BACKGROUND

In 1979, the former Corporation of the Town of Valley East purchased the property now referred to as the Howard Armstrong Recreation Centre from the Housing Corporation. The entire site measures approximately 74 acres in size and the portion of the site being considered for a proposed school measures approximately 10 acres in size.

The property is improved with the Howard Armstrong Recreation Centre, a playground, splash pad, the Valley East Public Library, a parks services depot, soccer fields, parking areas, Rainbow Routes trails, and additional recreational trails.

The property is identified on the attached Schedule ‘A’ and an aerial photograph of the land is identified on the attached Schedule ‘B’.

REQUEST TO PURCHASE

The City has received a request to purchase a portion of the parkland, measuring approximately 10 acres in size from the Conseil scolaire catholique du Nouvel-Ontario. The school board has received approval for the construction of a new elementary school in the Hanmer / Blezard Valley area, and is interested in the subject land for this project. The new school will replace three schools in the area, being Notre-Dame Hanmer elementary, Ste-Therese elementary and St-Joseph elementary schools.

PARKLAND DISPOSAL POLICY

In accordance with the Parkland Disposal Policy, the proposal to declare the land surplus to the City’s needs was circulated to all City departments, outside agencies, the area CAN (Community Action Network), and the neighbourhood association. The proposal was also circulated to all property owners within a 400 metre radius and a “Notice of Proposed Sale” sign was posted on the subject lands in accordance with the policy. The notice allows the general public to comment on the proposed disposition and written comments received are attached as Composite Schedule ‘C’for the Planning Committee’s information.

RESIDENTS COMMENTS

Seven hundred and forty three (743) notices were mailed out to the area residents and fifty one (51) residents’ submitted comments regarding the proposed disposition. On December 12, 2017, the Councillor of the ward submitted a petition to the City Clerk opposing the sale of the park. The residents’ comments are attached to the report for the committee’s information and marked as Composite Schedule ‘C’. Information regarding the petition is attached to the report as Schedule ‘D’.

STAFF COMMENTS

The Planning Department advised the subject lands are designated “Parks & Open Space” in the City of Greater Sudbury Official Plan and are zoned “I”, Institutional, by By-law 2010-100Z, the City of Greater Sudbury Zoning By-law. An elementary school would be a permitted use in the “I”, Institutional Zone as a public school included in the definition of “Institutional Use” in the Zoning By-law. A site plan agreement would be required for an elementary school. It is recommended that the Conseil scolaire catholique du Nouvel-Ontario request a sewer and water analysis to determine available servicing capacities at the site.

The Director of the Leisure Services advised that the comments received regarding the proposed disposition of the parkland have been reviewed by the Leisure Services Division. The subject lands are designated as a Regional Park in the Green Space Advisory Panel Final Report. The primary purpose of a Regional Park is to be a focal point for the City as a whole due to its unique attributes, function and size.

The Green Space Advisory Panel Final Report identifies the Howard Armstrong Recreation Centre parkland as the only Regional Park in the Valley East area. The City’s Parks, Open Space and Leisure Master Plan Review (2014), noted that the City’s ability to acquire regional parks in the future will be limited.

Numerous concerns were expressed with regards to the loss of parkland on the subject lands. Residents noted concerns about the potential loss of the formal and informal trail network that exists on the subject property. Those providing feedback noted the area is used for four-season passive and active recreation activities, including walking, bird watching, biking, connecting with neighbours, dog walking, etc.

More recently, City Council approved a business case which identified a future twin- pad / multi-purpose arena facility with the Howard Armstrong Recreation Centre site identified as a location. Further consultation and preliminary design work is required for a twin-pad facility on this site.

The approximate size of the undeveloped parkland is 28 acres. Conseil scolaire catholique du Novel-Ontario has requested approximately 10 acres to develop a new elementary school. The business case for the Valley East twin pad identified the requirement of 8 acres of parkland for the development of this type of facility. While there may be opportunities to share facilities such as parking, if disposition of the parkland was approved and both facilities were to be developed, approximately 18 of the 28 acres of the existing parkland would be required, leaving just 10 acres of natural parkland.

Given the overwhelming public comments regarding the loss of parkland for passive and active recreation, and the initial status of the potential twin-pad arena project, the Leisure Services division is recommending that the City retain the subject parkland.

RECOMMENDATION

It is recommended that the parkland property be retained in its entirety for municipal purposes, and staff be directed to advise the Conseil scolaire catholique du Nouvel- Ontario that the property is not available for purchase. SCHEDULE ‘A’

I'd like to voice my concerns about the proposed sale of the "City Owed Parkland" in the Valley. I understand that the Conseil Scola ire Catholique du Nouvel-Ontario is looking to build another school. I would first like to note that I do support building a newer, safer more energy efficient school for the children of our community.

My Concerns: Unfortunately, the property which the City is proposing to sell is an important area where many people get out for walks in order to stay active and healthy. It is an area which we can walk with our children, our dogs and experience nature by simply walking down our street. It is one of the only safe areas which we can walk without worrying about quads and skidoos ripping through the trails.

Sudbury has the most unhealthy people per capita!!! Our Health Sciences North Emergency department is backed up every day at 115% (+)over capacity. I do not feel the City of Greater Sudbury is doing enough to put money into PREVENTION and infrastructure (trails, bike paths) for our people to stay active, to help prevent disease, obesity (I could list copious amounts of health issues caused by our epidemic of sedentarism) and to keep our people out of our Emergency Department!

We just keep eating up our trail systems for more buildings. If we keep eating up these sanctuaries and gifts from mother nature, we will simply continue to 'go down our path of destruction caused by humans and will continue to lose what should be considered so precious to us. Thus I am writing to you to voice my concern and do my part.

If the sale does happen (which I am sure it will) here are my two suggestions: 1. Could the City consider building a safe trail system (across Dominion) for people to continue to enjoy the Outdoors, safely walk their dogs and get exercise? Could this "safe" new trail system reach as far as Val Caron? 2. Has the city considered building a trail all around the inside of the Sports Complex Soccer Field in order to allow people to walk inside the soccer field? People could walk laps while watching their kids play soccer! It would be even better if during the winter some type of groomer could help maintain this safe trail and keep people off our dangerous snow covered side walks.

Thank you ahead oftime for considering the above solutions. We should all be striving to protect the minimum amount of safe trails that we have here in Sudbury.

Hi Tanya, Thank you for sending the notice of proposed sale for a new elementary school on Elmview Dr., Hanmer-(part of PIN 73504-2249(LT). I'm not sure if an infrastructure or traffic audit has been done of the area, but having lived here a few years, I thought I would share some observations that would help in consideration of the sale and future state.

On Elmview, currently, traffic moves very fast (well over the speed limit) and stop signs are ignored. The sidewalk (where there is a sidewalk), is so narrow, only 1 person can walk on it, and where there is a patch of asphalt, to serve as a bike path, it is crumbling, and dangerous. There is a bike path on Dominion, but it does not connect to Elmview.

