On Aug. 8, Dutch Ambassador Ruud Treffers opened the first phase of IOM’s 220-unit Cot Paya shelter project outside Banda , which is partially funded by the Netherlands Government.

“We understand after what you have been through that this is a very difficult time,” Mr. Treffers told a group of local residents who will shortly move into their finished transitional homes. “This is the physical evidence of the reshaping of your lives and we hope a good first step in the future development of your community.”

Thousands of coastal Acehnese communities like Cot Paya were washed away by the Dec. 26 tsunami. Roughly 600 people, representing one-quarter of the pre-tsunami population of Cot Paya, died in the tsunami. The survivors have been living in tents for more than seven months.

IOM began work on the site which includes a Satellite Health Clinic and UNICEF-funded school, in May. The first 45 units are complete and will be occupied shortly. Construction is well- advanced on an additional 28 units.

More Homes Ready for Handover

On Aug. 22, the 72-unit shelter site at Blang Bintang, Aceh Besar, reserved for civil servants working for the Aviation Department and paid for by the Queensland, Australia government will be opened. Another 45 units in Lambaro, Aceh Besar, provided by the government of New Zealand, will also be made available for displaced police officers in a ceremony on August 30. Shelter openings are scheduled in at least two other locations in Aceh Besar before the end of August.

The government of Indonesia has asked IOM to construct 11,000 transitional homes for tsunami- affected Acehnese.

School Construction Progresses in Aceh Jaya

UNICEF has asked IOM to construct 200 temporary schools in Nanggroe Aceh Darussalam, including 51 units in and around Calang, the largest centre in Aceh Jaya district on the province’s west coast. Hundreds of metric tons of building supplies have been shipped to Calang over the past month.

School construction in Teunom and Alue Piet is in its final stages with roofing and wall installation nearly complete, while roofing trusses are being installed in schools in Krueng Sabee and Kampung Baro. All are located in Aceh Jaya. Local men are hired in each location to erect the structures. HEALTH CARE SERVICES Italian-Funded Bireuen Satellite Health Clinics Open to Patients IOM and Italian Cooperation held a ceremony at Simpang Mamplam on Aug. 11, marking the opening of nine Bireuen-area Satellite Health Clinics (SHC).

Delegates from Italian Cooperation joined local government officials, IOM Head of Office Brian Kelly, senior staff from BRR and the provincial and local health ministries at the symbolic opening of the Simpang Mamplam SHC.

Ten additional SHCs in Bireuen, Pidie and Lhokseumawe on the east coast of Aceh province are in their final stages of preparation. Nine of the facilities in Pidie and Lhokseumawe are funded by the government of Japan.

SHC construction also continues on the west coast of Aceh province. Two SHCs located in Kuala, Nagan Raya, and Meurebo, Aceh Barat, are nearing completion, while foundations have been laid at a second location in Nagan Raya and two sites in Johan Pahlawan, Aceh Barat. Thorough assessments and land clearing were also conducted at two additional sites in Aceh Barat as part of IOM’s commitment to build 51 health facilities around the province.

COUNTER TRAFFICKING IOM Rewarded for Child-Protection Efforts

Page 3 Workshops, Volunteers Help Women Establish Private Businesses

Roughly 200 local men built 32 huts and 38 duck coops to help women trained by IOM facilitators launch their salt production and duck farming businesses in Lancang village, Junib, Bireuen.

A total of 145 women have benefited from IOM’s livelihood assistance programs in the past few months. Reintegration Assistance for the Victims of Human Trafficking

In early August, IOM identified seven confirmed trafficking cases involving Acehnese women, and helped the victims return home from Tanjung Balai Karimun, Kepulauan Riau province, . The women were lured out of Aceh province with false promises for exploitative purposes. They are under the care of IOM’s local partner NGO, Yayasan Kaseh Puan, which is providing psychological counseling and medical attention. IOM is currently determining the kind of reintegration assistance most suitable for these specific cases.

One of the very few agencies with a presence in Aceh prior to the Dec. 26 tsunami, IOM was uniquely suited to spearhead the extraordinary logistics of delivering tens of thousands of tons of humanitarian aid to the worst-affected areas.

Drawing on decades of experience in emergency response, the organization rapidly acquired a 300- strong truck fleet, many of which remain in service today.

IOM has assisted the transport of goods on behalf of more than 100 different agencies to date, including Indonesian government ministries, the United Nations, and local and international non-governmental organizations.

IOM Continues to Provide Logistical Support at Medan Port

IOM provided 41 trucks to deliver a total of 11,900 sacks of rice (238 MT) to Nias for its partner NGO, Yayasan Kasih Peduli Masyarakat Indonesia (YKMI) last week. IOM has so far transported a total of 51,775 sacks of rice (1,107.5 MT), out of YKMI’s total allocation of 6,000 tons for Nias island.

In the past three months IOM has cleared 1,139 unclaimed shipping containers from Belawan port (Medan) on behalf of the Indonesian government, private companies, and international and national NGOs.
