1. Describe the area and individuals impacted by this COVID-19 pandemic. Provide information and data (quantitative and qualitative) on the estimated number of persons and households impacted by this COVID-19 pandemic and on the impact of the pandemic to the families and the community by city and county. Types of information to include, but not be limited to, the following: city/cities, zip codes, description of the neighborhoods (e.g., primarily low-income, availability of public facilities and social service agencies, etc.), and demographic information on the households/individuals (e.g., income, racial make-up, indirect damage such as loss of job, education, housing etc.). Data and information gathered can include statistics, newspaper articles, news stories, surveys, interviews, data from 211 or other organization’s data on COVID- 19 needs. Eligible entities will be required to maintain documentation for monitoring purposes.

Concho Valley Community Action Agency (CVCAA) is conducting a Needs Assessment in accordance with the National Health Crisis resulting from COVID-19 (Organizational Standard 3.1-The organization conducted a Community assessment and issued a report within the last 3 years-last one done in 2018.) The Community Action Network is seeing a major increase in funding due to this crisis that is not only health related, but also affecting every aspect of life with a global impact. CVCAA is an essential resource in our community to those in need during these difficult times. This Needs Assessment will include data on the background of the disease, a background on Concho Valley Community Action Agency, demographics of our service area, and impacts to our service area both economical and socio-economic factors. CVCAA is a public 501(c)(3) non-profit corporation established in 1966 under the Economic Opportunity Act of 1964 to fight America's War on Poverty. CVCAA’s mission statement is “We provide a variety of services in partnership with community resources to improve lives and empower people in the Concho Valley Area.” CVCAA is governed by a tripartite 15 member volunteer Board of Directors (five members from each of the three sectors – public, private, and low income). CVCAA’s office and all records are located in Tom Green County at 36 E. Twohig, Ste. B2, San Angelo, Texas.

CVCAA currently provides utility assistance and home weatherization to low-income residents of the Concho Valley counties of Coke, Concho, Crockett, Irion, Kimble, Menard, Reagan, Schleicher, Sterling, Sutton, and Tom Green. CVCAA also administers a Case Management/Transition Out of Poverty (TOPS) program. This program is designed to assist those that are below 125% of Federal Poverty Level to obtain employment above 125% for 90 consecutive days. CVCAA has assisted over 30 families in the last 10 years with TOP’s. CVCAA also administers home weatherization in Runnels, McCullough, and Coleman counties. CVCAA also participates in the Internal Revenue Service sponsored Volunteer Income Tax Assistance (VITA) program. This Assessment was in large part completed by a Certified Results Oriented Management Accountability (ROMA) Implementer, Community Programs Director, Tracey Dishon. Also, by our Executive Director, Mark Bethune and CFO, Lyla Martinez who is also a Certified ROMA Implementer. The ROMA cycle is being utilized throughout this process and has been a vital part of planning for our agency as we determine how to best serve our communities during this global pandemic. The ROMA Cycle consists of these five phases: Assessment, Planning, Implementation, Achievement of Results, and Evaluation. We are consistently using all phases of the ROMA cycle. In order to plan properly and to implement new processes, we must assess and revise on a consistent basis. The COVID-19 situation is fluid and changes are being made to adjust accordingly for our service delivery to the public. We need to assess, plan, implement, and adjust since the pandemic began to affect everyone in March 2020.

A description of our area here in the Concho Valley includes: We are located on the edge of the Chihuahua Desert, the Concho Valley experiences climates ranging from moderate and lush on the northern and eastern edges to arid on the southwestern side. Rivers run through the Concho Valley, however, water can become a scarce commodity as periods of drought often creep into the region. The Cline Shale lies underneath the southwestern portion of the Concho Valley greatly affecting jobs, the economy, and housing stock. Given the region’s abundance of open land, agriculture also plays a vital part in the economy. Cattle, sheep, goats, cotton, wheat, and hay figure prominently. The region is dissected by several highways, including 87, 83, 277, and 67. No interstate runs though the Concho Valley, however, Interstate 10 borders the south.

