What Happens to Electronic Records Sent to the Archives?

Brian Thomas, Texas State Library and Archives Commission Wednesday, November 18 | 2:30 – 3:20pm The Texas Digital Archive (TDA) is the official repository for archival electronic records of Texas State Government and currently houses more than 5.4 million records. But it is hungry for more records... from YOUR state agency. Transferring electronic records can be a mysterious item in a long list of tasks needing to be done. This presentation will provide a brief overview of what the TDA is and why it does what it does; and then focus on explaining what happens to records between when they are received by the state archives and when they becomes accessible to the public. A practical example of a submission from Microsoft Outlook will be used to illustrate the workflow.

Keep Austin Moving Forward – The Convention Center’s eRecords Journey to the Cloud

Jeff Moore and Kimberly DeCola, CRM, Austin Convention Center; Renu Hall, Access Sciences Wednesday, November 18 | 3:40 – 4:30pm In its quest to provide outstanding event facilities and services, the Austin Convention Center was challenged with providing its employees and customers a modern collaboration platform, while ensuring an enhanced level of control over its electronic records. This presentation shares the Convention Center’s journey from manual processes and file shares to an automated and sustainable records management solution in Office 365. By using its out-of-the- box Governance and Compliance capabilities, the Convention Center created an intuitive, easy-to-use, centralized workspace for documents and records alike.

What’s New in the Office of the Chief Data Officer

Ed Kelly, State of Texas Wednesday, November 18 | 3:40 – 4:30pm DIR’s Ed Kelly, the Chief Data Officer for the State of Texas, will present an update on the Texas Data Management Program and how it relates to records management. Topics will range from data governance training, data sharing through use of the Texas Statewide Data Exchange Compact, Open Data and Closed Data new features, proposed data related legislation and other key group highlights.

Collaborating with TSLAC

Craig Kelso, CRM, Texas State Library and Archives Commission Thursday, November 19 | 8:30 – 9:00am Information governance requires a team effort in an organization to be effective. Utilizing resources and expertise from various departments and gaining support from upper management increases the chances of successful implementation of new initiatives in the ever-evolving world of records and information management. Managing a program that provides records management guidance to 149 state agencies and more than 10,000 local government business units is no different. Collaboration with state and local Records Management Officers, liaisons, and other Texas government records and information management groups, has been the key to SLRM’s success in recent years. This session will focus on some of the groups SLRM works with and talk about some upcoming collaboration opportunities.

Slay the Public Records Request Dragons: The 2020 Effect

Jennifer Snyder, GovQA; Stephen Jones, Microsoft Thursday, November 19 | 9:10 – 10:00am At last year’s TSLAC e-Records Conference, Jen Snyder of GovQA and Gary Geddes from our partner, Microsoft, shared the three dragons that breathe fire on Public Records Managers every day: Complexity, Legislation, and Litigation. Jen and Gary really enjoyed speaking to more than 200 of your members during this conference who shared some of the ways these dragons resonated with them. While the responsibilities of these records managers haven’t changed, the dragons at their door have certainly morphed into something completely new. Back with our friends at Microsoft, we would like to present year two of Slay the Public Records Request Dragons, adapted to 2020’s newest foes: Covid-19, Civil Unrest, and Future Uncertainty. The session will both demonstrate the experience of using assistive technology to read accessible and inaccessible documents from the perspective of blind employees and citizens. Also it will explain how to apply optimal accessibility. Timothy Cone, Catapult Systems; Joe Labbe, KnowledgeLake Thursday, November 19 | 10:20 – 11:10am This is an educational presentation that will provide an understanding of currently available tools and techniques to apply “Bot” functionality to records management. The presentation will define the concept of Bots and describe, then show, how they control the interactions with other processes in order to accomplish work streams that are often manual and repetitive. We will define and demonstrate the following topics: • Artificial Intelligence (driven by Machine Learning models) and how it is used to scan immense amounts of data to identify patterns and apply meta-data • Integration with Advanced Workflow capabilities allowing record information, or records themselves, discovered by the AI models to be moved to a person or work process • What is a bot? Define and demonstrate Chat Bots and Robotic Process Automation Robotic Process Automation (BOT) is the extra set of hands in a modern system. This technology can help Records Management organizations deal with challenges related to high workloads, staffing shortages, employee dispersion (spread out and working from home), and many other use cases.

