This year is the ninth year as the principal sponsor of the PowerNet Tour of Southland. We continue to support this event because it brings pride and excitement throughout the communities that we serve. PowerNet not only provides financial assistance for the Tour but our staff also provide administration support where possible and this is the third year that we have entered a team in the event. The reputation of the PowerNet Tour is such that the event continues to attract a significant number of teams even though we are arguably in the middle of an economic downturn. The financial support of the Community Trust of Southland, the ILT Foundation and other major funding providers, as well as all the other many sponsors of the Tour, make the event a reality and add considerable local involvement and interest. We also acknowledge the many individuals, volunteers and Police who play such valuable roles in ensuring the success of the PowerNet Tour year after year. We are confident that this 53rd Tour will again be an event of note in the New Zealand sporting calendar and we join with Bruce Ross and the organisers in welcoming the riders and supporters to Southland and wishing them an enjoyable and successful 2009 PowerNet Tour of Southland. Through its 50+ years of outstanding racing, the tour has reached iconic status as riders not only battle it out amongst each other but the challenging NZ spring weather as well. The PowerNet Tour of Southland showcases NZ’s best road cyclists and continues to attract more international talent each year. The Tour is also a unique opportunity for NZ’s emerging talent to have the chance to ply their skills against NZ’s top riders who are predominantly based overseas riding professionally or semi professionally. BikeNZ is very proud to be associated with the Tour each year. The team at Cycling Southland continue to deliver an internationally recognised event that captures the hearts and minds of all New Zealanders. This positive showcase for the sport helps us continue with our aim of building a cycling culture in New Zealand. Across the country, more and more people are experiencing the freedom and joy that cycling in its many forms brings. BikeNZ is working to ensure all riders, from the Elite, to the absolute beginner are given the opportunity to participate in events, ride to work, and for just pure play, in a safe and cycle friendly environment. An event like the PowerNet Tour of Southland provides a great profile for the sport to promote the benefits of cycling to the wider public.     "Putting The Bricks In place"; primary Health Care Services in Rural Southland Executive Summary To determine what the challenges are to rural primary health care, and nlake reconlmendations to enhance sustainable service provision. My objective is to qualify the future needs of Community Health Trusts. They must nleet the Ministry of Health directives regarding Primary Healthcare. These are as stated in the back to back contracts between PHOs and inclividual medical practices. I have compiled; from a representative group of rural patients, doctors and other professionals, facts, experiences, opinions and wish lists regarding primary medical services and its impact upon them, now and into the future. The information was collected by survey and interview and these are summarised within the report. During the completion of the report, I have attempted to illustrate the nature of historical delivery of primary healthcare in rural Southland. The present position and the barriers that are imposed on service provision and sustainability I have also highlighted some of the issues regarding expectations of medical service providers and their clients, re funding and manning levels The Goal; "A well educated (re health matters) and healthy population serviced by effective providers". After enduring 160km of energy-sapping crosswinds, the Rotorua rider held off a strong challenge from the chasing group to claim the win in Lumsden. “Long, hard, miserable – that pretty much sums up that stage,” he said. “Once we got in those valleys, it started to channel the wind a bit more so we had to toughen up a little bit. “I got second here last year by about one inch to (Hayden) Roulston so it’s nice.” Motivated by Tour veteran Gordon McCauley, of Barry Stewart Builders-GMC, an early breakaway group of nine riders was left to its own devices and managed to rack up a lead of nearly 8 minutes by the halfway mark. After remaining largely unreactive for the majority of the stage, the peloton dug deep and successfully reeled them in with just over 20km remaining, prompting a final group of six to strike out for the finish line. “It started to come back pretty quickly when we stepped on the gas,” Avery said. Calder Stewart’s Jeremy Vennell was thrust into yellow with the powerful team content to share the coveted jersey amongst its ranks. “It’s a really nice surprise. I wasn’t expecting to be in yellow after today … I was just lucky enough to get in the move at the finish,” Vennell said.
