THOKCHOM MEINYA: SHRI JITENDRA CHAUDHURY: SHRI RABINDRA KUMAR JENA: Will the Minister of COMMERCE AND INDUSTRY be pleased to state: वाणि煍य और उ饍योग मंत्री (a) the physical and financial achievements of the North-East Industrial and Investment Promotion Policy (NEIIPP), 2007 during each of the last three years and the current year; (b) the number of industries of various sectors set up and employment generated since commencement of the said policy in North-Eastern States, sector and State-wise; (c) the details of the sectors likely to be included and excluded from the said policy; (d) whether the Government has provided/proposes to provide income tax and excise duty exemptions to the said industries and if so, the details thereof; (e) whether the Government proposes to revise the said policy, if so, the salient features thereof along with the time by which such revised policy is likely to be implemented; and (f) the other steps taken/being taken by the Government to promote industrialization in North-Eastern States? ANSWER वाणि煍य और उ饍योग रा煍य मंत्री (वतंत्र प्रभार)(श्रीमती निममला सीतारमि) THE MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF COMMERCE AND INDUSTRY (SHRIMATI NIRMALA SITHARAMAN) (a): The physical and financial achievements of the North-East Industrial and Investment Promotion Policy (NEIIPP), 2007 during last three years and the current year is at Table-1 of the Annexure; (b): State wise information regarding industries of various sectors set up and employment generated since commencement of the said policy in North Eastern States, as reported by the State Government concerned/ nodal disbursing agency North Eastern Development Finance Corporation Ltd. (NEDFi), is at Table-2 of the Annexure. These include units set up in various sectors such as pharmaceuticals, cement, steel, stone crushing, ferro alloys, animal & poultry feeds, PVC pipes & fittings, G.I. pipes, power generation, hotels, hospitals, food processing etc.; (c): At present there is no proposal to include or exclude any sector from the said policy; (d): 100% Income Tax exemption and Excise Duty exemption based upon value addition norms is being provided under NEIIPP, 2007. (e): At present there is no proposal to revise the said Policy. (f): Apart from the package of fiscal incentives under NEIIPP, 2007 the Govt. is also providing transport subsidy on transportation of raw material/finished goods ranging from 50% to 90% of the transportation cost to the eligible industrial units of North Eastern States to and from the location of the industrial unit to the designated rail head under Transport Subsidy Scheme, 1971/Freight Subsidy Scheme, 2013. ******* ANNEXURE ANNEXURE REFERRED TO IN REPLY TO LOK SABHA UNSTARRED QUESTION NO. 4559 FOR ANSWER ON 19.12.2014 REGARDING NORTH-EAST INDUSTRIAL AND INVESTMENT PROMOTION POLICY. ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI FAGGAN SINGH KULASTE) (a) & (b): Yes. As per the previous National Family Health Survey (NFHS) 3 Report, 69.5 per cent of children aged 6 to 59 months were anaemic. However, there has been a significant reduction in anaemia prevalence by about 11 point per cent in the same age group in last ten years as per NFHS 4 Report. (c): Government is aware of the fact as enough scientific literature which show that, anaemia resulting from insufficient Haemoglobin in blood, affects cognitive development and reduces immunity making child more susceptible to infections.

Department-related Parliamentary Standing Committees are constituted under Rule 268 of the Rules of Procedure for Conduct of Business in the Rajya Sabha. Each of the Standing Committees is related to the Ministries/Departments as specified in the Third Schedule to the Rules of Procedure. As per Part-I of the Third Schedule, there are eight such Committees under the administrative control of Rajya Sabha Secretariat. 16 such Committees, as mentioned in Part-II of the Schedule are with the Lok Sabha Secretariat. These Committees are constituted by the respective Presiding Officers of the two Houses of Parliament. The Committee on Home Affairs, (2005), one of such Committees, was constituted on 5th August, 2005 with 10 Members from Rajya Sabha and 21 from Lok Sabha. The Committee was reconstituted w.e.f. 5th August, 2006.
