HP14 APOLOGIES FOR ABSENCE AND DECLARATIONS OF INTEREST

An apology for absence was received from Councillor J Freeman (Uttlesford District Council) and Councillor S Barker (Essex County Council).

Councillor Chambers declared a personal interest as the district ward member for Wenden Lofts. Councillor Sullivan declared a personal interest in relation to the schemes in Hatfield Heath, as these were in his parish.

HP15 PUBLIC SPEAKING

Sean McCarthy,Chairman of Hempstead Parish Council spoke to the Panel about the proposed footway through Hempstead village.

The first request for a footway was made some 40 years ago and initial plans had been drawn up in 1975. The scheme had stalled over the years due to lack of funding and legal and technical issues associated with the proposal. There was a real safety issue as there was no pavement through the village and a recent speed survey had showed average speeds through the village at over 40mph. The scheme was well supported locally. The four landowners affected had agreed to donate a small area of garden for the footway and the Parish Council had put aside £4,000 to pay for any conveyance that might be required. There was very strong feeling in the village that this situation had gone on for long enough and action should be taken to ensure the safety of residents.

The Chairman said that the Panel appreciated the need for a new footway but explained that ECC had allocated a sum of £472K for all schemes within Uttlesford and the Panel had to prioritise the proposals submitted. As this would be a complex scheme it was important to ensure that the legal and technical issues were sorted out before the scheme was implemented.

The Highways Liaison Officer gave details of the proposal. The cost of the scheme had been reduced to a more realistic level now that the existing telegraph poles had been retained and the footway being reduced with a series of pinch points. She highlighted the proposed route of the footway, showed the most dangerous part of the road and the properties that would be required to donate part of their gardens.

Councillor Howell, the local district Member stressed the importance of the project in terms of road safety. There were few villages in the district that had a 30mph zone with no pavement. Councillor Walsh understood that the Panel had limited funds available but hoped that a way forward could be found possibly with a phased implementation.

HP16 MINUTES

The minutes of the meeting held on 18 June 2012 were agreed as a correct record.

HP17 BUSINESS ARISING

The Panel commented on schemes that had been considered at the last meeting.

(i) 20mph speed limit in Great Chesterford The Police were still of the view that the 20mph limit would be achievable on the stretch of road suggested. There would be further discussions between the Police and the parish council in order to clarify the situation.

(ii) Scheme IT493 Hoblongs junction Gt Dunmow An order had been put through for ECC to utilise the section 106 monies to complete the design stage of the scheme.

(iii) Scheme IT563 Footway at Hempstead The Panel discussed whether to allocate funds to this scheme following the presentation earlier in the meeting.

The Highways Liaison Officer advised that the cost for the civil engineering works would be £135 with the total cost including legal/compensation etc around £150k.

Although it was too late in the year to commence any works on site, the legal aspects of the scheme could be progressed now. The Panel was advised to allocate a sum at this meeting as this would guarantee the amount for this financial year and place the scheme is a better position to be implemented in the future.

It was AGREED that £50,000 be approved for the initial legal/design work.

HP18 APPROVED SCHEMES

The Panel was advised that all the schemes agreed at the two meetings in June had been approved for progression by the County Cabinet member for Highways. The schemes were still in the design stage but all the projects were expected to be delivered in this financial year.

HP19 HIGHWAY SCHEMES

The Panel considered the list of potential schemes that had been deferred at the previous meeting. The remaining balance from the last meeting was £93.5k. The schemes were assessed as follows:

The Panel received the list of capital schemes that had been undertaken during this financial year.

HP21 RESURFACING REPAIR PROJECTS

It was reported that Essex County Council had allocated £11m extra funding for resurfacing repair projects in the county. In the region of 22,000 pot holes had been repaired to date. Some of this work was being undertaken with the Jet

Patcher equipment which was working well and appeared to lead to enhanced speed and quality of work.

