Limerick County Development Plan 2010-2016 Limerick County Council Comhairle Chontae Luimnigh Limerick County Development Plan 2010-2016 NOVEMBER 2010 VOLUME 3: RECORD OF PROTECTED STRUCTURES EDITION 4 FORWARD PLANNING SECTION 7/8 PATRICK STREET LIMERICK www.limerick.ie Volume 3 Record of Protected Structures Record of Protected Structures The Record of Protected Structures (R.P.S) is a statutory document maintained by each planning authority under the provisions of Part IV [Architectural Heritage] of the Planning and Development Acts 2000 to 2010. Under the provisions of the legislation the R.P.S. is an integral part of Limerick County Council’s Development Plan A protected structure is deemed, under the provisions of Section 2 of the Planning and Development Acts, 2000 to 2010, to consist of the following: (i) the interior of the structure, (ii) the land lying within the curtilage of the structure, (iii) any other structures lying within that curtilage and their interiors, and (iv) all fixtures and features which form part of the interior or exterior of any structure or structures referred to in subparagraph (i) or (iii)”. Elements comprising the fabric of the structure (which at first glance may not be considered to be of importance or significance), such as lath and plaster finishes, external render, window and door frames and their associated joinery and fixings (such as latches and catches, and so forth), glazing, natural slate roofing and the supporting structures, painted timber, as well as the more obvious elements of the structure such as decorative plasterwork, are deemed to be protected. Protection is also afforded to the plan and layout of the building. For example, an internal partition dividing the entrance hall from the stairwell or a wall that separates a sitting room from a dining room, and so forth. The overall planning policies and objectives for the protection of structures are set out in Chapter 7 (Environment and Heritage) of Volume 1. Full details of the Record of Protected Structures including maps clearly indicating the location of each structure are available for inspection at the offices of Limerick County Council. Volume 4 contains the Record of Protected Structures as it stands in February 2016. 1 Volume 3 Record of Protected Structures Amending the Record of Protected Structures Notwithstanding the fact that the Record of Protected Structures is an integral element of the County Development Plan 2010 – 2016, Part IV of the Planning and Development Acts 2000 – 2012 allows a planning authority to amend the Record as and when deemed necessary. Additions to, and removals from, the R.P.S. are governed by the provisions of Sections 53 – 55 of the Act. Consequently, you are advised to check with the Planning Department of Limerick City & County Council to confirm the status of a building or structure prior to commencing works on it. Amendments At the July 2012 Council meeting the following structures were deleted from the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Thatched House at Ballymacashel, Mungret (Reg. No 115) • Thatched House at Coolnapisha, Pallasgrean (Reg. No 284) • Thatched House at Dollas Lower, Croom (Reg. No 319) • Former Thatched House at Gorteenaskagh, Boher (Reg. No 433) • Slate-Roofed House at Keelogues, Galbally (Reg. No 433) At the Council meeting of the Municipal District of Cappamore - Kilmallock held on 25th June 2015 the following structures were deleted from the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Thatched House at Ballywilliam, Rockhill, Bruree (Reg. No. 60) • Thatched House at Maddyboy, Murroe (Reg No. 570) • Gate Lodge at Rathanny, Hospital (Reg. No. 649) 2 Volume 3 Record of Protected Structures At the Council meeting of the Municipal District of Newcastle West held on 3rd June 2015 the following structures were deleted from the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Thatched Cottage at Gardenfield, Monagea (Reg. No. 381) • Thatched House at Coolaboy, Dromcollogher (Reg. No. 275) • Former Irish Nationwide Building Society Branch, Church Street, Newcastle West (reg. No. 1461) • Kelly’s House, Maiden Street, Newcastle West (Reg. No. 1693) At the Council meeting of the Municipal District of Adare - Rathkeale held on 9th June 2015 the following structures were deleted from the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Roches House, Main Street, Foynes (Reg. No. 1197) • Thatched House at Ballyan, Askeaton (Reg. No. 61) At the Council meeting of the Municipal District of Adare - Rathkeale held on 9th June 2015 the following structures were added to the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Thatched House at Liskilly, Adare (Reg. No. 1703) At the Council meeting of the Municipal District of Cappamore - Kilmallock held on 25th June 2015 the following structures were deleted from the RPS in accordance with the Planning and Development Acts 2000 (as amended): • Country House at Bawntard North (Reg. A Protected Structure, unless otherwise stated, includes the interior of the structure, the land lying within the curtilage of the structure, and other structures lying within that curtilage and their interiors. The protection also extends to boundary treatments. The proposed RPS contained within Draft Limerick Development Plan 2022 - 2028 Plan represents a varied cross section of the built heritage of Limerick. The RPS is a dynamic record, subject to revision and addition. Sometimes, ambiguities in the address and name of the buildings can make it unclear whether a structure is included on the RPS. Where there is uncertainty you should contact the Conservation Officer. The Department of Culture, Heritage and the Gaeltacht is responsible for carrying out surveys of the architectural heritage on a county-by-county basis. Following the publication of the NIAH for Limerick City and County, and any subsequent Ministerial recommendations, the Council will consider further amendments to the Record of Protected Structures. The NIAH survey may be consulted online at buildingsofireland.ie There are 565 structures listed as Protected Structures in the Adare - Rathkeale District. The NIAH recommends 173 structures to be added to the Record of Protected Structures. The Council will seek to assess and add these structures if appropriate within the lifetime of this plan.

I joined the Irish Volunteers when a company of that organisation was formed in my native place of Kilfinane, Co. Limerick, towards the end of the year of l914. I was then about twenty-one years of age. There were about thirty young men in the company, and Sean McCarthy, then resident in Kilfinane, was the company 0/C. Justin McCarthy, Sean's cousin, and Dan McCarthy were the other two officers of the company. We paraded about once or twice a week for training and drill. Foot drill was practised in a field near the town, and occasionally we went on route marches to places like Ballylanders and Glenbrohane. The training was done with wooden guns and, as far as I am aware, the company at that time possessed no effective arms. I should also mention that our company the Kilfinane company as it was then known was attached to the Galtee battalion of which, if my memory serves me right, Willie Manahan, then the creamery manager in Ardpatrick, was 0/C. My recollection of Easter Week 1916 is that the company was mobilised to parade on either Easter Sunday or Easter Monday morning, and each man was instructed to bring sufficient rations to maintain him for a couple of days.

Conditions, if any, Stipulated by Witness. Nil S.2523 File No. Form B.S.M.2 STATEMENT OF JAMES ROCHE Ardbohill. Ardagh. Co. Limerick. I was born in the parish of Rathkeale on the 4th March, 1898. I was sent to the local national school until I was 14 years of age. When I left school I was apprenticed to the drapery trade in Rathkeale. A sluagh of the Fianna was formed in Rathkeale in the year 1913. I was among the first to join. Sean Finn became 0/C. A man by the name of P. Hogan was organiser. Our strength was approximately 20. We did the usual drilling in uniform for 12 months or so. A company of Volunteers was formed in the year 1914. With other members of the Fianna I wanted to join, but would not be accepted as I as too young. After Redmond's speech in which he called on the Volunteers to join the British army the Volunteers ceased to exist in Rathkeale. In 1915, Ernest Blythe visited the area and reorganised the Volunteers from among the members of the Fianna. Sean Finn became captain; I became 1st Lieutenant, and Pat Roche became 2nd Lieutenant. Our strength at first was eleven men. Shortly after, we marched to Ardagh to a mobilisation which was addressed by Blythe.
