DEPARTMENT OF HOUSING

INVITATION TO TENDER FOR REVENUE COLLECTION AND MAINTENANCE OF HOUSING PROPERTIES

RFP No. HLA 4/2/4-02/03 The Gauteng Department of Housing through its property management arm manages housing properties to the value of approximately 11 000. One of the Department’s strategic priorities is to ensure that these immovable assets are: ¥ Professionally managed through: * the delivery of cost-effective maintenance, cleaning and security services; * initiating an effective revenue collection process/system to ensure a viable income stream into the property portfolio; and * the establishment of healthy relationships with all tenants within demarcated clusters. In order to achieve the above, the Department of Housing requires the services of registered debt collectors and the services of facilities and property management service providers to: 1. Recover debts owing to it in respect of rentals and sales installments of these properties and interest accrued on such arrear debts—The Debtors book; 2. recover debts owing to it in respect of bridging loans and subsidies advanced to municipalities, developers and other such institutions and interest (in terms of the PFMA and Treasury instructions) accrued on such amounts—The Institutional Debt; 3. further collect its current revenue due in respect of rentals and installments—Regular Payments; 4. create a reliable data base of its assets and tenants; and 5. provide a turn key solution to upgrading and maintenance, cleaning and security of all its properties. The Department reserves the right to award this tender to a purely empowerment company or may award this tender on condition that a joint venture or consortia with an empowerment company is formed. This will be added to the criteria when evaluating the tenders. N.B. Compulsory site briefing will be held on the 15th August 2002. Transport to the site visits will leave the department premises at 10h00. Request for proposal (RFP) documents are available from the Department of Housing, 37 Sauer Street, 7th Floor, Office Number 732.