Simply, the current infrastructure cannot support increased vehicular, pedestrian, or bike traffic.

In light of the potential construction of what I'm assuming is a 'super school', and knowing that 5year olds to 13 year olds will be walking to school, as there is high population density within the area, I feel that construction should be conditional on a few things; an extra traffic lane in each direction, traffic lights on Elmview, turning lanes, exit lanes, culverts instead of the dangerously deep and steep ditches that somehow still exist (why has this never been fixed by the City??), streetlights, interconnected ashphalt bike paths, and very wide sidewalks - on each side of the streets - (think Moms and strollers, and kids walking together) for each street in the "Eimview Subdivision area".

This is an opportunity to do things correctly and in consideration of future state, and I hope that the City will do the right thing in providing the infrastructure that will ensure safe, travel to and from this new proposed site.

To be clear though, this would be a huge personal inconvenience; the construction tratfic, closed roads, detours, increased vehicular traffic once its built, property taxes ... As someone who does not have an elementary school aged child, I'm not impacted positively by this sale. So how could this change be good for me? A well designed and wide sidewalk on each side of my street- this will keep kids and families on the sidewalks, and not walking in the ditches in winter, (because they don't realize its a ditch) or walking down the middle of the street as they do now.

Thank you again for the opportunity to provide feedback, I look forward to learning of the outcome of this proposed sale, and should the sale go through, what actions the City will take to address the concerns I have listed herein.

We have to pay school tax even if we do not have kids (it's not right to have to pay school tax if you do not have kids and once your kids are done school I do not see the reasoning behind paying it either. ... There are Schools in the Sudbury area that are closed up why would they waste tax payers money to build something that is not in greater need when others are closed up. We are writing to express our opposition to the sale of the northwest portion of 4040 Elmview Drive, Hanmer, being part ofPIN 73504-2249 (LT), part of Part 1 on Plan 53R-4321. Our opposition is based on the following arguments: 1) While the land is designated Institutional within the Zoning By-Law 2010-100Z, it is designated as Parks and Open Space within the Official Plan. Section 7.l(:f) of the OP even promotes the naturalization of City-owned open spaces and Section 7.2.1 ( 4) promotes the maintenance of City­ owned open space areas in a naturalized state. Construction of a school property at this location would require the destruction of a naturalized neighbourhood green space, and by removing this naturalized land, it would be in contravention of the OP review's Section 7.l(i) that encourages the expansion of recreational trails, which this property has in abundance and are connected to the larger trail network. Section? .1 (d) of the OP does recommend the incorporation of school lands into community parks and recreation parks, wherever possible. In response to this OP objective, see point #2. 2) Elmview Drive is designated a Tertiary Arterial, indicating it is intended for a high traffic carrying capacity and wo·uld be designed for speeds of 50-70 kmlh. As is inherent in a school zone, the speed limit would be artificially reduced to 40kmlh. This would reduce the traffic carrying ·capacity of a major thoroughfare. Carrying capacity would also be reduced from increased traffic in peak hours from yellow bus service and student drop-offs. In all likelihood, given the artificial reduction in speed, additional traffic-calming measures would be required along Elmview Drive, further reducing its effectiveness as a tertiary arterial. 3) Lastly, many sections ofthe Official Plan encourage the use of pre-existing parcels for redevelopment and infill. It would be a much more logical step for the school board to use their surplus school properties such as St. Therese, or St. Joseph instead of developing a greenfield. These properties are already in their ownership, and have established transportation patterns associated with schools.

It appears that this sale is going to go ahead regardless of any public opposition. We are not aware of any previous consultation on this matter and were surprised by the notice we received. It is hard to judge the overall plan for the property (because it has not been publicized) but we can probably see the outcome. In the end, Park Avenue (the street we live on) will probably be extended onto the school property resulting in an increase in traffic on Park A venue. We purchased our home partly based on traffic levels and proximity to parkland.

Given that this sale will probably go ahead, we would like to voice our opposition, in advance, to any plan to extend Park A venue southward. In addition, we would like to ask for a commitment to post reduced speeds along Elmview only during periods when school children are arriving and leaving the school during the daytime. Flashing speed limit signs that are only in effect at that time

could be used. Alternately, the current speed limit could remain as is. There is precedence with other schools in the district where they are not posted at 40 kmlh so it is possible that the road could be left at its current speed limit. It is taking longer all the time to cormimte-from the Valley with reduced speed limits being introduced all over. We do not need further restrictions for commuters.

Lastly, this area is an excellent blueberry patch and it is sad that it will be destroyed. The area is used by local children to ride their bicycles and this will be lost at a time when we are trying to get them physically active. This sale makes no sense and we do not support it.

To whom it may concern;

I am writing in regards to the proposed sale of Parkland in the area of Elmview Drive & Jeanne D'arc Street. I cannot express the feeling of disappointment that myself and my family had when we saw the "For Sale" signs go up last week.

Our immediate concern is the effect this wlll take on the current walking trails. It has been stated that the existing trail system will only be slightly re-routed and enhancements will be made. This is all well and good for the very small portion of trails that is maintained by the City of Sudbury, however, there is beautiful set of trails sitting right within the proposed school site that will be gone for good. No these may not be maintained by the city, but they are highly utilized by dog walkers, mountain bikers, snowshoers, runners and walkers that like to be a little off of the beaten path. For many residents of the immediate area, this has become our little sllce of heaven. And for my family, and many others, the entire reason we moved here in the ftrst place.

A second concern is the increased traffic that a new school will bring to an already over-used Elmview Drive. The 4 Way Stop at Elmview & Jeanne D'arc is already a dangerous intersection, where many drivers view the stop sign as a mere suggestion. I'm sure this is due to a lack of police presence in the area as a whole, but that's an entire other issue. Unless the plan includes enhancements to Elmview Drive, I think it is foolish to think the current infrastructure can handle a school of the proposed size.

There are so few areas like this left in Valley East. It is what makes our neighbourhood unique and it saddens me to think we might lose it. Please leave it untouched.

Good afternoon!

First, Thank you for giving us the opportunity to email you with our concerns in selling PIN 73504- 2249 (LT), part of Part 1 on Plan 53R-4321 to the Conseil Scolaire.

