed.

P17.2020 MATTERS ARISING FROM MINUTES None.

P18.2020 PLANNING APPLICATIONS 20/00005/FUL Manor Nursery Lagness Road West PO20 1LJ Change of use of former class A1 (retail outlet) building with workshop to provide class B2 (general industrial use) including offices and storage. On a proposal by the Chairman, it was RESOLVED to make no objection to the proposal to change the building from A1 to B2, however it was agreed to register the following concerns: 1. Request a condition to ensure that there is no external storage to the front of the building. 2. Due to the volatile nature of the components and chemicals used by the applicant the application does not appear to include any information on ventilation or fume extraction systems or disposal and/or storage of hazardous materials associated with the applicant’s business.

19/03163/DOM 3 Slate Cottages Road South Mundham PO20 1LX Erection of two storey rear extension, reconfiguration of roof and erection of porch. On a proposal by the Vice Chairman, it was RESOLVED to object to the application as there is insufficient information on the plans due to the lack of context and dimensions to enable the parish council to make informed comments on how the proposal will affect the neighbouring properties, which includes a Grade 2 listed building. In addition, the application does not contain a daylight/sunlight assessment.

The Chairman closed the meeting to enable the members of the public to make any comments. A member of the public expressed concern with regard to the impact that the proposed works to 3 Slate Cottage would have on their property.

The Vice Chairman explained the council’s decision and reopened the meeting.

The Chairman was invited to returned to the room and took the Chair and three members of the public left the meeting.

Silver Birch tree (T3) crown lift by up to 4m (from ground level) on north sector on 2 no. Silver Birch trees (T4 and T5) subject to NM/01/00750/TPO. On a proposal by Cllr. Chivers, it was RESOLVED to make no comment.

P25.2020 EXTERNAL CORRESPONDENCE 1. The Chairman and Vice Chairman will review the and if required prepare a response to be approved for submission at the meeting on 3rd March 2020.

P26.2020 REPORTS ON EXTERNAL MEETINGS None.

P27.2020 ITEMS FOR FUTURE AGENDAS 1. Bartholomew’s new building at Chichester Food Park concern was expressed that the site was in breach of the landscaping plan and the lighting of the site was excessive. It was requested that the Clerk to circulate any comments made by Parish Council and the permitted landscaping and lighting plan and councillors to review the application to ascertain if there is a breach of the planning conditions.