The City of San Angelo is the region’s largest, most influential city. In fact, the population of San Angelo alone is nearly double that of the remainder of the Concho Valley. The population in San Angelo has seen some growth from 2010 data (96,625) to the data collected in 2018 (100,218). This growth has been tied to the oil boom prior to this event, in the western parts of our SDA.

Many social services accessed in San Angelo are not available or may be difficult to obtain in the remainder of the SDA. The Concho Valley Transit District provides intra-city transit and inter-county travel opportunities. San Angelo is home to Goodfellow Air Force Base which specializes in military intelligence and firefighting. Angelo State University, located in San Angelo, is aligned with the Texas Tech University system.

Due to its proximity to Mexico, the Concho Valley has a high Hispanic population. Many Hispanics work in the agricultural industry. Increased efficiency in agricultural techniques means that there are less opportunities for young people living in the rural areas. Youth flight is a growing concern in our service area.

CVCAA has had to consider the effects on how we offer services to our communities. Due to social distancing, and rules set forth by our state and local officials, we have seen a big impact to our service area and even to the clients that we serve. We had already put in place a mail-in, fax, email or drop off for applications to be submitted for assistance. This was very beneficial to already having this process in place when it comes to this pandemic and social distancing. We did adjust our drop off box to be put outside the building so that we would not have direct contact with the public during the last few weeks. We are able to do phone interviews now with those that are in immediate need of help due to disconnect crisis/ or other emergency needs. The waivers put forth to be used by TDHCA have been very beneficial in us being able to continue to assist our clients during this time. The Weatherization Program that we have here at CVCAA has also been greatly affected due to this virus. Our Weatherization program, along with others in the state and across the nation, is at a standstill and home visits and assessments cannot be done at the time of this pandemic. Home visits were suspended from the middle of March to the end of May for Weatherization applications. We are beginning to encounter an increase in calls for assistance with utility bills, rent, water bills, and food. The effects of this virus are going to be long–lasting and it will take many years for our nation and the entire world to get back on our feet again. Demographic information as it relates to current poverty data and its prevalence related to gender, age, and race/ethnicity is attached at the end of the Community Needs Assessment as a PDF document. (Organizational Standard 3.2). The National Community Action Network describes the need for this Community Needs Assessment as follows and subsequently the background on COVID 19 and the current impact on our world: “This Community Assessment Update is in response to a global health pandemic that has not only affected every community in the but has also led to the most significant economic disruption since the Great Depression. This assessment is an initial effort to capture some of the emerging needs in the community as well as to forecast how those needs may evolve over the coming weeks and months.” “ In December 2019, the novel coronavirus disease of 2019 (COVID-19) was discovered to be the causative agent for acute respiratory and flu-like symptoms and began infecting increasing numbers of people in the Wuhan Province of China. The first case in the United States was confirmed by the Centers for Disease Control and Prevention on January 22, 2020. Despite efforts to contain the virus, by March 11, 2020, the

