Introduction The following represents the analysis of the data from the consultation / engagement work undertaken by the Lyneham and Bradenstoke Neighbourhood Plan. The engagement was undertaken in April and May 2018.

Method The data underpinning the following analysis is primarily that of the online survey. Of the 366 respondents, 361 completed the survey directly online and 5 completed the survey on paper, the latter then being transcribed into the online system. The full methodology will be described in the Statement of Community Involvement, one of the documents which is part of the Neighbourhood Plan Submission.

Question 1 asked respondents where they’d heard about the survey.

The single most popular response was that of Facebook, with 124 of the 329 responding to the question, answered that way. The range of other answers are available in Appendix 1. The majority of those who answered they had heard about the survey through other means (124 respondents) commented they had received a flyer/leaflet through the door which told them about the survey.

Who answered the Survey Of the 353 respondents answering the question 60% stated they were female and 37% male; with 3% preferring not to say.

The 355 responding to question regarding their age showed respondents to be most common age group completing the survey was aged between 45 and 59.

The issues raised by respondents corresponded closely to the scope of the plan, reinforcing previous survey/consultation findings. Some issues identified are not within the scope of land use planning to address, and therefore cannot be dealt with in the Neighbourhood Plan, a land use document.

Residents also commented on the Greenfield Protection 14 need for infrastructure to come with any housing development, so that Infrastructure 31 the parish can be more self- contained. 16 people made MoD 7 comments about the design of new housing, suggesting that development should be inkeeping Oppose Housing 21 with current village styles, avoiding high density or flats. 21 people commented that they were opposed to further housing development in the villages, and 11 people commented in support of housing growth. The need to protect greenfield land from development and to promote development first on brownfield sites was commented upon by a number of residents, who felt that the rural setting of Lyneham and Bradenstoke should be protected as it is something they value about living here.

44 individuals made extra comments to support their answers (see chart below for the groups of comments made). The desire for affordable housing for local people was commented on by 10 people, and others supported their answers by making further comments on the need for smaller dwellings for first time buyers, and for accommodating older people within their community. Whilst a wide range of comments was received, it seems that a mix of housing to suit all ages of individual/family may best meet the needs expressed.

94 people answered this question, providing their views on the things that would be important to them in any new housing development. Clearly the greatest number of comments made were about the character of new development and how it would need to blend into the village (55 comments).

Other aspects such as adequate parking to keep roadways clear and gardens for families to play were also seen as important. High environmental standards in new development were commented on by 6 people, with some looking for high energy efficiency and others commenting on the use of domestic solar panels to create green energy. 13 people stated they had no comments to make on this issue.

The engagement revealed a wide range of views about the possibilities for further recreation/leisure facilities in Lyneham and Bradenstoke, with many individuals coming up with ideas and suggestions. Whilst some people commented that they didn’t have a view, or didn’t feel further facilities were needed, the majority of those who answered felt that increased indoor and outdoor facilities for young people would be positive, as well as additional sports and recreation facilities for all ages.

Residents noted that, although maintenance of play areas can be a problem, provision for young children seems to be available, but that there is much less for teenagers to do. Formal and informal recreation facilities were supported, with ideas such as sports pitches, improved parks and green spaces, tennis and swimming suggested as options. Many people noted that improved provision for young people, such as activities and youth clubs, would also need funds to staff and run activities. 24 individuals noted that cafes, pubs and restaurants would be positive for Lyneham and Bradenstoke, so that people have a place to meet informally and socially.

Many individuals felt that existing premises, such as parks and halls, could be better maintained and used for leisure/recreation activities, to avoid the necessity of providing new spaces, and others suggested a shared use of MoD facilities would also benefit the local community. The need for facilities to be located to allow for good access and parking was raised by several people, and residents suggested brownfield, previously developed sites, such as the garage land as possible locations for new facilities, avoiding the need to develop greenfield sites. Some residents felt that new facilities were not necessary and that people should travel to the towns or other locations for leisure activities to help the villages remain peaceful and rural.

189 people made comments in response to this question, with over 30% stating that they were not aware of obstacles to running businesses here. 27 people remarked that they support local businesses and would like to see more enterprises run from the villages, and 34 commented that a lack of suitable premises or the appearance of some premises might be off putting to businesses. Issues around access, parking, public transport and road congestion were felt to be a possible problem by 28 people. 26 individuals commented on the types of businesses they would like to see in the villages. These included a variety of food and other shops, small office/business premises, a doctors’ surgery and high-quality restaurant.

Residents raised a wide range of issues in relation to sustainable transport, and were particularly concerned about road safety for pedestrians and cyclists. Comments focused on speeding, traffic volumes, HGV traffic, safe crossings and poor quality road/pavement surfaces, and suggested there is much that could be done to improve the experience of walking and cycling in Lyneham and Bradenstoke. High quality, dedicated pedestrian and cycle routes which are away from traffic would help people feel safer and this would make these transport options more attractive.

Some residents commented that the settlements are too remote from other larger centres to make walking and cycling a viable option for most people. Congestion and inconsiderate parking, especially near parks, playgrounds, shops and schools was a concern. Public transport to and from Lyneham was felt by many of those who responded to be a good

250 people provided long-answer information in response to this question. The green spaces in Lyneham and Bradenstoke are highly valued by residents, who named many specific parks, recreation grounds and open spaces that they use regularly for sports and leisure. A number of residents commented on the need for improvements or maintenance to these facilities, especially in terms of play equipment, shelters, cleaning, provision of benches and bins and care of plants. 49 people commented that they valued all green space

Lyneham and Bradenstoke Neighbourhood Plan Survey 15 around the villages, and many said that this helped to give the villages their rural character. Residents commented on the “dog park” at Bradenstoke which was generally felt to be positive for safe walking of dogs, separating them from the children’s play area nearby. The Green in Lyneham was noted as an important open space by over 30% of those who responded.

In this section, residents were encouraged to note further issues of importance to them, and 188 people chose to comment. Concerns over future development in Lyneham and Bradenstoke were raised by over a quarter of those who responded, with residents feeling that empty and underused MoD property should be brought fully into use before further development is undertaken, and a concern over keeping growth at small scale to preserve the village atmosphere.

28 people stated that they did not support further development, and 38 were concerned about the lack of medical facilities in the villages to support the population. Issues around local politics and participation in local democracy were raised by 21 individuals. Transport and shops/services were again raised as concerns by some residents.

Summary

The community engagement has received responses from 366 residents, who have made almost 2,000 individual long-answer comments in response to the survey. This is a very positive response rate and has provided an excellent set of data to understand the issues the Neighbourhood Plan should aim to address.

Whilst some residents are resistant to development, others believe some growth is necessary to maintain a vibrant community, and seek the necessary community services and facilities that new and existing residents will need. The most commonly mentioned services required are medical facilities. Additional leisure and recreation provision, especially for young people, is supported by many residents, who have ideas about better use of existing facilities, new options, with many suggesting involving young people in the decision making.

Transport issues are a concern for residents, especially as walking and cycling do not currently seem like attractive options given the distances, the condition of roads and safety fears, though Lyneham residents are supportive of regular bus services as a sustainable alternative to car travel. The green spaces within and around the villages are highly valued by residents, who wish to see them protected, and have ideas of how they can be improved still further for the benefit of all.

Appendix 2: Q6 - Respondent full comments

I have only almost 2 years i think there are enough dwellings in the parish. Would not support blocks of flats being built And affordable. As long as it stayed at max 10 dwellings and not be added to on the quiet. Only if brown field sites were used first and only if there was a requirement for these dwellings. Depends upon exact location Small developments have a much lesser impact on the local facilities, than a larger one will. You can improve things over a period of time, rather than a great impact in a shorter amount of time. It would depend on who is planned to be housed there Any development has be in consultation with the local residence and should be of a small scale as denoted above of up to 10 houses. Not the large scale developments that have been proposed over recent years by large housing development companies. I fully understand that the area cannot be frozen in time forever and will have to evolve at some point, but small developments are much easier to absorb into the local infrastructure, where impact can be kept to a minimum. Depends upon how many of these small housing sites are planned. It depends upon extending services in the village to match any increase in population. It depends on whether there is a genuine need or whether it is just lining somebody's pockets as there are already so many empty houses in Lyneham! There is still plenty of mod housing lying empty, I don't think there I the need, but would only recommend on brownfield sites, and most definitely not on green field. Provided any development is limited to 10 dwellings or fewer, and within Lyneham’s village boundary, and on Brown Field sites not Green Field sites, as the Core Strategy for Large Villages stipulates. As long as the development was only on BROWN FIELDS thus preserving and safeguarding our GREEN FIELDS. If homes are built they must be for local people and not sold as second or holiday homes. Providing the houses are not obtrusive. Adjacent to existing and not infringing on countryside. Where would it be Lyneham and Bradenstoke need to develop. Lyneham more so as it has the scope to do so. You mention small housing sites (up to 10 dwellings). Is that up to 10 dwellings per site? If so how many small housing sites? We need a home There is no indication of possible numbers of these small housing estates. Small developments in keeping with local surroundings and design are fine If we agree to 10 then more will follow. No more building please

