MEPs in the Civil Liberties Committee will, for the first time, debate with the Commission the recent proposal for a Digital Green Certificate intended to ease travel between EU Member States during the COVID-19 pandemic. MEPs will also discuss the Certificate’s implications for citizens’ data privacy with the EU Data Protection Supervisor and EU Data Protection Board (Tuesday from 10:30). Quicker authorisation procedure for adapted COVID-19 vaccines. The Environment and Public Health Committee will discuss a new procedure to facilitate and accelerate the EU-wide approval of adapted vaccines against COVID-19 variants. (debate Thursday morning and vote Friday morning). Banning caged farming. A European Citizens’ initiative (ECI) for an EU-wide ban on keeping farmed animals in cages will be debated in a public hearing by MEPs, Commissioners, experts, representatives of other EU bodies, and the organisers of the ECI, which had secured almost 1.4 million signatories (Thursday from 09:00). Media briefing on Artificial Intelligence. Lead MEPs will brief journalists and answer their questions on the latest European Parliament resolutions on Artificial Intelligence, ahead of the Commission’s presentation of the legislative proposal on AI, set for 21 April (Wednesday from 10:00).     IP/09/762 Brussels, 13 May 2009 Stefano Sannino appointed Deputy Director-General for External Relations Today the European Commission appointed Mr Stefano Sannino as Deputy Director-General of the Directorate-General for External Relations (DG RELEX). He will be responsible for relations with Asia and Latin America. In his new role, Mr Sannino will be in charge of the European Union's bilateral and regional relations with the countries of Latin America and Asia, with the exception of Japan and South Korea. He will establish the strategic positions to take when negotiating and implementing international agreements, and will oversee various types of cooperation programmes with the countries in his portfolio. Mr Sannino, a 49-year-old Italian, is currently director for Latin America and acting deputy director-general at the External Relations DG. Stefano Sannino joined the European Commission in 2002 as an adviser for external relations and trade in the cabinet of President Romano Prodi. In this capacity, he was the president's representative (sherpa) to the G8. In 2005, he was appointed director for the crisis platform and representative to the political and security committee, within the External Relations DG. From 2006 to 2008 he was seconded to the office of the Italian prime minister as G8 sherpa and principal adviser for EU and international affairs, before returning to the Commission in 2008 as director for Latin America. Prior to his career at the Commission, Mr Sannino held various positions with the Italian ministry of foreign affairs and ministry of foreign trade. Among other postings, he was deputy head of mission at the Italian embassy in Belgrade (1993–95) and head of the Organisation for Security and Cooperation in Europe's (OSCE) mission to the Federal Republic of Yugoslavia (2001–02).

    Democracy Week 14-17 September 2020 Overcoming Adversity, Innovating Democracy CONFERENCE REPORT In celebration of the International Day of Democracy, the International Institute for Democracy and Electoral Assistance, the European Partnership for Democracy, the European Endowment for Democracy, the European Network of Political Foundations and Carnegie Europe co-hosted, together with the European Parliament, a four-day conference that consisted of a series of online events marked as International Democracy Week – Overcoming Adversity, Innovating Democracy. From 14 to 17 September, the 7 events of International Democracy Week featured more than 30 speakers, including high-level EU and UN representatives, prominent politicians, experts from international NGOs, local activists and academics. The conference constituted a platform where democracy actors from different regions in the world could meet and exchange lessons about coping with challenges related to the COVID-19 pandemic. 14 September Global Democracy and the Coronavirus Fallout To mark the launch of International Democracy Week, this event featured a high-level political discussion exploring the state of global democracy, European foreign policy, and democracy support amid the pandemic. The discussion kicked off with Rosa Balfour, Director of Carnegie Europe, unpacking the threats and opportunities facing democracies worldwide, based on the collective report, Global Democracy and COVID-19: Upgrading International Support, co-authored by Richard Youngs (Carnegie Europe) and Elene Panchulidze (Georgian Institute of Politics) and led by 11 democracy organisations. Rosa first turned to Stefano Sannino, Deputy Secretary General for Economic and Global Issues of the European External Action Service (EEAS), to discuss the EU. The EU has rallied ‘Team Europe’ and mobilised 36 billion euros for global response to the pandemic, dedicated to slowing the spread of the virus and mitigating the public health and economic impacts the virus has had around the world.
