37 CHAPTER 2 ASSESSING REGIONAL ORGANIZATIONS’ WORK IN DISASTER RISK MANAGEMENT his chapter looks at one group of important but little-studied actors in disaster risk management (DRM): regional organizations.171 Although regional mechanisms are Tplaying increasingly important roles in disasters, there has been remarkably little research on their role in disaster risk management. In fact, there are few published studies about the relative strengths and weaknesses of regional bodies, much less comparisons of their range of activities or effectiveness in DRM.172 A recent study carried out by the Brookings-LSE Project on Internal Displacement sought to address this gap by providing some basic information about the work of more than 30 regional organizations involved in disaster risk management and by drawing some comparisons and generalizations about the work of thirteen of these organizations through the use of 17 indicators of effectiveness.173 This chapter provides a summary of some of that research. SECTION 1 Introduction and Methodology: Why a Focus on Regions? Since the 1950s when European regional integration seemed to offer prospects not only for the region’s post-war recovery, but also for lasting peace and security between former enemies, regional organizations have been growing in number and scope. CHAPTER 2 Major Powers and Global Contenders A great number of historians and political scientists share the view that international relations cannot be well understood without paying attention to those states capable of making a difference. Most diplo- matic histories are largely histories of major powers as represented in modern classics such as A. J. P. Taylor’s The Struggle for Mastery in Europe, 1848–1918, or Paul Kennedy’s The Rise and Fall of the Great Powers. In political science, the main theories of international relations are essentially theories of major power behavior. The realist tradition, until recently a single paradigm in the study of international relations (Vasquez 1983), is based on the core assumptions of Morgenthau’s (1948) balance-of-power theory about major power behavior. As one leading neorealist scholar stated, “a general theory of international politics is necessarily based on the great powers” (Waltz 1979, 73). Consequently, major debates on the causes of war are centered on assumptions related to major power behavior. Past and present evidence also lends strong support for continuing interest in the major powers. Historically, the great powers partici- pated in the largest percentage of wars in the last two centuries (Wright 1942, 1:220–23; Bremer 1980, 79; Small and Singer 1982, 180). Besides wars, they also had the highest rate of involvement in international crises (Maoz 1982, 55). It is a compelling record for the modern history of warfare (since the Napoleonic Wars) that major powers have been involved in over half of all militarized disputes, including those that escalated into wars (Gochman and Maoz 1984, 596). -

That the Earliest Groups of Jews Came to China Via the Overland Silk Road
Jews in China: Legends, History and New Perspectives By PAN Guang Jews in Ancient China: The Case of Kaifeng It was during the Tang Dynasty (around the 7th - 8th Century) that the earliest groups of Jews came to China via the overland Silk Road. Others then may come by sea to the coastal areas before moving inland. A few scholars believe that Jews came to China as early as the Han Dynasty (206 B.C. – 220 A.D.) — some even go so far as to place their arrival earlier, during the Zhou Dynasty (around the 6th Century B.C.) — though there have been no archaeological discoveries that would prove such claims. After entering China, Jews lived in many cities and areas, but it was not until in the Song Dynasty (960-1279) that the Kaifeng Jewish Community formed. In the Northern Song Dynasty, a group of Jews came to the then capital Dongjing (now Kaifeng, as it will be referred to below). They were warmly received by the authorities and allowed to live in Kaifeng as Chinese while keeping their own traditions and religious faith. Thereafter, they enjoyed, without prejudice, the same rights and treatment as the Han peoples in matters of residence, mobility, employment, education, land transactions, religious beliefs and marriage. In such a safe, stable and comfortable environment, Jews soon demonstrated their talents in business and finance, achieving successes in commerce and trade and becoming a rich group in Kaifeng. At the same time, their religious activities increased. In 1163, the Jews in Kaifeng built a synagogue right in the heart of the city. -

Morrison Specialist in International Trade and Finance Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress China-Southeast Asia Relations: Trends, Issues, and Implications for the United States Summary Southeast Asia has been considered by some to be a region of relatively low priority in U.S. foreign and security policy. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency. -