Since the REME settled in Lyneham and the fact the base is going to be used as an MOD training base, the population in Lyneham seems to have exploded. The water companies and the council can't upkeep the village as it is, so adding more houses will only add to existing problems Rather feel we are being overcrowded by RWB and Calne now Depends on the specific locations for any new development as well as any plans to improve roads in and around the village (In this case Lyneham) as part of the development. The Village amenities would need to be reviewed Not enough facilities Parish residents should be given the opportunity to get first time buyers onto the market with affordable housing. Small sites of affordable housing + Senior Citizen housing. I would but it does depend upon the sites chosen and the types of housing. I would favour 'affordable' housing being developed contiguous with the main areas of existing development. More up market housing could be located further out from the curtelage of existing development but the countryside nature of our environment should be broadly preserved. If max 10 individual houses and not multi store buildings But no more than that stated. The nation needs more houses; there is no place for nimbyism. But the infrastructures must be upgraded or maintained to support the growth. on where these are built. If sites already within the village outlines can used, and any available brownfield sites also within the outer limits of building so far. We would not support any encroachment along Preston Lane towards Bushton, an area of valuable agricultural land and some beauty. Only if it doesn't involve taking away our green fields. I believe it is better to develop/build on brown field sites, not keep building/taking fields This would depend on the location and wether it would lead to further developement in the future. Bradenstoke has no regular bus service and is reliant on car journeys so creating additional dwellings in an unsustainable location is not a good idea. Lyneham has more scope to accommodate dwellings as you can walk most places I actually think there needs to be bigger development than 10 houses It would depend on location etc.. Concerns about the level of new housing that has been proposed by developers in recent and future years that will inevitably eat into greenfield sites and the number of houses that have been proposed cannot be sustained through Lyneham & Bradenstoke's infrastructure. There are also concerns on the Lyneham and Bradenstoke Parish Council's willingness and effectiveness in supporting residents in opposing these planned developments. Historically the Parish Council has endorsed development plans for an inappropriate number of houses behind Webb's Court and Pound Close that determined and vociferous residents managed to persuade Wiltshire Council to reject. Bradenstoke is not big enough to support further housing as in a dead end single line road, no schooling or shops. I’m not too sure why Bradenstoke has even been brought into this discussion. The road through Lyneham is in a shocking state of disrepair at the moment so to add to the traffic will only exacerbate the problem. I believe that we have met the requirement for Wiltshire housing. The development of small housing sites exacerbates the inadequacy of local services to cope with the incremental load such small developments bring. Current planning decisions (an impotent parish council versus one biased unitary councillor) do not have the competence to determine applications for these 'small' sites and, alarmingly, more are being proposed by housing associations.

We have quite a few new, smaller houses, but very few bungalows or three/four bedroom houses being built. There appear to be an abundance of housing for the elderly in Bradenstoke so I don't think there is a requirement for more. I do feel however that small affordable housing for younger families is needed Bungalows freehold. A care/nursing home. The nature of the housing is not important to me as long as there are not too many. More affordable housing is needed everywhere. I believe the need for smaller, affordable properties should take priority when allocating available funding. needs to be more social housing than the private sector Not sure there is a massive need for retirement housing hence neutral. I think lyneham is lacking 'affordable' housing for people looking to get on the housing ladder, regardless of size of property needed I don’t feel that Lyneham necessarily has the services to provide necessary support to sheltered accommodation for the elderly, no local doctors surgery for example. If this issue were addressed then sheltered accommodation would be fine. I wouldn’t support the building of blocks of flats, it feels like it would take away from the village feel that we have thus far managed to maintain. Bradenstoke is a dead-end village with no amenities and not good roads, single line traffic because of the parking on one side. There is only one decent rodent and one decent road out. The majority of the people residing in Bradenstoke are the elderly.

The age of L&B occupants appears to be increasing, with fewer children and less mobility. Importantly footpaths / byways and play areas shoudl be better maintained by WCC and Parish Council However I do not feel that this negates any of the answers with regards to further housing development in the village. We need retirement housing with care attached/close by But my 16 Children will need houses in the future. I own my house in Lyneham I currently rent and without further housing I would be forced to move away from the village I was brought up in and want to settle in We recently brought a house with financial help from a family member. It was really hard to get on the housing ladder. Afordable housing is important. But my children who were born and raised here are renting and desperate to a their own home in Lyneham. Lots of other people are and with the New Employment Model (NEM) for the armed forces becoming an unfortunate reality plenty of other people are about to be in need. More council housing required for local people required. But if my landlady should want to sell her house I would want another house to rent in the village as my family is here and my employment. My children go to school locally too. Own our own Not my husband and I but we have two adult girls who are and will be looking for housing. I currently rent from the MOD No imminent housing need My single son is, having worked abroad and therefore not now able to buy or rent at today's prices At the moment no but in a year or two we will need to buy a bigger family home There are young families who have strong ties to the area who cannot afford to buy in the area. Any development which should be council/social housing rather than private housing should put them at the top of the list I like the house i’m in and where it is and would like to keep it that way. Lack of affordable 3/4 family homes within the parish, lack of empathy for young families looking to extend their current home to meet the needs of the family by councillors. I am very satisfied with the house I have. I live in retired type accommodation. Currently housed by the MOD however originally local and would struggle to get our family on the housing ladder I have worked all my life and have bought my own place... if people saved their money and did the same rather than piss it against a wall or spend it on drugs then they wouldn't be complaining expecting a hand out

Appendix 6: Q12 – Do you have any ideas about the sort of leisure/recreation facilities that would be appropriate? Text comments

In Bradenstoke we our pub because that all I have got maybe big village hall The Bowling alley, that was in place when RAF was in Lyneham, was enjoyed by all age groups. We used to use quite frequently, a gym would be useful. With a hall for wedding venues (?) etc. This would help bring in money, to keep building profitable. A club house for use in winter as well as in summer. For old and young folk. A small football pitch (like Lyneham used to have. They are available in Preston Lane and Baileys Hill. The latter is held by 'Lyneham in Need' Charity [which should report annually annually to the Council. I believe an act of Parliament c1898. Baileys Hill is leased by the charity to a local farmer, paying £7-800 pa? , he leases it to Natural England who pays him twice this amount. and does nothing to improve the land or 'Lilly Brook.' A designated youth centre, run by council. Gym, park, swimming pool, youth clubs refurbishing village hall. Making it more of a community hub Extend use of existing village and church halls; consider skate board park and more playgrounds BUT very importantly incorporate properly managed CCTV for the safety of young people and security of other residents. Cinema, bowling alley, sit down eating facility for evenings I.e burger /cafe With Lyneham being an MOD village there are a range of ages requiring such facilities and whilst the serving members may have access to such on camp there isn't any for the public or younger residents without the need for transport to other towns. It has become more apparent with the increase in younger people that there are more disturbances in residential areas and car parks. A community center Lyneham and Bradenstoke have some parks for younger children. I think some other facilities are required for teenagers. Maybe a skate park or BMX track somewhere safe and somewhere where residents are not disturbed to much. Any local youth clubs? Youth clubs for the older children, 12-16. youth clubs I would welcome the addition of some communal areas for familes to meet, even coffee shops. Skatepark for BMX bikes, scooters and skateboards would keep children and teenagers occupied for hours. The bike ramps in the Aero park are useless as it hasn't been built properly - bike tyres are damaged by these ramps and they are never used as a result.

Literally nobody uses them. A healthy fast food shop such as a 'Subway' or equivalent would go down well with teenagers. The Aero playground facilities could be improved as they are a bit tired. A dedicated enclosed dog park would be welcome. Please no 'sensory playground' as older kids and teenagers do not benefit. Please no 'exercise equipment' in parks as they are not used and are a hazard for young kids. Sportsfield complex would be good to keep local young people engaged in sport. A supervised youth club Tennis Courts and a properly run youth club are some options. Recreation facilities should not be available for the use of the young people in our community. I do believe that leisure as well as,some, physical recreation facilities for the elderly, should also be made available. I think any future development of Lyneham Junior school (Academy?) should include a pool, leisure facility for adults to use in the evenings/weekends Not my area of expertise, but sports based indoor and outdoor. There is nothing. Maybe an ice cream parlour/ milkshake facility. No more fast foods. More sports activities I think that the play parks are well presented at Lyneham and Bradenstoke. Sheltered areas for young people to spend time maybe there could be a sma building with small facilities (vending machines, Xbox etc) could be available for young people to have something else to do. Lots of effort has been made to make the park more wheelchair friendly, but as a wheelchair user I struggle with the uneven entrance to the park due to broken up tarmac and negotiating the long tufy grass. A few more connecting paths between the play equipment in the fenced area and a path around the outside of the fence to allow access to the play items outside the fenced area would make things much easier to manage and allow me to take my daughter to the park independently. The main aero park in lyneham is always very dirty and i have had to clear away condoms and other nasty rubbish before my young daughter could play. All the equipment needs a good clean to refresh the park and prevent it all being slippery and wet with green moss/algie. This would widen the age range, types and sizes of community events to support and promote local health & wellbeing for young and old alike. Look at Stratton Leisure Centre in Swindon as a Parish run example - they're model is very financially & communally successful and provides an excellent range of facilities & services to all age groups and demographics in their similar sized parish on a relatively small site. Probably the best people to answer this question are the young people themselves and their parents who live in the local communities. No increase in noise levels on any day of the week A youth club would be good for Bradenstoke but younger people are needed to run it. Small community asset type facilities such as a trim trail would be the only financially viable options, realistically there would not be a enough footfall or usage to keep a larger facility development open which some feel the need for within the parish. These type of facilities are available locally and people need to be prepared to travel, it can't all be on a doorstep. Provision for young people, rather than young children seems to be lacking here. Especially in Lyneham there is more need for this - there is a large playing field in Bradenstoke. But drop in centres in both Villages, where all sorts of games and possibly food, for young people to visit after school and during holidays so they don't have to resort to collecting in groups around the roads are needed. We need more facilities for teenagers in the evenings. Fine evenings see them congregate in small groups outside St Michael's Church Hall. Any sort of sports facility for all ages Not really Walking and sitting areas .park land ...play area for children to run around in a pretty environment .with trees .and shrubs ..and a local man to be employed by the council o maintain it .cheaper than contractors . Facilities that would be managed and maintained so that teenagers didn’t abuse them and didn’t congregate anti socially like in other areas of Lyneham. Slessor Field, Aeropark, and Cowleaze Copse are areas that are used by teenagers for underage drinking, drug dealing, drug taking and aerosol/solvent abuse. Not just at nighttime - brazen as anything during the day. Areas are not monitored. For teenagers it doesn’t matter what you put in, they just want somewhere to hang out with their mates away from the eyes of adults. Sports facilities would be excellent. Not having contact with young people in the village I’m not sure what they need. However, I feel that a fitness trail, a cycle path and a footpath/cycle track linking both villages would serve quite a number of residents. The village halls and both church halls provide a wide range of recreation classes for all ages so I believe that outdoor recreation should be a priority. Its a village so walking and strolling. There are numerous play areas within the village with swings and slides etc. The limited green space remaining in the village are ideal for playing. Maybe a coffee shop or hub for teens to use as a welfare and information exchange. A small scale skate or BMX park. Youth clubs ? Kids need an indoor facility a small lesiure center perhaps with a rock climbing wall and other things which would get young people engaged. Baileys Hill (Charity Land, lyneham in need Charity. Also need facilities for the older generation such as bowling, tennis and easy access to the centre of the village. Unfortunately previous initiatives such as Youth Shelter that was developed behind Slessor and Play Parks have been vandalised and focal points for anti-social behaviour. Structured, supported, manned activities such as Youth Clubs, Lyneham Bowling Alley could be appropriate. Sport apparatus adult Skate park for young Football field Bradenstoke is constantly brought into the equation. Where is there any space or room or driving facilities or carparks to handle leisure facilities? Or for the amount of people to take part in or attend these extra leisure events. Most of Bradenstoke are elderly residents living on communal parks.

