AN ORDINANCE TO AMEND THE POST OFFICE ORDINANCE, 1930 (This Bill is made public in substitution for the Post Office (Amendment) Bills published in Gazettes Nos. 302 and 312 of the 1st March and 1st August, 1932, respectively)

BE IT ENACTED by the High Commissioner for Palestine with the advice of the Advisory Council thereof: —

Short title. 1. This Ordinance may be cited as the Post Office (Amendment) Ordinance, 1932, and the Post Office Ordinance, 1930 (herein• No. 20 of 1930. after called the principal Ordinance) and this Ordinance may together be cited as the Post Office Ordinances, 1930-1932.

Amendment of 2. Sub-section (1) of section 15 of the principal Ordinance section 15 of the principal shall be deleted and the following shall be substituted therefor:— Ordinance. "The Postmaster-General may detain any postal packet believed to contain any goods subject to customs import duty or any smuggled goods and may open and examine the packet; and if he finds any dutiable or smuggled goods may detain the packet, or deliver it on payment of the duty and such additional charges as may be authorised by Regulations hereunder, provided that in the case of a letter packet such opening and examination shall (unless the cover bears an authorisation by the sender for the packet to be opened in the post) take place in the presence of the person to whom the packet is addressed but if, after notice in writing requiring his attendance left at or forwarded by post to the address on the packet he fails to attend, such opening and examination shall take place in his absence."

Amendment of 3. In section 47 of the principal Ordinance the words section 47 of the in principal carrying out any undertaking" shall be deleted. Ordinance. Amendment of 4. In section 48 of the principal Ordinance the word "such" section 48 of the principal shall be deleted. Ordinance. Addition to 5. "Provided that nothing in this section shall extend to the opening, detaining, or delaying of a postal packet returned for want of a true direction, or returned by reason that the person to whom the same is directed is dead, or cannot be found, or shall have refused the same, or shall have refused or neglected to pay the postage thereof, or to the opening or detaining or delaying of a postal packet under the authority of this Ordinance, or in obedience to an express authority in writing under the hand of the High Commissioner." (793) PALESTINE CITIZENSHIP ORDER-IN-COUNCIL, 1925

REVOCATION OF CERTIFICATE OF NATURALISATION

IT IS HEREBY NOTIFIED that, in exercise of the powers vested in him by Article 10 (i) of the Palestine Citizenship Order-in-Council, 1925, as amended by Article 2 (i) of the Palestinian Citizenship (Amendment) Order, 1931, and with the approval of the Secretary of State, the High *Commissioner has revoked with effect from the Sixth day of September, 1932, the Certificate of Naturalisation of ISAAC SHMULEVITZ, on the ground that he has been for a period of not less than three years since its grant ordinarily resident out of Palestine.

The Order of Annulment in respect of ISAAC SHMULEVITZ which oppeared in in Gazette No. 313 of the 16th August, 1932, is hereby cancelled.

(794) POLICE ORDINANCE, 1926

REGULATIONS MADE BY THE HIGH COMMISSIONER UNDER SECTION 40 (!)

IN EXERCISE of the powers vested in him by section 40 (i) of the Police Ordinance, 1926, the High Commissioner in Executive Council has made the following Regulations:

1. Any person requesting the employment of additional Police on or about his own premises on account of any funeral, entertainment or festival shall apply in writing therefor to the District Superintendent, of Police, not less than 24 hours before such funeral, entertainment or festival is to take place. The applicant shall set forth in detail the nature of the proposed employment, the place at which the additional Police are to be employed and the period during which the employment will continue.

2. The District Superintendent of Police shall, if there is no reason of public order or convenience to the contrary, depute such additional police to attend at the premises specified in the application. Provided that no Inspector, Non-Commissioned Officer, or Constable shall be so deputed unless he volunteers for the work.

3. The fees payable in advance by the applicant shall be 75 mils per hour for each Palestinian Constable employed and 120 mils per hour for each British Constable so employed. Double the fees shall be payable in respect of any Non-Commissioned Officer and treble the fees for any Inspector employed.

4. The fees received shall be apportioned by the Commandant of Police in the following manner:— One third of the fees received shall be paid to the personnel employed, one third of the fees shall be credited to Revenue and one third of the fees shall be credited to the General Police Fund.

(796) EXCHANGE OF NOTES BETWEEN HIS MAJESTY'S GOVERNMENT IN THE UNITED KINGDOM AND THE SPANISH GOVERNMENT IN REGARD TO THE RECIPROCAL RECOGNITION OF LOAD-LINE CERTIFICATES.

I have the honour to inform you that His Majesty's Government in the United Kingdom of Great Britain and Northern Ireland agree to the following provisions as constituting an agreement between them and the Government of the Spanish Republic in regard to the reciprocal recognition of load-line certificates:—

2. The Spanish Government, being satisfied that the existing laws and regulations of the United Kingdom of Great Britain and Northern Ireland relating to the assignment of load-lines to ships conform, in substance, with those of Spain, agree that no British ship, possessing a load-line certificate issued under the laws and regulations at present in force in the United Kingdom of Great Britain and Northern Ireland and observing those laws and regulations, shall be liable, within ports in Spain or in any Spanish colony or protectorate, to detention or penalty under the Spanish laws and regulations relating to load-lines.

