The Mistral One-Design is a sailboard designed by Boards & More GmbH. Mistral One-Design hulls, hull appendages, rigs and sails shall only be manufactured by Mistral licensed manufacturers. Such equipment is required to comply with the International Mistral Building Specification and is subject to an ISAF approved manufacturing control system. A hull, a hull appendage, a rig or a sail may, after having left the licensed manufacturer, only be altered to the extent permitted in Section C of these class rules. Owners and crews should be aware that compliance with rules in Section C is not checked as part of the fundamental measurement process. Rules regulating the use of equipment during a race are contained in Section C of these class rules, in the Equipment Rules of Part I and in the Racing Rules of Sailing. This introduction provides an informal background and is not part of the International Mistral One Design class rules.

Section A – General

A.1 LANGUAGE A.1.1 The official language of the class is English and in case of dispute over translation the English text shall prevail A.1.2 The word “shall” is mandatory and the word “may” is permissive.

A.3 AUTHORITIES AND RESPONSIBILITIES A.3.1 The International Authority of the Class shall be the ISAF, which shall co- operate with the IMCO in all matters concerning these class rules. A.3.2 Neither ISAF nor the IMCO accept any legal responsibility in respect of these class rules or any claim arising therefrom

A.4 ISAF RULES A.4.1 These class rules shall be read in conjunction with the ERS. A.4.2 Except where used in headlines, when a word is printed in “bold” type, the definition in the ERS applies, and when a term is printed in “italic” type the definition in the RRS applies.

A.5 AMENDMENTS TO CLASS RULES A.5.1 Amendments to these class rules require the approval of the ISAF after adoption by a simple majority of the delegates’ vote in a general meeting of the IMCO. Only delegates ‘in good standing’ in accordance with the IMCO Constitution are eligible to vote.

A.6 INTERPRETATION OF CLASS RULES A.6.1 Interpretations of these class rules shall be made by the ISAF which in coming to its decision shall consult the IMCO.

A.7 SAIL NUMBERS A.7.1 Sail numbers shall be issued nationally (i.e. each country issues its own numbers). If their owner's MNA is administering the Class, the owner shall apply to his/her MNA for a sail number, otherwise he/she shall apply for a sail number to his/her NCA.

A.8 LICENSED MANUFACTURERS A.8.1 Mistral One-Design equipment shall be manufactured by Boards & More GmbH or by other manufacturers appointed and licensed by Boards & More GmbH in

A.9 COMPLIANCE WITH CLASS RULES A.9.1 A sailboard ceases to comply with the class rules upon: a) the use of equipment which does not comply with the class rules, b) a change of class rules that causes equipment in use to cease to be permitted, except where the equipment may comply with the class rules in force at the time of its initial fundamental measurement.

Section B – Equipment Eligibility For equipment to be eligible to be used for racing, the rules in this section shall be complied with.

B.1 CERTIFICATE B.1.1 Hull certificates are not issued.

B.2 EVENT MEASUREMENT

B.2.1 GENERAL a) For the purpose of RRS 78, crews are considered to be the owners. b) Except where other methods of measurement are specifically indicated, all measurements shall be taken in accordance with the IMCO Measurement Regulations for International Regattas and the ERS. c) If there is a protest concerning measurement, or if the organising authority or the IMCO is doubtful as to the correctness of an item of equipment for which specific dimensions, weight and/or construction are not stated in these class rules then that item of equipment shall be considered eligible for use if it complies with the International Mistral Building Specification.

B.3 EVENT LIMITATION MARKS B.3.1 All items of a crew's equipment which are subject to control as per the scheduled on the Regatta Measurement Control Form and which require event limitation marks shall be so marked. B.3.2 Some items of equipment may receive two event limitation marks, one in a readily visible position and a second in a position protected from wear and tear.

B.4 REGISTRATION B.4.1 In accordance with the requirements of the IMCO Measurement Regulations for International Regattas or the event organising authority, crews shall present their hull, hull appendages, rig(s) and sail(s) as intended to be raced for event measurement and shall not alter the number, size or type of any item of equipment after completing the registration procedure.