The Chairman mentioned that in association with the resurfacing work there had as yet been no replacement white lining in Saffron Walden and he asked for this to be addressed.

HP22 TRAFFIC REGULATION ORDERS

The Panel was advised that the responsibility for most traffic regulation orders had now passed to the Parking Partnership. Essex Highways was now only making orders if they were related to safety or congestion. Most of the outstanding orders were currently being concluded.

HP23 WENDEN ROAD CYCLE ROUTE

The Panel was informed that a consortium of groups was planning to hold a public exhibition event on three dates in September, highlighting four potential options for providing a cycle and pedestrian route from Saffron Walden to Audley End railway station. The first event had been very well attended. The Panel would receive a report on the outcomes in due course

HP24 HIGHWAY RANGERS

The Panel was updated on progress with the Highway Ranger service. Since it had been set up100 requests had been passed to the team. During the summer the work had mainly focused on cutting vegetation but other types of minor maintenance had been undertaken. Much of this work would have been low priority for Essex Highways but had a high impact in the local area.

The Panel noted that there was a £40,000 surplus in the budget, which being a revenue amount could not be carried forward to next financial year. The Panel would consider options for spending the £40,000 surplus at the next meeting.

HP25 VAS SIGNS

The Highway Liaison Officer said that in order to make better use of the available VAS signs she had suggested a scheme whereby two parishes pair up and agree to exchange the equipment on a bi monthly basis. She would email parish councils with the details.

The following schemes have already been approved for funding during previous Highways Panel meetings and have since been approved for progression by Cllr Derek Louis as the Cabinet Member for Highways.

Although the Panel Members have consented to the provision of £50,000 towards the initial legal costs for the Hempstead footway and possible early stages of construction, the overall cost for completing the scheme would need to be allocated from next years budget. The current estimate of cost is £135,000 for the civil engineering works but this does not include any unforeseen costs involving utility services under the ground or compensation for the affected properties.

It is appreciated that this is a large sum of money for the members to commit to so the following photos should help to illustrate the extent of the problem which Hempstead residents face when trying to traverse through the village.

The distance from the northern side of Hempstead to the only stretch of existing footway is in the region of 500 metres.

For many of the areas on this route it will be possible to install the footway on the existing Highways owned verge as there will be the availability of the 1.2m of width that is needed.

There are however sections of this route whereby there is no highway verge and it will be necessary to claim the space needed from the frontages of four properties.

Where telegraph poles are present on the verge we will not be looking to relocate them due to the complex issues that this will cause. As there would not be suitable external locations to relocate the poles to the only alternative would be to divert the supply under the ground, which would push the scheme cost up immensely.

The picture to the left is an example of the complexity of the scheme with a large tree needing to be removed and a drain needing to be relocated.

The removal of the tree will require a road closure.

The picture to the rightshows one of the properties affected by the need for land acquisition. The available space is less than what is required so the design makes provisions for a minor road realignment at this location with a section of land being taken from the opposite side of the road to facilitate the footway.

The two picture above are taken from the same location but the one on the left is looking north of Hempstead with the other looking south towards the centre of the village. The layby shown in the pictures will become part of the new footway.

With the B1054 being a busy road and the main local route through to Haverhill, it is subject to all types of vehicular movement including large agricultural vehicles.

When larger vehicles such as this tractor use the road then vehicles travelling in the opposite direction are forced to the edge of the carriageway, thus further narrowing the space that pedestrians have to safely navigate the road.

UTTLESFORD DISTRICT COUNCIL WITH ESSEX COUNTY COUNCIL LOCAL HIGHWAY PANEL – 29 NOVEMBER 2012 ITEM 7: HIGHWAYS RANGERS AND REVENUE MONIES

RANGERS BUDGET

At the start of the financial year Uttlesford were given a revenue allocation of £130,000 with which to operate the Highways Rangers service. The arrangement with UDC was that they could run the service at a cost of £65,000 meaning that the remainder of this money could be reinvested back into the district.

