MINING PLAN FOR MINOR MINERALS EARTH QUARRY Over an extent of 1.30.5hectares of Consent Patta land in S.F.No. 285/4 of Erasakkanaickanur village, Uthamapalayam Taluk and Theni District, Tamil Nadu State.

(Prepared under rule 41 and 42 of Minor Mineral Conservation and Development Rules, 2010 & as per the amendments under Tamil Nadu Minor Mineral Concession Rules, 1959)

1.0. INTRODUCTION:

1. The present Mining plan & Environmental Management plan is prepared for Thiru.R.Nijanthan, S/o.D.Rajangam, residing at No.54, Muneeswarasamy 1st Street, Chinnamanur, Uthamapalayam Taluk, Theni District - 625 515.

2. The applicant proposed to quarry Earth in Consent Patta land, survey field No. 285/4 in Erasakkanaickanur Village of Uthamapalayam Taluk and Theni District for a period of Two Years only. The excavated Earth is used for filling and leveling of low lying areas for road projects and other infrastructure development work in and around the district.

3. The application was meritoriously processed by the District Collector Theni and passed an order vide R.c.No. 32/Kanimam/2019, Dated 25.07.2019, has asked the applicant Thiru.R.Nijanthan, to submit the Mining Plan for approval from The Assistant Director, Department of Geology and Mining, Theni District and directed to seek Environmental Clearance from the State Level Environment Impact Assessment Authority or District Level Environment Impact Assessment Authority for the above area.

4. Accordingly, Mining Plan is prepared under Rule 19 (2) of Tamil Nadu Minor Minerals Concession Rules,1959 for removal of Earth with due consideration of environmental parameters so as to obtain Environmental Clearance (EC), as per EIA Notification 2006 and its amendments vide MOEF and Climate Change Notification. S.O.141 (E) dated 15.01.2016.

5. Production Schedule is proposed 8,199m3 of Earth upto depth of 1.0m below ground level for the lease period of (Two) 2 Years only.

As per the guide lines enumerated by the MOEF, GOI, 1. The burrowing/excavation activity is restricted to a minimum depth 2.0m below general ground level at the mining site. 2. The Mining Plan is prepared considering the depth of mining as 1.0m below the ground level. Hence this mining operation is well within the norms of operation laid by the Ministry 3. The burrowing/excavation activity is restricted to a minimum depth 1.0m above ground water level at the mining site. 4. The ground water level in this area averages 15m to 17m. The mining operation will not affect the water level in the area. 5. The burrowing/excavation activity shall not alter the natural drainage pattern of the area. 6. The burrowed/excavated pit shall be restored by the project proponent for useful Cultivation purpose. 7. A berm shall be left from the boundary of adjoining field having a width equal to at least half the depth of proposed extraction. 8. A minimum distance of 15m from any civil structure shall be kept from the periphery of any excavation area. 9. No Historical monuments, Archeological place of interest, Place of Worship, Social Forest, Wildlife Sanctuary, etc are found near the quarry site. a. Suruli Reserve Forest – SW – 3.5Km b. Meghamalai Wildlife sanctuary – SE – 16.0Km 10. The excavation is proposed for an average depth of 1.0m below the ground level. On completion of mining activity, the area will used for agricultural purpose. 11. There would not be any adverse impact on the existing environment due to the mining activity. 12. Therefore the project seeks Environmental Clearance (EC) only from SEIAA or DEIAA, under B2 Category.

2.0 EXECUTIVE SUMMARY:

The area applied for lease is a Consent Patta land in Survey Field No. 285/4 of Erasakkanaickanur village, Uthamapalayam Taluk and Theni District.

5.0. GEOLOGY AND MINERAL RESERVES 5.1 Brief description of : The lease applied area is exhibits almost plain the Topography topography covered with Earth which does not and general sustain any type of vegetation due to the Geology of the area topography of the land. The cross sectional area for the proved depth persistence of 1.0m has been worked out for the section. The cross sectional area multiplied by its length of influence on the longer axis gives the volume (insitu) in the cross sectional area. The sum total of the insitu reserves available within the individual cross sectional area gives the geological reserves of the lease applied area. As the mineable of Earth in the terms of cubic meter. The Geological Resource, Mineable Reserves are given only in terms of Cubic meter.

6.0.MINING 6.1 Method of mining (opencast / : Opencast method of shallow underground) mining is proposed, Machineries like excavator are proposed for quarrying Earth 1.0m depth below the ground level, It is being loose in nature No drilling or blasting is proposed for this type of Earth quarrying, it is an ecofriendly quarrying operation. The Earth will be loaded directly to the Tipper/ Lorries for transportation to the needy customer’s site for filling and leveling of low lying areas for road project and other infrastructure development work in and around the District. 6.2 Mode of working : It’s an opencast quarrying operation (mechanized, semi without drilling and blasting. mechanized, manual) 6.3 Proposed bench height & : 1.0m Height, there are no benches width proposed.

10.0. EMPLOYMENT POTENTIAL & WELFARE MEASURES

Allowing for 10% absenteeism, the No. of men of roll will be around 12. The above manpower is adequate to meet out the production schedule and the machinery strength envisaged in the mining plan and to comply with the statutory provisions of the Mines Safety Regulations. It is ensured that the labor will not deployed less than 18 years. No child labor will engage or entertained for any kind of quarrying operation, all the labors engaged for quarrying operation will be insured till the end of life of quarry. 10.2 Welfare measures a) Drinking water : Drinking water shall be provided as per the Mines Rule, 1960 @ minimum quantity of 3 liter per person which will be bought from the nearest agricultural land or water vendors.