Second, my husband and I strongly disagree with the sale and following are our concerns:

1. This land park area is the only nice area that we have to walk, blue berry pick and spend time in the green belt that feels like we are away from it all. 2. Sudbury has Bell Park, Lily creek the University trails, this park is the only thing that we have for adults that is an outdoor activity. 3. Schools are closing and being sold in the Valley, why can they not take over an existing school that has been closed. 4. On our street, Marlene Court, most of out neighbors are in the (we are in our-), hardly no one has primary school age children. 5. L'horizon and Hanmer High have lots of room as there are less children to fill these beautiful schools ...... 6. On that note, the population ofthat age group is slowing down, how in the world is there a school required? 7. The reason we bought the house we are in is because our back yard is the green belt and we were told that it belonged to the city and it was designed for recreational use for the numerous neighborhoods in the area, and now we would lose that. 8. There is a lot of land available all around Hanmer and Val Therese, why sell this parcel. 9. It is breaking our hearts and the hearts of many in our area that we would loose our only park area for adults and families. 10. It is a place that is safe and has no vehicle traffic for our kids, and pets, and seniors who use the trails. 11. The worst part, if this goes through, is that in less than 10 years they will be closing that school due to a lack of enrollment and we loosing the parkland. I am -and we all know that in today's world there are less and less parents sending their children to french catholic school ...... and yes I am-as well and was educated in- If the city requires more money, piease, please find it somewhere else, because we know that it is certainly not because the Conseil cannot find empty land when there is an abundance in the Valley.

Regarding the proposed sale of City property at 4040 Elmview Drive, my wife and I object most strenuously. That property may only seem like undeveloped bush but it is the only parkland within walking distance of our home. We regularly walk in that area, both in summer and in winter. There are a number of informal paths running through that area connected to the more established trail running from Howard Armstrong Recreation Center to the end of Park Street. Our only option is to walk on the roads in the area, very few of which have sidewalks and which can be pretty tricky with the winter slush and ice, especially for us older adults. The City should be encouraging a healthier lifestyle by preserving such wooded public areas and promoting vigorous activity, not building on everything in sight.

Many people would not notice but that property is home to wildlife too. We have regularly seen common birds such as Chickadees, Nuthatches and Goldfinches but also less common species such as Palm Warblers, Bohemian Waxwings and Pine Grosbeaks. It may be a useful stopping place for spring and fall migrants. Last winter a Lynx was photographed in that area, too.

In summary, we and our neighbours feel that the subject property is a valuable public resource as it is and that it should be left that way, if not improved.

I cannot support the loss of as much as 18 acres of this valuable parkland which includes a trail system enjoyed by many. A high I school does not require 10 acres of space. Let the arena have the space that is required for that, and please have the parking lot adjacent to the soccer fields do double duty with the arena in the winter when it is sitting empty.

I am also against choosing Elmview Drive as a location to build a new arena.

I want to save the green space and the trails that are part of the Rainbow Routes Association. The Howard's Nature Trail which starts out at the parking lot beside the Howard Armstrong Recreation Centre and winds its way around the soccer fields and through the wooded area at the north end of the field. This is one of the highlights of Valley East and i want to protect it.

I want to save the green space and the trails that are part of the Rainbow Routes Association. The Howard's Nature Trail which starts out at the parking lot beside the Howard Armstrong Recreation Centre and winds its way around the soccer fields and through the wooded area at the north end of the field. This is one of the highlights of Valley East and i want to protect it.

The down payment from the purchase of 10 acres will offset the cost of destroying the rest of the parkland for a multitude of parking lots and an arena. How are the trails going to be rerouted when there's no space .. left at the end of the day?

This is WRONG! I do not want this parkland destroyed all for the sake of building a concrete jungle in my backyard. Please leave the green space alone.

My name is Chris Bentley and 1 am a resident of Elmview Subdivision in Ward 6 in Hanmer. I am writing you in hopes of convincing you to NOT support a proposal to declare a 10 acre parcel of parkland beside Howard Armstrong Recreational Complex as surplus. I have spoken to a number of residents in the area who share my desire to maintain this parkland as is, without any further development on the property. I am completely against the idea of the French Catholic School Board building a new school on that land.

Residents in the area, including myself, have made use of both the official and unofficial trail systems there. Yes, unofficial. There has been a system of bike trails and hiking trails on the front half of that property for many, many years. Kids use them to navigate their way from our neighbourhood to other neighbourhoods around Park Street, Marlene Court, Gerard Court, and Frost Avenue. This works the other way too. This is a practice that has been happening since I grew up here in the 70's and 80's. It is part of our neighbourhood's history. In a day and age when it is already difficult enough to get children away from their electronic devices and into the outdoors, we should not be taking away trails that help do just that. Our children need to be more aCtive and this area helps contribute to that. Don't take it away from them.

Other residents use this intricate system of green space to enjoy nature. If you have ever walked those trails, you would agree that it gives you a feeling of being isolated in nature without really being isolated. Building a school there would take that away. Some enjoy the beautiful trees. Some enjoy bird watching. One neighbour even went on to list ·a number of species of birds he has personally seen in those trees. Clearing 10 acres will drive those birds away. Don't take that away.

Many of us live out here to enjoy the surrounding nature. It is bad enough that they are clearing at the end of Laurence Street, with Wilfred and Mederic to follow in the years to come, in order to make room for Phase 2 of Dominion Park. At the moment, it is just a huge empty space containing 2 semi-detached homes. Now you want to clear the green space on the other side of our subdivision as well. That does not sit well with me at all. And I am not the only one who feels this way.

Residents from Jeanne D'arc Street enjoy having that green space just beyond their backyards. It gives them a sense of privacy they enjoy. In a world where social media has made people's lives so public, let's not take away the little piece of privacy they have. TheY don't want to lose that. Please don't let them. Some have even indicated that the green space there was a contributing factor in their decision to purchase homes here. We want to draw people to the area, not drive them away.

I remind you that the Green Space Advisory Panel, in their final report of 2010, declared the HARC complex and attached land as a Regional Park. This means that it provides use and benefits to the entire city. I am not sure how a new school fits into a recreational style parkland. Simple, really. It doesn't. We need to maintain what that property was intended for: recreational use. A school does not fit that model. One of the items the Green Space Advisory Panel identified in 201 0 as an important task moving forward, was to develop a strategy for increasing urban green space. Clearing 10 acres of trees completely contradicts that. We should be looking at ways to maintain and beautify what we have, rather than bulldozing and eliminating it.

In closing, I implore the Planning Committee, City Council, and Real Estate and Property Administration departments to do everything in your power to ensure this beautiful green space is maintained as is. I ask you to NOT declare this property as surplus parkland. Let us keep our green space and let the school board build their new school somewhere else. I hope this gives you pause and helps convince you how necessary this is to our community and its history. This land is not surplus, it is necessary.

