Inouye Campaign Committee and Fawcett- McDermott Associates for the period of July 15, 1968 and Novem- ber 15, 1968. Fawcett-McDermott shall serve your committee as the agency of record. The agency's responsibilities will be to develop, write, produce and buy such space in newspapers, magazines and time in radio and television as approved by your committee. The agency will also develop, write, produce such collateral material such as posters, brochures and broadsides as approved by your committee. The agency will also serve as a communications advisor in whatever capacity as ordered by your committee. Our financial requirements are covered by a retainer and by commission on media and by our art department charges. Inouye Campaign Committee Page 2 The man-hours required by such an account are not covered by the media commissions alone and we, therefore, charge a re­ tainer to make the account profitable. We have agreed that a $5, 000 retainer for the entire campaign would be equitable to the campaign organization and to the agency. This fee is to be made in two parts; one part now and one part at the end of the P rim a ry . The art department time charges range in price from $9 to $23 per hour, depending on the nature of the work and the artist per- forming it. With references to charges, advertising space in consumer and trade periodicals, and in newspapers, and advertising time on the air for radio or television, if used, shall be charged to you at the card rates in effect at the time of purchase, or at such a figure (net plus 17. 65%) as w ill make our commission in all cases the equivalent of fifteen per cent of the gross charges of publishers or broadcasting companies had they included commission. But more importantly, it forces Kauai to follow the unSafe Travels program that has already been found to cause significant problems for that island -- why in the world would you want to spoil the only safe harbor in Hawaii? This bill would also remove the option for any other Mayor that decides to opt out of the unSafe Travels program. The bill represents the worst kind of special interest micro- managing by the legislature and ruins the ability of the Governor to react quickly and decisively to the pandemic - please kill this bill. Aloha, Please do not approve HB 1286, a bill that seeks to impose a single set of travel rules on a county that has successfully kept its Covid rates low, and has the data to show that their brief participation in the Safe Travels pre-test out of quarantine program greatly increased their case rate. To pass this bill would undermine the clear will of the majority of Kauai voters as expressed via their elected leaders. Kauai followed the rules and asked permission from the Governor for separated protocols. He did not approve the post test system they wanted, but did approve the county withdrawing from the "Safe Travels" program, and they chose this.