Lyneham has youths that have nothing to do and roam the streets, Play parks for the young kids but no amenities for teenagers. I am a single parent of two teenagers who have nothing to do and are constantly bored. They continually ride the buses to Calne or Bassett for something to do . More playgrounds and open spaces to kit a ball, swing a bat etc. More managed green space - a small open park. a multi-use games facility and a small swimming pool with community space for group meetings/events would be extremely useful to the community I think the area would benefit from sports facilities for younger people - eg tennis courts, cricket nets etc Any to be honest, currently I go out of Lyneham for any Leisure and recreation activities. Outside multi activity pitch for older children.

Skate Park SKATE PARK, FOR YOUTH. MORE EXERCISE FACILITIES AIMED AT THE OLDER POPULATION There are local recreation facilities in the shape of play areas, allotments and dog walking field. These, though, favour Bradenstoke meaning that Lyneham people go without or drive cars through narrow roads to use these facilities. Planned development in Lyneham could remedy this imbalance.

It should be noted that the MOD has attempted to make facilities available, within the confines of military and safeguarding security requirements, but has been stifled by the biased opinions of the one-party politicians who dominate local thought. sports ground

If something were to be developed there is area around the petrol station in Lyneham which is looking extremely neglected at the moment. Somewhere central, perhaps on or near MoD base, so that access is easy and safe. I do not know what sites are available for this. But there are places that I believe could be made available in the Villages. I do not know to whom they belong or whether owners would be happy to sell, or rent out vacant places. Church halls or the Hive on camp I don't think we need them. We already have a park area that is now noisy and visited by people who refuse to walk there but drive and fill up the single road with unwanted cars parked all over the place. Utilise village and church halls by alternating their usage On the Military Base Village hall No idea, we have only been here a short time. Existing rec grounds and halls in the villages perhaps between Lyneham and Hilmarton. Difficult due to lack of space already in the village. A proper sports facility could go in an area like Green Farm where the access for vehicles is good. Green Farm land behind the White Hart pub could provide some outdoor recreation. A link between the villages could run from this land and skirt the edge of the MOD site up to Bradenstoke. A town or city. Coffee hub - that closed fish and chip shop near Tescos - assuming legalities and ownership can be resolved. Skate and BMX - up near the scout hut, can some of the old 47AD land be acquired or leased from the MOD? Village/church halls. MOD Lyneham area. Lower Council Tax or to be having to pay Woudl be great to have Dr Surgery in Lyneham, would also support chemist. We thought we were having a couple of nice restaurants, coming to Lyneham. What happened. We need to support local businesses, and a mixture would be good. I do not know of obstacles of starting a business, if so they can be overcome. They only need be small, as in the past at Church End. 2 areas a) Next to Costa's (Any 'Eye Sore' for 10?yrs) b) The remaining land on the Chippenham Rd which is included a Car sales and Vets about 10 yrs Ago. Opposite to above, "The White Hart" seems to be abandoned! Surely the Council should make enquiries about these areas? There is no opportunity for that in the parish. Most self employed people work farther afield. dont run a business so cant comment. Not sure of the cost of renting shops or business rates. Improve presentation of the village e.g. car park beside the take away area. Improve existing shop signage. clear weeds from paths. Clear litter. Clean road signs. Shop and property owners to keep paths in front of premises clean. Improve easy parking. No speeding. I am not aware of any obstacles to running businesses locally. Lyneham is very well served with three supermarkets, a post office and chemist, and plenty of take-aways. There are currently empty commercial units at Barrowend. NO, there are units that are currently empty in Lyneham. I always support local business. Don't know. Not my area of expertise, what do local business see as the obstacles Too many fast food, cigarette VAP stores, convenience stores. Need to decide what type of village we want to portray. Quality or run down and a thorough fare? Restriction of type of buildings available. The loss of the Barber shop that had the ladies hair dresser and charity shop. Now turned into flats Don’t know. I do not know of any obstacles to running businesses in either of the Villages Businesses folded because they weren’t used. If the right businessman came here they could do well. Closing the barber shop and other building and turning it into flats hadn’t helped. Now we are stuck with food outlets and no other buildings that can be used. non that I can think of at this time Getting people to use local businesses rather than driving in to larger supermarkets isn’t easy! Now that the White Hart has closed, we have brownfield sites that could be developed for businesses on either side of Chippenham Road. Not aware of any, all the available shops in the village are in use, whether new premises would be taken up is impossible to say. We have a garage that has staff and the coop .I think we have to many takeaways in lyneham Parking is imperative - Businesses like Piggy’s take over the local roads of Pound Close and Webb’s Court with parking as they do not have sufficient parking for their cafe capacity. Business like the Co-Op lose customers to Tesco when their small car park is full. the local businesses seem to be doing very well Don’t know. None known, with the cost of renting premises it would be hard for anyone to beat online shopping. I have just retired from being self employed, working from home, the biggest obstacle was unreliable broadband. The recent speculative development proposal for Green Farm seemed to think there was a desperate need for employment premises resolved by new building on green field. As I recall the now closed car lot at Chippenham Road roundabout was ignored for potential development. Again considering the ownership and legalities this site could provide a small scale office, part industrial employment opportunity - with off road parking available. I don't think so, Lyneham has local businesses that are supported by the people of Lyneham already. NA Yes. There is insufficient critical mass in Lyneham and Bradenstoke. Business interests in Bradenstoke are non-existent and Bradenstoke residents when asked by the Parish Council showed no desire to help themselves. Lyneham businesses have been poorly served by a closed group of politically dominated individuals, with some aspiring businesses actually forced into failure. The village needs to grow.

Bradenstoke speeds to 20mph from Lillybrook and AHP thee should be a speed limit of 20mp on Clack Lane We moved 20 years ago expecting to walk to places. Try walking down to Preston, with no paths past Victoria Rd, and cars speeding past. Some we found getting into Bradenstoke on foot, especially with young children, once you have passed Leighbrooke is asking to be knocked down, cars never slow down just speed through. No paths to walk into Wootton Bassett. People should be encouraged to walk more, but please supply safe crossings of main roads. The road from Pound Close to the "Costcutters" store is very dangerous. We have to depend on a KIND HEARTED motorist to pause and let us cross the road. There is no public transport from Lyneham towards Bradenstoke so people of all ages should be able to walk / cycle safely. No pavement from Thurnug (?) to Bradenstoke until Housing. Road is in poor repair with severe blind corners. Poor lighting. Public Transport is good, but little used. All people use their cars in preference. More activities for children and younger teens for Music, Dancing films etc in Parish and Village Halls. Cycle paths around the village. A3102 far to busy for recreational cycling. Cycle paths, walking groups, walking routes available, cheaper public transport costs put in a suitable path to exit Bradenstoke safely and probably a cycle path as the speed of traffic is too fast to be safe Good maintenance of public footpaths. People are too lazy. Bus service is already fantastic, roads are in terrible condition so it doesn't encourage people to cycle. Footpaths also need maintaining , the elderly , infirm or people with young children don't want to be tripping up. Traffic speeding through the village particularly AM and PM rush hour could be calmed or reduced to 20mph at peak times. Discourage parents from driving to school by enforcing restrictions on zigzags. Reduce the cost of public transport between towns. With Lyneham and Bradenstoke being villages away from larger towns walking and cycling maybe a problem if going to their place of work, cheaper and more regularly public transport would be a start. The quality and condition of our local roads are absolutely terrible and dangerous in places! Getting safely out of the Bradenstoke turning onto the 4069 is at the moment very dangerous Few buses from Bradenstoke to anywhere 'big' There is so much traffic coming through Lyneham in particular it is almost impossible to cycle safely. There is still an issue in both villages with cars speeding and ignoring the rules

