Cllr. Sherman’s resignation was noted and the Council recorded its thanks to him. No co-option applications had been received.

054/1617 APPROVAL OF THE MINUTES OF THE COUNCIL MEETINGS HELD ON 1ST JUNE AND 29TH JUNE 2016

It was RESOLVED to approve the minutes and they were duly signed by the Chairman.

Cllr. Davies drew Cllrs. attention to a major Western Power project in Garreg Lwyd.

057/1617 CLERK’S REPORT

The Clerk presented her written report, CTC79/16 which was NOTED. The Clerk reported that late notification had been received of planned roadworks on the B4385 Bishops Castle to Lydbury North. Clun Town Council with Chapel Lawn with a duration of approximately 16 weeks. The Clerk was asked to contact SC Highways to seek a diversion map and ask that traffic is not diverted via Clun.

058/1617 REVIEW OF COUNCIL’S MEMBERSHIP OF OUTSIDE BODIES AND TO NOMINATE REPRESENTATIVES TO OUTSIDE BODIES

This item had been considered at the 1st June 2016 meeting and was therefore redundant.

059/1617 POLICE REPORT

It was also noted that there have been incidents involving drugs in the area. It was agreed to ask the cleaner to be vigilant when cleaning the toilets.

060/1617 SHROPSHIRE COUNCIL - REQUEST FOR PARISHES TO TAKE ON SERVICES

The Clerk and Cllr. Davies had met with SC Cllr. Motley, Portfolio Holder for Rural Services and Communities. The context of the services the Council already provides in Clun parish was explained. Cllr. Motley had agreed that the Council already has a great deal to manage within the parish, without committing extra to the wider Bishops Castle area. It was noted that the LJC had sent a letter on behalf of all parishes letter stating that all Town and Parishes in the LJC are fully supportive of working closely with Shropshire Council to retain the services at risk in the Bishops Castle LJC area. It was RESOLVED that the Clerk write stating that the Town Council dissents from the letter and is not presently able to offer such support to services in the wider Bishops Castle area.

061/1617 HIGHWAYS MATTERS

(i) Clun Bridge repairs – SC were planning to repair the bridge during week commencing 18th July 2016. They had stated that they need to repair the existing damage in order to get a “clean slate” when assessing future damage. (ii) Review of part-night street lighting – item deferred (iii) Speeding– Cllr. Hartin had reported that speed monitoring had been carried out regarding the concerns over speeding near Farm Close. A police officer had carried out some speed observations with a hand held Laser gun. 25 vehicles were checked in total in a middle day period and the maximum speed recorded was 28 mph.

062/1617 PHONE BOX IN THE SQUARE

Concern was expressed at the poor condition of the phone box. The clerk said that a neighbouring parish had asked for a number of boxes to be maintained and received no response from BT. The clerk was asked to seek the assistance of Philip Dunne MP in raising this matter with BT.

063/1617 CLUN CHRISMTAS LIGHTS

Cllr. Davies was going to speak to the Fire Service to find out measurements and specifications for the lights which need replacing. It was agreed that the Town Council should seek to take on the task of turning on the Christmas lights.

064/1617 MOBILE TELECOMMUNICATIONS IN CLUN

Concern was raised re poor mobile phone reception – to be discussed further at next meeting.
