SECTION 1 Introduction

1.1 Overview

1.1.1 i-Transport LLP were commissioned by Wykeland to prepare a Framework Travel Plan for two of the office building at the Dry Dock site, located adjacent to Street/ Queen Street in Hull city centre.

1.1.2 The purpose of this Framework Travel Plan is to set out a range of measures which could be promoted to future occupiers of the building, to encourage the use of sustainable travel patterns at the site. The Travel Plan provides an effective tool, with the aim of minimising the potential transport impacts of the building and in particular to seek to reduce single occupancy car trips to and from the site.

1.1.3 This Framework Travel Plan provides a framework and structure which can be used as the site evolves and moves forward.

1.2 Site Location

1.2.1 The site forms part of the Fruit Market district of Hull, on the banks of the River Humber, the site is bordered by Humber Street to the north, Queen Street to the west and the Dry Dock to the east. The site is located within Hull city centre to the south of the A63, which provides an east/west route between the M62 to the west and the in the east.

1.2.2 Figure 1.1 illustrates the location of the site in context of the surrounding area.

1.3 Scope of Report

1.3.1 The remainder of the report is set out as follows:

• Section 2 details the revised development proposals.

• Section 3 describes the objectives and benefits of a Travel Plan.

• Section 4 describes the existing accessibility of the site via sustainable modes.

• Section 5 considers the package of measures proposed by the development with regards to encouraging sustainable travel choices.

• Section 6 provides details on how these measures will be implemented and monitored.

• Section 7 presents initial targets for the Travel Plan, based upon forecast travel demands associated with the development proposals.

• Section 8 sets out the Travel Plan Action Plan, identifying when individual measures will be implemented and by whom.

• Section 9 set out the way forward for the Travel Plan.

SECTION 2 The Site

2.1 Introduction

2.1.1 This Framework Travel Plan refers to buildings A and B1 on the Dry Dock site. The buildings provide three stories with under croft car parking provided on the ground floor and office space provided on the first and second floors. An ancillary retail space is also provided in building A at the corner of Queen Street and Humber Street. The layouts of the two buildings are shown in Appendix A.

2.1.2 The pedestrian accesses from Humber Street and Queen Street are to be retained, allowing access to all buildings within the site. Access to the undercroft parking will be via Queen Street and Humber Street for each of the respective buildings.

Access

2.1.3 As outlined above, the access to the undercroft parking will be via Queen Street and Humber Street for buildings A and B1, respectively.

2.1.4 A pedestrian access is provided between buildings A and B1 to the north of the site, providing a connection onto Humber Street. A further pedestrian access is provided to the south of building A, providing a connection onto Queen Street. These accesses allow for step-free access to the proposed office buildings and the wider site, which has already been constructed. The centre of the site between the individual office buildings is to be fully pedestrianised to allow for a safe environment for pedestrians and cyclists who either work at or visit the site.

2.1.5 The site has been designed to be compliant to DDA standards by providing the following measures:

• Smooth and level surfaces throughout the external areas including the undercroft, plaza, and connections to the footway surrounding the site;

• Easily navigable ‘wayfinding’ though the centre of the Dry Dock site;

• Level thresholds at the main entrances to the buildings with adjustable opening force;

• Lifts to all floors of the development; and

• Accessible shower rooms and toilets provided in each building.

Parking

2.1.6 The buildings provide a total of 43 undercroft parking spaces, 26 on the ground floor of building A and 17 on the ground floor of building B1. The undercroft parking will be reserved for the occupiers of buildings A and B1 only, and two spaces in each of building will be provided to disability standard. The disabled spaces are located adjacent to the lifts allowing for easy access within the building and from the car park.

2.1.7 The buildings will also include a total of 24 cycle parking spaces across the two buildings, (18 spaces in building A and 6 spaces in building B1). Shower and changing facilities will also be provided within each of the buildings for use by cyclists. These are in addition to the c.20 cycle spaces provided in the central cycle parking courtyard delivered as part of the earlier phase of the scheme.