Traffic calming measures would benefit cyclists and pedestrians by slowing down the traffic through the village especially in parts where the pavements are exceptionally narrow. More buses Cycle lanes and traffic calming are needed....even a couple of Pedestrian crossings maybe, as it is ovten dificult to simply cross the road. The traffic is excessisve through the village, so we should be doing something to break up the flow....it can be rediculous even exiting a junction into the flow of traffic at peak periods. The school needs a lollipop man/woman outside its gates as that is an accident waiting to happen! Speed bumps through the main part of the village (especially near the shops) are necessary as trucks plough through the village and I can see a child being killed go back and forth to the Coop or Tesco due to the speed of the traffic. I am not comfortable cycling through Lyneham as the traffic goes too fast. I'm surprised somebody hasn't been killed already and this should be a priority for the council. Not really-have always felt a by-pass to take all the heavy traffic passing through Lyneham would be a good thing. Lyneham is very well served with buses, every 20 minutes and usually empty outside rush hours. A cycle path might help. So would the installation of flashing 30mph road signs, to deter speeding motorists. I believe that folk already do walk and cycle, but maybe install means to ensure that road users do not speed. A footpath from Bradenstoke to the main Chippenham Lyneham Road would make walking to Lyneham from the village a less riskier experience. Kyle/foot path to RWB. Traffic - Cars still speed going out go he village towards RWB and in particular win the early hours. Need more Police speed traps/ introduce speed camera near White Hart or other scheme. Most roads have pavements, where not provide such as A3102 out of Lyneham.plus road into Bradenstoke. Cycle paths would provide and encourage safe cycling. Current provision of public transport good for getting to and from Lyneham but not to and from Bradenstoke. Better pavements. Pot holes in pavements could be repaired Cycle path especially between the 2 villages and school. Preston lane need urgent repairs to road! As dangerous. There is a good bus service through Lyneham A restricted transport through from Bradenstoke. The condition of all the roads and pavements in the area desperately require upgrading and maintaining. Calming system through the village is also required. Removal of the 50 mph and reduced to 40 mph Goatacre side of Lyneham I think speeding through Lyneham on the main road is a big issue particularly although not exclusively in the evening. Traffic calming measures through the village would be a help to cyclists and pedestrians. Cycle paths on main roads. Clearer signs for the mini roundabout near Tescos speed bumps in the village to stop numpties from speeding. All of this would make me feel more comfortable going for bike rides with my children

Too many holes in roads to ride bikes safely. Cycle path for children's safely riding to school. More public transport via Bradenstoke. Also the lane leading into Bradenstoke village from the Chippenham road needs to have a 30mph speed limit along its entire length. Improve paths and introduce cycle lanes. The elderly living in Bradenstoke in three residential Park Homes find walking to Lyneham is a fair distance. If there was an efficient service into just Lyneham people could catch the 55 bus to Wootton Bassett, Swindon or Calne and Chippenham which is a regular bus service. As for Safety, at the Bradenstoke junction on the B4069 a Roundabout is essential for the safety of the Village, and the speed limit into Bradenstoke should be 30 miles per hour. Stop large lorries from parking on pavements on the main route through the village so that people can walk safely on the pathways The street parking through the village could be looked at, and the road surfaces are very poor and speeding is a problem at times also More parents could walk their children to school from married quarter sites. Our roads are not very safe for cyclists, heavy traffic,potholes etc, I speak from experience having almost been knocked off my bike on several occasions in the past The 55 bus is now running from 5.30am past Lyneham into Chippenham, don't know the time of the first one to Swindon, There can be quite a walk to the bus stop for a lot of people and so i think a smaller mini bus would serve well to maybe go where school busses go to pick up the school children going to Bassett high school, and maybe going to Bassett and Chippenham, i would certainly use the bus if the bus stop was closer Very difficult as Lyneham is too far from other towns, and so areas of entertainment and shopping to walk and although there is an excellent bus service driving is such an easy option. More speed control I don't drive anyway but I encourage friends and family to walk and use public transport. The public transport is pretty good. A few more benches around it's along way for some people to walk to the shops some may need to stop for a rest Preston Lane by school has serious parking issues that affect safety and the residents and needs to be addressed. A car park just off main road could be beneficial as Tesco and coop become congested School times, Preston lane gets completely blocked even where it says no parking which creates delays for people trying to get through and on the main road, some of these people live in Preston lane and still drive. Safe footpath at the beginning of Bradenstoke Village needs to be created. Public footpaths round the village, rural fields would be good. Purton has many footpaths, a great example. If people kept to speed limit I would be happier to let my children cycle round the village. Yes. If the bus-stop was a little nearer to Victoria Drive for Senior Citizens, young mothers with small children etc. If only there was a cutting through from Victoria Drive, Hastings Close area and up to the main road, where the nearest bus stop is. As a SC, cant see me carrying shopping all the way along Preston Lane to the estate off Victoria Drive. Therefore I never use the bus.

Also the speeding cars along Preston Lane, from Argosy Road to Bushton is a real worry! An accident waiting to happen. Not sure what to suggest but road safety is paramount. Are there any places to secure bicycles at or near bus stops? We need to achieve linkage. I cannot get to a bus stop other than by cycling nearly 3 miles. Less large lorries on Chippenham Road, especially the speed they travel. Better control of traffic speed in the 30mph limited areas within the parish. Yes. Firstly: Do whatever is required (re-introduction of speed cameras is the most logical step) to rigidly enforce a 30 mph speed limit through Lyneham. 20mph would be more suitable for the area near the school/around the Tesco's roundabout. I'm a Fellow of the Institute of Advanced Motoring. There are no excuses without exception for breaking speed limits. Buses, HGV's and cars all break the limit by at least 10 mph all the time. It is dangerous, life threatening and is an absolute menace for those of us who live on Calne Road. It is in your power to resolve this issue immediately. Secondly: Stop the intermittent use of the Speed monitoring members of the local community. I know they are all well meaning, but they have no medium/long term effect on lowering speed whatsoever. Drivers slow when they spot the high-viz jackets and then immediately speed up again. Instead use this invaluable resource to monitor all of the HGV's driving through Lyneham over a given period. Once data has been compiled on all local businesses routing their HGV's through Lyneham (and using it as a short cut when we have a perfectly good motorway and major link roads), contact the relevant transport managers and work with them to put plans in place to prevent all but absolutely necessary HGV traffic through the village. As I sit typing this our house, some 200 years old, is slowly being shaken to pieces by this blight on our village. Thirdly: Resurface the road through the village. Whilst the longer term eradication of HGV traffic through Lyneham is an achievable but probably more distant goal, prevention of the worst effects of this traffic caused by the horrendous road surface could be solved now. Currently the road magnifies the effect of HGV weight and multi-axles. With the right focus (and if required re-direction of budget), this could be solved in a month. I walk my dogs & would never use public transport, most seem to use the pedestrian path to cycle on which contravenes Highway Code 64!! The road out of Bradenstoke is quite dangerous to walk along due to the lack of a paths linking the village to the main road. I understand this would be difficult to complete due to the landscape, but if there is a way to create a path somewhere that links the village all the way to the main road it would be very helpful. There is a lack of dropped curbs in Bradenstoke and Lyneham and as a wheelchair user this means I have to push along the

If the pot holes in the main road were filled in properly then drivers would not swerve to avoid them. This would make the road much safer. The road surface is awful in the Parrish, as an experienced Cyclist i can report that the road surface in parts of Afghanistan is better than it is hear, and they where dirt roads. Cycle lane into Bassett, I would love to go places on the bikes with the kids but it is just not safe on the main roads, due to poor state of the roads and the speeds. A cycle path perhaps Preston land and bushton way better bus services and stop the rat run on Preston Lane and parking outside school. Better policing Having cycle paths for everyone to use. Maintenance on the potholes / roads. Sorting out the water issue on Preston lane over winter so that next winter it doesn't become a dangerous issue again. Not from bradenstoke as the public transportation is rubbish and u can get a bus early and that’s it to Chippenham which takes forever to get there. A safer way to walk or cycle in and out of bradenstoke would be appreciated. Yes. Public transport is already good in Lyneham particularly. The number 55 runs every 20 minutes. People would walk more if the foot paths were maintained better. Most of the foot paths need to be resurfaced and the grass verges near them maintained much better than they are now. The grass and weeds are encroaching on the paths making them difficult to walk on in places. Also if the grass cuttings were removed when the grass was cut that would make the village a much more attractive place to walk in. I notice that more and more people are walking to lyneham from bradenstoke, myself and husband included, it would be nice if there was a coffee shop at the end of the walk, also the lane is very narrow into bradenstoke so you need to be a little cautious. A path walking/cycle would be of benefit to the areas. Cycle lanes/paths would help. Organised walk to school groups. If people want to walk, cycle they will but if don’t want to they won’t. No Not much public transport in Bradenstoke. Potholes need to be repaired, especially on country roads/lanes. Cycle tracks in Lyneham. More public footpaths. There is an issue with traffic going too fast towards Lyneham from the Banks. It puts me off cycling from Bradenstoke and walkers have to cross the road to get to a pavement. Except for the most mobile of people, it is quite a trek from Bradenstoke to Lyneham, even for the limited facilities there. Put a cycle & footpath along or adjacent to The Hollow, which is the single track road out of Bradenstoke to Lyneham. The road itself is in a dreadful condition despite repeatedly reporting it to WCC. It has several blind bends which are very dangerous for residents walking and cycling, particularly children, which discourages Bradenstoke residents from leaving their cars at home when going into Lyneham. If a safe cycle & footpath could be built a lot more residents would use Lyneham facilities rather than driving to Calne Tesco or RWB Sainsbury's etc Cycle lanes or pavements on both sides of the road so you don't have to keep crossing over when it runs out. If there was a pavement on the other side of the road then you could walk a circuit. Road Safety. Provide a safe walkway through the narrow part of Hollow Way to enable safe walking for residents of Bradenstoke and Lillybrook estate to get into out of the village or out to Lyneham. School traffic needs addressing. Preston lane is far too dangerous and the amount of cars is an issue. A scheme to promote walking to school? Or parking further away in a safe place and walking in? Yes... if the speed limit on Hollow Way into Bradenstoke were lowered to 30mph instead of the ridiculously high 60mph in what is virtually a single carriage road. There is also a desperate need, and I mean desperate, to provide a footpath through the above mentioned road as well as repairs to the potholes right through the village main street. It is clearly dangerous for cycling as well as cars and pedestrians. Form of crossing at the top of The Banks CYCLE PATHS Bradenstoke public footpaths are a disgrace. The one round the base is on the edge of a site used for a firing range in the afternoons, the one opposite crash gate 6 has disappeared, the one that goes from the side of the house opposite the play park and down the sledging hill to Dauntsy is totally unnavigatable due to impossible signage and cattle that chase dogs are a regular event on the third field and all of the ones near Brittlesea farm that go down the hill have disappeared into obscurity. It's impossible to walk out of the village unless you go by the base and Foxham lock and then you have to contend with the firing range who shout to each other and stop if they see you but I have come out of the woods in bright sunshine before now and they just haven't noticed me. If I had shouted I was afraid I'd startle them and they might fire toward me by mistake. Very frightening.