Azure G. Brown, MSIS, CRM Director, Institutional Records and Records Management Officer Austin Community College Azure G. Brown is a Native Austinite and graduated from Texas State University - San Marcos in 2013 with a Master of Science in Interdisciplinary Studies. Azure is a Certified Records Manager and is a recipient of the 2018 La ARMA Nostra award granted by the ARMA International Educational Foundation. She currently works as the Director of Institutional Records at Austin Community College and previously served as a Board Member of Austin ARMA. Azure does a lot of volunteer work in the community including projects with Forklift Danceworks called Givens Swims (2019) and The Inaugural African American Genealogy Conference (2020) in partnership with The Austin History Center, Austin Public Library. Most recently, she was nominated to serve on the newly founded Travis County African American Heritage Commission for Precinct 1.

Todd Brown Senior Managing Director Access Sciences Todd Brown, Senior Managing Director with Access Sciences, has more than 30 years of leadership experience in organizational behavior and professional services. He has designed and implemented client solutions for state and local government as well as Fortune 100 to 1000 companies in retail, service, utilities, oil and gas, insurance, and information technology markets. Todd received his Bachelor of Arts in Psychology from Austin College in Sherman, Texas, and his certification as an Executive and Professional Coach from the University of Texas at Dallas.

Normel Chatmon Records Analyst Fort Bend ISD Police Department Normel began her Fort Bend career as a Parent Educator for E. A. Jones Elementary. Prior to assuming her role with Fort Bend ISD Police Records Analyst, Normel served as an Attendance Daily Accounting (ADA) Clerk for L.B. Goodman Elementary in Fort Bend ISD. In this role she oversaw student enrollment, TEA accountability with attendance, and records. Being an advocate of record’s policy, procedures and managing records at the police department, Normel is dedicated to a job done right. Because of her enthusiasm and commitment, she was asked by TSLAC to be a guest writer for The Texas Record blog; in September’s article, “Preparedness Awareness,” she expressed her passion, concerns and knowledge regarding records and why managing them is crucial to the records world.

Timothy Cone National Practice Director Catapult Systems Tim Cone is the National Practice Director for Productivity Services at Catapult Systems, a Microsoft partner and National Systems Integrator. Tim has more than 20 years of experience working with State and Local government agencies helping them address the challenges of serving constituents, achieving agency goals, and getting the work done with the people, budget, and time available. Starting with the construction “Audit Candidate” selection models for Taxation agencies in early 2001, Tim has been fascinated with the application of computer algorithms and models to solve complex business problems. Twenty years of R&D has led to significant advances in the technology and major cost reductions in its application and Tim is excited to share these with conference audiences.

Amanda Crawford Chief Information Officer for the State of Texas and Executive Director Texas Department of Information Resources Amanda Crawford is the Executive Director of the Texas Department of Information Resources (DIR), the agency charged with protecting the state’s data and critical technology infrastructure, managing a multi-billion dollar cooperative contracts program, and providing strategic technology leadership, solutions, and innovation to all levels of Texas government. Prior to leading the team at DIR, Mandy served at the Office of the Attorney General of Texas (OAG) for more than 17 years. She held various positions at the OAG, including ultimately serving for two and a half years as the Deputy Attorney General for Administration and General Counsel. Mandy earned her B.A. from the University of Texas at Austin and her law degree from the University of Houston Law Center. She is a graduate of the Governor’s Center for Executive Development through the LBJ School of Public Affairs at the University of Texas at Austin. Mandy is also a faculty member of the National Attorneys General Training Research Institute’s Center for Leadership Development, teaching managerial leadership in attorney general offices across the country.

She is currently a Records Analyst with the City of Austin, having worked for the City for more than 17 years. Kim worked in establishing the City Records and Information Management program, providing consulting services and training to City departments and now helms the Information Governance program for the Austin Convention Center. Her areas of expertise include: disaster planning and recovery, training, education and awareness, policy development, long-term preservation, risk management, and compliance. Kim is also a frequent presenter, having worked recently with the Texas Department of Information Resources, the Association of Continuity Planners-Austin Chapter, the Austin ARMA Chapter and ARMA Houston on Disaster Planning and Recovery.

Russell Haddock Senior Account Executive MCCi Russell Haddock is a Senior Account Executive with MCCi covering the Southwest Territory. After graduating from Baylor University, Russell served as an IT Project Manager with the City of University Park, Texas, where he was instrumental in their Content Services endeavors. For the past fifteen years, Russell has been on the consultant side, working with other government agencies to recommend solutions, automate processes, increase intelligent automation, all with the simple goal of stopping paper creation. Russell is a self-proclaimed movie nerd and likes to have fun with his presentations. He’s a master of dad jokes and honestly doesn’t care if you laugh or not, because he is sadly known to laugh at his own jokes…

Renu Hall Director, Technology Access Sciences Renu Hall is a highly effective liaison between business leaders, IT operations, and implementation teams. With 20 years+ matching business needs with the right technology solutions, she leads the technology practice at Access Sciences. She is passionate about delivering fit-for-purpose technology solutions that improve collaboration, boost productivity, streamline processes, reduce costs, and enhance compliance. Previously she worked as in the Enterprise Project Management office as a project manager where she was able to promote records management best practices as projects were being developed agency wide. She is passionate about educating all employees about records and enjoys when the teaching brings enlightenment (and ease of job duties) to her peers.