SECTION 3 Travel Plan Objectives and Benefits

3.1 Travel Plan Objectives

3.1.1 Current transport policy guidance recommends the preparation and implementation of Travel Plans as an effective tool in the promotion of sustainable travel patterns.

3.1.2 The Hull Local Transport Plan (LTP3) – 2016-2032 – Policy 25 sets out how travel plans are an important tool for promoting sustainable travel (walking, cycling, public transport), reducing single occupancy car use and encouraging the effective use of the transport network.

3.1.3 It also identifies that the development of travel plans can offer real benefits not only to the organisation and its employees, but also to the community in the surrounding area, with the potential to relieve local parking or congestion problems or improve public transport connections across the area. The LTP3 also notes that Travel Plans may relieve stress on employees through reducing delays or providing the opportunity to cut their travel commitments by working flexible hours or from home on occasion.

3.1.4 This Framework Travel Plan therefore sets out a collection of measures that will be implemented as part of the office units to encourage the use of sustainable travel modes and to reduce the impact of the car-borne traffic generated by the proposals.

3.1.5 The travel movements associated with the Dry Dock proposals will predominantly be associated with employee trips to and from the site and also trips associated with visitors and deliveries to the proposed units. The nature of the development proposals is such that these trips occur throughout the daytime, with typical peak demands occurring between 0800-0900 in the morning and 1600-1800 in the evening.

3.1.6 This Framework Travel Plan sets out measures designed to encourage staff to adopt sustainable travel patterns.

3.1.7 This Travel Plan will focus upon the staff trips associated with the development proposals, as these represent the largest proportion of travel demands associated with the site. However, additional measures will also influence visitor travel patterns and servicing movements to / from the site.

3.1.8 The objectives of this Framework Travel Plan are:

i To reduce the need to travel and minimise the impact of car-based trips.

ii To encourage the use of sustainable travel modes and travel patterns.

iii To improve the awareness of the Travel Plan and its aims and objectives.

3.2 Travel Plan Benefits

3.2.1 The benefits of a successfully implemented Travel Plan can include the following.

• Lower levels of congestion in the surrounding area, with resultant reductions in vehicle emissions and potential road safety benefits. Reduced congestion will also reduce travel times and delays to future employees and visitors to the site.

• Increased levels of walking/cycling can lead to a healthier workforce and benefits to the employer in terms of reduced absenteeism.

• Economic and social benefits associated with sustainable travel, with measures such as a ‘Bicycle User Group’ encouraging interaction between staff and support networks, and the opportunities to share travel modes allow greater levels of social interaction and reduced overall travel costs.

• Enhanced recruitment opportunities and staff retention due to the range of travel options encourage by the Travel Plan.

• Improved company image demonstrating a commitment towards reducing environmental impacts.

3.2.2 This Framework Travel Plan outlines the existing sustainable travel facilities within the vicinity of the site and identifies a package of measures that will be implemented at the units to encourage sustainable travel patterns.

SECTION 4 Existing Sustainable Transport Provision

4.1 Introduction

4.1.1 As outlined in Section 1 the site in located within Hull city centre and therefore is very well located to access public transport services. This section provides an audit of the existing sustainable transport provision within the vicinity of the site, including bus, rail, walking and cycling.

4.2 Public Transport

Bus Provision

4.2.1 The closest bus stop to the site is located on Humber Street adjacent to the site. Further bus stops are provided on Market Place to the north of the A63, approximately 300m from the site and an at-grade signalised crossing is provided across the A63 to facilitate access to the bus stops.

4.2.2 The Humber Street bus stop is served by bus service 78 which provides access to and Hedon. Additional bus services are provided from the Market Place bus stops to Hedon, Paull, Preston Road Estate, Victoria Dock, Orchard Park and Paragon Interchange.

4.2.3 Table 4.1 below provides a summary of the services in the vicinity of the site, with the timetable information provided in Appendix B, which can be passed onto occupiers of the buildings.

4.2.4 All the bus services shown in Table 4.1 stop at Hull Paragon Interchange which is the city’s main combined bus and railway station. The interchange is approximately a ten-minute bus ride from the bus stops located in the vicinity of the site or a 17-minute walk - thus providing ease of interchange for employees between bus and rail.

