MINUTES Minutes of the January 18, 2007 meeting were recommended for approval. A motion was made by Herb Resler; seconded by Phillip Gardner; motion passed 17-0.

CERTIFY THE RESULTS OF SPECIAL ELECTION FOR DISTRICT II, CLASS AAAA SEAT Commissioner Ress presented the results of the special election for the IHSAA Executive Committee seat for District II, Class AAAA seat. Tom Jarvis, Muncie Central HS 30 Chuck Jones, North Central (Indpls.) HS 25 Frank Sergi, Franklin Central HS 26 John J. Williams, Carmel HS 34

John J. Williams was elected to fill a seat that is currently open. Mr. Williams’ term will run until June 30, 2008. A motion to certify the election results was made by Randy Barrett; seconded by Mike Whitten; motion passed 17-0.

APPROVAL FOR EXECUTIVE STAFF AND BOARD MEMBERS TO ATTEND NFHS SUMMER CONFERENCE Commissioner Ress requested permission for the executive staff and the Board of Directors to attend the annual meeting of the National Federation of State High School Associations, July 1 - 4, 2007. A motion to approve this request was made by Nancy Alspaugh; seconded by Phil Hoskins; motion passed 17-0.

TENNIS COACHES PROPOSALS Tim Cleland, Delta High School, representing the Indiana High School Tennis Coaches Association, and Sharon Rosenburgh, Carmel High School, representing the Indiana Coaches of Girls Sports Association Tennis Committee, presented the following proposals: 1. All one day tournaments that require three rounds of competition, must use the third set tiebreaker scoring system (10 point tiebreaker). 2. At any level of the IHSAA post season tournament (sectional, regional, semi-state, state), any player who fails to finish a match cannot return to the lineup for a second match that is played on the same day. 3. Eight teams should advance to the IHSAA Team State Finals in girls and boys tennis. The 16 regional winners should advance to 8 semi-states sites. The winner of one-match semi-states would advance to state. State would consist of 4 quarterfinal matches on Friday, with semi-finals and finals on Saturday.

Action will be taken at the March Executive Committee meeting.

GOLF COACHES PROPOSALS Dave Patz, Ben Davis High School, representing the Indiana Coaches of Girls Sports Association Golf Committee, and Ryan Williamson, Shelbyville High School, Alan Darco, Warren Central High School, representing the Indiana High School Golf Coaches Association, presented the following proposals: 1. Change the start date for girls golf to three days prior to the official IHSAA first contest date. 2. Change the process of advancement for the second day of state, by increasing the number of teams and individuals.

Action will be taken at the March Executive Committee meeting.

TRANSFERS Associate Commissioner Craft reported on transfers that have been ruled upon during the 2006-07 school year. This report included the following actions as of February 2007: Full Eligibility 2,615 Limited Eligibility 248 Ineligible 29 Totals 2,892

SPORTSMANSHIP Assistant Commissioner Wynns reported on the unsporting behavior conduct reports that the Association has received as of February 15, 2007. To date, the Association has received 508 unsporting behavior reports, as compared to 659 reports received at this time last year. Sportsmanship banner presentations are now being made to member schools meeting the criteria for the award.

LITIGATION REPORT Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

IHSAA DISTINGUISHED MEDIA SERVICE AWARD Charlie Adams, former sports anchor at South Bend’s WSBT TV, was named the 2006-07 recipient of the IHSAA Distinguished Media Service Award for District I. In 1988, Adams became Sports Director at WSBT TV in South Bend where he covered the high school sports scene extensively and even earned the nickname “Chopper Charlie” for soaring across northern Indiana skies covering prep football games via helicopter. In 2005 after 23 years in the business, Adams chose to devote his career to motivational speaking on a full-time basis. He continues to produce a twice weekly sports piece on the evening news titled, “Charlie’s Corner” where high school sports is a frequent topic of his commentary. Adams was honored in a special presentation prior to the start of the Warsaw-Plymouth boys varsity basketball game in Plymouth.

