    1.THE INDIAN ADMINISTRATIVE SERVICE (CADRE) RULES, 1954 In exercise of the powers conferred by sub-section 1 of Section 3 of the All India Services Act, 1951 (LXI of 1951), the Central Government, after consultation with the Governments of the States concerned, hereby makes the following rules namely:- 1. Short title: - These rules may be called the Indian Administrative Service (Cadre) Rules, 1954. 2. Definitions: - In these rules, unless the context otherwise requires - (a) ‘Cadre officer’ means a member of the Indian Administrative Service; 1(b) ‘Cadre post’ means any of the post specified under item I of each cadre in schedule to the Indian Administrative Service (Fixation of Cadre Strength) Regulations, 1955. (c) ‘State’ means 2[a State specified in the First Schedule to the constitution and includes a Union Territory.] 3(d) ‘State Government concerned’, in relation to a Joint cadre, means the Joint Cadre Authority. 3. Constitution of Cadres - 3(1) There shall be constituted for each State or group of States an Indian Administrative Service Cadre. 3(2) The Cadre so constituted for a State or a group of States is hereinafter referred to as a ‘State Cadre’ or, as the case may be, a ‘Joint Cadre’. 4. Strength of Cadres- 4(1) The strength and composition of each of the cadres constituted under rule 3 shall be determined by regulations made by the Central Government in consultation with the State Governments in this behalf and until such regulations are made, shall be as in force immediately before the commencement of these rules. 4(2) The Central Government shall, 4[ordinarily] at the interval of every 4[five] years, re-examine the strength and composition of each such cadre in consultation with the State Government or the State Governments concerned and may make such alterations therein as it deems fit: Provided that nothing in this sub-rule shall be deemed to affect the power of the Central Government to alter the strength and composition of any cadre at any other time: 1Substituted vide MHA Notification No.14/3/65-AIS(III)-A, dated 05.04.1966.

The list of members of NWRC, their representatives and Officers, who attended the meeting, is at Annex - I Welcoming the Chairman, Members of the Council and other participants, the Hon’ble Minister for Water Resources, Shri Harish Rawat, explained the salient features of the Draft National Water Policy (2012). He stated that the draft National Water Policy (2012) was the result of wide consultation held with all stakeholders including consultation with Members of Parliament, Academia, Non-Governmental Organizations, Corporate Leaders and Representatives of Panchayati Raj Institutions. Enumerating the challenges in the water sector, he called for a common integrated approach governed by certain basic principles so that the concerns get addressed uniformly in different parts of the country, ensuring equity and social justice. He emphasized that integrated water resources management was essential for ensuring optimum development of water resources in the country for which environmental, social and economic aspects should be integral part of the project formulation, planning and implementation.     MODERNIZING THE STATE, CONNECTING TO THE PEOPLE: BIHAR, INDIA, 2005 – 2012 SYNOPSIS In November 2005, Nitish Kumar became chief minister of one of India’s poorest states. The third-largest state by population, Bihar lagged behind other states in growth and development but scored high in corruption, lawlessness, and dismal service delivery. Mismanagement of financial resources, obsolete methods of data entry and reporting, a low-skilled workforce, insufficient transparency, and scarce accountability hindered service delivery. As head of state government, Kumar launched a series of reforms that applied information and communications technology to streamline operations, boost revenues, and improve the government’s responsiveness to citizens’ needs. By 2012, Bihar had earned national and regional acclaim for its technology-related gains, and the government of India recognized the turnaround through e-governance awards. Kumar’s efforts earned him the nickname Sushasan Babu, or Mr. Good Governance. Still, some reforms did not go far enough, and significant limitations remained: lack of integration among information and communications systems prevented proper coordination across departments; civil servants did not embrace all technology-related initiatives; and lack of electricity and Internet connectivity in many areas prevented citizens from taking full advantage of the services. The same has been reviewed during 1915, 1925, 1947 and 1956. Consequent on the formation of the enlarged State of Mysore on November 1, 1956, a Manual of Office Procedure for the Secretariat providing for a uniform Secretariat procedure was brought out in 1958. That has been revised and published during 1967. Further revision was taken up during 1985. During 2005, latest revision has been completed and the present edition brought out. Sri.A.V.Ramamurthy, Joint Secretary (Retd.,) Karnataka Government Secretariat was entrusted with the work of revision of Secretariat Manual. This work has been completed with the able guidance of Hon`ble Chief Secretary Sri.K.K.Mishra and Sriyuths Usha Ganesh, A.K.M.Nayak, Santhanu Kansul, and C.S.Kedar all Principal Secretaries to Government who were a part of the core group in the revision work. Smt.Sathyavathi, Deputy Secretary to Government, DPAR(e-Governance) and Sri.Venktaramaiah, Deputy Director, Translation Department have also lent their valuable service in completion of this work. I acknowledge their whole hearted support in completion of revision work. It is hoped that the revised Manual will help to provide clear guidance to the new entrants to the Secretariat and will be equally useful as a book of reference to the old Secretariat hands. While it sets out to update the process and principles of working, it is also designed to be a book of guidance, and instruction to help the functionaries of the Secretariat.
