Minutes of the meeting of Bronwydd Council held at Bronwydd Village Hall Tuesday 27th May 2014 at 7.20 p.m

11. Minutes

RESOLVED the minutes for the meeting of the Council held on 22nd April 2014 to be signed as a correct record.

12. Matters Arising

a) Cllr A. Roberts wished to apologise for his non attendance of the last meeting. b) The clerk informed the councillors that the yearly accounts had been prepared and been passed onto Mr Howard Jones who had completed the audit. Mr Jones had been hoping to attend the meeting but was unable to so he had written to both the clerk and the chairman with his findings. Apart from a few minor issues which the clerk would deal with he was happy to sign off his audit. The clerk would reply to the auditor re the issues and would address them over the coming months.The clerk would now complete the financial returns and send them on to the external auditors.

It was unanimously agreed that annual accounts are signed off and the clerk and chairman complete and sign off the yearly financial returns and send them to the external auditors

13. Planning Applications

a) At this point a number of local residents attended the meeting regarding the planning proposal for a residence at Typica. The chairman asked the residents if they would like to speak on this matter and they were asking the community council for their support in opposing the proposed development on the following grounds. 1. The proposed entrance and parking at this property would clearly exacerbate the current poor visibility from exiting the Gelli Aur site. 2. Possible drainage issues for the residents in Gelli Aur as the property has a stream running through the site and any additional water would run into the residents’ gardens as their properties are below Typica. The residents have sent letters in to the council asking for the proposal to be rejected and asked for the support of the community council. The residents had nothing to add and so left the meeting and the councillors then discussed the planning application. After some discussion it was agreed to write in to the council and propose rejection of the application on the two points above and the clerk would pass this on to the county council member. One councillor made a request for an apology regarding members not discussing how votes were cast but the member would not apologise unless the chair asked him to do so. This was not requested.

b) Cllr J. Homer asked if enough was being done for the residents in regards to planning applications as the policy of the county council was to pin a notice of proposed applications to the nearest telegraph pole for seven days. He felt that this gave residents very little opportunity to voice their opinions. He asked whether the community council could be more proactive regarding planning applications. The councilors then discussed various ways in which the council could help.

It was resolved that any applications received by the clerk would be emailed to the local members for them to raise the applications with the residents affected.

15. Strategic Vision Items

a) Health & well-being

i) Cllr G. Evans informed the councillors that he had contacted CAVS who gave him the county council number for applying for possible grants he passed this to the clerk who would follow this up. ii) Cllr R. Carpenter had attended a county liaison meeting at county hall and would update the council at the next meeting.

Environment

i) The councillors asked that the clerk report to the county council about excessive water running onto the A484 at Pistyllgwyn. ii) The clerk had confirmed that volunteers would be covered on the community council insurance but he was awaiting confirmation to what value.

16. Highway matters

i) Cllr I. Jones had met with Mr J. Mcevoy (Traffic Management & Parking Services manager) at Carmarthenshire County Council about the promised traffic calming for the bridge by the Hollybrook Inn and he had indicated that the cost of the works would be in the region of £8000 which was currently unavailable so there would be a delay before this work is carried out. ii) Cllr A. Conti was confirmed that he had spoken to the individual that had been fly tipping and it would not happen again. iii) Following the relaying of the pavement through Pentremorgan the last part dips considerably towards the road and would be a danger and this needed to be sorted by the county council and also a reminder of the roadside gulley near Cwmdwyfran. The clerk would contact the highways department. iv) The clerk was asked if he would ask the county council when the hedges would be cut. v) There is an issue with a leet in Pentremorgan and the community councillor asked whose responsibility it was. The clerk would find this out.

17. Date time and place of next meeting

RESOLVED the next meeting would be held on the 24th June at Bronwydd village hall at 7.00 p.m.