Rail Provision

4.2.5 As set out above, the Paragon Interchange is the main railway station in Hull and is a ten-minute bus ride or 17-minute walk from the site. The station is served by trains running between Hull and Bridlington, Scarborough, Doncaster, Sheffield, York, Manchester Piccadilly and London Kings Cross. A summary of the rail service frequencies can be found below in Table 4.2 with the timetable information provided in Appendix C, which can be passed onto occupiers of the buildings.

4.2.6 Table 4.2 illustrates that there is a range of destinations available from Paragon Interchange, servicing local, regional and national destinations. Therefore, the rail services from Paragon Interchange provide a realistic travel option for potential employees at the site and for visitors, with regular peak period trains.

4.3 Walking and Cycling

4.3.1 The Institution of Highways and Transportation (IHT) Guidance, ‘Providing for Journeys on Foot’ suggested acceptable walking distances. The preferred maximum distances for commuting are

2km, and therefore it is concluded that 2km represents an appropriate distance for the consideration of potential commuter distances by foot.

4.3.2 In terms of cycle distances, DfT Local Transport note 2/08 ‘Cycle Infrastructure Design’ notes that many utility cycle journeys are under 3 miles (c.5km), but that for commuter journeys a trip distance of over 5 miles (c.8km) is not uncommon.

4.3.3 Figure 4.1 illustrates a 2km walking catchment and 5km cycling catchment which have been used to assess the accessibility of the site by walking and cycling.

Walking

4.3.4 Figure 4.1 illustrates that the whole of Hull city centre is within an acceptable walking distance of the site, including Paragon Interchange, which is approximately 1.3km from the site, which equates to a 17-minute walk. Therefore, employees travelling into Hull from surrounding areas can easily walk to the proposed development from the Interchange.

4.3.5 The residential areas within and surrounding Hull city centre are also within an acceptable walking distance of the site including Victoria Dock and parts of Botanic, , Wincolmlee and , meaning that staff who live in these areas could easily commute to/from the site by walking.

4.3.6 There are pedestrian / cycle links provided into the site from Queen Street to the west and Humber Street to the north. These provide connections to the existing footways on the surrounding roads and to the signalised pedestrian crossing facilities at the Queen Street / A63 Garrison Road / Market Place signal-controlled junction to the north of the site, which provides safe access for all potential users of the site access towards Hull city centre and Paragon Interchange.

4.3.7 A new bridge link has been constructed over the Dry Dock to provide access to route along the edge of the , which provides a segregated route for all users of the site to the wider Fruit Market area and across to ‘’ and the Victoria Dock area.

4.3.8 Pedestrian connections are also provided to the west of the site, providing connection to , Kingston Retail Park and Hull Arena as well as further links towards the city centre.

Cycling

4.3.9 Figure 4.1 also illustrates that the whole of Hull city centre, and the residential settlements , , Sutton Ings, , Newland, Botantic Southcoates and Gypsyville and within an acceptable cycling distance of the site.

4.3.10 In terms of cycle infrastructure, Wellington Street, Queen Street, Humber Street and High Street are all recommended cycle routes, as shown on the copy of the Hull Cycle Maps attached at Appendix D, which can be made available to occupiers of the building. These routes provide connections to the wider city centre cycle network which includes both on-road and off-road cycle provision on Alfred Gelder Street and Hedon Road. Therefore, employees which cycle to work can use the cycle routes in the vicinity of the site.

4.3.11 The buildings include 24 cycle parking spaces across the two buildings (building A – 18 spaces and building B1 – 6 spaces). Shower facilities will also be provided within each of the buildings. These facilities complement the existing cycle infrastructure within the site and will help to promote cycling as a sustainable alternative to the private car. The wider site provides c.20 cycle spaces in the central courtyard.

4.4 Accessible Amenities

4.4.1 Table 4.3 outlines the amenities which are within 500m of the site.

4.4.2 The table shows that there is an extensive range of facilities which are within 500m of the site and which could be used by employees and visitors to the site.

