We may mention in this context the ruling of the Supreme Court on the functioning of the SC/ST (Prevention of Atrocities) Act, 1987 which triggered major nationwide protests by groups fighting for Dalit rights and social justice, the judgment of the SC on the PIL pertaining to investigation of Judge Loya, the way the Karnataka elections took place and numerous similar issues of great importance. Considering the importance of these issues we once again invite our readers to send in analytical articles outlining their views, critiques and perspectives. Articles should be between 800-1250 words in length and should be sent to and We carry below an article reflecting on the SC ruling in the SC/ST (POA) Act. General Secretary Letter on 06th April 2018: Please write and send in Articles for the PUCL Bulletin! Dear friends, You all may have noticed that in the last few years we are carrying articles written specifically for the Bulletin and not as reprints of their articles written elsewhere. I had also written to many of you earlier to submit articles for publishing in the 'Bulletin. I specifically request the following: 1. Suggest themes for different monthly issues of the Bulletin. For example June 5 is World Environment Day; so June issue can focus on environment issues. We are not making all monthly issues thematic based. On an average out of 12 monthly issues in a year, we try to collate articles aroudn themes on 3 to 4 times a year. This is so that there ia a variety of articles and also so that we can ensure that we carry articles on Fact Findign teams and other itnernal reports. I am happy to say that as on date, there are no pending Reports of state units which have not been published, to the best of my knowledge. 2. Suggest different writers and subjects they can write on for the Bulletin. This could be included in different issues depending on space available. But it wil help to build up an ARTICLE BANK from which we can add articles to monthly issues. 3. I request our office bearers (both national and state) and members to submit articles, Sumamries of important human rights related cases, reports about conferences and meetings they attended which is worth sharing with others, Reading list of books and articles on human rights etc., list of films of human rights cocnerns with URL in the case of web films etc can be shared. I am sure with the rich experience base of our members, we can make the Bulletin a vibrant space for discussion and debate. Please, please do contribute. 4. Suggestions to change the format of PUCL Bulletin. A long pending task is to start a PUCL Bulletin in Hindi. Every meeting there is a lot of complaints and cribs - bit some people have to come forward to anchor this and take the responsibility of putting together the Hindi Bulletin. This is something I personally cannot help in. So it depends on other members to step in. We have to reconstitute the Editorial Committee. Please do share ideas on how to go forward on this so we can discuss and decide in the next National Executive meeting. I look forward to more inspired and continued support from our colleagues. A more vibrant PUCL will help to charge all our members to face the onslought which is already upon us. So friends please do take the time and effort to respond. regards, Suresh

Note: The electioneering for the 12th May, 2018 elections to the Karnataka Assembly saw political invectives and sloganeering descending to unbelievable depths. While it has become normal for personalised attacks to take place using the cover of electioneering, problem arises when history is distorted, false and fake references are used and conscious attempt made to malign historical figures, for the implication is not just fake information, but shaping of a false imagination. One such issue which stood out is the rhetorical question posed by Prime Minsiter Modi during one of his rallies in Karnataka about the lack of response of Jawaharlal Nehru to the incarceration and fast-unti-death launched by Bhagat Singh. We carry an incisive article on the subject by noted historian Ram Punyani. We thank him for sending us a copy of the article. ...
