The is assessing a proposal from Green Diamond Resource Company (GDRCo) for exchange of road easements in the Satsop River watershed. If the proposal is approved, the Forest Service would grant access across National Forest land and roads to provide access to private timberlands, and would acquire access to National Forest System lands over roads located on private lands. The purpose of this letter is to invite your participation in the NEPA analysis of the proposal. When the Shelton Cooperative Sustained Yield Unit was terminated in 2002, the Forest Service and GRDCo 's predecessor Simpson Timber Company exchanged easements over many roads in the Wynoochee, Satsop, and Skokomish drainages to ensure continued access to each party's lands. Although the easement exchange was extensive, in recent years several cases of additional access needs have been identified. The Forest Service has received a request from GDRCo for grant of an easement for the portions of two road rights-of-way identified as FS Road 2366-200 Spur and 2345-100 Spur that are located on National Forest System lands. The Forest Service would acquire an easement for the portion of the 2345-100 Spur that is located on GDRCo land. These roads are situated in the southern foothills of the in the Dry Bed Creek and the Middle Fork Satsop River watersheds, in Sections 8, 11, and 12, Township 21 North, Range 6 West, W.M., Mason County, as shown on the attached maps. FS Road 2366-200 Spur is approximately 200 feet in length on National Forest land. Aerial photos indicate a skid road once existed here, although the road location is now overgrown with alders and conifers. Construction to bring it to a standard for timber haul would require the clearing and grubbing of vegetation, placement and compaction of sub grade material, and placement of surfacing. The ridgeline road location has no drainage crossings. The road would be maintained by GDRCo while in use for timber haul purposes, and then closed and placed in storage until needed in the future. FS Road 2345-100 Spur consists of a segment on GDRCo lands 1,500 feet in length and a segment on National Forest land about 800 feet in length. The proposed road climbs from a saddle to a gentle ridge and extends to the southwest along the ridgeline. Clearing and grubbing of vegetation, placement and compaction of sub grade material, and placement of surfacing would be required for this road segment as well. Future maintenance of this road would likely be shared by GDRCo and the Forest Service on a basis commensurate with the level of use. Forest Service personnel are preparing to conduct an environmental review for the proposed easement exchange as required by the National Environmental Policy Act (NEPA). It is expected that this project will fall within a category of actions listed in the Forest Service Handbook (FSH) that are excluded from documentation in an Environmental Assessment (EA) or