4.5 Summary

4.5.1 In summary, the site is well served by public transport and by walking and cycling and thus there are a range of travel options available for staff wishing to travel to and from the proposed employment units.

4.5.2 The surrounding footways and links to the public transport facilities offer high quality provision for pedestrians accessing the site.

4.5.3 The existing bus services run throughout the week, including during the AM and PM peak periods, which are likely to be the busiest times for the proposed office development.

4.5.4 There is a range of amenities accessible within 500m of the site, providing additional services in the vicinity of the site for the proposed tenants of the buildings

4.5.5 It is therefore considered that the buildings are well located in terms of their accessibility by non-car modes.

SECTION 5 Travel Plan Measures

5.1 Introduction

5.1.1 This section outlines the measures that will be put forward as part of the Framework Travel Plan for the buildings.

5.1.2 The proposed measures include policies designed to encourage staff to travel by sustainable travel modes and to offer a comprehensive package of complementary Travel Plan measures. Table 5.1 below summarises the measures and each is considered in turn below.

5.2 Travel Plan Measures

Travel Plan Co-ordinator (TPM1)

5.2.1 Watergate Developments will appoint a Site Travel Plan Co-ordinator (STPC) to oversee the day to day running of the Travel Plan. The STPC will be in place one month prior to the occupation of the building.

5.2.2 Given the scale of the proposed office units, it is not intended that individual occupiers of the site will have their own Travel Plan Co-ordinator, but each future tenant will be asked to co-

operate with the STPC and to assist in the implementation of the Travel Plan. If desired, individual companies could appoint their own Company Travel Plan Co-ordinator (CTPC) or travel representative to work alongside the STPC.

5.2.3 The STPC will be responsible for the promotion of sustainable modes of travel throughout the site and for the ongoing monitoring of the Travel Plan. Further details on the monitoring process can be found in Section 6 below. The STPC will also be responsible for liaison with the local authority, public transport operators and with neighbouring occupiers, to encourage them to participate in the Travel Plan.

5.2.4 The promotion of the Travel Plan will include the distribution of staff travel packs (as set out below), the erection of travel notice boards and the inclusion of travel information on relevant websites and promotional material. Further details are found below.

5.2.5 The contact details of the interim Travel Plan Coordinator are as follows:

Staff Travel Packs (TPM2)

5.2.6 The STPC will produce travel packs for staff at the buildings. The travel packs will set out information relating to the walking, cycling and bus routes available to access the site. Details of the train services available at the Paragon Interchange will also be provided.

5.2.7 The packs will include bus route plans, timetable information and information on cycle and walking routes leading to surrounding areas. It will be the STPC’s responsibility to ensure that these are distributed to the occupiers.

5.2.8 The STPC will also be available to discuss any travel issues with staff as necessary and provide any necessary support in reviewing their travel options.

5.2.9 Where possible, staff will be provided with their travel packs in advance of their commencement of employment at the site, to maximise their opportunity to travel to the site by sustainable modes.

Travel Notice Boards/Company Websites (TPM3)

5.2.10 The occupiers will provide a travel notice board in a prominent location within each of the buildings displaying details of the bus, rail cycle and walking routes to the site and the STPC will encourage occupiers to provide details of the sustainable travel options on their company websites.

5.2.11 The traveline website also provides live travel information and a journey planner and can be accessed via personal computers or smartphones.

Travel Awareness (TPM4)

5.2.12 The STPC will plan at least one focused travel awareness event at the site per annum, this may be linked with national events such as ‘Bike Week’ or ‘Walk to Work Week’ or other local initiatives promoted by HCC.

Personalised Travel Planning (TPM5)

5.2.13 Personalised travel planning will be provided by the STPC to those staff who require extra support in reviewing their travel options. Where requested, personal journey plans will be created in a meeting with the STPC, these may include details on specific bus services, timetables and fare information for the individual’s journey to work, or provision of other materials such as cycle maps. The offer of personalised journey planning will be clearly identified within the staff travel packs.