World Health Organization declared COVID-19 a global pandemic. By March 17, 2020, all 50 US States had confirmed cases of the virus. Because of the highly contagious nature of COVID-19, the alarmingly high rate of fatalities associated with it and the lack of a vaccine or treatment, the only effective way to prevent mass illness is through restricted travel, physical distancing, frequent hand washing, coughing in elbows, not touching the face, and staying at home. By mid-March 2020, with the virus clearly past the stage of effective isolation and contact tracing, local, state and federal public health officials recommend extreme measures to minimize a public health catastrophe: mass quarantine, physical distancing, and a virtual lockdown of all public gatherings and economic activity. “ “While all types of people are getting sick from the disease, older adults and people of any age who experience serious underlying medical conditions, many which are more prevalent in African American communities, and, to some extent, Latin and Native American communities, are at increased risk for severe symptoms from COVID-19. Persons of color, immigrants, and women are also disproportionately impacted by underlying health conditions linked to poverty, face discrimination in medical care, and are more likely to work jobs that require them to leave their homes. Also, persons with disabilities or chronic conditions are more vulnerable to COVID19 due to their inability to thoroughly isolate themselves (need for hands-on care), physical impairments, environmental barriers, or interrupted services. The following additional populations experience differential exposure and extensive corresponding implications as a result of the pandemic: frontline workers, persons experiencing homelessness, gig-economy workers, low-income communities under quarantine, especially in urban settings, rural communities, tribal communities, incarcerated persons and returning citizens.” This was cited from the National Community Action Network Needs Assessment Template. Data on the positive cases of Covid-19 virus were readily available every day and posted publically to our local Tom Green/City of San Angelo Health Department website and on public/social media outlets. Even though our numbers in this service area are not large, we have still felt the effects of this virus on our entire service area. Most of the cases in our area not due to community spread. Our local health department feels like that number is low due to enforcing the social distancing and essential travel and work only to our City and some of our service area. Over half of the positive cases are resulting from known exposure to a confirmed Case of COVID-19. This situation is fluid and does change daily. The counties in our service area with confirmed cases are (as of June 5, 2020) as follows: Tom Green with 78 confirmed cases and Concho, Crockett, and Irion counties all have 1 confirmed case. The Concho Valley area had very low positive numbers considering nearby Abilene has currently over 224 cases according to Center for Disease Control website data. City officials from San Angelo are surrounding counties also believe our area had lower cases than other areas which were closer to the interstates in Texas which allows for more individuals to have access to their cities with the virus and the chances of spreading the virus are much higher. Even though the numbers for our area have been relatively low compared to other areas of Texas, the economic and social fallout of this pandemic are far reaching to our entire service area. In order to obtain data on the most important needs in our service area, CVCAA conducted interviews of our board members, several social service agencies and coalitions, and personal interviews. We also included a survey monkey link on our application, on our website (www.cvcaa.org) and on our Facebook page with questions regarding the needs resulting from the impact of the virus on our service area. We also gathered information in the form of articles written on how COVID-19 has affected our counties. We are compiling all of this data to surmise what our greatest needs are in our communities that we serve in the Concho Valley Area. We have gathered important information from 211 and also Texas Workforce Commission to show the increase in calls from 2019-2020. We also took into account the increase in calls for our agency and the type of assistance individuals were calling about. Some of the data is included below in qualitative and quantitative form. (Organizational Standard 3.3-The organization collects and analyzes both qualitative and quantitative data). Qualitative data in the form of interview of board members, representing several counties of the Concho Valley, provided anecdotal information that housing/rental assistance, utility assistance (including phone bills to keep families connected), food security, and access to livable wage employment are vital concerns for low-income, and newly low-income persons living in the Concho Valley. Input from low-come persons via social media confirm board opinion while adding transportation and childcare. The preceding items of needs are ongoing concerns that have become exacerbated by COVID-19 and the attendant economic crisis. The San Angelo Standard-Times recently published an article highlighting our regional plight: (Three attacks that are currently impacting the Concho Valley): the degradation of the price of Intermediate (WTI) crude oil triggered by the Russia-Saudi supply duel, the potential predicted casualties from the COVID-19 pandemic, and the severe economic impacts caused by the government-mandated closure of many businesses, schools, conferences, travel, and social events.

The economic and social fabric of San Angelo and the Concho Valley are inextricably tied to the global economy. As isolated as San Angelo may sometimes appear, it is, in fact, a city that is heavily linked with people, nations, and corporations around the globe. The Concho Valley has been hit simultaneously by