The crew and his/her equipment shall comply with the rules in this Part when racing. Measurement to check conformity with the rules of Section C is not part of fundamental measurement. The rules in Part II are closed class rules. Measurement shall be carried out in accordance with the ERS except where varied in this Part.

Section C – Conditions for Racing

C.1 GENERAL

C.1.1 RULES a) The following ERS shall not apply: A.2 Certificate; B.9 Setting, Sheeting and Changing Sails. b) The following RRS shall not apply: RRS 48 Fog Signals and Lights.

C.2 CREW

C.2.1 LIMITATIONS The crew shall consist of one person.

C.2.2 MEMBERSHIP No crew is permitted to race at an International Regatta unless he/she is a member of his/her NCA. If there is no NCA, then the crew must be a member of the IMCO.

C.2.3 DIVISIONS a) Gender Divisions i) Men (A) ii) Women (B) b) Age Divisions i) Youth (C) is a man or a woman who is less than 20 years old; ii) A Master (G) is a man who has turned 35 years of age and is less than 45 years of age or a woman who has turned 30 years of age and is less than 40 years of age; iii) A Grand Master (H) is a man who has turned 45 years of age and is less than 55 years of age or a woman who has turned 40 years of age and is less than 50 years of age; iv) A Veteran (I) is a man who has turned 55 of age or a woman who has turned 50 years of age. v) A crew must have reached the minimum age limit, in the relevant age division, by December 31st before the year of competition. A crew must not be older than the maximum age limit, in the relevant age division, by December 31st in the year of competition. c) Weight Divisions - men only i) A heavyweight crew shall weigh more than 70 kg. ii) A lightweight crew shall weigh less than 75 kg. Final 6 Submission MIS/2-02 Reporting Committee : Windsurfing iii) A crew weighing more than 70 kg but less than 75 kg shall nominate the weight division they intend to compete in at the time of registration. d) General i) A minimum of 5 entries is required to constitute a class or a division within a class.

C.3 PERSONAL EQUIPMENT C.3.1 Personal equipment does not have to be produced by a licensed manufacturer. C.3.2 a) Optional i) A harness ii) A buoyancy vest or jacket iii) A container for holding beverages in accordance with RRS Appendix B4.2. b) Mandatory i) Clothing not weighing more than 4 kg when weighed in accordance with RRS Appendix H.

C.4 PORTABLE EQUIPMENT C.4.1 Portable equipment does not have to be produced by a licensed manufacturer. C.4.2 a) Optional i) A towrope of minimum length 5 m and a thickness of 5 mm may be carried by the crew.

C.5 ADVERTISING C.5.1 Only such advertising as permitted by RRS Section II, Appendix 1 - ISAF Advertising Code, Category C shall be displayed. C.6 HULL

C.6.1 LIMITATIONS a) Only one hull shall be used during an event, except when lost or damaged beyond repair. Such replacements may be made only with the approval of the jury. The jury shall then cause to have an event limitation mark attached to the replacing hull and to have removed or defaced any event limitation mark attached to the replaced hull. b) A maximum of 11 and a minimum of 6 footstraps shall be fitted to the existing inserts using any stainless steel screws and round washers with a maximum diameter of 17mm. Footstraps shall be fitted with at least one screw at each end. If used, the Long Light Foam beating straps shall count as two footstraps if fitted with at least one additional screw in the middle.

C.6.2 HULL WEIGHT a) The weight of the hull including mast track complete, centreboard cassette, shimming material (if used), gasket assembly and gaskets shall not be less than 15.00 kgs. b) Any corrector weights shall be securely fixed in a position that ensures the centre of gravity of the hull complies with the International Mistral Building Specifications.

Final 7 Submission MIS/2-02 Reporting Committee : Windsurfing c) The hull may be weighed wet after a minimum of 10 minutes draining standing vertically on its aft edge.