Good morning Tanya

I am not sure where you reside in our greater city of Sudbury but let me tell you where I reside. I live in Dominion Pare subdivision an original when the subdivision was small with lots of Parkland. Now all that has been replaced by a very large subdivision where it is unsafe to even walk on the side walks. Long streets and many disobeying the speed limit. BUT then there is a gem in the middle of surrounding streets and subdivisions. It is the trail system behind the complex soccer fields. WOW what an amazing adjunct to using the complex. What makes communities desirable is amenities of leisure. Easy accessible leisure for all not just a certain population. Yes I am an athlete and I once posted how dangerous the Valley was to run/walk/cycle. A comment was to use these trails and that I did. Well the experience was amazing. I encourage you to take a walk on these trails you will not be disappointed. The library offered snowshoe rentals last year and the trails are right behind the library. What a disappointment and backward thinking to destroy such a gem. Fix the arenas and use the abandoned schools for this venture. Elmview will never handle the traffic load and safety is a major concern. PLEASE LEAVE THE TRAILS ALONE! Support active living and a tranquil space. My name is Christine and I recently moved to Hanmer with my hubby and -atthe end of July- our first home. I would like to bring up a few valid pOints:

-The new French catholic school. as it's very close to our house and also he will be going to school there in September 2018. I really love the fact that the school is Maternelle to grade, 3- less chance of bullying and smaller classes. Now i'm assuming they will be closing down St-Joseph, Ste-therese and notre dame to create this big school. I'm not totally against that as it would make sense to combine all three s-chools in one and the school will be very close to our house. It actually sounds very exciting but would prefer that my son attend a smaller school.

-Now I also heard they are planning to build a new arena there ... what will happen to centennial arena? And where exactly are they planning on building this new school and arena ... i'm assuming they will be taking some of the soccer fields?

-1 would like to bring up another valid point ... ifthese two projects are being built, that means way more traffic on elmview drive. Like I said earlier, we just moved here this summer and love the area BUT what I don't like is the traffic concern at the four-way stop right beside our house, corner of Jeanne d'arc and elmview. We have noticed that vehicules are speeding, brake at the last minute for the stop or blow the stop sign completely. This is a family neighbourhood, many kids and adults are walking or biking and lots of school buses. I fear the worst for them but mostly for my own family, we do not have a backyard so that means my son plays in the front yard. At anytime, a car could speed and land in our front yard. I was also told that it's very dangerous here during winter. I already filed two police complaints, no reply. I contacted my MP- out of jurisdiction and I contacted my ward councillor and nothing. All they need to do is put up a red flashing light to alert traffic that there is a stop ... it's the only stop on this stretch. My point being, if they are to build the projects, more stopways will need to be installed and traffic control will have to be implemented. In a way, this would hopefully force vehicules to slow down and actually follow the law.

I don't think that the land on Elmsview Drive should be sold. It has been a green belt for as long as I can remember, and the great walking trails that we have now. The trails have improved a great deal in the last couple of years and that is a great place to walk my dogs. Pinecrest school is empty why doesn't the city invest money into that place and make it more modern for the proposed new elementary school. I think there is someone who always wants a new school but does not want their taxes going up, but that will happen. If this land is sold, it will only be the start of the rest of the green belt being sold and no walking place except walking on the roads, which the traffic is always going too fast.

As-residents of the Jeanne D'arc/Park Street area ofHanmer and avid users of the land in question, we would like to voice our opposition to the proposed sale of parkland offElmview Drive.

I can't stress enough the importance and use of the green space to the community. The natural area and trails are highly valued and I am not aware of other parks in the area which serve the same need as this space. As our home and is beside -,we witness its use year round on a daily basis. It is not uncommon for people who do not live in the immediate area to drive to the location to take advantage of the space. The beautifully maintained trails not only provide a place to walk and stay active while enjoying nature and. the outdoors, they are also used for exercising pets, snowshoeing, cross country skiing and provide a safe place for our children to play, ride bicycles and explore. It's also a safe route for children to access the nearby soccer fields, library and recreation center without having to use Elmview Drive. The parkland is anything but undeveloped and surplus.

We also have serious concerns that the neighbourhood is not designed for the amount of vehicle traffic, foot traffic (no sidewalks on many of the neighbouring streets) or noise that would be generated by a school and potential double ice pad arena.

This little area of nature right in our backyards is cherished by many. Please consider this when making a decision on the development of the land.

First off my comments re: new school Combining 3 schools to one makes good Economic sense Having that proposed new school located at the Elmview location comes with many positives. To have the opportunity for a school to be located next to our Rec centre/library/ soccer fields/ day care , . make this proposal one that many school boards ,Cities & mostly parents wish for. The school curriculum of proposed school could include the facilities located at Elmview on a continual basis. The positives of having the new school located at Elmview land are endless.

Now to the double pad arena. Again economically, given the age & location of our 2 present day arenas, a new arena is needed. This type of development is needed in the Valley area which would not only help with the success of current businesses but would create the market that would entice further investment in such amenities as a proper motel re: Comfort Inn, as an example only. The spinoffs of such a development are never ending. The Current walking trails can easily be incorporated into the design of this whole development. This proposed development would be a win- win for all concerned. Keeping this message as short & to the point as possible, the population in the Valley is growing & now is the time with an opportunity facing us to take advantage of this proposed development . I am writing concerning the notice recently sent out about the proposed sale of city owned land on the east side ofElmview Drive in Hanmer to the Conseil scolaire ca~ue du Nouvel-Ontario. I · the proposed site and have done so since- I am actually pleased to see the property being put to use as calling it "parkland" is a misnomer as it has seen no managment except for some volunteer work by a hiking group. Having said that, and as someone who uses the area on a daily basis for hiking and dog walking, I do have some suggestions and requests. As I said, I am very familiar with the many pathways through the area for hiking. and would to see that they are maintained as much as possible. Specifically, the existing trail leading from the north-east corner of the soccer fields to the end of Park Ave. should be maintained and perhaps a bit better developed. It looks like the proposed land sale would not actually affect that. I am concerned that the access from the end of Park Ave. westward to Elmview might be cut off. I would request that provision be made to keep it open, and to develop a proper walking path, with restrictions for motorized vehicles as is currently the case, This path should run to the north of the proposed school property but south of the drainage ditch, meeting Elmview just north of the intersection with Mederic St. I would leave it to negotiations with the school board as to the costs of this but ask that the trail be made a city responsibility for maintenance. Further, provisions should be made to develop and maintain these trails prior to and during construction on the property as we could otherwise lose access for a year or more as development takes place. Rural to urban development can be a difficult change. Many ofthe pathways and trails that connected Val Caron to Hanmer and even have disappeared as the Valley grew. This has left a patch work of off road trails to nowhere.

The location of the proposed phase 1 development is a well used non-motorized trail system. The City's own website covers a portion of the value of this asset.

Trail Highlights:

• Located at the Howard Armstrong Recreation Centre

• Connects the Recreation Centre to the residential area

• Perfect for dog walkers and joggers alike

The resent snowfall and drop in temperature reminded me how nice it is to have a shelter of trees along the path. The official and the km. plus unofficial trails use is obvious with how packed down the snow was early in the day. Local pride is reason the trails are so clean. In Dec. someone actually hangs and removes decorations, this makes for great seasonal pictures with snow covered trees background. I take out of town visitors young and old for walks in this residential bush. The young families moving in to the neighbourhood have increased the usage with their daily parade of wagons, bikes or sleds.