Measures to Encourage Bus Travel (TPM6)

5.2.14 As described in Section 4, the site is well served by public transport, with frequent services linking it with a wide variety of locations. The Dry Dock site is also within an acceptable walking distance of Hull Paragon Interchange and the other facilities available within the city centre.

5.2.15 Importantly for the nature of the proposed use, the bus services run regularly during the AM and PM peak periods, allowing staff to access the site throughout the week. The encouragement of staff to use the bus services to access the site is an integral part of this Travel Plan.

5.2.16 As mentioned above, information about bus service times and routes will be made available via staff travel information packs, travel notice boards and on the occupier’s websites where possible.

5.2.17 The STPC will liaise with public transport operators to discuss the feasibility of enhanced local service provision and to establish what options are available for staff to purchase discounted public transport fares and will circulate this information within staff of the units and

5.2.18 The buildings tie into the existing central public realm located within the heart of the site providing a lit pleasant pedestrian and cycle friendly area, which provides direct routes to the other buildings on the site and to the surrounding highway network onto Humber Street and Queen Street as well as the vehicle-free route across the River Hull. Tactile paving is provided where appropriate, within the development and the surrounding roads.

Cycle Parking (TPM8)

5.2.19 The buildings include a 24 secure cycle parking spaces to be provided across the buildings A (18 spaces) and B1 (6 spaces) within the car park. The wider site provides c.20 cycle parking spaces resulting in c.50 total cycle parking spaces across the site.

Shower/ Changing Facilities (TPM9)

5.2.20 Shower and changing facilities will be available for staff within the office buildings, to allow those cycling or walking to work to get changed before / after their journey to work. Locker facilities will also be provided to allow pedestrians and cyclists to store their clothing and equipment securely.

5.2.21 The STPC will circulate details of the government’s ‘Cycle to Work’ scheme to the occupiers to encourage them to offer this scheme to their staff members. The scheme effectively allows the employee to buy a bike for a reduced cost and spread the payments out over a year via a ‘salary sacrifice’ mechanism.

5.2.22 Details of the designated walking/cycling routes within the vicinity of the site will be circulated within the staff travel packs and displayed on the travel notice boards.

Bicycle User Group (TPM10)

5.2.23 The STPC will also investigate whether staff would be interested in setting up a Bicycle User Group (BUG). The BUG could provide a platform for people to share their interest in cycling to work and by doing so, encourage others to join and exchange hints and tips on safe routes to work. The BUG will be informal in nature and details on how to join and who to contact will be published on the travel notice boards and within the travel packs as appropriate.

5.2.24 The STPC will advise future tenants on the benefits of encouraging a range of measures including subsidised bike purchase, bike and equipment loan, bike repair and cycle training. The STPC will identify demand for these measures through the annual staff travels surveys.

Car Sharing (TPM11)

5.2.25 The STPC will provide information regarding the existing national car share scheme ’Liftshare’ which will be promoted to staff.

5.2.26 The travel packs will clearly identify the potential for car sharing and these will be circulated upon occupation, but the specific nature of any car sharing proposals can only be identified following the initial staff travel surveys which will establish how many staff could – if not already – potentially car share. This will depend on home locations, working hours and any other travel commitments and will therefore be site and company specific.

5.2.27 The STPC will from the outset, encourage occupiers to introduce staff incentives to car sharers such as funding for a ‘guaranteed ride home’ facility.

5.2.28 Provision of priority parking spaces for car sharer is not provided within the car park. However, a car parking space is not provided for each employee on the site. Therefore, this site has restricted employee parking due to its proximity to Hull city centre.

5.2.29 In addition, on-street parking restrictions are in place on the surrounding roads reducing the ability for employees to park long-term in the vicinity of the site without using the public parking adjacent to the site.

5.2.30 The restricted on-street parking bays and waiting restrictions on Humber Street and Queen Street could be utilised for convenient taxi drop-off or waiting areas.

Electric Charging Stations (TPM12)

5.2.31 Two Electric Vehicle Charging Points will be provided in the undercroft car park in each of the buildings, providing a total of four charging points across the development.