Transport need to have speed countering measures in Bradenstoke in order for people to do this more safely. We need public transport in Bradenstoke It's a pity the bus service is so restricted. A bus service that passed the entrance to Bradenstoke and on yo Chippenham would be fantastic Cycle paths would be good but not very realistic really. Not sure. The main problem is that there is a older generation in Bradenstoke and not all would be able to walk and cycle. Safe cycle and pedestrian routes and reliable local bus (community ?) services I personally don't think so Restrict speed levels in Bradenstoke throughout to 20 MPH Not safe to cycle, too many cars parked on the side of roads. Pavements not always safe to walk on, roads have too many potholes. This village is effectively road locked, with pavements ending at each exit location. I’m not sure there is an answer to this and perhaps is actually a selling point in that this is a rural location. You can, however, walk across green fields using permissive paths and make use of healthy amenity. This is also an area with low employment, so unlikely that you will reduce commuting, as most people need to travel beyond the scope of bus services and cycling.... A pavement or somewhere to walk towards farm shop would be good as the only way to get there is to drive It is difficult for residents of Bradenstoke to get to Lyneham to catch the 55 bus. There is a free taxi for people with bus passes but the times that they run do not always fit in with the bus timetable and they are expensive for younger people, especially if they use the bus daily. We are fortunate to have buses from the Village to Royal Wootten Bassett, Chippenham and Swindon but these are only once a day and not suitable if we want to get to Calne. This mainly refers to elderly people. One of the problems that some people have is that walking through Bradenstoke to Lyneham one has to walk through a very narrow road with cars having to slow down suddenly when turning a corner to find a walker in the road. The other problem can be crossing the main road to the footpath at the end of the Village. So far we've all survived that so maybe it is not yet an issue?! More house in the village means more traffic which is bad enough already Where do I start... Bradenstoke needs a footpath in order to avoid being mowed down by drivers. A cycle path would be great but i'm guessing this is dreamland ... lyneham has no cycle path and most bikers use the footpaths for their own safety I guess even though the law objects. The condition of the foot path fro bradenstoke into lyneham is terrible ... ssame from lyenham to goatacre. Proper maintenance of these would help. Crossing the road by the garage can be hazardous especially for children and pensioners. A Zebra crossing or traffic lights would be welcome as there are more shops opening there now. Public transport in Bradenstoke is a joke. Apart from Bradies who do their best, there is none, and if like my wife who at the age of 62 does not qualify for a bus pass it is very expensive. Also as a retired Police Officer I take great exception to OAP's pointing speed guns at me. When I was a Police officer on a Police Officer IN UNIFORM was allowed to use these guns. As a Council you should make sure the police do their job and not pass the buck. We need to catch speeders but do the job properly.

I believe the T junction of the Bradenstoke/Chippenham road is a real hazard due to the speed of traffic from the Chippenham direction to both pedestrians crossing over to the pavement and vehicles attempting to turn right to Lyneham. personally, we use public transport when the occasion arises, also walk, unable to cycle but for those who can cycle perhaps cycle lanes as it is a busy road. Bus times are already very good As Lyneham and Bradenstoke grow larger, a greater need for roads in the area to be improved, depending on how much larger this area is going to be devoloped? No Sufficient provision already There are no cycle paths in Lyneham. Condition of roads through the village are not conducive to riding a cycle. If there were designated cycle paths that didn't have to be shared with motorised vehicles then more people would cycle to the nearby towns. Cycle paths Current traffic speeds make walking/cycling on the main road a dangerous act. Road safety is a huge concern especially when even residents drive too fast on the estates. Safe cycle routes would be of benefit though especially for youngsters. Safe cycle routes, perhaps linking up with the cycle route between Calne and Chippenham or heading out to Bassett? I don’t even know if this is feasible but something that as a family we would definitely make use of. The speed of cars travelling through he village definitely needs addressing though. The grass verges need cutting back as grass is growing over the foot paths .on the main road .all of the paths have a small concrete strip which yiu cannot see anymore. Public Transport is too expensive for the general public to use unless you benefit from subsidised transport like the elderly with their passes. Cycling is horrifically dangerous on the roads through the village as we have a big problem with speeding traffic. You take your life in your hands with cycling. more busses at peak times Not sure there are ways to get people out of their cars! The suggested footpath/cyclepath link with Bradenstoke could go some way to encourage people to access each village without using cars. We already have an excellent bus service (55 every 20 mins) running through Lyneham. Speeding traffic passing the coop towards Calne is quite often of concern The bus service is reduced at weekends, this could be addressed. Cycling is quite prolific and there are numerous footpaths. Sadly todays society does not want to walk. A safe footpath to Bradenstoke would help, dodging cars in that narrow lane as a pedestrian is not much fun. Few people cycle because the road surface state is unsafe to do so. There are some lovely walks close to both villages, maybe a signposted countryside trail? Unfortunately, that is all down to personal preference. The main factor will be cost. Lower cost of public transport. better cycle ways and paths. The paths towards Bradenstoke are non-existence and on busy main road. School children catching the bus to Calne from Melsome road have to cross a busy road with traffic usually in excess of 50mph. In winter it is dark and their school uniform is dark in colour.

The zebra crossing outside MOD Lyneham has near misses every day. I regularly have to wait with my son at the crossing as cars speed through the crossing at speeds of 30+ mph. There has been at least 4 accidents on that crossing in two years. there is a larger number of people cycling to MOD Lyneham now the camp is up and running. But there is no safe route to this location.

What Lyneham needs is: A Zebra crossing outside Lyneham school. The path from Melsome road widened and made into a shared cycle / footpath. The 30mph speed limit moved down to Melsome road. A Pelican crossing at Melsome road for people to get to the bus stop. A Tu can crossing in place of the Zebra crossing outside MOD Lyneham for the safety of pedestrians and cyclists crossing at this point, Particularly children to and from school. Better off road transport links between Bradenstoke and the bus service would be useful. Maybe consider a transport hub where other forms of travel could meet up with the 55 bus service, which is actually very good and the envy of many I don't believe this will make a difference. All facilities (doctors, dentists, large supermarkets) are out of Lyneham so all the potholes are unavoidable and the bus is more expensive than a car especailly when going out with a full family As I haven't been living here long I have still to experience these facilities As mentioned previously, thoughtless, illegal parking adjacent to Piggies discourages walking on footpaths. The roads through the Village are in an atrocious condition, dangerous and not conducive to cycling. I have come off my cycle because of appalling road surface in Lyneham. The junction into and out of Pound close is dangerous; again shocking road surface in the filter lane to turn right and the Give Way markings at Pound Close/Webbs Court Jcn are not clear with vehicles nearly colliding due to drivers not realising thy should give way. Roads and footpaths are in a shocking state that do not encourage walking or cycling. The lack of drainage clearing leads to localised flooding down Preston lane and adjacent to the Old Vicarage on the approach into Lyneham from Bassett. Improved road surface paved areas dual use for cycling and walking Footpaths cleared and made more acceptable It is personal choice you cannot force people to walk or cycle. I do both including running and the roads around Lyneham are incredibly dangerous because of high consistant Speeding traffic, and HGVs. Those roads that are not equipped for the high volume. Maintain current and create more clearly marked cycle routes and footpaths. Encourage farmers and landowners to maintain footpaths and access, as is their legal obligation. Farmers, in particular to the east of Lyneham have not maintained and have activity blocked historic footpaths and rights of way over recent years. These need to be clarified and opened up again. More managed dog poo bins on all the footpaths within the parish council district. As far as I am aware walking is not an issue in the area. I do not cycle so am not sure how that could be encouraged. I live in Bradenstoke and have a car so do not rely on public

Therefore, I believe a daily service that would allow people to do this would only benefit the villagers. 55 is a fantastic service, although could Stagecoach be encouraged to extend the saver fares available in Swindon. Cycling can be very dangerous around Lyneham and Bradenstoke. Better maintained and identified walks and pavements. Lyneham has an excellent main bus service which residents do use. I think that parents of schoolchildren could be encouraged to walk their children to school. I also think that residents should be encouraged to walk to the local shops. Cycling would be encouraged if the roads were in a better condition. FOOT PATH THROUGH BRADENSTOKE AND CYCLE PATHS The bus service along the main road through Lyneham is excellent. That serving Bradenstoke is futile. Walking from Bradenstoke is not for the faint-hearted; a footpath alongside Hollow Way might encourage pedestrians. cycle paths, and foot paths