The library/ rec. centre is not the only destination these trails lead to. Our super mail box is located at the end of an unofficial trail along the drainage ditch. This is right where the school will be.

My only personal connection to the parkland ,was as a volunteer to help build the Howard and Centennial trails.

This area is a gem in the valley that we don't want to lose.

If the development is to move forward. a connected trail system is a must. The city has a drainage system in place that would be prefect dual usage. The Lilly Creek trail is a great example. The

other problem I see is with increased pedestrian and auto traffic. Parking and sidewalks would be required. Most side streets in the area have deep ditches ,no sidewalks, and narrow crumbing pavement. When the snow comes the streets narrow further and the sight lines at corners and driveways is restricted.

I hope that there is a coordinated plan. Sometimes development seems to be individual projects with no flow or plan.

Although I now live in_I used to live in the -and have lived in have always used these trails for play and exercise.

That trail is used by soooo many people in the area. I've walked there a number of times, usually with my . I know a number of parents who walk on the trails while their kids are at swimming, playing soccer, and other activities at the Howard Armstrong center. It's a safe place for kids to walk, play, explore nature and cut between neighbourhoods on their bikes. It is so conveniently located and surrounded by neighbourhoods. It's a valuable piece of nature integral to the communities around it.

If this trail is taken away or diminished to the point where it is no longer attractive people will be forced to DRIVE to a trail to get exercise in nature. That totally goes against the goal of having green space within our city.

l strongly encourage the City Council to reject this bid to sell off any of this property. Surely there is other, less valuable land they can offer this school board - or what about the schools that were dosed by the Rainbow SB- are they not for sale?

This is such a great walking path. It is used by so many people, I frequently use it and very seldom do I never see atleast one other person using the trail. It is an amazing location as well, while my ..take part in sports at the recreation centre I am able to stay fit by walking my dogs in the trail at the same time. During my early morning summer walks I would frequently see rabbits as well, which would make you forget that you were in the middle of a city. This trail can be accessed by so many even with out having a car and having to drive to find a trail. I also do some blueberry picking on some of my walks in the trail. My -lives across from this piece ofland and they also use it to play many games. we have so many schools and arenas already with more and more bush and natural landscape being taken for building.

I arn positive that you have been bombarded with letters, phone calls and emails in regards to the Elmview green space. Please add me to the long list of those who oppose any development on that land.

I feel that the proposed building of the school and/or arena on Elmview is wrong. I feel that the way this has all happened thus far is absolutely ridiculous & irresponsible of ALL city representatives.

The parents whose children attend the 3 schools are the first to be notified of the proposed purchase of land before the residents of those who are directly affected had even heard of the possible declaration of surplus land shows me how badly this Greater City is being mismanaged. This is about money, not community.

Only AFTER these parents were notified, they slap up a for sale sign (which has since been removed. See attached picture) and scramble to send out inaccurate letters to the affected residents after the fact. I am one of the directly affected residents.

The for sale sign was up for over a week. It was removed, but not without a fight because a couple of our city councillors had no idea which sign we were talking about because not one of them had the sense to go look to see for themselves. Nor did they look to see if it was removed before reassuring us that it was. And it hadn't been.

How can this land be declared surplus when the residents were not only NOT informed of the school boards intent to purchase, but also were not asked if the green space is being utilized by those directly affected by this proposed surplus declaration of the land?

This is WRONG! I do not want this parkland destroyed all for the sake of building a concrete jungle in my backyard. The school board can purchase in another area. Please leave the green space/parkland/trails etc... NATURE alone.

I, David Faubert, am against the proposed sale of the HARC parkland to the school board and the deforestation of said forest to build an arena of any kind. I, for one, do not have use for any of these facilities. The walking trails however, are the only trail within walking distance of my home. It would make no sense to rid ourselves of , these trails for it would only force us to drive to the nearest trails to go for a walk. That : simply makes no sense. Even if the trails were to be rerouted in what is left of a sad · forest, the circuit would be so small that it would be crowded, short, and not nearly as entertaining as the current one. Furthermore, the traffic currently on Elmview street and Dominion Drive is extremely busy on a regular day and on special sporting events, like a soccer game, traffic is extremely congested. By adding a school and/or a double pad arena, I'm scared that both street's surplus traffic will become dangerous to the residents in the area and leave the roads in a-greater state of disrepair than they already are. Also, I am concerned about the water drainage in the area. The creek running on the north part of the property provides adequate drainage and if it was to be blocked, rerouted, or modified in any way, there might be an accumulation of water on my property which would be unacceptable. Finally, I am worried that building these facilities would also raise my taxes and lower my property value because of the proximity to the school/arena and the noise they would produce. i The City of Greater Sudbury has already taken too much green space from its people. It's time to start building where facilities already exist and stop cutting down our forests.

The subject property is anything but "Surplus Parkland".

Since 1998 there has been a volunteer constructed walking, hiking/ biking, and dog walking trail of approximately 1 km located on this property. This trail was constructed with the full knowledge of the City of Valley East and was supposed to be a section the Trans Canada Tra!L

In 2005 the southern section of this trail was completely destroyed when the soccer fields at the Howard Armstrong Recreation Centre were expanded.

In 2010 or 11 a new trail group was formed as an ad hoc committee of the Valley East Community Action Network to refurbish and improve this trail. All of this work was completed -by volunteers- in 2013. Funding was provided by the then Councillor for Ward

6 1 Andre Rivest.

School children were invited to take part in a name the trail contest with the winning title being "Howardrs Nature TraW'. The successful child got a bicycle from the owner of the Hanmer Canadian Tire.

In June of 2012 Rainbow Routes installed a sign designating this as an official Rainbow Routes Trail. The northwest portion of 4040 E!mview Drive, Hanmer I ask that the rest of this history please be read in its entirety, so a true picture of this property and lts importance to the Valley East and Greater Sudbury communities can be appreciated. ***

In the beginning the property in question was a field through which there were a series of ATV and other renegade trails used to cross from Dominion Drive to Park Street. There was also a series of short trails throughout the north end of the system.

In 1998 the Valley East Community Trails Association was formed and was devoted to establishing trails for non-motorised users in Valley East.

The first step was to establish a proper non-motorised trail on the subject property. Starting from the east end of the Howard Armstrong Recreation Centre parking lot we began clearing the mixed bush. Eventually/ with help from some local merchants and professional assistance paid for by one of our supporters, we pushed a trail through some quite dense bush. Our work purposely avoided the established un-official trails that people had worn down with ATV's. We eventually had to incorporate some of the established trails at the north end to create a loop which still exists today and can be seen in the map of the current traiL

The northwest portion of 4040 Elm view Drive, Hanmer 2 About 7 years later a decision was made to expand the soccer fields at Howard Armstrong Recreation Centre that resulted in the complete destruction of the entire south end of the trail.