Servicing and Delivery Strategy (TPM13)

5.2.32 The STPC will encourage future tenants to consider using local delivery companies when ordering supplies to reduce the overall travel demands of the site.

5.3 Summary

5.3.1 In summary the Framework Travel Plan proposes a range of measures designed to promote and facilitate the use of sustainable non-car modes of transport.

5.3.2 The combination of the appointment of a STPC, the provision of travel information packs, informal groups such as a BUG and car sharing incentives offered by this travel plan will all combine to mitigate any actual or perceived barriers to the adoption of sustainable travel patterns.

SECTION 6 Monitoring and Marketing the Plan

6.1 Introduction

6.1.1 The measures outlined in this Framework document will be common to both buildings. The STPC will be appointed one month prior to the buildings being occupied and will be responsible for the implementation and monitoring of the Travel Plan. It is assumed that a single STPC will be responsible for the buildings, with individual companies able to appoint their own travel representatives if desired.

6.2 Monitoring Process

6.2.1 In order to measure the success of the Travel Plan measures outlined above it is important to monitor the travel patterns associated with the buildings and including the uptake of sustainable modes of travel and the level of single-occupancy car use.

6.2.2 The Travel Plan monitoring will be based on staff travel surveys. The questionnaires will be specifically tailored to individual circumstances and will offer the potential to explore the reasons for travel choices made by employees.

6.2.3 The staff travel questionnaire surveys will include the following details:

• Employee home address (Inc. postcode);

• Employee gender;

• Working hours;

• Modes of travel available and preferred choice of travel mode;

• Reasons for using preferred mode;

• Willingness to car share with other employees on site; and

• Suggested measures that could be implemented to encourage the use of more sustainable modes.

6.2.4 The STPC will be responsible for arranging the staff travel surveys, the results of which will be presented in a monitoring report. The monitoring report will be circulated internally within Watergate Developments for discussion and review and then sent to HCC for discussion / agreement within three months of the completion of the surveys.

6.2.5 The monitoring report will be an all-encompassing report which identifies progress against targets previously agreed with HCC. If the travel targets have not been met the monitoring report will include a section identifying what measures are to be implemented to address the issue.

6.2.6 Following the staff travel surveys, the STPC will be responsible for identifying an action plan (if not produced within the monitoring report) for the following two years, to identify the measures which are considered necessary to meet the objectives but more importantly meet the agreed mode split targets. The Action Plan will be agreed with Watergate Developments and HCC.

6.2.7 Feedback from employees will be sought on how the Travel Plan measures can be amended to better reflect their travel needs and any relevant travel-related comments raised by staff will also be reported within the report.

6.2.8 Additional monitoring to be carried out by the STPC may include monitoring the usage of cycle parking area and recording dialogue with the management and employees of the site on the operation of the Travel Plan. The Travel Plan will be a live document which will evolve through its lifetime.

6.2.9 The Travel Plan will become self-enforcing once the development is complete and the ongoing monitoring of the Travel Plan will be conducted through ad-hoc monitoring of travel patterns. The need for regular formal monitoring of the TP in consultation with HCC is not considered necessary beyond an initial 3-year period but following the formal monitoring period the majority of the day to day running of the TP will be taken forward ‘in house’ by the occupiers of the development. The STPC will establish how best to undertake the ongoing monitoring of the effectiveness of the TP and details will be provided to HCC.

6.3 Marketing the Travel Plan

6.3.1 As identified above, the aims and objectives of the Travel Plan will be promoted through the provision of travel packs for staff, information displayed on notice boards within the buildings and regular monitoring and liaison with staff at the site.

6.3.2 The Travel Plan will also include an annual travel awareness event which will highlight the objectives of the Plan and will reinforce the need to promote sustainable travel patterns. This event could coincide with wider travel planning events that take place within Hull (organised by

the Council or other organisations) or could form part of the travel survey programme at the building. The details of the annual awareness programme will be discussed with HCC.

6.3.3 The occupiers will be encouraged to include details of how to access the site by sustainable modes within their promotional literature and on their websites.

SECTION 7 Travel Plan Targets

7.1 Travel Demands

7.1.1 Due to the land use of the buildings, it is anticipated that staff will typically arrive at and leave the site within the morning and evening peak periods.