global challenges that emanated from other continents — the collapse of oil prices and the rapid spread of the virus that ravaged the Far East, Europe, and several cities in North America. It is broadly recognized that the San Angelo economic ecosystem will only withstand these unprecedented global biologic and market forces if we, as a community, stand together to explore, create, and deploy methods of assisting local retail, service-related, and industrial businesses. Local newspapers, such as the Junction Eagle and Ozona Stockman concur with the Standard-Times article. The situation is fluid, requiring a nearly daily update. On Monday, April 20, 2020, West Texas Intermediate May futures ended the day below negative $30 per barrel. One of our counties includes Irion County and the effects of the oil prices will have long-lasting effects. We have an article that states that Irion County will be one of the 5 most affected counties in the nation. Irion County ranked No. 5 on a list of the 30 counties and parishes across the US expected to be most impacted. The county received its rank due to a 47.5% workforce in high-risk industries, which includes oil and hospitality services, according to the study. One of the major areas impacted by COVID-19 is employment. With only essential work being allowed in the state of Texas, everything from retail, restaurants, nail salons, hairdressers, private businesses and those that are self-employed. There has been a significant increase in those who have been laid off or furloughed due to this global pandemic. We have figures from the Texas Workforce Commission on data concerning calls for unemployment comparing the same week in 2019 to current year data in 2020.

The Texas Workforce Commission UI Claimant dashboard for March 18-April 18th shows that the Concho Valley area has had 4, 602 Unemployment claims filed. Males: 2,334 and Females: 2,268. The top 5 UI Claim Industries in our area were: 1. Full service restaurants 2. Support activities for oil and gas operations 3. Offices of dentists 4. Collection agencies 5. General medical and surgical hospitals The Texas Workforce Commission UI Claimant dashboard for April 15-May 16 shows that the Concho Valley area has had 3,384 UI claims. Males: 1,988 and Females: 1396. The top 5 UI Claim Industries in our area were: 1. Support activities for oil and gas operations 2. Full-service restaurants 3. Collection agencies 4. Drilling oil and gas wells 5. General medical and surgical hospitals

After looking at claims by unemployment and the effect it has on our area, we can see that there is a great need for assistance due to the pandemic reaching far into all areas of the nation. Restaurants are the number one affected in the Tom Green County Area for the first report. The next affected area of employment is the oil and gas industry which is also a large part of our service area affecting several of our rural counties including: Reagan, Crockett, Irion, Sonora, Schleicher, Coke, and Tom Green counties primarily. It is evident that a large portion of our service area has been affected by the drop in oil prices over the last several months.

The availability of public and social service agencies differs by county in our service area. Agencies in the Concho Valley Area that are able to assist clients with various needs and also those that provided vital information during our Needs Assessment are as follows: Rust St. Ministries serves the entire Concho Valley area and offers food boxes, household supplies, clothing and referrals, Christians in Action serves our entire service area they assist with (has been in the process of moving and due to COVID-19, they have not been able to open back up which has had an impact on the number of households needing assistance). 211 is a great resource and we have been in direct contact with their employees to let them know about our services and update on changes that we have made to our service delivery. Area Agency on Aging is also a resource in this area to assist those with needs that are homebound. We do have Meals for the Elderly who recently closed their offices, but are still ensuring that meals are delivered to those in need. We also have Galilee Development Corp. who assists with household repairs they help anyone in San Angelo and rural counties that are within 60 miles of San Angelo. Texas Workforce Commission which assists with employment and unemployment related needs.

In Schleicher county, there is also a service center, Eldorado Service Center, to serve the people in Eldorado and the rest of that area with food. They have been giving away food boxes during this entire pandemic. Public Housing-HUD is also available in all of our 11 counties. However, there is currently a wait-list for housing in our entire service area. The Concho Valley Transit Authority also serves our entire service area and provides reduced rates in Tom Green County, and free rates to those in rural areas with appointments in San Angelo urban area. We have many large churches also in our local area that we have contacted to see what the most requested needs are for 2020 during this pandemic. We are also a part of several coalitions that are addressing the homeless needs and hunger needs in our service area: The Concho Valley Homeless Planning Coalition and the Texas Hunger Initiative. The Hunger Initiative has been providing food boxes during this time along with the St. Paul Presbyterian Church. We have several churches in our rural areas that also have food banks for people in their communities.