They all are When Victoria Rd estate was built, a lay park was supposed to be on green. What happened. Ideal place for something similar to what Bradenstoke have, especially as its not interferred now with over head wires. Enclosed with wire fence would be ideal for kids, all its used for now is a dogs toilet. Pound Farm area is one green space, for dog walking and kicking a ball and flying a kite. Other green spaces are down Preston Lane and ex RAF land near Bradenstoke and the Recreation Field in Bradenstoke. The dog exercise field and the play field in Bradenstoke should be well sign posted regards the need for responsible behaviour, cleanliness and health and safety issues. Green Areas near Piggy Cafe, space looking out onto old airfield also. Fields behind Webbs Court/Pound Close must be preserved. Living in the Parish but not in either village I do not use the green spaces. The Green entrance to the village. Everyone appears to clean up after their dogs, so another poo bin would be an asset. How about a dedicated dog area opposite, on the other side of the road in the overgrown field? Just needs fencing on three sides with a security gate. A dog was killed here recently when it ran through the hedging. Bradenstoke have one! Wonderful if Lyneham could too! As mentioned previously, green areas with attractions for children and sitting in shade for parents. Small halls with entertainment for teenagers Only the countryside used. The green area on Lancaster Square is a nice feature. Lyneham bridal way is a lovely walk in the summer months, there is also a park and a dog walking field which are constantly in use. Children's play park and dog walking field in Bradenstoke. The woodland and field (accessible to the public) that lies parallel and adjacent to Horsefair lane. The area over the tops of Lyneham banks. Im only familiar with the one off preston lane and down by the roundabout. All of them! Most people in Bradenstoke have dogs and we have lovely walks with nice views we don’t want more bloody houses put them in Swindon and Calne stop ruining the countryside. The green and fenced field by Victoria Drive should be protected. It is quite common to see birds of prey (Barn Owls, Kestrels and Buzzards) hunting the fenced field, and plenty of people use the green by Victoria Drive to relax and have fun THE GREEN, PARKS, ADDITIONAL GREEN AREAS NEED TO BE SOUGHT FOR THE COMMUNITY RATHER THAN HOUSING DEVELOPMENT around Pound close, Webbs court and Chippenham road I would have said the park and the dog park but the landscaping between them and the solar panels are a joke and have totally taken the residents who supported the base for mugs as we were shown the landscaping on the original plans and it was nothing like the planting that was done. The dog park is well used and could do with a couple of benches and maybe a rain shelter. The Green is lovely play parks look ok keep local woods nature places maybe picnic places in Woods sorry not sure what is possible. All existing spaces are important and deserve to be preserved You should protect ALL green spaces in lyneham .and remember we are a VILLAGE not a town .walking along the main road is unhealthy with foams from the lorries and buses etc .as they do not keep to 30 miles an hour . Anywhere that isn’t a brownfield site. Greenbelt should only be used once the brownfield sites have been exhausted. Once fields are turned to housing the are low forever - future generations will lose out. The fields behind Webb’s Court are a good example of greenbelt land offered for housing that would have been lost forever. ALL OF THEM Public footpaths that run across farmland are what people value greatly and they don’t wish to see these ruined or diverted by the large housing developments that have been proposed. Access to the wider countryside should be protected where possible. The Green in Lyneham should be protected because of its value in keeping Lyneham thought of as a village rather than a “garrison” town. Whilst the Army has been welcomed to Lyneham I don’t believe there is support for that description of Lyneham! The village boundary is quite specific. I would be against any development that tried to move the redline boundary. (Pound Farm) The green allows the setting sun to shine on the green area and trees, this must be protected. I am not really aware of the green spaces in Lyneham To be honest I travel to Lydiard or wider to enjoy green spaces. I am never sure of the access allowed to green spaces in Lyneham due to lack of information. The Aero park is important to children. Also the village green should not be touched. PLAY PARKS, FIELD AT VICTORIA DRIVE Bailey's Hill is a managed site, not to be interfered with by residents with time on their hands. Play areas are improving owing to Parish Council energy. If houses ever built near Lancaster (?) Sq Gleeson confirmed what we knew and land registry told us to take back, is land Webbs Farm have taken from our garden, as a Parish Councillor Mr Webb should have done the honest thing and returned our land. Not given us agression when we tried to put back into out gardens More housing suitable for older people so that they stay within their community The parish Council appears to have woken up and has recently achieved successful events under its leadership. If a few councillors walked the footpaths perhaps they might suggest and act on ideas? Bear in mind the amount of traffic,and size of lyneham It would appear that large developers see the possibility of building 200+ houses on plots around Lyneham. We dont have the infrastructure to expand the village . The doctors surgery has never materialised and the school in Lyneham and Wootton Bassett will need to expand . The developers merely want maximum profit for minimal contribution to the community Improve presentation of the village e.g. car park beside the take away area. Improve existing shop signage. clear weeds from paths. Clear litter. Clean road signs. Shop and property owners to keep paths in front of premises clean. Improve easy parking. No speeding. Involve e.g. Co-op and Tesco in sponsorship of open / public areas to upgrade them (perhaps skate park?. Involve MOD Lyneham in upgrading - funds / use of soldiers, community partnership. Parking is an issue on all the village estates, some houses have 4 or more cars which is putting pressure on available space and makes it difficult for refuse lorries and emergency services. As a resident of Lyneham for more than twenty years I am regularly surprised by activities taking place in and around the village without prior information. I recognise that there are places to go to get such information but I think the Parish Council could do more to keep locals informed than to hear third hand on Facebook. eg. I wouldn't have been completing this survey without having had a maildrop. Large scale housing simply not needed Any building that goes on with in the village boundaries should be only if it’s required and in line with Wiltshire Council’s core strategy We need a doctors surgery in Lyneham with the forthcoming of more service families coming to live in Lyneham please make sure all residents get a chance to participate not just those who have internet acces and computor skills. Use existing unoccupied MOD housing rather than new build We love this village because it is a village and would like to keep it that way and not let it be turned into a suburb of larger surrounding towns. Traffic calming and keeping housing developments to a minimum are the main priorities in my opinion.

Lyneham needs a facelift around the roundabout in the centre of the village; the appearance of the parking area next to the takeaways and Tesco brings the place down. There should be a Postoffice in the centre of the village as the one at the garage is fine if you have time to walk there but its a hell of a trek (a mile from me). There could be a doctor surgery and dentist in the village. But priorities should be road safety (speed bumps and lollipop person) and bike/ skate ramps or skatepark. Teenagers have literally nothing to do. I think it is important to remember that this is a rural village and always has been, and feel we have a responsibility to maintain and protect this green and pleasant aspect - or leave the legacy of an urban sprawl and a village lost forever - by relenting to external profiteers. Bradenstoke is largely contained within its own boundaries due to its location. Lyneham has recently been threatened by two large Property Developers, Gleeson trying to build on six Green Fields at Pound Farm and Gladman trying to build at Green Farm to such an extent that it would have spoiled our Village Green. These companies are Property Speculators, since they do not build themselves but sell to the highest bidder. Their sole motivation is profit. Both companies attempted to gain planning permission for developments of over 200 houses. Lyneham has no internal need for such massive developments, nor the infrastructure to support them. These planning applications contravened Wiltshire Council’s Core Strategy for Large Villages and were refused. The refusal of Gleeson's application to build at Green Farm was upheld by the Planning Inspectorate after a lengthy Appeal Inquiry. The landowner who sold Gleeson a Legal Option on 20 Hectares (six Green Fields) at Pound Farm is a Lyneham and Bradenstoke Parish Councillor. The Parish Council’s support for the Gleeson application has brought them into disrepute, and caused great unrest in the village. There remains very strong local opposition to any attempt to build unwanted and unnecessary huge developments on our Green Fields, particularly when there are Brown Field sites available within the Village boundary, and the MOD (vastly reduced since the RAF left) has many empty houses. Many residents would support the provision of more Affordable Housing for the young and the elderly, but it depends upon what type, how many, and where. It should not cause the loss of our Village’s Green Fields. To be valid, any Neighbourhood Plan must comply with Wiltshire Council's Core Strategy which states in Section 4.15 “At the settlements identified as villages, a limited level of development will be supported in order to help retain the vitality of these communities. At Large Villages settlement boundaries are retained and development will predominantly take the form of small housing and employment sites within the settlement boundaries. These settlement boundaries will also be reviewed as part of the Housing Sites Allocations DPD as set out in the council’s Local Development Scheme, in order to ensure that they remain up to date and properly reflect building that has happened since they were first established. Small housing sites are defined as sites involving fewer than 10 dwellings (i.e. not a major application). Development outside the settlement boundary will be strictly controlled. Relaxation of the boundaries will only be supported where it has been formally reviewed through a subsequent DPD or a community-led neighbourhood plan, which includes a review of the settlement boundary to identify new developable land to help meet the housing and employment needs of that community. In turn this could bring forward benefits to the local community such as improvements to the economy through

Lyneham and Bradenstoke Neighbourhood Plan Survey 89 the identification of land for employment purposes.” Any new Neighbourhood Plan for Lyneham and Bradenstoke should conform to the spirit and the letter of Wiltshire Council's Core Strategy, and should be completely open and transparent. Avoid proposals or agreeing to building that is not in accordance with the Core Strategy of Wiltshire County Council and certainly not on GREEN FIELDS. Can we have a GP surgery? as per the plans from 2014/15 Planning is important so that future development best meets the needs expressed by residents and businesses Pedestrian crossing near Piggy’s / The Green as opposed to all being down the other end of the village. Not too much housing developments as the infrastructure is not able to cope with more houses. There are no quality activities for the teenagers and we need to be careful if the camp grows that children are not walking the streets. Basketball areas, cycling areas, handball area, alternative sports, skate parks, tennis courts...maintained areas which could maybe be booked? We need a doctors surgery in lyneham! Allow Lyneham to have some development. However, this should be limited to maintaining the size of Lyneham. Bradenstoke is different. Not sure if there are many places available at Bradenstoke Please ensure no large scale estates are allowed and use brown field sites before any green development. Please try to maintain the rural nature of the 2 villages, if allowed we will end up with one big conjoined village, and the history and roots of the area will be forgotten. I live in St Joseph’s Way and cannot believe that a 3 or 4 year old house does not have mandatory fibre broadband. What can we do to get this installed for existing and all new conurbations? Many residents feel that a Roundabout at the Bradenstoke junction on the B4069 is essential for safety as cars fly down from the Banks and you just cannot see to the left of the Junction and to the right is an incline. Whatever was planned next to the petrol station needs to be completed or at least cleared away and made tidy please. Please don’t build more houses, fill the empty ones first! The doctors surgery at Costcutters store was promised ages ago,,,is it likely to get here at all? I just don’t feel that we need a lot more housing, certainly not large groups of houses. Anything that brings people together would be an asset to the village, communication isn’t always as good as it could be and people say they haven’t heard about events that might be happening A mini bus collecting people from round the various estates and then taking them either to Bassett or Chippenham would be brilliant Please no more houses in Lyneham as we have few facilities and busy enough roads and schools. Surely we have our quota now? Where is the promised G P surgery? Consultation events, feel like I'm answering this blind A doctor's would be great to have here Encouraging business into village rather than simply looking at increasing housing.