This money can be utilised for signage works, speed surveys and other minor works on the highway.

Speed surveys Speed surveys are a good way of assessing the feasibility of a potential scheme. We can identify if a site meets the criteria for a speed limit reduction or a VAS sign etc

The cost of a speed survey is £200 and will collate the speed and volume of traffic on a specific road over a 5 day period and can alsoclassify the type of vehicular movement which a road experiences.

Members are asked to consider allocating funds for the following speed surveys and adhoc signage and to put forward any additional requests of this nature:

Members are encouraged to continue to submit requests for the Highways Rangers as par the instructions below.

Pothole fixing does not fall within the remit of the Highway Rangers, but the types of minor maintenance works that can be undertaken are:

 Cleaning and minor repairs to non-electrical road signs  Cleaning and minor repairs to street furniture  Reinstatement of posts and bollards (minimal excavation)  Trimming of vegetation and removal of cuttings  Adhoc grass cutting and strimming  Localised cleaning and minor excavation of roadside water channels  Removal of weeds or vegetation from pavements  Clearing roadkill/removal of litter and small fly tips from highway land  Removal of illegal signs and fly posting  Minor block/flag paving repairs

Requests for the services of the Highway Rangers should be made by Parish/Town Councils by email to [email protected] with HIGHWAY RANGERS in caps written in the Subject box.

Exact locations need to be provided together with a contact name and tel/mobile number so, if need be, the Rangers Team can call a specific person for clarification of the work requested.

Please note that requests for Highway Ranger Services can take up to 4 weeks to complete from date of receipt. When all the work listed has been completed by The Rangers the requesting parish/town council will be advised by email.

TYPES OF TREATMENT

Surface dressing - Surface Dressing is a relatively low cost road maintenance process which involves the spraying of bitumen onto the road surface and then covering it with a layer of stone chippings.

Initially the chippings are simply held in place by the fresh bitumen. The new chippings are then rolled into the bitumen but only become fully embedded under the action of vehicle tyres. The action of traffic soon begins to embed the chips, forming a stable and hard wearing new surface.

The action of traffic soon begins to embed the chips, forming a stable and hard wearing new surface thus extending the life expectancy of the road and refreshing the skid resistance.

Joint sealing

The process of joint and crack sealing will seal the surface layers of a road against the entry of water and should repair the surface material against any further deterioration. Joint and crack sealing/over banding should be regarded as a preventative measure, NOT a remedial process, it will not restore strength to a road pavement that has already been lost through water action.

It is normal practice to seal the cracks with a hot bituminous material poured into and screeded over the crack, having first prepared the area by removing loose material and dirt, usually by blasting with hot compressed air.

Basic crack sealing in bituminous surfacing is an extremely cost effective way of preserving a road surface that apart from isolated cracks or failing joints is in good condition, with remaining life, before overlaying.

Slurry sealing

Slurry sealing is regarded as a preventative maintenance process which will prolong the life of a footway or road that is in sound structural condition, it is not able to strengthen a surface which has failed structurally.

When used on a footway this is in effect a thin layer of material that is evenly distributed over the tope of a surface which then protects the undersurface from the effects of aging and the environment.

Micro-surfacing

One of the most versatile tools in the road maintenance arsenal, Micro Surfacing is a polymer-modified cold-mix paving system that can remedy a broad range of problems on today's streets, highways, and airfields.

Like its parent product, slurry seal, Micro Surfacing begins as a mixture of dense-graded aggregate, asphalt emulsion, water, and mineral fillers. While conventional slurry seal is used around the world as an economical treatment for sealing and extending the service life of both urban and rural roads, Micro Surfacing has added capabilities, thanks to the use of high-quality, carefully monitored materials, including advanced polymers and other modern additives and is a slightly more advanced option that slurry sealing.

Machine – surfacing

This is a complete refurbishment of a road involving removing the existing road surface and replacing it with a newly laid surface thus addressing structural and textural issues.