C.6.3 MAINTENANCE AND MODIFICATIONS a) The hull shall not be altered in any way except as permitted by these class rules. b) Repairs may be carried out provided such repairs are made in such a way that the essential shape, characteristics or function of the original are not affected. c) The hull may be painted in the area of a repair provided the serial number remains legible. d) The deck grip may be restored to its original condition with a clear coating provided that the original deck graphics can be clearly seen. e) Footstraps may be cut and taped and extra attachment holes may be made. f) The mast track pedal may be locked and the recessed area aft of the pedal may be filled. g) A lubricant may be used on the mast track assembly and the gaskets h) The white stopper at the bottom of the forward end of the centreboard cassette shall be permanently fixed in place. i) The centreboard cassette may be shimmed although the shimming material shall not be fixed to the hull shell. j) No more than two pieces of foam may be used in the aft half of the centreboard well to reduce movement. Each piece shall be no more than 100 mm in dimension in any direction. k) A strap manufactured by a licensed manufacturer may be fitted over the centreboard well to prevent over-rotation. l) A mast foot protector of the crew’s choice may be fitted.

C.7 HULL APPENDAGES C.7.1 LIMITATIONS Only one centreboard and one fin shall be used during an event, except when lost or damaged beyond repair. Such replacements may be made only with the approval of the jury. The jury shall then cause to have an event limitation mark attached to the replacing hull appendage and to have removed or defaced any event limitation mark attached to the replaced hull appendage.

C.7.2 MAINTENANCE AND MODIFICATIONS a) The hull appendages shall not be altered in any way except as permitted by these class rules. b) Repairs may be carried out provided such repairs are made in such a way that the essential shape, characteristics or function of the original are not affected. c) The centreboard shall be installed and if necessary a deck stopper may be fixed in the head (not the horns) so that it cannot extend more than 640 mm below the underside of the hull. Deck stoppers shall be made of material strong enough not to bend under racing conditions and be fitted with a hard covering which is glued in place so that it is impossible to remove. d) A lubricant may be used within the centreboard cassette and on the centreboard buttons. Final 8 Submission MIS/2-02 Reporting Committee : Windsurfing e) The sides of the fin may be shimmed within the fin box to reduce fin movement.

C.8 RIGS C.8.1 LIMITATIONS Only two rigs each of a different size sail, may be used during an event, except when an item has been lost or damaged beyond repair. Such item may only be replaced with the same type of item and with the approval of the jury. The jury shall then cause to have an event limitation mark attached to the replacing item and to have removed or defaced any event limitation mark attached to the replaced item.

C.8.2 MAINTENANCE AND MODIFICATIONS a) The rigs shall not be altered in any way except as permitted by these class rules. b) Repairs may be carried out provided such repairs are made in such a way that the essential shape, characteristics or function of the original are not affected. c) The mast spar shall be lengthened using an extension. d) The mast spar extension may be shimmed with any self adhesive tape. e) The mast spigot may be shimmed. e) Any uphaul of the crew’s choice shall be fitted. f) A safety line or device to secure the rig to the hull may be fitted. g) Any adjustable downhaul of the crew’s choice may be used. h) Any adjustable outhaul of the crew’s choice may be used and four extra holes may be drilled through the plastic into the aluminium at the back end of the boom spar to fix adjustable outhaul fittings. i) The surface of the boom spar grip may be roughened using abrasive material. j) The boom spar may be lengthened by using extensions produced by a licensed manufacturer. k) Any harness lines of the crew’s choice may be used.

C.9 SAILS

C.9.1 LIMITATIONS a) Only two sails of different size may be used during an event, except when a sail has been lost or damaged beyond repair. Such replacement may be made only with a sail of the same size and with the approval of the jury. The jury shall then cause to have an event limitation mark attached to the replacing sail and to have removed or defaced any event limitation mark attached to the replaced sail. b) Only one set of battens per sail shall be used during an event. NCAs may allow other battens to be used at non-International events within their jurisdiction. c) Only two camber inducers per sail shall be used during an event.

