BY STATE (UoM) OH KY EVALUATION: Bids will be evaluated in accordance with Article I-17 of the “Instructions to Bidders. In addition, for Category I. FIREARMS, the state will sum the estimated initial use and estimated annual use for each new firearm item and multiply that by the Bidder’s price offered for each item. The state will then sum this quantity for all new firearms to arrive at the estimated cost for the Bidder for all new firearms. Then the state will multiply the trade-in prices offered by the Bidder for each trade-in firearm by the estimated trade-in quantity for each trade-in firearm and sum the total for each Bidder for all trade-in firearms to determine a total estimated trade-in value for all trade-in firearms for each Bidder. Then the State will deduct the total trade in value from the total new firearm cost for each Bidder to determine the lowest cost responsive and responsible bidder for the category. For the Category II. AMMUNITION, the state will add estimated initial use and estimated subsequent annual use quantities for each new ammunition item and then multiply each by the price offered to obtain the estimated price for each new ammunition item or each Bidder.

    KURZWAFFEN SIG Sauer P226 LDC Tacops und Legion SAO in 9 mm Luger Legendäre Legionäre Variationen eines Klassikers: Zur diesjährigen IWA stellte SIG Sauer neben dem Modell P226 LDC Tacops auch die P226 Legion SAO für den deutschen Markt vor. Von der B&H Waffenhandelsgesellschaft in Lem- werder erhielten wir nun beide spezialisierten Modelle auf Basis der fast schon legendären P226. ls 1982 die SIG Sauer P226 auf dem Markt erschien – siehe dazu „30 AJahre P226“ in caliber 10/2012 – hätte man es sich wohl kaum erträu- men können, welche Modellvielfalt aus der Dienstpistole hervorgehen würde. Neben den Sportmodellen auf Basis der X-Series, die aus der Fabrikation in Eckernförde stammen, werden die Be- hördenmodelle, die seit einigen Jah- ren schon in den USA gefertigt werden, durch immer mehr Versionen ergänzt. Frisch aus den USA für den europäischen Markt stehen nun mit der P226 LDC Ta- cops und P226 Legion SAO zwei neue Modelle zur Verfügung, die sich auf den ersten Blick ähneln, aber bei genauerer Betrachtung doch sehr unterschiedlich ausfallen. Ganzstahl-Glanzstück Die P226 LDC Tacops ist die taktische Wei- terführung der P226 LDC, die wiederum auf der Ganzstahlvariante P226 SL ba- siert, die 1998 die Bühne betrat. Die Un- terschiede zur sportlichen LDC-Variante sind schnell abgehandelt. Da wären zum einen die zweiteiligen Griffschalen, die am Magazinschacht verlängert sind und dabei durch die innenliegenden Schrä- gen gleich einen Magazintrichter (eng- lisch: „Jet Funnel“) bilden. Das mit einem verlängerten Kunststoffboden versehene Magazin fasst nun 20 anstatt 17 Patronen in 9 mm Luger. Auch wenn wir die P226 LDC schon in Gänze in caliber 7-8/2014 vorgestellt haben, möchten wir kurz die wichtigsten Ausstattungsmerkmale im Vergleich zur P226 SL schnell zusam- menfassen: Mündungslange Griffstück- Legendäre Legionäre: Mit zwei neuen Modellen 6/2017 auf Basis der Dienstpistole P226 tritt SIG Sauer nun auch auf dem europäischen Markt an.

    369 From the IRA to ISIS: Exploring terrorist access to the UK’s illicit firearms market UNITED KINGDOM Paul Holtom, Paul James and Connor Patmore In this chapter we focus on the illicit firearms market in the United Kingdom (UK) and the ways in which terrorists can access this market. Researchers have noted that a number of sources provide information on illegal firearms use in the UK (e.g. crime data and crime reduction evaluations, police reports, media reports), but limited research has been undertaken to understand the dynamics and key players in the UK illegal firearms market.1 The research undertaken on terrorist acquisition of firearms in the UK has focused primarily on the methods used by the Irish Republican Army (IRA) and other terrorist organisations involved in the conflict in Northern Ireland, with a strong emphasis on the international dimension of such acquisitions.2 Academic and policy-oriented research therefore lags behind policy interest in terms of terrorist access to the UK illicit firearms market. We address this lacuna in our knowledge of the issue by using a mixture of quantitative and qualita- tive investigative methods (see Box 1). Box 1: Research design The difficulties of estimating the scale and characteristics of the illegal fire- arms in a country are well documented. We conducted a comprehensive review of UK government sources, media reports, and academic research, and interviewed ten key informant interviewees (KIIs) to determine the ‘char- acteristics of the illegal firearms market in the UK’, in line with recommended practice for estimating illicit firearms markets and trafficking in Europe.3 Firstly, the research team gathered official UK Home Office statistical data on the legal firearms market in the UK, which are disaggregated by region and 370 police force area.

    “ASSAULT WEAPON” MYTHS E. Gregory Wallace Scary black rifles that spray bullets like machine guns. Military arms designed solely for killing on the battlefield. Weapons of choice for mass shooters. These are common descriptions of so-called “assault weapons,” a favorite target for those who want to eliminate gun violence by eliminating guns. Several states and localities currently ban “assault weapons,” as did the federal government from 1994-2004. In response to recent mass shootings, bills have been introduced in Congress to create a new national ban. Lawmakers and judges often use these descriptions to justify such bans. But are the descriptions factual? If not, what does that say about the laws and court decisions that rely on them? While there is no generally agreed-upon definition of “assault weapon,” laws banning such weapons typically criminalize possession or transfer of semiautomatic rifles with detachable magazines and at least one specified feature such as a pistol grip, telescoping stock, flash suppressor, barrel shroud, bayonet mount, or grenade launcher.1 Other “assault weapon” bans prohibit certain semiautomatic rifles, shotguns, and pistols by name and by features, along with any copies, duplicates, or variants.2 The main target of these bans is the AR-15 rifle, the most popular rifle in America, owned by millions for lawful purposes including self-defense.3 The AR-15 looks like a fully automatic military M4 carbine or M16 rifle, but it has a semiautomatic firing system like most modern handguns.