Sarah Holleman Records Analyst Teacher Retirement System of Texas Sarah Holleman is a Records Analyst with TRS and has successfully guided information governance programs with small municipalities to large state agencies. Sarah is wrapping up her CRM and has a Masters of Information Studies from the University of Texas at Austin.

Bouton Jones IT Business Systems Analyst Senior City of Austin Bouton Jones has been an IT Business Systems Analyst at the City of Austin for the past six years. Prior to that he has more than twenty years’ experience as a contractor and consultant in web design and development. Bouton holds a BA in Fine Arts (Theatre) at the University of Texas in Austin. He started web designing by “hand coding” HTML in the mid 1990’s. He co-authored the QA Accessibility Guidelines adopted by the Commonwealth Office of Technology in 2004. Last year participated in the Accessibility Internet Rally (AIR) 2019 powered by Knowbility. That is a competition for teams of web developers to make the most accessible web site for a charity. His team won first place. This year he is back at AIR to mentor a new team of volunteer.

With a strong background in Compliance, Security and Unified Communications Stephen works with state IT leaders to develop cloud strategies and transition workloads to the Microsoft Government Cloud. Stephen lives in Austin and has supported Texas state and local government customers for more than nine years.

Ed Kelly Chief Data Officer State of Texas Ed Kelly has more than 30 years’ experience in business and information technology. He currently serves as the State of Texas Chief Data Officer for the Department of Information Resources (DIR). In his role, he works with agencies and institutions of higher education to collaboratively develop data policies, standards, and best practices to improve data governance and integrity statewide. Ed is also responsible to seek out opportunities for data sharing across government agencies, to increase government transparency, reduce duplicative information collection, and improve data management and analysis. Prior to joining DIR, he held positions with the Texas Department of Agriculture as Chief Administrative Officer and with the Texas Department of Public Safety as Chief Information Officer. Ed’s experience includes a variety of roles in the private sector including State Street Bank and Trust Company, Fidelity Investments, Dell Computer, Dell Financial Services, and Unisys Corporation.

Craig Kelso, CRM State Records Administrator Texas State Library and Archives Commission Craig Kelso, CRM is the State Records Administrator and Division Director of the SLRM program at TSLAC. Since joining the division in 2012, he has worked to simplify the intake process and upgrade the network infrastructure at the State Records Center; upgraded the records tracking system; worked to expand digital imaging services; and encourages the increased use of online resources for records management training including online webinars, blog posts, and YouTube videos. Prior to moving to Austin, he served as an Electronic Records Archivist, then Director of the Missouri State Records Management Program. As an Electronic Records Archivist he assisted state agencies in the management of their records through training, consulting, and creating or updating retention schedules. As Director, he managed daily operations and tackled several

Craig is a member of ARMA International and National Association of Government Archivists and Records Administrators. He has an undergraduate degree in history from Missouri State University, and master’s degrees in history and business administration from West Virginia University.

Joe Labbe Vice President and Managing Director KnowledgeLake Joe Labbe is Vice President and Managing Director of KnowledgeLake, makers of that uses intelligent information capture and Robotic Process Automation (RPA) to increase organizational productivity. Prior to joining KnowledgeLake Joe was CEO of RatchetSoft, the developer of an RPA platform that allowed software users to add new Information Management features to existing applications without requiring changes to those applications. Joe has deep technical and business experience deploying and using the technology that will be presented for the conference audiences.

Gloria Meraz Assistant State Librarian Texas State Library and Archives Commission Gloria Meraz is the Assistant State Librarian at the Texas State Library and Archives Commission. She oversees communications and government relations for the agency and serves as the records management officer. Previously, she worked as director of communications for the Texas Library Association or 17 years, where she oversaw government relations, publications, and public relations and coordinated statewide efforts to promote library and information services, secure funding for library programs, and implement policies to support effective and open public access to information. She holds a BA from Baylor University and an MLIS with a specialization in Archives from the University of Texas at Austin.