Final 9 Submission MIS/2-02 Reporting Committee : Windsurfing C.9.2 SAIL IDENTIFICATION a) National Letters and Numbers The national letters and sail number shall be black in colour and applied “back to back” on an opaque white background to the sail immediately above batten 4 and as close to the leech as possible. The opaque background shall extend a minimum of 40 mm beyond the national letters and sail number. In all other respects they shall comply with RRS Appendix G 1.2 for craft less than 3.5 m in length. b) Division Identification At events where the organising authority specifies the use of identification of division, the identification shall be displayed on the sail above the class insignia. The minimum height of the display shall be 230 mm. C.9.3 MAINTENANCE AND MODIFICATIONS a) Sails and fittings shall not be altered in any way except as permitted by these class rules. b) Repairs may be carried out provided such repairs are made in such a way that the essential shape, characteristics or function of the original are not affected. c) Transparent self-adhesive mono-film patches may be attached to the sail adjacent to the boom spar to prevent chaffing damage. d) A lubricant may be used on the camber inducers. e) Telltales may be used.

Section D – Hull

D.1 GENERAL

D.1.1 MANUFACTURERS a) The hull and fittings shall be produced only by a licensed manufacturer. b) The hull shall be produced only by using moulds made from the master plug in the possession of Boards & More GmbH.

D.1.2 DEFINITIONS Hull Datum Point The point on the hull centreplane at the intersection of the underside of the shell and the transom, each extended as necessary.

D.1.3 IDENTIFICATION a) The hull shall carry the serial number issued by the licensed manufacturer in a legible condition. b) The hull shall carry the words “Mistral One Design”.

E.1.2 IDENTIFICATION a) The centreboard shall have a serial number moulded in by the licensed manufacturer. b) The fin shall carry the words "Mistral One Design".

E.2 MATERIALS, CONSTRUCTION AND DIMENSIONS Shall comply with the International Mistral Building Specifications

Section F – Rigs

F.1 GENERAL

F.1.1 MANUFACTURERS Masts, booms and fittings shall be produced only by a licensed manufacturer.

F.1.2 IDENTIFICATION a) The top and bottom sections of the mast spar shall be manufactured with an identifying red strand within the wall thickness and each shall carry an engraved serial number issued by the licensed manufacturer in a readable condition. b) The mast spar top and bottom sections and the boom spar shall be identified by the words “Mistral One Design” applied in the factory.

G 2 GENERAL

G 2.1 MANUFACTURERS Sails and fittings shall be manufactured by a licensed manufacturer.

G 2.2 IDENTIFICATION a) Sails i) Class insignia shall be applied by the manufacturer. b) Battens i) Battens shall have an identification sticker with barcode applied in the factory and be numbered 1 to 5 according to position in the sail from the head. ii) Battens shall be rectangular pultruded clear polyester resin except batten No 4 in the 7.4m2 sail which shall be the rectangular laminated grey Robichaud batten.

The rules in Part III are closed class rules. Measurement shall be carried out in accordance with the ERS except where varied in this Part.

SECTION H – IMCO INTERNATIONAL REGATTA RULES

H.1 GENERAL H.1.1 When the Safety System is in force, a towrope of minimum length 5 m and a thickness of 5 mm shall be carried by the crew. H.1.2 It is recommended that a safety line or device should secure the rig to the hull to prevent it being separated from the hull. H.1.3 If pumping becomes the main method of propulsion, the race shall be abandoned.

H.2 INTERNATIONAL REGATTAS H.2.1 No more than 3 races per day may be scheduled/raced. H.2.2 a) The time limit for the first finisher in a course race is 60 minutes for the first finisher. b) The time limit for a board to each the first mark is 20 minutes. c) A race shall be abandoned if either of these time limits (Art (a) & (b) above) is exceeded and anyway shall not count towards the official results. d) Crews finishing more than 20 minutes after the first finisher in their respective division shall be scored DNF except those who are scored DSQ, BFD, OCS, RAF, RDG, or DNE. e) The target elapsed time for a course race in planing conditions is 40 > 45 minutes for the winner. In non-planing conditions this is reduced to approximately 30 >35 minutes. Where the elapsed time for a race is likely to be longer than the race time limit, the race shall be shortened appropriately.

