Proposed Boundary Changes: A perspective from Norton Parish Council

Having considered the proposed changes to boundaries that would have a direct effect on Ward Member representation in the area currently known as the Spa Ward, the Norton Parish Council would like to make a number of observations and comments and to support counter proposals.

We fully appreciate the principles underpinning the Ward Boundaries review, notably a re- drawing of connected areas of the borough into units that are numerically of similar size in terms of population, with the added notion of reducing the number of Ward Members presently representing the people living in those areas. However, there is also a need we feel, to have regard for factors that have an equal, if not greater, significance on Ward Member representation.

The LGBCE proposals would result in the area designated as Norton/Askern being shorn of the village of Sutton. Whilst such an action may help with the mathematics involved in securing electoral balance, it neglects to recognise other factors. Norton Parish Council represents the three neighbouring villages of Norton, Campsall and Sutton which have historically had a very close association and which continue to do so.

At the local level, the matters and issues that affect the residents of the three villages are dealt with through proportional representation on the Parish Council by elected councillors from each village. The Parish Council is strongly independent and apolitical, but we always seek to work closely and collaboratively whenever possible with our Borough Council Ward Member representatives. Whilst there may be three individual villages, they are all one parish and there are close social and cultural links that bind us together. Our Ward Members recognise these ties and share with the PC the commitment to equality of service and development across the parish as a whole.

The Parish Council is aware of the counter-proposal put forward by the Labour group of councillors that include our current Ward Members, proposing the removal of the boundary between the wards of Norton & Askern and Skellow, combining a 2 Member Ward – Norton (which includes Norton, Campsall and Sutton) and Askern with a 1 Member Ward, namely Skellow.

In terms of numbers, this proposed coupling would still retain the figures required for electoral equality, and also keep the closely-related areas intact. It makes no sense to simply hive off the village of Sutton for mathematical convenience when all the areas of the counter-proposal referred to above have close social, economic and cultural links. Rather, the residents of the three wards would have access to three ward members – an efficient arrangement that retains availability should one councillor be ill, or on alternative business for example, which in a one member arrangement would leave constituents unrepresented. Because of its geographical position, the parish also has good links with Skellow.

This counter proposal recognises the geography of the area, its historical and cultural connections and respects the effective working relationships that exist currently between the Parish Council and the Ward Members. Sutton is not only historically part of the parish of Norton, but an integral part of the local structure of villages and their relationship with the town of Askern which provides services to the three villages such as the local surgery and health centre, post office, banks and a children’s centre.

I have attached a pdf copy of the most recent Norton Parish Council Magazine which is a ready illustration of life and times in the three villages and the social and cultural links we share, including the integral role of ward members. For all of the above reasons, Norton Parish Council supports proposed arrangements set out by the counter proposal for the area.

KOOL KAYAKERS

Supporting the first leg of the Grand Depart Tour de France, 79 members and affiliates from the

Askern Pool Kool Kayakers descended on North Yorkshire to add their voices and support to the many thousands of spectators. As well as seeing the pelathon flash by it was great to see the entourage of support vehicles, and the “caravane” of around 150 sponsors.

Best of all was the wonderful atmosphere with anyone on a bike being clapped along the road, and virtually every house and garden decorated with something tied to the tour – bicycles on church steeples, houses covered in dots – you name it, it NEW HEAD AT CAMPSMOUNT was there.

RETURNS TO YORKSHIRE The Kool Kayakers are keen kayakers and enjoy social events too. Even more important is the priority given by the Head to celebrating and strengthening the sense of real community amongst the students within the school. He is pleased with the praise given by Her Majesty’s Inspectors of schools for the behaviour and attitudes of Campsmount students and strongly believes that the characteristics of care and compassion have been NORTON PARISH PEOPLE ... demonstrated in great measure since his arrival earlier in the year. Tree planting ...

A team of parish councillors, helped by one of the younger members of the parish and his dad, spent a Saturday morning in April planting another batch of trees from the Woodland Trust.

This has filled in the remaining gaps in the hedge alongside the parish field. Along with the trees from last year, most of which have survived the winter, they will provide plenty of colour for years to come. Thanks to all those who helped.

FAIR PLAY PROJECTS Campsall 4A Trust's Fair Play project is due to come to an end in September, but plans are afoot to seek funding for another year. Following on from Fair Play: Fairer Futures, which ran from Easter 2012 to May 2014, the current project has extended its reach to include older people. As well as the Parent and Toddler sessions run during term-time at Campsall Village and Norton Community Halls, so far the £10,000 grant from Awards for All has funded an Emergency First Aid course for adults, encouraged family literacy and numeracy with both Story Sacks and Number Sacks classes at the Wellingtonia Centre, and enabled two craft classes for older people to be run by the Adult, Family and Community Learning Service.

During the school summer holidays, 15 Multisports sessions of 3 hours for children aged 5-11 will take place on the Norton Parish Ryecroft Playing Field, led by fully qualified sports coaches and there will be another 5 Cook and Eat sessions for children at the parish rooms. These follow on from those funded at Easter and half-term by Norton Parish Council, who we thank for their support.

Publicity will be distributed through Norton Infants and Junior Schools, but parents of local children who attend other schools can find out more by looking out for posters or ringing Janet 701036, Jill 700003 or Sue 709546 for details.

When we last counted up at Easter, local adults and children had accessed this year's project free of charge on around 1,320 occasions, with at least 124 individual beneficiaries. By the time the project ends, it will have created 589 hours of employment for local people and paid over £1,400 in hire charges to local volunteer- run community buildings. All but two or three hundred pounds spent on equipment will have been ploughed back into our community.

The West End comes to Friends of Campsall Country Park

Norton Community Hall The Friends AGM was held in June so we are now planning ahead with our priorities for the next 12 months being:

 Upgrading at least one footpath in the park; one was done 2 years ago and we know it takes time to plan ahead of each upgrading. Funding will be needed; material has to be sought and where to store it, then comes the actual work – for which we need people power and the help and support of our colleagues at DMBC.

 We need to expand our skills and expertise locally – even if you can’t join the group all the time we really need people power, and particularly expertise in drainage, grounds maintenance, engineering and similar skills. Please get in touch if you have some time to spare each month to help with the working parties it will be a great help. We have recently completed a second group of leaders through their first aid training. We now have 12 qualified first -aiders. The courses were provided by the very able Discovery Training, complemented by a local lady, Sarah Moses. Thanks from all the walking group...it was first class, not forgetting that the funding was provided by Campsall 4A Trust and Awards for All. By the time we go to press we will have had our summer meal and dance and our walking holiday in Cumbria.