Access to Tesco’s can cause major delays if car parks full and people want to get in and I think this should be addressed No more Park Homes. More houses for the younger residents. 230 houses on an estate is too many and not in keeping with the village. It would be good to see a local village feel pub with good food. It would be good to see development of the old vets area and the plot of land next to the texaco garage. no comments I assume that a comprehensive plan with maps, etc, will be the result of this process. Will there be further consultation prior to production? Can we please be informed about this by flier, which is a very good means of communication, albeit an old fashioned one? any new building that takes place must consider the impact on local wildlife and environment as well as how useful it would be to local human residents! No large estates. Please take note of my comments about speeding traffic, controlling HGV's and the woefully neglected road surface. Meanwhile, when when when is the eye-sore that surrounds the Texaco garage going to be cleared and re-developed. To finish on a positive note. Whoever is responsible for arranging to have soldiers and Marines from the base on litter picking duty a couple of weeks ago deserves a medal. Long overdue, I do hope this is a long term project, the village has not looked so litter free in years. The parish is well kept and looks nice when it can, but further smartening up would help. Any new builds to think about the elderly. More bungalows run by an association, maybe with an on site warden, at an affordable price may free up family homes within the village. The development at The Green by the garage would be ideal for this. We still need a doctor's surgery in the village even if it is only for 2 or 3 days a week. There is scope for some developments but infrastructure would need to be seriously considered No comments Please don't allow any more houses to be built in the village I would like to see the villages continue to move forward and the involvement of the community in the process is very much welcomed. Do not want to see Lyneham become a satellite housing estate for Swindon. More shops and services are needed to serve the community and build the community. Several new house developments are already taking place so no more needed. Do need GPS Lyneham is a village and should stay this way, there is enough building going on in calne and wootton bassett lets preserve the village way of life. Reject all major development as the village is already very large. get some of the empty married quarters onto the open market instead of sitting empty Lyneham is a lovely little village and it needs to remain one. Over developing the village and surrounding would mean the characteristics of the village will be lost. Maintaining the village is important but over developing it would ruin it.

Building of housing is necessary but small scale is better with buildings in keeping with the local area and no more than 3 stories. I think the Parish Council needs wider representation from the community. Options to join seem limited or access restricted. That needs to change. I am fed up with seeing the village looking like a bomb site. We need have a fresh look to the village and improve facilities for everyone. Small developments of affordable housing on brownfield/ behind white Hart. N/A We need our own surgery, with the increase from 5 battalion as well as any further housing Make it more relevant to the people who live here permanently The area around Tesco and the fast food shops are an eyesore and let the village down. Needs a docters surgery/pharmacy, less takeaways! Population needs a GP surgery (or at least a branch surgery). Development mustn’t overwhelm current inhabitants. Any future development of the village needs to take into account the limits of the current infrastructure and not be permitted without provision of suitable facilities and improved infrastructure to cope with any development. Lyneham actually doesn't have much accessible green space due to the MOD base so what is available is precious and shouldn't be built on. Housing development needs to be reasonable price or social housing and priority to local Green space should be maintained Bearing in mind the proposed increase in population including the civilian population from MOD Lyneham and the aging population particularly in the Bradenstoke area the matter of a Doctors Practice for Lyneham & Bradenstoke should be persued with vigour Referring back to my comments about the cycle track. This could help to instil healthy lifestyle choices and habits to benefit children as they grow up if a family had the opportunity to cycle from Bradenstoke to Lyneham in a safe manner together. Please build a doctor's surgery and have more opportunities for the youth of the village What is happening at Bittlesea Farm ? The traffic to and from it is horrendous, and would appear from building operations, that it will be increasing in the future. The bridle road

An exit road from the farm to Clack Hill would greatly improve the transport situation through the village. Wooded area adjacent to Hills Caravan Park entrance now growing totally out of control and owners are not providing a management service of this area. It is becoming dangerous to residential properties in its proximity. Needs serious looking at. None comes to mind Library - if Wiltshire Council close or propose a hand over to Parish Councils of smaller libraries. Would we want to keep our Library? (To note although manned by volunteers during opening hours the Library is still managed by Wiltshire Council at present inc admin staff and stock) Secondary School Provision - transport to RWBA is already full for September 2018. How many more buses would be required if more houses are built and do we want several buses driving through the village (especially around housing estates) at peak times. The signage around the housing estates are in a poor condition. Signs are faded and facing the wrong way. Since RAF Lyneham closed the housing estates are poorly kept. Car's parked on grass, broken kerbs and rubbish. There should be no further development that will reduce the green space between villages. Keep it manageable and do not over develop More of the council tax must be used in Bradenstoke as see very little being spent at the moment We really need a doctors surgery, the two surgeries in Royal Wootton Bassett are way over subscribed, typical wait for an appointment is 4 weeks. I dont understand why other places in the country can get to see a doctor within a week. I don’t believe Lyneham needs any new houses built but roads and local businesses could be improved A Doctors Surgery to support the 2 villages More litter bins along the main road. More open access to council affairs. Main road kept in good order for the sake of cars and houses that are close to it. Develope the former business sites in lyneham which are an eyesore.Namely the empty car sales site,the white hart pub site and the costcutter site all of which could be used for housing . Smarten up centre of the village shop fronts, bollards to protect shoppers along the road. Monitor speed through the village better. Look into utilising the empty quarters at some point to local authority housing or bulldoze and build a new estate here? I do not mind what the neighbourhood plan is, just as long as this does not attract anyone who wants to create noise pollution. A village shop in Bradenstoke would be nice and more affordable housing for young people rather than large detached houses More is needed in the way of activities and entertainment for all ages. After moving here, I discovered that as I have no children, there is nothing here for people in my situation. Without my dog and finding a job, I doubt I would have ever left the house. Please fill in all pot holes and maintenance of the road in Both villages. Kerb sides especially are dangerous to vehicle users and cyclists.

I think its important to recognise that there are different needs for Lyneham and Bradenstoke. Bradenstoke is very much a 'retirement' village and the nature of the place is what attracted many people to move to the area. It's wrong to assume it needs low cost housing or other initiatives to provide for the next generation. The majority of our neighbours and myself include moved into the area with retirement in mind Please remember we are a village not a small town. As previously stated can the land along the pathway full of brambles be looked at such a shame it could be made into a beautiful park/ Bird Sanctuary. This could be enjoyed by everyone if developed. Most people would agree that a small developement of houses is needed for locals of all ages and not these huge developments that these housing companies think is needed. Lyneham is a lovely place to live but is in desperate need of a major face life. The roads and foot paths needs resurfacing, the grassed areas need to be maintained better and the shopping area needs the biggest clean up. I moved to bradenstoke to be part of a small village, I don't want hundreds of houses spoiling the areas, we don't have significant amenities to support substantial builds, I moved from soulless concrete I like my village and surrounding areas just as it is. The roads in Bradenstoke need regular review and maintenance. The way that the track days were suddenly cancelled due to some residents of the area not being happy yet this would bring money into the village with the use of the petrol station tesco and co-op but residents were complaining of noise pollution im sure the planes that used to fly out from lyneham camp were noisier Continue to develop facilities at garage site. Lyneham and Bradenstoke are small rural villages and it would be nice to keep them as such. Bus service is great but help is needed for transport costs and leisure facilities for young people. I would ask that you try at all cost to preserve the green space around the villages. A footpath from Bradenstoke to lyneham. Better unlucky transport links. I do not want development in the field at Bradenstoke. Has there been any community benefit from the installation of solar panels on the old airfield? Given the chance, I would rathe have the Hercs back and have some green areas to look out onto. Good Luck Please keep our green areas green. And no more new houses in Bradenstoke. Too many need improving or starting again. Housing association flat in Bradenstoke needs to be completely renovated. As looks as though it was built in the time where houses were just thrown up. Not a lot of thought for parking and access to the flats. Emergency sevices would struggle to get passed the by parked vehicles on the road. We need a Doctors and Dentist surgery on Lyneham and no more takeaway restaurants! We need a civilian medical centre urgently. GP practice in RWB is over subscribed making it impossible to access GP care within a reasonable lead time. There are too many people for too little medical resources which are difficult to get to, particularly for our local elderly or less mobile residents. Ideally a dentist, doctors & pharmacy on one site in Lyneham, for all Bradenstoke & Lyneham civilian residents. A lot of people need to get over themselves and realise that the RAF are not here anymore and stop going on about it and move with the times. Also I believe that people