H.2.3 No more than 2 races per day shall be sailed in non-planing or marginal planing conditions. A third race may be sailed if: a) the first two races were sailed in planing conditions or b) one of the first two races was sailed in planning conditions and planing conditions exist constantly before the start of the third race. H.2.4 When racing back to back: a) in non-planing or marginal planing conditions, the minimum interval between the closing of the finishing line and the new warning signal for that fleet/division shall be 25 minutes. b) in planing conditions, the minimum interval may be reduced to 20 minutes. H.2.5 If two races have been sailed back to back there shall be a rest period of a minimum of one hour ashore, except in cold weather conditions, for the last finisher per fleet/division in the second race before the warning signal for the third race for that fleet/division.

H.3 PERSONAL BUOYANCY H.3.1 If personal buoyancy is prescribed, every crew shall wear above the waist a jacket, harness or vest with a minimum buoyancy of 4 kg un-inflated in fresh water. The buoyancy shall be tested with a metal weight of 4 kg which shall remain supported for a minimum of 5 minutes. H.3.2 Personal buoyancy shall not weigh more than 1.5 kg when wet weighed in accordance with RRS Appendix H.

H.4 CHANGING RIGS When changing to a rig with a different size sail, the crew must obtain the new rig and return the old rig at the same time to the equipment storage area. The equipment storage area shall be ashore in the vicinity of the launching area unless otherwise stated in the sailing instructions.

H.5 SUPPLIED EQUIPMENT When the equipment is supplied for an event by the organising authority, the notice of race shall state which items of equipment shall be supplied including the number and type/size of footstraps and rigs. Notwithstanding this list of supplied equipment, the crew may substitute or use in addition any or all of the equipment listed in Sections D, E, F and G of these class rules. Otherwise only the supplied equipment stated in the notice of race shall be used for the event.

H.6 EVENT SPONSOR’S ADVERTISING At IMCO World and Continental Championships, crews may be required to carry advertising in compliance with the RRS Section II, Appendix 1, 20.3(d)(ii).

H.7 RACING FORMAT H.7.1 FLEET SIZES a) Where there are 70 or fewer crews entered in a class/division, they shall race together in one fleet. b) Where there are between 71 and 80 crews entered in a class/division, the Class Race Management Consultant shall decide whether they shall race in one fleet or whether there shall be a First Round followed by a Final Round. c) Where there are more than 80 crews entered in a class/division, they shall race a First Round followed by a Final Round. d) Crews racing in a Series shall be divided into two Groups of approximately equal ability, according to a seeding list based on ... i) Their Sailor Values (SV) specified in the current IMCO Yearbook. ii) Crews having the same SV shall be ranked according to their position on the current ISAF World Ranking List. iii) The crew with the highest SV (10) shall head the seeding list. iv) The crew heading the seeding list shall initially be in the first Group, crews in 2nd and 3rd positions on the seeding list shall be in the second Group, crews in 4th and 5th positions on the seeding list shall be in the First Group and so on. The first Group shall be designated the Yellow Group and the second the Blue Group. e) The decision of the Class Race Management Consultant is final.

Final 14 Submission MIS/2-02 Reporting Committee : Windsurfing H.7.1.2 FIRST ROUND a) The First Round may be held over four days, including three scheduled race days and a reserve day. b) When, at the end of each day, the two Groups have completed an equal number of races, they shall be intermixed according to their current standing. At other times they may be intermixed according to their current standing provided that each Group has completed the same number of races. c) If, at the close of racing on the third day of the First Round, four races have not been completed by each of the two Groups, racing will be held on the reserve day for the Group(s) affected. d) If the reserve day is used no more than three races may be run for each Group. e) If, at the close of racing on the reserve day of the First Round, four races have not been completed by each of the two Groups, racing will be held on succeeding days until the minimum number of four races has been completed.

H.7.1.3 OVERALL STANDING a) At the end of the First Round, an overall standing will be established. If racing in the Final Round is not possible, this shall count as the official result. b) A crew's overall standing will be the sum of their scores for all races, excluding their worst score in accordance with H.9 f). The competitor with the lowest score will head the overall standing.

H. 7.1.4 FINAL ROUND Racing in the Final Round will take place in the Gold and Silver Fleets. The Gold Fleet shall consist of the top 50% of crews based on the Overall Standings (H.1.8.3) plus one in the case of an odd number of entries. In case of ties at the break point those crews so tied shall sail in the Gold Fleet. The fleet lists shall be posted at least 2 hours before the first scheduled starting time of the first race of the Final Round.