All our hard work was in vain without even the courtesy of a notification, with the exception of what was handwritten on this "DANGER" sign. 1

In 2010 or 11 an ad hoc committee of VECAN, the Valley East Community Action Network, was created for the sole purpose of establishing non-motorised trails in the City of Valley East communities. "Valley East Trailsu was the name adopted for this group. Our first order of business was to refurbish this trail.

It was our understanding that this trail would be a "Registered Trail" and therefore protected from such actions as this proposed sell off.

One section of the trail had been widened by During the festive season local residents like to city workers to get access to the soccer fields, decorate some of the trees along the trail. this view is more in keeping with our original concept.

Above is a series of photos taken on "Howard,s Nature Traii'I named after former Valley East Mayor Howard Armstrong, a most appropriate name since it sits on the same property as the Howard Armstrong Recreation Centre.

Countless hours of volunteer time, effort and caring were put into this project. We were fortunate to receive funding from the Ward 6 Councillor of the time/ The money was spent on fence materials, for the rental of machinery needed to distribute

gravel and wood chips 1 and repair parts of the trail damaged from previous accesses by motorised vehicles. We were also very happy that the foreman of the time working out of

the VE Parks Dept. Building 1 took his vacation time to help us out with the project.

Ward 5 Councillor has stated that the trail would not be lost if the arena was built, just reconfigured. I imagine the same argument will be put forward if a situation similar to the photo on the bottom right was agreed on. Neither of these proposals can be considered acceptable.

The northwest portion of 4040 £/mview Drive1 Hanmer 6 Walking trails favour Shinrin-yoku1 a term that means "taking in the forest atmosphere" or '~forest bathing". The idea is simple: if a person simply visits a natural area and walks in a refaxed way there are calming, rejuvenating and restorative benefits to be achieved. 2 This natural area would be entirely lost if these developments are allowed to go ahead. May I suggest that both of the proposed projects are unnecessary.

The proposed French Catholic School is an elementary school. The "Valley" already has three French elementary schools, within a short distance of this property. Also in close proximity to this location is the soon to be closing Pinecrest Elementary Public School. Closing schools and building new ones seems to be a total disrespect for the citizens 4 footing the bilL 3 and

As for another arena? What's the matter with the Centennial Arena? There is a heck of a lot of space on the south side of the arena that is going unused. If another ice pad is necessary in Valley East, why not put it there?

In a world desperate to retain, even create more green space it is hard to lmaglne that members of council, staff, or representatives of a school board would even contemplate such a regressive action. We in Greater Sudbury have been honoured by the UN for the regreening of our previously barren hills. In the very recent past the Green Space Advisory Panel was lauded by council for the work that they had done in identifying green spaces and parkland throughout the CGS. As well, the Rainbow Routes Association recently celebrated the completion of Greater Sudbury's portion of the Trans Canada TraiL This council should act in support ot and in accordance with previous environmental efforts. This what is needed to move Sudbury towards being a great city now and in the future.

Good Morning Tanya

My name is David Pilkey and I reside in the area of the proposed sale of land as outlined in a mail out received in November. I am writing with my concerns for the sale and wishes to maintain the current status of this recreational land. I have several reasons why I believe this sale and subsequent loss of this green space would not be in the best interest of most of the residence in the surrounding area.

1. As a local resident for more than- I personally use this area and current trail system to simply get out and get a bit of exercise. It is not uncommon on most days to bump into several individuals with the same idea. Some just out for the walk, some out walking their dogs and some out with the kids. I have notice that the amount of usage went up significantly with the increase in user fees at the Howard Armstrong Recreation center. Even in some of the most inclement weather conditions I have bumped into other individuals on these trails. 2. Environmentally this small area of green space plays host to all sorts of wildlife taking refuge in one of the only areas now available. With large swaths of nature land being cleared for residential housing these spaces are becoming few and far between. I have personally observed bear, moose, raccoon, porcupine and loads of rabbits in my travels as well as two different varieties of turtle, several species of birds of prey. This summer two nesting pairs of Merlin were regularly observed along the trail system. In the early morning the trails are alive with the sounds of birds of all variety. Working with the •••11 know the emphasis placed on environmental issues and don't believe the value of this small ecosystem is fully understood. 3. I find it hard to believe with the closure of several schools and the planned closures of other that the purchase of new land, development of this land and building of a new school can be cheaper than renovating an existing site, especially when most of the required infrastructure is already in place on those sites. 4. corridor moving forward. One of the common responses from residents is the maintenance or re-introduction of green spaces back into our concrete and asphalt jungles. I believe one of the key elements to a healthy living space is the availability of natural environments such as this area.

I have spoken too many of the residents in the area an~ all have expressed interest in maintaining this parcel of land as is. I am hoping that they too write to you with their own experiences and concerns. Just this morning I was out walking my dog along the trail and as with several years past someone or some individuals have decorated the entire outside perimeter of the trail for Christmas. There is nothing quite as nice as a walk along the trail after a new snowfall and seeing it all decorated. I appreciated the opportunity provide my opinion and hope that an alternate solution can be found.

Everyone needs a good Life Balance and our community needs a silent giant such as the forested park area off Elmview drive. This park reminds us we don't live in the city.

After a hard day's work, driving several miles from work to home and facing everyday family challenges, I look forward to my daily walk in the park to re-balance and re-charge myself. This I feel gives me purpose to my daily existence. To my surprise on this day, I face a large sign which states the property is for sale. My first thoughts were ""Ahhh good lord, is this the end for the park?". The park was one of the major reasons why I moved here in the first place. Why would the city consider selling so that someone could put up more buildings? I'll just have to get a loan and buy it for myself and keep it open to the public as the Hanmer Central Park. With that plan in mind, my family and I get on the phone and call the number posted to finally be told it will only be sold to the School Board. If the city needs money that badly then we are in greater trouble. Short term gain surely does not out weigh long term loss.

Did people ask for more traffic on Elmview? Do people need more buildings to look at on their daily waLks near Elmview? Do people wish to disrupt the excellent drinking water resource just below us? Do people enjoy driving elsewhere to walk in a park?

We can all point out unsightly land stripped of topsoil unused for who knows how long. Have a look on Google Earth to see the proof! If every square inch of the park land will eventually be bought up and buildings erected, then why not make the Park a focal point instead? One day it will be so built up, we will look back and wish we had a natural park area. Sure, a few wooded lots are nearby but it's all private land.

It may not be New York's Central Park but it sure does serve the same purpose. A place to go when tired of traffic, noise, daily business and wall to wall buildings. I can walk 40ft in the park and loose sight of all homes. Not everyday is a walk in the park but I can sure tell you when life throws a curve ball, that walk can certainly make the difference for some. Untouched natural city owned park land is rare, but we are so fortunate to have it in our back yards. I see people every day strolling the trails and enjoying their time.

