Abstract: This collection documents Backman’s career as a Massachusetts Representative from the 13th Norfolk District and as a Massachusetts Senator.

SCOPE AND CONTENT

The collection consists of Backman’s professional papers and personal papers, including correspondence, campaign information, newspaper clippings, essays, speeches, photographs, press releases, meeting minutes and agendas, reports, memoranda, and audio tapes of hearings and interviews. Also included are records of the Backman Center for Social Justice, including bylaws, meeting minutes, newsletters, proposals, and statements.

Jack H. Backman was born in Saugus, Massachusetts, on April 26, 1922. His father was a shoe factory foreman, and the family lived in various New England manufacturing towns, including Lynn, Massachusetts, Bangor, Maine, and Claremont, New Hampshire. Backman graduated from Syracuse University in 1943 with a degree in political science, and he served in the U.S. Army during World War II. He received a law degree from Harvard University in 1948 and went into private law practice. In the 1960s, Backman entered local politics in Brookline, Massachusetts, where he served on the Housing Authority from 1961 to 1966 and on the Democratic Town Committee. He was elected to the Massachusetts House of Representatives in 1964 representing the 13th Norfolk District; he held this position from 1965 to 1970. During his term as Representative, he served as Vice-Chairman of the Judiciary Committee and later Chairman of the Special Commission on Drug Abuse. In 1970, he was elected to the Massachusetts Senate, where he continued to serve on the Special Commission on Drug Abuse. He served as Senator from 1971 to 1987 representing first the Norfolk and Suffolk District (from 1971 to 1974), then the 3rd Middlesex and Norfolk District (from 1975 to 1978), and finally the 2nd Middlesex and Norfolk District (from 1979 to 1986). He was appointed Chairman of the Senate Committee on Social Welfare, which became the Committee on Human Services and Elderly Affairs. Backman was chair of this committee until his retirement in January, 1987.

Senator Backman was interested in a broad range of issues. Most of these issues related to human services and elderly affairs; they included health care, mental health, prison reform, divestment of pension funds from South Africa, labor issues, and the plight of refugees. Backman’s concern for these issues was also reflected in the many organizations of which he was a member, including the and Norfolk Bar Associations, Citizens for Participation in Political Action (CPPAX), Temple Emeth, People vs. Handguns, the American Jewish Congress, Humanity House, and the Brookline Mental Health Association. Upon retirement from the Senate in 1986, Jack Backman was awarded a Golden Globe Citation for Outstanding Legislative Service, which stated that, “no legislator in this century was so devoted to the cause of the unfortunate and underprivileged as Senator Jack Backman. His whole career in the House and Senate was devoted to improving the lot of his fellow man. It made no difference to Senator Backman what the humanitarian need; he was there to advocate relief. He became the best known legislator on Beacon Hill and his Committee on Human Services and Elderly Affairs was an oasis for those who sought help and guidance.”

After Backman retired from elected office, he continued his work to change the Commonwealth’s social policies. Along with Ann Withorn, Associate Professor of Social Policy at the University of Massachusetts College of Public and Community Service, he founded the Backman Center for State Library of Massachusetts – Special Collections Department Guide to Ms. Coll. 98 - Jack H. Backman Papers Page 2 of 92 Social Justice. The center’s aim was “to become a primary resource in Massachusetts for the research and development of innovative human service programs, while serving as a direct support system for the delivery of current services” (Backman Center brochure). The center sponsored public forums and education programs, provided a chance for students in the field of human services to learn about the policymaking process, and served as a consulting service for individuals and groups involved in human services planning and delivery.

Languages and Scripts The materials are entirely in English.

Custodial History Jack H. Backman donated his materials to the University of Massachusetts at Boston in 1987. Later in 1987, archivist Dorothy Truman was employed by the University of Massachusetts to survey, inventory, and create a finding aid for the collection to be housed and used at the Backman Center (a copy of the finding aid is available in box 48, folder 1857). The University donated the materials to the Massachusetts Archives in April, 1995. The Massachusetts Archives separated and retained the Joint Committee on Human Services and Elderly Affairs materials and transferred the remaining materials to the State Library in June, 1995.

Appraisal, Destruction, and Scheduling The following items have been removed from the collection:  Duplicate copies of correspondence.  Commonwealth of Massachusetts publications found in the Massachusetts State Library.  U.S. government publications found in either the Massachusetts State Library or in the government documents department of the Boston Public Library.  Legal records found at the court of origin within the Massachusetts court system.

Series Description and Container List

Series I. Political Career, 1959-1987 Scope and Content This series includes campaign materials, such as information on fundraising, expenditures, campaign literature, contact lists, and newspaper clippings. Also included are copies of Backman’s testimony before Congressional committees, writings (essays, articles, columns, poetry, etc.), and speeches. Also included are materials from conferences Backman or members of his staff attended, a few photographs, press releases, files on Brookline and Newton local State Library of Massachusetts – Special Collections Department Guide to Ms. Coll. 98 - Jack H. Backman Papers Page 4 of 92 issues, awards given to Backman during his legislative career, and correspondence. As Senate Chairman of the Committee on Human Services and Elderly Affairs, Senator Backman received many letters from people with personal problems, such as finding affordable housing, concerns about the institutional care of family members, and receiving mental health services. Constituent correspondence dealing with private matters has been restricted and every effort has been made to remove copies of letters referring to these constituents from the general correspondence.