Materials for the 2020 e-Records Conference: Records Are Virtually Everywhere 15 of 52 Jeff Moore IT Manager Austin Convention Center Jeff Moore is an IT professional with more than 30 years of experience in producing technology solutions for a number of industries: Legal, Publishing, Health & Wellness Education, Graphic Design and Event Services. His career is inclusive of software application development, database administration, network operations, integration of mobile technologies in the enterprise, solution and enterprise architecture, business and technology strategic planning and he excels in the roles of consultant, facilitator and advisor. Leading technology teams for more than a decade, Jeff is currently the IT Manager of Network Operations for the Austin Convention Center and collaborates on a number of cross-departmental IT initiatives with the City of Austin. He has been a featured speaker at notable business and technology conferences, such as MacWorld, MacIT, CTIA, TabTimes Tablet Strategy, FileMaker Developer Conference and IAEE Expo.

Tim Nolan Senior Applications Manager Collin County Tim hired on at Collin County in 1992. He established a student internship program in 1994 that thrives to this day. He launched GIS, Scrum and Kanban at Collin County. He has learned in the last few years that Records Management is cooler than you think, and apps are the best way to share information. GIS was his first love, and Agile is his new love.

Bob O’Connor Records Management Officer Teacher Retirement System of Texas Bob O’Connor is an experienced CRM with more than 20 years of experience. He has established information governance programs in multiple industries including military, construction, and financial services. This included designing and deploying SharePoint solutions with information governance at two Fortune 500 corporations. Bob is currently is currently the Records Management Officer at TRS.

Americans with Disabilities Act Program Administrator City of Austin After earning a bachelor’s degree in Rehabilitation Sciences, David went on to earn a master’s degree in Rehabilitation Counselling Psychology from UT Southwestern Medical School of Allied Health and 48 Doctoral hours in Rehabilitation Counseling from the University of Texas at Austin. Upon completion of his college coursework, David began his career as a Vocational Rehabilitation Counselor for the Texas Commission for the Blind. In 2003, David was honored as the individual who had assisted the most persons with blindness to achieve a competitive employment outcome. After 6 years in the vocational rehabilitation business, David spent 12 Years as ADA Coordinator for the City of Fort Worth where he worked to create access to city programs, services and facilities. It was there that David honed his skills helping employees with disabilities to acquire reasonable accommodations on their jobs and was named a Legal Subject Matter Expert in the ADA. In 2008, David was awarded the Governor’s Trophy from Governor Rick Perry, the highest disability-related honor in the State of Texas. In 2015, David moved to Austin where he accepted the position of ADA Program Administrator for the City of Austin. In his job, David oversees municipal compliance with Title I of the Americans with Disabilities Act, including, but not limited to: • Reviewing all employee requests for reasonable accommodations • Consulting with department personnel regarding legal obligations under Title I of the ADA • Providing training to city personnel regarding obligations under the ADA Additionally, David serves as the Staff Liaison to the Austin Mayor’s Committee for People with Disabilities. Recently, David was named the 2020 Who’s Who Among Blind Texans by the American Council of the Blind of Texas. When he is not assisting people with disabilities, David enjoys playing his guitar, writing, and performing music. A self-proclaimed outdoorsman, David loves spending time with his son, daughter, and grandson.

Sam Segran CIO and Vice President for IT Texas Tech University After spending a few years in the International Airline industry, Sam Segran joined the Information Technology field in 1985. He has been at Texas Tech University since 1983 and has earned a bachelor’s degree in MIS and an MBA in MIS. He started as a Computer Help Desk consultant in 1985 and rose steadily through the ranks. After spending three years as Deputy CIO, he was promoted to his current position of Chief Information Officer for Texas Tech University in April 2003. He is active in various professional organizations and currently serves on the Board of Directors for the Texas LoneStar Education and Research Network (LEARN). His major focus is the

Mark Smith Director and State Librarian Texas State Library and Archives Commission Mark Smith has served as director and state librarian of the Texas State Library and Archives Commission since November 2013. A native Texan, Mark has more than 35 years of experience in the library field in three states and in a variety of library settings.

Tonya Smith Jail Case Coordinator Collin County Tonya Smith is the Jail Case Coordinator with the Collin County Sheriff’s Office. She has 30 plus years of experience in the public safety field, ranging from police records to jail operations. Oddly enough she has spent her life in “Jail” and never been convicted of a crime.

Natalie Smolenski Head of Business Development Hyland Credentials Natalie Smolenski leads business development for Hyland Credentials, a platform for issuing verifiable digital credentials using the blockchain. Most days he is researching and resolving technical issues related to the long-term preservation of electronic records, and how to present those records to the public. He runs a lot, and speaks a little python but almost no Klingon. Before joining the State Archives, he worked for the South Carolina State Archives, a law firm, GEICO, and Liberty Mutual Insurance.