7.1.2 The site is in a city centre location, has good access to bus and rail services and with high quality pedestrian and cycle facilities located on site. All these factors will assist in reducing the vehicular travel demands associated with the proposals.

7.2 Forecast Travel Patterns

7.2.1 Occupiers will be required to adopt and support the Travel Plan upon occupation of the buildings. Specific targets to reduce single occupancy car trips and increase travel by sustainable modes will form part of the ongoing monitoring of the Travel Plan. The first set of travel survey results will be used as a baseline for setting targets and the second (and subsequent) set of results will be used to measure achievement levels against the Travel Plan targets.

7.2.2 Setting targets in this initial Framework Travel Plan is difficult as the home location of employees, their working patterns and nature of the companies they work for are unknown. These factors will have a significant influence on single occupancy trip levels and mode split and therefore it is considered more appropriate to develop the detailed modal split targets following a review of the initial survey results when an accurate baseline level can be established.

7.2.3 As identified above, the staff travel surveys will be undertaken on occupation of the buildings. However, until this site-specific data is available, indicative modal splits have been derived from the 2011 Census. These initial indicative modal splits are shown in Table 7.1 below with the detailed breakdown shown in Figure 7.1.

7.2.4 The above table and figure illustrate that currently over 40% of all work trips are undertaken by sustainable transport modes, the remaining trips - 50.5% of work trips are made by car drivers and 6.3% are car passengers, excluding those who work at home.

7.2.5 Therefore to further enhance the opportunitity to increase the proportion of sustainable trips to the site, an initial ‘drive car alone’ target has been derived by subtracting the car passenger proportion from the car driver proportion i.e. to give 44.2%. This approach assumes that only one passenger is ever present in a car and therefore the target will be reviewed following initial monitoring and revised as necessary.

7.3 Interim Travel Plan Targets

7.3.1 In order to monitor the success of the Travel Plan, a series of travel targets will be set based on the objectives of the Travel Plan outlined in Section 3. These targets will be set following the initial baseline travel surveys.

7.3.2 Initial targets have been established prior to the travel surveys being undertaken. These targets are based upon:

• Maintaining and where possible reducing single-occupancy car modal share for work trips (estimated to be c.44% based on current Census data).

7.3.3 The Census mode split data detailed above has been used to inform the initial targets for single- occupancy car trips for journeys to work. The Census data indicates that the current single- occupancy car mode share for work trips in the local area is c.44% based on the assumption that there is one passenger per car (i.e 50.5% car driver minus 6.3% car passenger).

7.3.4 It is expected that the package of measures outlined above will deliver significant sustainable travel benefits and will assist in meeting the targets of the Travel Plan. A review of the Travel Plan will take place annually when results of the travel survey are submitted.

8.1.1 The table below presents the initial Action Plan for the buildings, setting out the responsibilities for delivering the initiatives outlined in this document, to deliver a long-term strategy which encourage more sustainable travel.

8.1.2 The table also sets out the responsibility for implementing the Travel Plan measures for the buildings, initial timescales and whether measures have been implemented. Watergate Developments will commit the necessary resources to the implementation of the Travel Plan for the buildings. The Travel Plan will be passed to any future occupant to of the development, who will take on the responsibility of supporting, progressing and implementing the Travel Plan.

SECTION 9 The Way Forward

9.1 Travel Plans are live documents and this Framework Travel Plan provides a comprehensive structure to allow for the progression of the Travel Plan going forward.

9.2 This Travel Plan has been designed to allow for ease of updates as the buildings are occupied and other measures are implemented, to ensure that a consistent document remains up-to-date and is relevant and recognisable to occupiers of the buildings. Therefore, it is envisaged that any updated details in regard to the Travel Plan are done so in future revisions of this document.

9.3 The Action Plan set out in this Travel Plan demonstrates that some/part of the measures for the buildings have been implemented and that the Travel Plan is live. The Action Plan also sets out the next stages of implementation and also allows for updated recordings of the implementation of each measure.