An email from 211 further explained how they collect this data and the difficulty with getting a completely accurate picture of data they can provide:

“I just want to explain how collecting this data works. All calls are handled statewide by call specialist around the state. Concho Valley doesn't necessarily handle all the calls that come in for the Concho Valley. I am not convinced this report depicts a true number to unmet needs for two reason. In the documenting portion of referrals this is an extra step in the process that is often not captured and often times over looked. Secondly, Christians in Action had originally given the date of the 6th to open back up for utility and rent assistance so this was a referral that was being given with that information so the system would have recorded it as a met need instead of an unmet need. Therefore, the numbers for unmet need under utility and rent assistance would be significantly higher.” (Erin Hernandez-211 of the Concho Valley Director)

2. Describe any gaps in services, related to the identified needs. It may be helpful to reach out to churches, other social service providers/agencies, and city and county governments to gather this information. Organize your answer in terms of the cities and counties impacted if the gaps in services differ.

Gaps in rental assistance are present in all of our counties that we serve. If a one-time rental payment can be given from one of our area agencies, there is not one specific agency that can provide more than one time of assistance with rent. After contacting the local HUD office, they also said that they have a waiting list of up to 6-12 months and do not currently have an emergency rent fund to help those affected by COVID. We are partnering with City Of San Angelo Community Development/Family Services to provide a one-time assistance with rent and they can apply with the City in order to obtain up to 3 months of rental assistance. The assistance for rent through the City of San Angelo Community Development, will be available to only those living within San Angelo City limits. We will provide a referral to them when we provide the service, and they will refer to us until they can determine if that household is eligible. We also will begin assisting with the Tenant Based Rental Assistance Program (TBRA) for those that qualify in our surrounding rural counties while they are on the waiting list for HUD. This type of assistance is greatly needed and we project that we can fill some of the gap that is presently there due to lack of rental assistance in our area.

Assistance with utilities is another one of the areas that we have a gap in services. Christians in Action, Area Agency on Aging, and Adult Protective Services can provide a one-time utility payment assistance. Utilities can be assisted through one time from one of our partner agencies and then CVCAA can provide longer term utility assistance to those in need based on income and eligibility requirements. Some households may be eligible for payments up to 1400-1600 per year or 6-12 payments whichever comes first. This type of assistance allows our clients to get caught up on other bills due to the monthly assistance with their projected utility bills. CVCAA plans to primarily help clients out of our Comprehensive Energy Assistance Program (CEAP) so that they can be set up on payments for the remainder of program year. If they do not qualify for CEAP, we can do a one-time payment from CSBG CARES funds.

Water bill payments are another need expressed through our surveys, as they cannot be paid through our CEAP Program. The largest water department on our service area is the City of San Angelo Water Department. We had the most requests for this service. We plan to utilize CSBG CARES funds to help fill this gap in our entire service area.

Needs where gaps exist primarily to our rural counties to include: Coke, Concho, Crockett, Kimble, Irion, Menard, Reagan, Schleicher, Sterling and Sutton.

Assistance with transportation is more prevalent in our rural counties due to access to transportation services. We have found that most of the clients in our rural area need assistance with paying for transportation, or they do not know that the Concho Valley Transit (CVT) offers free rides to those in need in our rural areas. We have been working on educating the public in our service area about the services that CVT provides. Assistance with food is also more prevalent in our rural counties due to accessibility to services. There has been an increased need due to COVID and social distancing and decreased hours at the large grocery stores. This has affected our elderly community because they are of the most vulnerable population during this pandemic. As underlying health issues contribute to contracting the virus and the mortality rate, the elderly are at risk. As stated before, there are some food pantries in our rural areas but the need is greater than what is available.

3. Describe what outreach has been done or will be done to identify potentially eligible households/individuals that have been or continue to be impacted by this COVID-19 pandemic. Discuss which entities (schools, city government, non-profits, churches, etc.) will be contacted to do outreach and where outreach has or will occur. If intake has occurred during outreach, please provide information on the number of applications taken. Organize your answer in terms of the cities and counties impacted.

