The success of SMEs in the ICT market is strategic to guarantee prosperity and sustainable development to the overall society. Due to this variety and interdependency among different dedicated areas, companies need to operate in networks and clusters in order to be more effective and bene- fit from each other. Externalisation and sub-contracting are, among others, typical forms of cooperation that characterise the business behaviour of ICT operators. These enterprises need to find business partners in other countries in order to establish cross-border alliances and access new mar- kets. Trans-national federations of associations should serve as bridges among SMEs from different countries and enable the establishments of cross- border business partnerships. Thus, participation of national associations to European umbrella organizations seems to be important to establish strategic alliances, to benefit from best practices exchange and activities in an international environment.

The objective of this World Bank-run session is to discuss the effort of the Government of Moldova in conducting regulatory reforms aiming at improving the busi- ness environment. The session will build on the results of a number of latest studies and analyses and will present a summary of 1) the perceived need to reform (Doing Business Report, ICA and Cost of Doing Business surveys), (ii) the initial vision to reform, such as the first Regulatory Guillotine (Law no. 424 - On opti- mization of regulatory framework and Decision of the GoM no. 1030 - on the registry of official acts); (iii) the evolution into a full fledged regulatory review known as Guillotine (Law 625 on basic principles of business regulation). Additional presentations on the perceptions by foreign investors in the country and on the general business environment will complement the discussion, thus providing quantitative and qualitative tools for a better understanding of the country.

Innovation is a key to long-term productivity growth. Enterprises are the fundamental source of innovation, but their performance in this domain depends on incentives stemming from economic and regulatory environments, access to critical inputs and their internal capacities to capture mar- ket and technological opportunities. This session will present a number of new products and services that the EBRD, its donor community and, more broadly, the international commu- nity, are working on in order to respond to the ever growing demand for ways to diminish energy intensity in Eastern Europe and tackle the nega- tive consequences of climate change. ESCO (Energy Service Companies) for example are widely used in the United States and Western Europe, but their concept permeation and utilisation is still below average in the CEI countries of operation. Energy audits and environmental training pro- grammes (including the recent Market Demand Study for Moldova) also continue to remain widely utilised in order to transfer important know-how in relation top energy savings. These presentations will provide a much needed overview showing that technical expertise and a change in mental- ity can swiftly become competitive advantages for companies that invest in energy savings and clean technologies.

For the past ten years the strategic goal of the EU and its Member States has been to transform their Public Administrations to become more effi- cient and centred on the delivery of ICT-enabled services to citizens and businesses. This ability to offer public services online - so-called 'eGovernment' – is considered as a priority in order to reduce public expenses, provide better services and widen the knowledge-based European soci- ety. However, as European integration is progressing, national eGovernment solutions are no longer sufficient and cross-border data exchange requires the integration of different national concepts and models. Therefore the cornerstone of this strategy is to help develop the framework, tools and environment for interoperability between existing systems and applications, in order to foster the development of public services that would be cross-organisational, cross-level, cross-border, transparent, integrated, secure, decentralised and available anywhere at anytime. The aim of this panel is to create a forum for discussion on interoperability of eGovernment services in the CEI region. The speakers will present their vision and experience of developing interoperable e-government solutions and discuss the progress of the various initiatives and projects both on national and cross-border level in the CEI region.

In its 2006 Transition Report, the EBRD stated that ‘financial markets have grown in size and complexity, and the performance of banks is improv- ing. However, due to failings in the legal framework, financial markets are less developed than in other countries with comparable income’. A year later, global financial turmoil led to a credit squeeze affecting the global economy. Yet how did this affect the CEI region? How have financial insti- tutions responded to the challenges that the combination of global imbalances and the relative weakness of their financial institutions has posed? It is such questions that the panel will attempt to respond to, looking at the challenges that the sector has to overcome, and the trials yet to come.