We have parks for leisure and play, we have parks for sports and we have this park for enjoying natural environment. Do I need to drive all around the Greater City of Sudbury damaging my vehicle on the wonderful roads and polluting the environment to visit a natural park?

The city tries to do things right but has a hard time doing the right things.

It was a sad day when I walked up to the park to read that it was for sale.

The area being proposed for sale would result in the destruction of a valuable parkland. This is really the only area of natural forest surrounded by housing development. The well maintained trail system there provides valuable natural open space that is well used and enjoyed. If anything, the municipality should have more of these areas not less.

This proposal requires much more justification than has been provided (which is basically nothing). I recommend that a citizens group be established to review the details and justification of this proposal with involvement from the school board.

I strongly oppose the declaration of surplus land and selling the parkland property located at 4040 Elmview drive in Hanmer, Ontario to the CSCNO for the construction of a new elementary school-( PIN 73504-2249 LT ).

This parcel of land is very important to me and my community. Everyday hundreds of people enjoy these trails. There are groups of people that gather every day Monday through Sunday to walk their dogs, watch birds, cross country ski, run, bike, connect with neighbours and most importantly play.

Greater Sudbury is growing in more ways than one. The obesity rates have tripled in less than 30 years. Sudbury is the second most obese city of its kind in Canada. We must foster communal areas that supports outdoor fitness. The City needs to support diversified forms of exercise (not everyone will seek out organized forms of exercise) . People of all ages and abilities enjoy higher levels of health and wellness when they have nearby nature parks, gardens, and greenways. Access to nature has been related to lower levels of mortality and illness, higher fitness levels, restoration from stress, and a greater sense of well-being. Children who play outdoors in natural environments are more likely to seek out these activities in adulthood. This parkland is very important to my children.

I also oppose to the construction of the elementary school at this site because the CSCNO should be promoting environmental stewardship and sustainability by building a green school at one of the three current sites (St Joseph, Ste Therese, and Notre Dame). The sale of the parkland demonstrates to the students of Valley East that the City of Greater Sudbury is promoting public

Furthemiore, there are also secondary benefits to trees and vegetation in neighborhoods such as capturing carbon dioxide, buffering noise, filtering ground water and reducing water runoff.

Be part of the solution not the problem.

I urge you to please consider the community of Valley East and the nature-health connections carefully before declaring the parkland as surplus.

We are opposed to the sale of a portion of Howard Armstrong Park to the Conseil scolaire catholique du Nouvel-Ontario.

Howard Armstrong is a 30 hectare regional park serving all of Valley East. Half of the site is a large natural park with both a Rainbow Routes trail and well-used informal trails. It fills a need for a natural park and is well loved and well used by residents. As such, it does not meet the criteria for being declared surplus under the Park Land Disposal Policy.

The Green Space Classification System notes that it is desirable for Natural Parks to be 15 hectares or larger where possible, for both ecological and recreational benefits. Therefore, it is desirable to maintain the natural portion of Howard Armstrong Park intact.

In addition, the City is considering a business case to build an arena in the natural area of the park. We also oppose this option, which would leave very little greens pace or trail system for residents. Again, parkland that is valued and used by residents should not be considered disposable. The community has contributed to trail development and beautification with an understanding that the City was committed to the long term preservation ofthis park and trail.

We would also like to note that the business case to build an arena includes the false premise that the sale of a portion of the parkland can fund the arena. The business case states, "If CSCNO were to be successful in acquiring lands at the Howard Armstrong Recreation Centre site, funds received as part of the parkland disposal could be used towards the project." However, the parkland disposal states. "Funds from the sale of surplus parkland would be deposited in the Parkland Reserve. Fifty percent of the funds from any particular sale will be directed towards acquisition of parkland based on the adopted priority list. The other fifty percent of the funds from any particular sale will be directed towards acquisition of parkland or park development in the ward in which the sale was made." Therefore, 50% of funds from the sale would be for parkland acquisition city-wide, and 50% for parkland acquisition or park development within the ward. Although facilities such as arenas can be located in some parks, building or maintaining facilities is not park development. I am writing you this evening to express my opposition to the proposed declaration of 10 acres parkland at 4040 Elmview Drive, Howard Armstrong Recreation Centre (HARC) as surplus and subsequent sale of this land to the French Catholic school board.

This land does not meet the definition of surplus as it is well used and well cared for by the surrounding residents. As I write this, residents have been decorating the trails with Christmas ornaments as has become the tradition for several years. This area is home to the Howard's Nature Trail, a registered trail that has been officially recognized by the City of Greater Sudbury with signage.

As someone who has recently returned to- I find it very disconcerning that land that once enjoyed in my youth has been sold off and barricaded by the new owners. Little by little we are losing our-natural spaces. Protected trails are supposed to be the exception. They are supposed to be there for everyone.

I am also very concerned about the lack of community consultation in this decision. There was no public meeting to discuss this issue face-to-face with constituents and leaflets were only distributed to the surrounding area of reportedly 400 households; however, this property is a community recreation facility that impacts the entire Valley East area. Furthermore, the leaflets that were distributed were extremely misleading as they depict a much smaller area that is actua11y proposed for disposal and is situated on the wrong portion of the map.

Furthermore, it has come to light that there is also a business case to construct a twin-pad arena on the same parcel of land. Schematic drawings released by the French Catholic school board show a laid out plan

about where all buildings for both projects would be placed and are scaled drawings likely created by an architect or similar professional. The two proposed projects basically take up the entire space collectively.

Additionally, when erecting the sign for the proposed declaration of surplus land, city staff initially placed a sign that stated that the property was for sale.

All of the above points lead constituents to see that city staff is very much acting prematurely as they assume that this is a done deal. To put it plainly: the optics on this are not good. Proper public consultation has not been observed and this land does not meet the criteria for surplus parkland.

I implore you to keep the parkland intact. It already has a purpose.

First of all, we cannot believe that the City of Greater Sudbury would consider the sale of any parkland property within the city boundaries , to any one individual or organization. The City should be expanding parkland property when the opportunity arises within the city and appreciating the little we have, rather than planning to decrease the land base of park land property. The City Council and Administration have the responsibility to look long term into the future, and make wise and sensible decisions in the best interest of the residents and visitors of The Greater City of Sudbury, rather than grasping for short term dollar gratification for the City. It is very nearsighted by all decision makers to think otherwise.

We have lived in along with many local residents, friends and out of town guests, have used and enjoyed this parkland and recreational area, through all seasons, on a regular basis, as it provides us opportunities for hiking, skiing, snowshoeing, bird watching, biking and dog walking. Running (?Oralie! to the wooded area, is another trail which, in addition to walking and biking, is used for snowmobiles and ATVs which also could be potentially lost, if sold.

The idea of the said property being considered for sale (being considered declared a surplus?????????????????????) is unthinkable. We object in totality to any sale now or in the future. It is imperative we protect and manage property such as this wooded parkland property, (which we have far too Uttle of already), to sustain our wildlife habitat, and for the enjoyment of present and future landowners and users within the City and those visiting the area.