Outreach will be conducted to our entire service area including our rural counties through the methods listed below:

Concho Valley Community Action Agency has conducted outreach with our local Social Service Coalitions, with our board members who can disseminate information to their perspective counties, 211 of the Concho Valley, Area Agency on Aging, Salvation Army, Rust St, Christians in Action, Galilee Development Corporation, City of San Angelo Water Department, and City Of San Angelo Community Development Department. We have also done outreach via our social media outlets on Facebook and Instagram. We have also been providing updates on Utility Assistance and funding via our website at www.cvcaa.org. We also will be conducting in-person outreach, as social distancing measures allow, in the form of flyers and applications to our area partners and churches. We will be mailing and emailing flyers and applications to our partners in our rural areas. We also had a zoom interview with Fox West Texas televised on May 28th. We also advertised on the internet and on Facebook and Instagram on May 28th to promote this assistance that will be available through the CARES funds to our entire service area. We will be contacting our local school districts to promote the CARES assistance that is available. We advertised through this avenue Page 17 of 24

before and it was very effective. We are still receiving applications from the time this entire pandemic has been going on. Since March 15th- May 28th, we have received and processed 359 household applications with utility assistance and assisted over 776 individuals.

4. Describe the need for funds to assist persons impacted? Types of information to include, but not limited to: a. an estimate of how many households and/or individuals still in need of assistance b. the type of assistance these households need,

As stated previously, the needs must be as a result of COVID-19. If needs differ across your service area, organize your answer in terms of cities and counties impacted. Consider households who may have lost their job or have been temporarily unemployed for a period of time due to this pandemic. It may be helpful to reach out to churches, other social service providers/agencies, and county governments to gather this information.

Below is a chart that we used in order to provide an estimated number of persons in need in our rural and urban counties. Some of our rural counties did not have enough responses, so we combined them for data purposes. We used current poverty data from our demographic report attached to the end of this document to see how many persons in poverty we had in each county, and then used results from our surveys that we conducted.

CVCAA is basing our estimated number of persons in need to our Top 5 needs only, for our entire service area. This is an estimated number as we used both qualitative and quantitative data for our top 5 needs for entire service area, and not just the data on this spreadsheet to determine the top 5 needs.

As you can see by the above estimations, it will be very difficult to serve the amount of individuals and/or families that are in need in all of the above areas. Even with partnerships in our rural and urban counties, there is not enough funding to assist all of them. We also would have to include some of the data on unemployment that was referenced in Section 1. A total of 7,986 individuals have filed for unemployment insurance in the Concho Valley area in last 2 months. Some of these individuals would not normally be considered in poverty due to having gainful employment before the Corona Virus Pandemic. Thus, our estimated numbers would be even higher.

CVCAA is working to develop better referral systems with area agencies (such as TWC and Goodwill Career Center) in order to have more individuals referred to us that have been affected by COIVD economically due to job loss. We have been sharing emails and referrals of clients that would be in need due to this pandemic. We are working to better serve those individuals that are between 125% and 200% of federal poverty level, due to guidelines being increased in our CARES Community Service Block Grant contracts. We are working with Ms. Bernie Coffee, who is the Operations Manager at Texas Workforce Commission of the Concho Valley, to refer clients in need of employment services, and they in turn refer to our office. Ms. Coffee is also on our board of directors here at CVCAA.

6. Describe the plan to coordinate services and/or funding with other organizations/entities (e.g., churches, local governments, schools, non-profits, etc.) to meet the needs of individuals impacted by the COVID-19 pandemic. Also, describe any efforts that will be undertaken with coordinating partners to avoid duplication of services. Organize your answer in terms of the cities and counties impacted if they differ in coordination of services.

Because all of our Top needs have affected our entire service area, the coordination of services below is listed by Top 5 needs only, and not by counties and cities.