I don't know anyone who complained, I live close to the perimeter fence and I didn't even know it was happening so how people in Tockenham thought it was too loud beats me. I believe most of this was down to Councillor Bucknell and her merry men and women, she needs to realise she serves everyone not a select few, we need to embrace the change that's occurring and deal with it and look to the future not the past. I hate to use the term NIMBY(not in my back yard) but too many people are opposed to anything the army doing. This needs to stop , This could be a great little area again if we showed a little willing and accepted what cannot be changed and work together. We are missing the boat here and will be left behind. Why bother you won’t take any notice of me all comes down to money an how much can be made banging up houses. Who ever thought it would be a good idea to put housing ascosiation flats in a small village with tenants that can’t drive isolated and antisocial one set fire to his flat could of killed people then around the corner from that you have thatched houses and a lovely street it’s a joke. I'd suggest asking the army to provide a military police presence and that they act on low level crime and violence with the authority to deal with civilians by alerting the civilian police, and army alike. Also the children of services personnel need to be held to account by their parents C O's if they are displaying disruptive and anti social behaviour. At the same time facilities on camp or at the community centre need to act in the same way as the youth club did and expand it's services, preferably with a youth engagement officer, in order to diffuse trouble by providing an alternative activity. Could anything be done about the volumes of noise from the pub in Bradenstoke when they have either a live band or disco? The doors are open as well as the windows and the noise floods down the street until the early hours. It's not just about business making money, it's about the residents quality of life too We need more housing. There are hardly any houses for sale in Lyneham which are in a budget that young couples can afford. As soon as small two beds come up for sale they

They soon start to look shabby. Build small houses with a bit of garden. Lyneham does not need large scale developments the like of which have been proposed at Pound Farm and Green Farm. Think Lyneham and Bradenstoke have spread enough. It would be dier to build more houses or have more mobile homes in the area as the infrastructure can not cope as it is at present. Bradenstoke is a village and should never be turned into a large village like Lynham. No speeding car/racing activities anywhere! Only that the opinions of the residents are important, very few people actually log into the Council website, so there needs to be other ways to make residents aware of what is going on or when their opinions are required. The future plans for the development of the Military Base and the overall numbers of new staff and families needs to be better publicised to people outside of the military. communication needs to be better when the military run events (we are close to the base and have never been advised of late night fireworks) The base is increasing its capacity again this year, the pre school is extremely busy and the school hasn't improved its previous OFSTED report. More investment by the Military into local education and infrastructure to sufficiently meet the needs the families of its staff and not negatively impact civilian families who also live in the area and feel forgotten at times. Think the latest shop idea for the plastic cigs @ the garage is absolutely stupid It would be really nice and helpful if the edges of the Bradenstoke Road could be better maintained. When passing cars, one has to drive on the very edge of the road and it doesnt do the car much good to be bumping around on these potholes. Traffic calming on the main road should be introduced and as already stated, no more housing developments of any significance should be considered No more housing! Communication by the Council to the public. I believe this is a common request, but a local Surgery would be a really important addition to our local services. Definitely need a Doctors surgery, not massive amounts of housing because the road structure cannot take them and we would also like to keep our village as a village please New housing should be tightly controlelled. There should be no large scale development on greenfield sites A doctors surgery would be useful as very difficult to get appointments in the RWB surgery’s. how is it we get a Vets, but can’t get a doctors surgery We do need more leisure facilities for people in the village and outside gym equipment would be a good way to get people moving. Medical facilities should be improved. Surgeries in WB and Calne are full to capacity and as a result service levels suffer. I think that there needs to be more communal areas like restaurants So that we don’t have to drive to neighbouring towns and villages. Also, since moving in 2 years ago we have had huge difficulty finding an nhs dentist and am still waiting to find one in the area that will take us.

We don't need more housing in Lyneham and Bradenstoke. The only thing we need is a GP Surgery Lyneham desperately need medical and dental surgeries and confidence that secondary school places will be available within Wootton Bassett catchment. We are in danger of becoming a town without the appropriate facilities that support the community If houses ard built the developer shoild give something back to the community eg funds to run a doctors surgery , not another hall as ed havd many venues Getting a Doctor's surgery should be the Number one target,not a puffin shop! Repair pothole on the main roads A doctors’ surgery is needed for the village. The village needs a Doctors Surgery. With the military population forever growing here, it is becoming near impossible to get appointments in surgeries surrounding Lyneham. Surely the population here now is big enough to justify this? We need a doctors surgery and possibly a dentist Please protect our green spaces Dr. Surgery essential! Surprised that even with an Army base there is little entertainment, shops and leisure forcing people to travel elsewhere. The junction of the Bradenstoke access road, Hollow way, and the main Lyneham - Chippenham road is very dangerous especially with speeding traffic coming from Chippenham direction being blind to joining traffic from Bradenstoke We don't need huge building estates ie pound farm and land by the white Hart. Traffic control and road damage fixed asap! Lets make the most of what we already have rather than build more, newer buildings. There are both MOD and provate properties which are empty. I think it is great to see some development within the village and investment in it for the future but it would be really important to keep that village feel and not get too over developed. Help and assistance to protect St Michaels Close would be very much appreciated. A lot of the residents have been here for 30+ years and should be treated so much better than we have been so far. No information has been given in writing on the appeals process, consultation period, or if/when the road will be demolished/where we will be moved to/if we will be allowed back. There has been no support from the local area or Parish Council so far and it feels like the whole situation is being ignored. There’s a need for more dog bins and roads/paths need repairing and better maintaining. Also a better bigger car park around Tesco. Good luck. I live in Lyneham and have done for 29 years but go to Bassett to shop eat and drink go to the gym which is a shame ! We just don’t have the facilities here to make you want to stay in the village ! I feel that something other than small housing builds are needed in Lyneham. Housing developments of around 100 houses are needed. With the influx of more service personnel in 2019, there will be more people wishing to purchase housing in Lyneham. There is too much NIMBYism in Lyneham. The village needs to grow. Please do not enlarge our village any further or we will lose the character of this lovely place. People want to live here because of the way it is but we should not continue to build because of that. People have to accept that they cannot always live where they want to. It has taken me 40 years to get to a village like this!

Traffic calming through Bradenstoke would be helpful in making people safer and perhaps a one way system up or down Clack Hill, Bradenstoke. The overriding necessity is to keep the character of the village as a village, not a small town, not a dormitory for Swindon or Chippenham or anywhere further away. NO MORE HOUSING...the school can't cope The focus must be on small scale, aesthetically pleasing developments which offer larger homes in order for families to stay in the village. The preference should be for brownfield sites wherever possible. Any development on greenbelt land must be ringfenced in order to avoid creep in the future. Don't let the local parish council make decisions about building more houses ...... we all know why One very important issue that needs to be addressed is a GP surgery in Lyneham. I believe the NHS and the CCG for Wiltshire say there is “no unmet need” for GP surgery places but I believe they are ignoring the increase in Army families requiring surgery places. There is another tranche of Army personnel moving into Lyneham in 2019 which will bring more families. Housebuilding in Calne and Royal Wootton Bassett has increased the numbers of residents in those towns and it is only a matter of time before the GP surgeries in those towns begin to refuse patients from Lyneham. I would suggest this is an issue of the highest priority for both villages. As a designated large village we are large enough. Small developments would be ok however introducing large developments will me strong opposition. I feel some of us have suffered almost three years of speculative developers putting nothing more than a planning blight on the village. I and most of us are aware of the need for housing which could be provided through imaginative small scale development that benefits the village. I still think closer ties with the MOD could help with housing and either a) actively work with them to consolidate the accommodation and see what can be made available or b) would the MOD sell off part of their land for small scale development? I counted 70 empty houses four weeks ago (17/03/18) walking around the main MOD housing estate, most of these 3 and 4 beds. Bradenstoke seems to be immune to any affordable housing development, recent new build there is hardly affordable at £650k. I appreciate that was a private sale and build. The Chippenham Road and garage site seem to offer great potential, can steps to taken to try and move these along towards housing and employment sites, it seems to have stalled. I know that needs funding and there may be reasons and issues that are preventing that now but seeing them derelict is not a good sign. I wish the team and PC well with this NP task, but please no more grand mass housing schemes, those green fields look much more attractive with a food crop in them. A doctors surgery. Improve traffic calming through Lyneham. A cafe with decent soft play would be ideal to save having to drive to Calne or Swindon. The plan must take into account the whole of the plan area, not just Lyneham. There are also concerns on the Lyneham and Bradenstoke Parish Council's willingness and effectiveness in supporting residents in opposing these planned developments. Historically the Parish Council has endorsed development plans for an inappropriate number of houses behind Webb's Court and Pound Close that determined and vociferous residents managed to persuade Wiltshire Council to reject. More homes do not turn a village into a town as most people seem to think and a facility for more businesses would provide employment opportunities for local people. The space by Tesco Express need attention. Whoever owns it should be asked to resurface. It is dangerous for cars, cycles and pedestrians. The road outside the main entrance to MoD Lyneham is dangerous. I have witnessed several accidents on the crossing. It needs lights not a zebra crossing and more 30 mph signs and traffic calming measures. Personally I believe that it is more important to increase the leisure facilities, Doctor Surgery, Dental Surgery etc for people already residing in the local area than the building of houses. I am relatively new to the area (2.5 years), but this is the first time I have even been made aware of what Lyneham and Bradenstoke Parish council and Neighbourhood planning. There has been several planning applications with regard to the land that Pound Farm owns. This development if goes ahead, will ruin the ambience of our village, and it does not satisfy the housing requirement because that has already been fulfilled. It is a money making scheme for a large developer and a local farmer. Doctors Surgery and Dentist Surgery would be useful Lyneham is sandwiched between Wootton Bassett and Calne, both of which are growing uncontrolled with the assent of an incompetent planning authority. The result is that Lyneham is being progressively starved of services in favour of those towns. Wiltshire Council's definition of settlements disfavours Lyneham whose population, as a Large Village, is greater than the largest Local Service Centre in the County. But politicians representing those towns will not recognise that Lyneham is not properly defined as a Large Village, while the politician representing Lyneham has favourites and consequently fails to admit to the need for Lyneham to grow as a Local Service Centre. The Neighbourhood Plan for Lyneham and Bradenstoke needs first to insist on a redefinition of Lyneham as a Local Service Centre, then acknowledge that development of the land on both sides of the main road needs to be encouraged to provide the critical mass of housing and businesses which will provide for the absent facilities to serve the present population and its welcome new members. more homes for local people or retirement homes for older people
