1 MINUTES of a Committee Meeting of the Civic Trust held on Wednesday, 8th January 2020 at Town Hall.

Mr. R. B. Frost, (Chairman), occupied the Chair throughout the meeting.

PRESENT: Mr. D. A. Smith, Mrs. J. Evans, Mr. T. Mitchell, Mr. M. Beck, Mr. R. Kayley, Mr. A. Lucas, Mr. R. Collinge, Mr. N.G. Ashworth, Mr. R. B. Frost, Ms. S. Barker, Mr. G. Grimshaw, Mr. D. Kilpatrick, Mr. M. McClean and (later) Mr. E. Walton.

APOLOGIES FOR ABSENCE: Mr. & Mrs. N. Fawcett, Mr. P. Hornby, Mr. B. Hall and Miss K. Armfield.

PRESENTATION: Before the main business meeting, Mr. T. Mitchell gave an exhaustive presentation, Mining in Burnley, using both his own slides and some gifted from . What was clear from his talk was how great a part coal mining had played in the town’s industrial history and also how many remains of that past could still be found. In thanking Mr. Mitchell for his interesting talk, the Chairman expressed a suggestion that the town council might erect a few information boards at Bank Hall Park recording the site’s role in housing one of the town’s foremost pits.

MINUTES: The minutes of the committee meeting held on the 4th December 2019 were approved.

MATTERS ARISING: i. CT Awards: Because of a shortage of time, the matter was deferred to the next meeting. Questions were asked about what exactly was meant by Waterloo Tavern. ii. Arbory Lodge: The Chairman had been told by council officers that there were no plans for the building at the present time; he would contact Mrs. Erica Eden Porter of the Control Team to ask if they had any plans to repair or demolish the building which was thought to be grade two listed. iii. Buildings in a poor state: This item also had to be deferred to the next meeting. Members were asked to bring their observations about such buildings. It was thought that Calico was about to announce a scheme for housing at the former Woodtop School site with part of the school being saved.

PLANNING MATTERS:

FUL/2019/0606: Land off Tay St; erection of 42 affordable buildings. The application was welcomed; it was on a brown field site and the town needed more affordable housing.

COU/2019/0482: 20, Ridge Row; change of ground floor from A1 (Retail) to A5 (hot food take away). The proposal had aroused much local opposition and the Civic Trust also would object on the grounds of smells and lack of enough car parking space.

CHAIRMAN’S ITEMS: i. Telephone Kiosks: Members had received details of BT’s proposals to demolish the borough’s remaining telephone kiosks owing to lack of use; only two were of the historic red type. There were no strong views that they should be retained.

ANY OTHER BUSINESS: i. Finsley Wharf: Members were pleased to learn that work had finally started on Finsley Wharf.