Families lack rental assistance. We plan to assist households with rental assistance as a one time or possibly two months of rental assistance based on need. We will be receiving additional Tenant Based Rental Assistance-TBRA emergency funds to also use for rental assistance for those qualified households in our service area. We will also be receiving supplemental rental funds through United Way Emergency Food and Shelter Programs for rental assistance. We have also met with our City of San Angelo Community Development office to coordinate services with them and refer clients in need of additional rental help. We will also coordinate referrals to ensure that we do not duplicate the service, but rather provide continuity of services.

Families are in need of Utility Assistance. We plan to assist with Utility Payments for qualified households. We should be able to help the majority of qualified households with our CEAP contract, both the Cares and the regular contract. Most households would be eligible for a monetary amount of up to $1,400 to $1,600 or a maximum number of payments through our CEAP contract so they would qualify for more than one payment. If we are unable to assist a household with utilities through CEAP, then we would possibly assist a one-time payment out of CARES for those above 150% of Federal Poverty Guidelines. We would then refer them to Christians in Action or Area Agency on Aging for additional assistance with utilities if needed.

Individuals are in need of food. We plan to offer food gift cards to qualified households. We would meet the emergency food need with an HEB gift card for either $50.00 for household of one-two individuals, or with a $100.00 gift card for those with a household of three or more individuals. If they have additional needs for help with food, we could also refer to Rust St Ministries for food boxes. We will then refer to the food stamp office at HHS for future food assistance for continuity of services. For those in rural areas that are in need of additional emergency assistance, we could refer to local churches or food pantries available in their county of residence.

Individuals are in need of water assistance. Households that are in need of water bill assistance will be assisted with a one-time payment of their water bill. The City of San Angelo Water Department is working with us on daily pledges and protecting the accounts of those that payments are to be sent for. They will also waive late fees for those customers that receive a pledge from CVCAA. We are working on developing water assistance with some of our rural water companies to be sure they can guarantee service to continue while they wait on our payment after a pledge has been made. If additional assistance is needed, we will refer to Christians in Action and Area Agency on Aging and Paul Ann Church.

Families lack resources to pay for transportation. Families in our rural areas expressed a need for transportation. Even with gas prices dropping in our area, there is still a need. We will assist with a $25.00 gas card to use at Stripes, which we have one in each of our rural counties. We will also refer to Concho Valley Transit District for further assistance. We will educate the clients about the free transport services that Transit offers.

7. Describe how you plan to provide the proposed CSBG CARES services through your current service delivery system or through partner organizations or subcontractors. Organize your answers in terms of the cities and counties impacted if they differ.

We plan to continue to accept applications by mail, email, fax, and drop off for all of the services that offer. We will continue to provide Utility Assistance and Weatherization to qualified families and assist with additional needs through CARES funding. We have added a page to the front of our application to include those who have been affected by the Corona Virus financially or otherwise. We have dropped off applications to partner organizations, and have provided our application process to those agencies. We have sent out mass emails to our partners that go to all of the social service agencies in our area. We have our application readily available for download on our website at www.cvcaa.org. We also have phone interview for those who have an emergency need, disconnect notice for water, gas or electric to ensure that they can receive assistance as soon as possible usually the same day if they have all their documentation and eligible for services. We have worked with our software provider in order to be able to report the demographics and additional information needed for the CARES contracts

We will provide services and work with our partners as listed under section 5 and 6 above of the Community Needs Assessment. We will work to bridge the gaps in services and also provide referrals and contact information of the agencies who may be able to provide.

Renter‐Occupied Housing

Tenure provides a measurement of home ownership, which has served as an indicator of the nation’s economy for decades. This data covers all occupied housing units, which are classified as either owner occupied or renter occupied. These data are used to aid in the distribution of funds for programs such as those involving mortgage insurance, rental housing, and national defense housing. Data on tenure allows planners to evaluate the overall viability of housing markets and to assess the stability of neighborhoods. The data also serve in understanding the characteristics of owner occupied and renter occupied units to aid builders, mortgage lenders, planning officials, government agencies, etc., in the planning of housing programs and services.3
