Tim Llewellyn proposed Joan Metcalfe as Chair and this was seconded by Ted Herrington. Joan took the Chair. 1. To approve the Minutes from the Meeting held on 3rd May 2017 Keith Carson proposed acceptance of the minutes and this was seconded by Ted Herrington – these were duly signed by the Chairman as a true record. 3. Matters arising from the Minutes: None 4. Chairman’s Report Joan began by thanking all councillors and the clerk for their support during the year and went on to say that she was pleased to have kept the level of the Precept the same as that of the previous year. Joan then listed the main achievements of the year and thanked the Co. and District Councillors for the Signed …………………………………. 2 generous donations from their budgets. -

Records Relating to the 1939 – 1945 War This is a list of resources in the three branches of the Record Office which relate exclusively to the 1939-1945 War and which were created because of the War. However, virtually every type of organisation was affected in some way by the War so it could also be worthwhile looking at the minute books and correspondence files of local councils, churches, societies and organisations, and also school logbooks. The list is in three sections: Pages 1-10: references in all the archive collections except for the Suffolk Regiment archive. They are arranged by theme, moving broadly from the beginning of the War to its end. Pages 10-12: printed books in the Local Studies collections. EXPLANATORY MEMORANDUM TO THE EAST SUFFOLK (MODIFICATION OF BOUNDARY CHANGE ENACTMENTS) REGULATIONS 2018 2018 No. 615 AND THE EAST SUFFOLK (LOCAL GOVERNMENT CHANGES) ORDER 2018 2018 No. 640 1. Introduction 1.1 This explanatory memorandum has been prepared by the Ministry of Housing, Communities and Local Government and is laid before Parliament by Command of Her Majesty. 1.2 This memorandum contains information for the Joint Committee on Statutory Instruments. 1.3 Attached to this memorandum is a report required by section 15(12) and (13) of the Cities and Local Government Devolution Act 2016 on The East Suffolk (Modification of Boundary Change Enactments) Regulations 2018. 2. Purpose of the instrument 2.1 These instruments provide for the abolition of Suffolk Coastal and Waveney districts and their district councils and the creation of a new East Suffolk district and East Suffolk district council which covers the same contiguous, geographic area. 3. Matters of special interest to Parliament Matters of special interest to the Joint Committee on Statutory Instruments 3.1 This is the first use of section 15 of the Cities and Local Government Devolution Act 2016. Other matters of interest to the House of Commons 3.2 The instruments apply only to England. 3.3 The instruments apply only to England as they are entirely concerned with local government areas in England. The instruments do not give rise to minor or consequential effects outside England. 3.4 In the view of the Department, for the purposes of House of Commons Standing Order 83P the subject-matter of this entire instrument would be within the devolved legislative competence of the Northern Ireland Assembly if equivalent provision in relation to Northern Ireland were included in an Act of the Northern Ireland Assembly as a transferred matter; or the Scottish Parliament if equivalent provision in relation to Scotland were included in an Act of the Scottish Parliament; or the National Assembly for Wales if equivalent provision in relation to Wales were included in an Act of the National Assembly for Wales. -

Introduction The Duty to Co-operate (the duty) was introduced through Section 110 of the Localism Act 2011. The Act inserts a new Section 33A into the Planning and Compulsory Purchase Act 2004. The duty is a legal duty on local planning authorities to co-operate constructively, actively and on an ongoing basis with neighbouring authorities, county councils and other prescribed bodies in planning for strategic cross boundary matters. The National Planning Policy Framework 2019 states that in order to demonstrate effective and on-going joint working, strategic policy making authorities should prepare and maintain one or more statements of common ground, documenting the cross-boundary matters being addressed and progress in cooperating to address these. Cooperation is ongoing and statements will be updated as necessary. -

Shotley Gate Conservation Area Appraisal
Shotley Gate conservation area appraisal Introduction The idea of a conservation area covering the HMS Ganges site at Shotley Gate was put forward during 2010. The Council has a duty to review its conservation area designations from time to time, and following an initial investigation, this more detailed appraisal has now been produced in line with the Council’s other appraisals. This appraisal examines Shotley Gate under a number of different headings as set out in English Heritage’s new ‘Guidance on Conservation Area Appraisals’ (2006). As such it is a straightforward appraisal of Shotley Gate’s built environment in conservation terms, which is felt sufficient to justify the area’s designation as a conservation area. As a document it is neither prescriptive nor overly descriptive, but more a demonstration of ‘quality of place’, sufficient for the briefing of the Planning Officer when assessing proposed works in the area. The photographs and maps are thus intended to contribute as much as the text itself. As the English Heritage guidelines point out, the appraisal is to be read as a general overview, rather than as a comprehensive listing, and the omission of any particular building, feature or space does not imply that it is of no interest in conservation terms. Topographical Framework Shotley Gate is a small settlement right on the tip of the Shotley peninsula, where the Rivers Orwell and Stour meet. The county town of Ipswich, at the head of the Orwell estuary, lies ten miles to the north-west, whilst the villages of Brantham in Suffolk and Manningtree in Essex face each other across the head of the Stour estuary a similar distance west. -

SCDC report for July 2017 from T.J. Haworth-Culf and Maureen Jones Now the elections are out of the way, and the prolonged ‘purdah’ period has finished, we are back to business as usual. Thank you so much for your support. Financial Year Outrun Report 2016/17: Once again, we have a very positive report on the Council’s financial performance for 2016/17 in respect of the General Fund, Reserves, the Capital Programme and the Collection Fund. The key points to highlight are: o Through careful and effective budget management the Council delivered savings and achieved additional income, which helped to meet spending pressures and reduction in Government Grant. o The Council increased its General Fund balance by £74k, to £4.194m, maintaining a prudent level of around 3%-5% of gross expenditure. o The Council was able to increase its Earmarked Reserves by £8.571m. £6.676m of this was to the Business Rate Equalisation Reserve. This was due to rates income above the Governments baseline and a one-off transfer of a surplus from a prior year reduction in the appeals provision. o The Capital Programme expenditure for 2016/17 was £4.096m, funded from external grants and contributions, capital receipts and capital reserve. The Council did not enter into any borrowing in 2016/17 to finance its capital expenditure and consequently remains debt free. T he final outturn position is subject to the audit of the Statement of Accounts. The audited Statement of Accounts will be submitted for approval to full Council in September 2017. -

PLUNKETT INTRODUCTION FOR A HUNDRED years, questions of authenticity have surrounded a drawing by Hamlet Wading(1818-1908)of the Romanfort at Walton,Felixstowe,whichwaspublishedby George Fox (1911)in the VictoriaCountyHistory.Watlingclaimed that he had based his version on an original line drawing dated 1623 by John Sheppard, one of twelvevarious early drawings which he could no longer find. Both Fox and Wading died in 1908,and the matter rested there. Fiveof the 'originals',whichinclude imagesof the Castle,the Manor House, the Priory and the Church at Walton,wereseenduring the 1930sbut dismissedasforgeries.The fivethen disappeared from sight until rediscoveredin 1998,by the authors, pasted into a Watlingfolio entitled 'Antiquitiesof Walton and Felixtow',a compilation of sheets produced at different times,in the possessionof our memberA.T Copsey.Twoothers have alsobeen identified.The purpose of this article is to consider their relationship to other known sources for these monuments and to explore their origin and importance as evidence for the early history of Felixstowe.Tothis is appended a discussionof the historyof WaltonCastle.
