California Judicial Branch The Judicial Council is the policymaking body of the California courts. Under the leadership of the Supreme Court Chief Justice and in accordance with the California Constitution, the council is responsible for ensuring consistent, independent, impartial, and accessible administration of justice. Chaired by the Chief Justice, the Judicial Council of California is responsible for improving the administration of justice in California. Established in 1926 by Article VI, Section 6 of the State of California Constitution, the council provides guidelines to the courts, makes recommendations annually to the Governor and Legislature, and adopts and revises California Rules of Court in the areas of court administration, practice, and procedure.