The other major concern, is the location for the proposed plan of this property, if sold. Elmview Drive is already a busy street, and the congestion of traffic that this location would cause is inevitable, given the the fact that on one side, it would be near a four way stop and even closer to the community mail boxes and on the other side would be adjacent to the soccer fields and parking lot and the Howard Armstrong Recreational Centre.

In summary, again, we do not understand why the City is even considering-the sale of this property and disagree with the proposal. In our opinion, it is vital to our community and our wildlife that this parkland property remain the green gem that it is and is protected now and into the future. Going forward, the City needs tore­ evaluate the importance of having and saving the green spaces we are fortunate to have now and can share as a community.

A suggestion to the applicant may be to seek out private land owners, who own considerable large tracks of unused vacant land, who may be interested in selling, in close proximity to this subject property along Dominion Drive and Regional Road 80, which is close to the Elmview Drive area.

Trusting that our objections will be taken very seriously and that this proposed sale will not happen.

As a-resident of Valley East, I would like to express my disagreement with the plans to sell/develop a portion of the green space along Elmview Drive for the use of a school and arena.

I have read Mr. Kirwan's explanation of how the city would like to use this property and I feel tbat it is ill­ advised to do so. Sudbury is too quick to vacate out-dated buildings and then let them fall into disrepair while we develop yet more valuable green space and negatively impact our natural environment by doing so. If we do indeed need a newer arena, then I would prefer to see this happen on the land now occupied by Centennial Arena. There is plenty of room there for building and parking and the area is already set-up for the activities that occur at these types of facilities, rather than adding more traffic to the Elmview corridor.

As for the need for a new school, I would prefer to see the Board repurpose existing structures rather than create yet more empty school buildings which become an eyesore in the community. We have a valuable resource in our city with the Laurentian School of Architecture and I think it would be wise to task the creative minds of the students to come up with solutions for the current needs using existing buildings. The legacy of their facility is a prime example of how existing sites and buildings can be preserved and improved.

We are at a period in human development where we should be trying to reduce our footprint on the environment rather than expanding our impact on the land. Based on past experiences, we now have the advantage of experience and knowledge as to what provides a healthy environment in our community, so I encourage the city to consider this as they proceed with planning and ensure that they protect green space for our citizens.

I am completely opposed to such sale! The land is currently used from many residents· myself as a walking trail and a place to get physical activity. I can drop off my and go for a walk and many will walk their dogs, play in the soccer fields etc ... It is great to do all these activities in one area that also has entrances by a various neighborhoods. Many of us gather and have got to know one and other. I now understand that it is now being proposed a site for a twin pad arena. I can certainly except this development since it fall within what I believe what the land was set aside for during the Valley East vision! A place to meet up and be active!!

I'm writing this email to oppose the selling of our parkland on Elmview Drive. My concerns are traffic and noise. Building this school across two dead streets ( Mederic stand Wlifred st )will make it almost impossible to exit our streets as -its so close to a 4 way stop sign. This 4 way stop can be very dangerous in the Winter months as vehicles stop and then proceed to spin their tires creating a very slippery and dangerous intersection . The increased amount oftraffic will make this even worst by putting many children and the rest of the public at a higher risk. Also we have no alternate solutions to exit these dead end streets during peak times. Even during soccer season it can be quite challenging to exit and creating an all year long traffic nightmare is just not fair to us that live in this area. I've been living in this area since ..,-and enjoyed these trails with m~and~or many years and would hate to see others lose this gem of a park. The kids already lost a lot of land to Dominion Park construction and we cant afford to lose more.

My noise concern is that we live in such a quiet area which we all appreciate and I'm sure most wont welcome the noise created by this school.

The subject land is privy to a local community trail that is understood to be well used by the community. We note that a number of correspondence records within our files point to strong community support and local ownership of the Howard Nature Trail found within the subject area. The Howard Nature Trail is also found in promotional material for Greater Sudbury recreation trails, such as on our 2015 trail map and website. It is expected that selling the subject land would have a significant impact on a well used and valued Rainbow Routes trail.

As a result, prior to proceeding with the subject file, we recommend a detailed and in-depth consultation process with residents of Hamner, clearly identifying that the existing trail will be impacted by the development and identifying what sort of accommodations will take place if any. The City should complete a thorough public consultation process which is beyond minimal requirements and typical processes, such as extending mail out limits to properties well beyond the immediate surroundings.

Access to natural spaces is key to a high quality of life and place. Alternatives should be thoroughly studied and reviewed with residents before final decision making.

It is vital we do more to protect natural spaces in the City of Greater Sudbury.

Although the area surrounding the subject property has a number of playgrounds and the development of a new splashpad and an outdoor basketball court is providing positive new recreational activities for families, the Elmview Drive and Dominion Park neighbourhoods are facing increasing development pressure. Large areas that were once naturally forested have been bulldozed, stripped of soil and transformed into housing developments.

Urban planning emphasizes the preservation of green space during development. Studies link green spaces to healthy communities and reduced stress levels of residents. Healthy natural habitats preserve ecosystem diversity and a multitude of species that inhabit these spaces. Integrated green spaces allow residents to easily access natural areas rather than having to drive out of town to experience nature.

We have made tremendous efforts at re-greening the impacted landscape, but continue to develop our urban areas with little regard to natural space preservation. Sudbury is well known as the "Clty of Lakes". It would be wise to begin to recognize the opportunities to enhance our profile as a "City of Trees" as well.

This is an opportunity to preserve a small section of natural forest within a growing developed area. Please revisit current urban planning principles prior to approving this sale.

Dear Just to Jet you know, this email represents the views of three voters. We were both surprised and appalled to learn of the plans for a school on Elmview Drive which we just recently learned of because we were out of the country. It is hard to believe that when both our provincial and federal governments have so many programs and policies in place to protect our environment that our municipal government would consider a plan that would have such a negative impact. 1) That area falls under a Wellhead Protection Area for which our municipal government has created a Source Water Protection Plan since April1, 2015. it is "designed to protect existing and future sources of municipal drinking water by managing threat activities". A school would certainly be a threat with all of the construction and future land impact. The WPA is also outlined on a map on the Ministry of Environment and Climate Change website. 2) There are other areas within Valley East that are zoned for educational development that would not involve decimating a forest. Trees offer so many benefits to all creatures and it would be a shame to lose some within walking distance of so many residents. 3) The forest is a habitat for numerous species including a female moose that took up residence there for a few months. 4) The area is a green belt for local residents who use it for walking, cross-country skiing, snowshoeing (My friends and I do so), and general nature appreciation. 5) There is a drainage ditch beside the proposed location of the school which snow removal, for one, could impact the flow. Also, many substances are applied to school yards and parking lots in the winter and they .would end up in the drainage area.