Erasakkanaickanur which is about 2.0Km on the Northeastern side of the area. b) Sanitary : Hygienic Sanitary facilities will be constructed with facilities in the quarrying area as semi permanent structure. c) First Aid facility : First aid kits are kept in Mines office room if any accident happens first aid will be given at site and the injured person will be taken to the hospital immediately, Hospital is available at Erasakkanaickanur which is about 3.0km on the Northeastern side of the area. The competent statutory foreman will be in charge of first aid. d) Labors Health : In the Eco friendly opencast quarrying operation No drilling or blasting is involved only excavator are used, hence labors health may not affect in any manner however periodically medical checkup will be conducted to all the workers in applicant own cost. e) Precautionary : All the quarry workers will be provided with safety measures safety helmets, Mine Goggles, Ear plugs, ear muffs, to the labourers Dust mask, reflector jackets and Safety Shoes as personal protective device as per the specification of Director of Mine Safety. Besides also conducting periodically medical checkup for all workers for any mine health related problems, proper training and induction will be given to quarrying personal to create awareness of Eco friendly quarrying operations.

11.0. ENVIRONMENT MANAGEMENT PLAN 11.1 Existing land use : It’s a dry barren land covered with Earth pattern formation, does not sustain any type of vegetation due to this Earth formation. 11.2 Water Regime : Ground water level is about 15m to 17m depth from ground level, during the seasonal condition like post monsoon ground water level in 15m and pre monsoon ground water level is 17m. 11.3 Flora and fauna : The area receives average rainfall of 7cm per annum. There is no river in the area. Every field has Open well and is used for agriculture. The area is cultivated with Paddy, Sugar cane, Cotton, Pulses, Ground nuts and vegetables. All around the area Neem, Palm, trees are seen. Pigeons, sparrows and crows are abundant in this area. Snakes & Rabbits are seen which are highly mobile. Apart from this no other fauna /habitat is observed in this area. 11.4 Climatic : Both the North East and South West monsoon conditions occurs here and the summer are hot and winter is cool. During April and May the temperature may shoot upto 40°C and during winter the temperature does not fall below 24°C. The annual rainfall is around 900mm.

11.6 Plan for air, dust : In this Eco friendly quarrying operation only suppression Excavator are proposed without drilling and blasting, hence the air quality will not affect due to the quarrying operation, water will be sprinkled in the haul roads periodically to suppress dust Ambient Air Quality monitoring will be carried out to check the Quality of Air in and around the Quarry. Water for dust suppression will be extract from the existing borehole owned by the applicant from the nearby applicant Consent Patta land. During transportation the Earth will be fully covered by Tarpaulin to prevent dust and spillage. 11.7 Plan for noise level : This Eco Friendly quarrying operation does not control involve any blasting and drilling methods, hence noise will be minimal and this is only due to the movement of Excavators and Trucks. Periodically Noise level monitoring will be carried out to check the Noise level in and around the Quarry.

Average Diesel consumption of Hitachi Excavator model EX 110-150 is 10Ltrs/ Hr. Total number of Excavator used for quarrying Earth = 1No Average Diesel consumption Tata Hitachi = 10Ltr/Hr Diesel Prize around = Rs. 70 (At present scenario) Total Excavator running hours for the project One excavator will excavate 60 m3/Hour = 8,199/60 m3 = 137 Excavator hours Hence 137 X 10= 1,370 Ltrs of HSD will be utilized for the entire project life. The hired vehicle charges per hour inclusive of diesel around Rupees 1000/ 1 hour Total running hours = 137hours = 137 hours x Rs.1000 = Rs. 1,37,000/- for the entire project life. iii) Refilling / : There is no proposal for Refilling/Fencing, Fencing iv) Laborers shed : No labours are proposed for quarrying Earth. The machine operators are from nearby local villages, hence no cost is involved. Rest shelter will be constructed as semi permanent structure at the cost of Rs.20,000/- v) Sanitary : Sanitary facility will be constructed as semi- facility permanent structure, the cost will be around Rs.15,000/- vi) Others items : Nil

(a) Expenditure i) Drinking water : 14 labours at the rate of Rs 2,500/ month for facility for the a period of Two Years, the cost will be laborers around Rs.60,000/- ii) Sanitary : Sanitary maintenance at the cost of arrangement, Rs 1,500/- month the cost will be around Rs.36,000/- for a period of Two Years. iii) Safety kits, : Rs.15,000 will be spent for the safety kits such as Helmet, Goggles, Ear plugs, Ear mask, Safety shoes and Reflector jackets. iv) Water sprinkling : Rs 3,000/- month will be spent for sprinkling (if necessary) the water on haul roads for Dust suppression; the cost will be around Rs. 72,000/- for a period of Two Years. v) Afforestation etc. : No Afforestation is proposed within the lease applied area, plantation will be carried out on the nearby villages and village roads after consultation with the panchayat authorities. The cost estimate is around Rs.30,000/-

13.0. ANY OTHER DETAILS INTEND TO FURNISH BY THE APPLICANT

I. Adequate steps shall be taken to protect the Ecological system and Environment and the entire area of excavation shall be leveled as per the Act and Rules. II. Also we wish to state that we are using low emission vehicles like hydraulic Excavator for digging and shoveling and Tippers for transporting and hence there will not be any Air pollution. III. We will be loading minimal weight on every Tipper which will not cause any damage to the panchayat roads. IV. The quarrying shall be carried out without affecting the interest of the adjoining land owners. V. Any violation pointed out by the inspecting authorities shall be rectified as per the guidelines of the Department.