3. The Government of the United Kingdom of Great Britain and Northern Ireland similarly agree that no Spanish ship, possessing a load-line certificate issued under the laws and regulations at present in force in Spain and observing those laws and regulations, shall, within ports in the United Kingdom of Great Britain and Northern Ireland, or in any British colony or protectorate or in any mandated territory in respect of which the mandate is exercised by the Government of the United Kingdom, be liable to detention or penalty under the laws and regulations relating to load-lines.

4. —(i) The present agreement may be extended by the Government of the United Kingdom by means of a notification in writing given through the diplomatic channel:

(a) to any British colony and protectorate; and (b) to any mandated territory in respect of which the mandate is exercised by the Government of the United Kingdom; in which laws and regulations relating to the assignment of load-lines to ships are in force similar to those in force in the United Kingdom, and upon such extension the provisions of this agreement will apply to British ships possessing load-line certificates issued under the laws and regulations of any territory to which it has been so extended.

(ii) The present agreement may also be extended by a notification, in writing given through the diplomatic channel, to Newfoundland, provided that laws and regulations relating to the assignment of load-lines to ships are in force in Newfoundland similar to those in force in the United Kingdom, and upon such extension the provisions of this agreement will apply to British ships possessing certificates issued in accordance with the laws and regulations of Newfoundland, and to the ports of Newfoundland.

(iii) The present agreement may also be extended by the Spanish Government by means of a notification given through the diplomatic channel, to any Spanish colony or protectorate in which laws and regulations relating to the assignment of load-lines to ships are in force similar to those in force in Spain, and upon such extension the provisions of this agreement will apply to Spanish ships possessing certificates issued under the laws and regulations of any territory to w^hich it has been so extended. 8th September, 4932 THE PALESTINE GAZETTE 781

(iv) Either contracting party may, upon giving six months' notice to that effect, terminate the application of the agreement to any territory to which it has been extended under the preceding paragraphs.

5. The said agreement shall enter into force immediately and shall remain in force subject to the right of either contracting party to terminate it on giving six months' notice to that effect.

6. The present note and your Excellency's reply in similar terms will be regarded as placing on record the agreement arrived at between the two Governments in this matter.

3. —(i) The present agreement may be extended by the Government of the United Kingdom by means of a notification in writing given through the diplomatic channel: (a) to any British colony and protectorate; and (b) to any mandated territory in respect of which the mandate is exercised by the Government of the United Kingdom;

in w7hich laws and regulations relating to the assignment of load-lines to ships are in force similar to those in force in the United Kingdom, and upon such extension the provisions of this agreement will apply to British ships possessing load-line certificates issued under the laws and regulations of any territory to which it has been so extended.

upon such extension the provisions of this agreement will apply to British ships possessing certificates issued in accordance with the laws and regulations of Newfoundland, and to the ports of Newloundland.

(in) The present agreement may also be extended by the Spanish Govern• ment by means of a notification given through the diplomatic channel, to any Spanish colony or protectorate in which laws and regulations relating to the assignment of load-lines to ships are in force similar to those in force in Spain, and upon such extension the provisions of this agreement will apply to Spanish ships possessing certificates issued under the laws and regulations of any territory to which it has been so extended.

(iv) Either contracting party may, upon giving six months' notice to that effect, terminate the application of the agreement to any territory to which it has been extended under the preceding paragraphs.

4. The said agreement shall enter into force immediately and shall remain in force subject to the right of either contracting party to terminate it on•• giving six months' notice to that effect.

NOTICE IS HEREBY GIVEN that Schedules of Claims to land in the villages of El Mansura, Umm Kalkha and Hulda (Jewish) in the Ramie Settlement Area have been posted in the Settlement Main Office, Jaffa, in the villages of El Mansura, Umm Kalkha and Hulda (Jewish) and in the District Office of the Ramie Sub- District, in Jaffa, in accordance with section 24 of the principal Ordinance.

Persons having any interest in the lands of the said villages should examine the Schedules and should take the necessary steps to ensure that their rights including mortgages, leases for a period of more than three years, or servitudes, are examined by the Settlement Officer of the Ramie Settlement Area.

BYLAWS RELATING TO STANDS FOR PUBLIC VEHICLES WITHIN THE MUNICIPAL AREA OF JERUSALEM

IN EXERCISE of the powers vested in them by section 13 (b) No. 23 of 1929. of the Road Transport Ordinance, 1929, the Municipal Council of Jerusalem with the consent of the District Commissioner, Jerusalem District, and the Licensing Authority, Jerusalem District, hereby order as follows:—

1. These Bylaws may be cited as the Jerusalem Municipal Citation and Area Parking Bylaws, 1932, and shall come into force as from commencement. the date of their publication in the Gazette.

2. The Municipal Council of Jerusalem may, by notice exhibited Regulation of thereon, prohibit, restrict or regulate the parking of public parking. vehicles on any road or on any specific part thereof within the Municipal Area of Jerusalem.

3.
