BRIEF RESUME' OF THE BUSINESS TRANSACTED BY THE RAJYA SABHA DURING ITS TWO HUNDRED AND FIFTY FIRST SESSION (31-01-2020 to 11-02-2020 and 02-03-2020 to 23-03-2020) SUMMONS Summons for the Two Hundred and Fifty First Session of the Rajya Sabha was issued to the Members on the 15th of January, 2020.

DURATION OF THE SESSION The Two Hundred and Fifty First Session of the Rajya Sabha was scheduled to be held in two parts, i.e. from the 31st of January, 2020 to the 11th of February, 2020 and from the 2nd of March, 2020 to the 3rd of April, 2020. The first part of the Session, which commenced on the 31st of January, 2020 was adjourned on the 11th of February, 2020, to enable the Department-related Parliamentary Standing Committees to examine and report on the Demands for Grants of various Ministries/Departments. The House re-assembled on the 2nd of March, 2020 for the second part of the Session. However, the second part of the Session which was scheduled to end on 3rd April, 2020 came to an early end on 23rd March, 2020, on account of the outbreak of COVID-19 pandemic in the country. The House sat for 23 days and the actual hours of sittings were 91 hours and 19 minutes (excluding recess intervals). The House was prorogued by the President on the 29th of March, 2020.

REPORT OF THE AD HOC COMMITTEE ON THE ISSUE OF CHILD PORNOGRAPHY AND ITS EFFECT ON SOCIETY AS A WHOLE

On the 3rd of February, 2020, Secretary-General laid on the Table, a copy of the Report (in English and Hindi) of the .Ad Hoc Committee constituted to study the “alarming issue of child pornography and its effect on society as a whole”. (Time Taken: 01 Minute)

REPORT OF THE SELECT COMMITTEE ON THE SURROGACY (REGULATION) BILL, 2019

On the 5th of February, 2020, Shri presented the Report (in English and Hindi) of the Select Committee on the Surrogacy (Regulation) Bill, 2019. (Time Taken: 01 Minute)

. The constitution of the 14 Member Ad Hoc Committee headed by Shri Jairam Ramesh was announced by the Chairman, Rajya Sabha on 12th December, 2019 with instructions to report within one month. The Committee ceased to exist after presenting its report to the Chairman, Rajya Sabha on the 25th January, 2020. 16

ANNOUNCEMENTS BY THE CHAIR

(1) On the 7th of February, 2020, the Deputy Chairman announced that as suggested by Shri B.K. Hariprasad, Member and some other Members and agreed to by the House, the General Discussion on the Union Budget, 2020-21 will be taken up in the House on Monday, the 10th of February, 2020, immediately after laying of papers and other business of formal nature.

(2) On the 10th of February, 2020, the Chairman made the following announcement:—

"Hon'ble Members, as agreed to by the House on Friday, the 7th February, 2020, today there will be no Zero Hour and no Question Hour and the General Discussion on the Budget will start immediately after laying of the papers, and other business of formal nature. The Answers to the Questions listed for today are, however, deemed to have been laid on the Table of the House". (3) On the 11th of February, 2020, the Chairman announced that as agreed to by the House, there would be no Zero Hour, no Question Hour and also no lunch hour on that day. (4) On the 12th of March, 2020, the Chairman apprised the Members about the preventive measures to be taken to prevent the spread of Corona Virus in the country. (5) On the 13th of March, 2020, as suggested by Shri Pralhad Joshi, Minister of Parliamentary Affairs, Minister of Coal and Minister of Mines, and as agreed to by the House, the Chairman announced that Government Legislative Business listed in the Revised List of Business of the day would be taken at 1:00 P.M., and conclude by 2:30 P.M.

(6) On the 17th of March, 2020, as suggested by Shri Thaawarchand Gehlot, Minister of Social Justice and Empowerment and Leader of the House and as agreed to by the Leaders of various parties/groups and the House, the Vice-Chairman (Prof. M.V. Rajeev Gowda) announced that the lunch hour could be dispensed with to take up the discussion on the working of the Ministry of Railways.

(7) On the 20th of March, 2020, the Chairman announced that in view of the dislocation of flights, the House would meet at 2-00 P.M. on Monday, the 23rd of March, 2020 and would continue till the business is over. He also announced that the arrangement was only for Monday. (8) On the 23rd of March, 2020, the Chairman announced that after discussing with the Leaders of various political parties/groups, the Leader of the Opposition, the Leader of the House and the Minister of Parliamentary Affairs, it had been decided to adjourn the House sine die after completion of the business of the day including the Jammu and Kashmir Appropriation Bills, the Appropriation and the Finance Bills and after bidding farewell to the retiring Members, in view of the spread of Corona virus and related issues.

OBSERVATIONS BY THE CHAIR (I) On the 2nd of March, 2020, the Chairman made some observations regarding the functioning and the work done by the Department-related Parliamentary Standing Committees of the Rajya Sabha during the recess between the first and second parts of the current Session as well as the attendance of Members in the various meetings held by these Committees. The Chairman reiterated his appeal to the Leaders of all parties, floor Leaders and Members to ensure better attendance in the meetings of the Parliamentary Committees, so as to justify the mandate with which they were constituted and to ensure accountability and transparency in the system. (II) On the 6th of March, 2020, the Chairman made an observation regarding lack of due coverage/importance by newspapers and media to the statement made by the Minister of Health and Family Welfare in the House yesterday i.e., 5th March, 2020, regarding the steps taken by the Government to curb the spread of the Novel Coronavirus (COVID-19) in the country and the valuable suggestions offered by Members in that regard.

He also appealed to all the opposition parties and the Government to discuss and arrive at an amicable solution to resolve the stalemate in the House and allow it to function smoothly.

(III) On the 19th of March, 2020, the Chairman made the following observation:— "No Member of the House should avoid appearing before any investigating agency, when she or he is called upon to do so, by citing the reason of the House duty. As law makers, it is our bounden duty to respect the law and legal procedures. It applies to all, in all cases, because you can only inform that the House is in Session, seeking further date, but you cannot avoid the enforcement agencies or the law enforcing agencies' summons or notices. This has to be taken note by all ". (IV) On the 20th of March, 2020, the Chairman, suggested that Members who want to attend the Parliament Session, should take their respective seats in the House, two minutes before the arrival of the Chairman so that it may not cause inconvenience to other Members, and that this should be developed as a practice. (V) On the 20th of March, 2020, the Deputy Chairman made an observation regarding preventive measures being taken by the Government to curb the spread of Novel Coronavirus in the country. He also referred to the Prime Minister's Address to the nation on the 19th of March, 2020 appealing for the need to exercise caution, instead of creating panic and to observe Janata Curfew on Sunday, the 22nd of March, 2020.