H. 7.1.5 FLEET STANDING a) A crew's fleet standing will be the sum of their scores for all races in the First Round and the Final Round excluding their worst score(s) in accordance with 1.8.7. The crew with the lowest total score will head the fleet standing. b) Silver Fleet crews will be ranked in the fleet standing after those in the Gold Fleet.

H. 8 NUMBER OF RACES H.8.1 The maximum of races that can be scheduled in a Series (or a First Round and a Final Round) is 12.

H.9 SCORING a) Scoring will be in accordance with RRS Appendix A and using rule A 4 “Low Points Scoring System”. b) In alteration of RRS A 8 (Ties) all races shall count.

Final 15 Submission MIS/2-02 Reporting Committee : Windsurfing c) Where there is more than one “Division” racing in a single fleet, competitors will score points equal to their finishing place in their “Division” in that race and Official Results will be published for each “Division”. d) Boards without a finishing place, including a board that finished and thereafter retires or is disqualified, will be scored points for the place one more than the number of boards entered in their Class/division (RRS A 4.2) i) In “Fleet Racing”, the number of competitors in that fleet. ii. In a “Division” within a “Fleet”, the number of competitors in that “Division”. iii. In the “Qualifying Round”, the number of competitors in the largest group of that “Round”; iv. In the “Final Round”, the number of competitors in the “Gold Fleet.” Respectively " silver Fleet " e) “Silver Fleet” Competitors will score points from "qualifying round" plus the number of points corresponding to Art # a) and Art # b) above in order to be ranked according to H.7.1.5 b) f) In accordance with RRS A 2… i. In “Fleet Racing” (Art # 7.1 a)), two discards shall be allowed; the first after four races have been completed and the second after 11 races have been completed. ii. When racing in “Groups”, one discard shall be allowed after four races have been completed in the “First Round”. This discarded race result from the “First Round” may be substituted with a worse race result from the “Final Round” iii. When racing a “Final Round”, one additional discard shall be allowed when the sum of the races completed in the “First Round” and the “Final Round” is 11 or more. iv. When Art # H.9. f) iii, above applies, one discard shall be taken from the “First Round” and one discard shall be taken from the “Final Round” H.10 JOCKEY COLOURS H.10.1 Crews not carrying ISAF Category C advertising as specified in RRS Section ll, Appendix 1 – Advertising shall carry Jockey Colours on their sails in an area of a minimum size 25cms X 50cms H.10.2 The Jockey Colours design shall be a) made of self-adhesive material; b) either the competitor’s national flag, national colours or national emblem; c) and shall include the competitor’s national ranking number in black of a minimum height of 230mm on a plain single colour background. H.10.3 Jockey Colours shall be carried immediately above the competitor’s sail numbers as specified in C. 9.2

H.11 SUPPORT CRAFT a) Coach and support personnel may use "support craft" to assist their competitors on the water. They shall register at the regatta office prior to the first scheduled race, providing details of their boats and distinctive identification.

Final 16 Submission MIS/2-02 Reporting Committee : Windsurfing b) Except as provided by Art # c) below, all teams "support craft" shall conspicuously display the national flag of their country of origin (600 x 400mm minimum) or the national 3 letter code in black (minimum height 120mm) on a white background while afloat. c) When a "support craft" is supporting competitors, from more than one nation and is registered as such, they shall be required to display only one national flag or national 3-letter code. d) Before the "Preparatory Signal" of any group/fleet, all "support craft" shall have left the "racing and starting areas" and remain outside these areas, except to assist a board in distress, until after the finish of the last competitor of the final group/fleet racing. e) In the event of a postponement, support boats may re-enter the racing and starting areas. f) If a support craft fails to comply with a part of Art # H.11 all competitors, supported by that craft, shall be subject to a 5-point penalty for the next race, without a hearing. In the case of the last race of the series, the penalty will apply to the penultimate race. (Alteration of RRS 63.1).