PENALTIES ASSESSED The following penalties were assessed for various violations of the IHSAA By-Laws:

Elkhart Central High School Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Ineligible girls swimmer participated in a meet) 1. The Elkhart Central High School girls’ & program is issued a warning. 2. Coach Nicole Molitor is reprimanded for causing this violation to occur. 3. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for eligibility. 4. In accordance with Rule 3-9, Warsaw High School shall be notified of this violation and the team scores recalculated if the ineligible athlete earned points for your team.

Hamilton High School Commissioner Ress reported the following action as a result of a violation of Rule 15-2.3a (Softball player missed three days of school to participate in softball camp) 1. The Hamilton High School softball program is issued a warning. 2. The student athlete involved in this violation shall be suspended for four softball games at the start of the 2007 season.

Indianapolis Manual High School Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c (Seven girls basketball players participated in scrimmage versus athletes from another school) 1. The Indianapolis Manual High School girls’ basketball program is issued a warning. 2. This scrimmage shall count as four of the maximum allowable number of quarters that a basketball player can play during a season. 3. The IHSAA accepts as appropriate and supports the one game suspension of the coach and the two game suspension of the athletes involved in this violation.

LaPorte High School Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible girls swimming team member participated in three meets) 1. The LaPorte High School girls’ swimming & diving program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility. 3. In accordance with Rule 3-9, the schools against which this ineligible athlete participated shall be notified of this violation and the team scores recalculated if the ineligible athlete earned points for your team.

Michigan City Marquette High School Commissioner Ress reported the following action as a result of a violation of Rule 20-3 (Volleyball coach was guest at dinner for two prospective players) 1. The Michigan City Marquette High School volleyball program is issued a warning. 2. Coach Troy Campbell is reprimanded for attending and participating in a dinner in his honor hosted by the parents of prospective volleyball players. This is an action that should not be repeated. 3. The administration of the Michigan City Marquette High School is commended for their cooperation during the investigation of this case.

Mishawaka High School Commissioner Ress reported the following action as a result of a violation of Rule 60-6c (Two wrestlers were allowed to lose over 1½% body weight in less than 1 wk) 1. The Mishawaka High School program is issued a warning. 2. Coach Darrick Snyder severely reprimanded for causing this violation to occur. Additionally, this rule is in place to protect the health and safety of wrestler and a breach of this nature could have placed these student athletes’ health in jeopardy. 3. The IHSAA accepts and supports the suspension of Coach Snyder for the team wrestling semi-state and the individual wrestling semi-state as an appropriate penalty for this violation. 4. Due to the suspension of Coach Snyder, no suspension will be assessed against the student athletes.

Muncie Central High School Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1c (Gymnast participated in non-school sponsored event without waiver) 1. The Muncie Central High School program is issued a warning. 2. Coach Kami Bronnenberg is reprimanded for allowing this violation to occur. 3. The student athlete involved in this violation shall be suspended for one gymnastics meet.

North Putnam High School Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Football player was allowed to practice without pre-participation physical) 1. The North Putnam High School football program is issued a warning. 2. This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation.

Oakland City Wood Memorial High School Commissioner Ress reported the following action as a result of a violation of Rule 19-8.3 (Parent of wrestler taped matches of future opponents) 1. The Oakland City Wood Memorial High School wrestling program is issued a warning. 2. The film should be confiscated and destroyed. The parent involved should be directly informed of this violation and warned that any future similar incidents would result in more harsh penalties.

Pike Central High School Commissioner Ress reported the following action as a result of a violation of Rule 19-8.3 (Parent of boys basketball player taped game of future opponent) 1. The Pike Central High School boy’ basketball program is issued a warning. 2. The film should be confiscated and destroyed. The parent involved should be directly informed of this violation and warned that any future similar incidents would result in more harsh penalties.

Rochester High School Commissioner Ress reported the following action as a result of a violation of Rule 52-3c(2) (Boys basketball player reported for a sixth quarter in one session)) 1. The Rochester High School boys’ basketball program is issued a warning. 2. Coach Rob Malchow is reprimanded for permitting this violation to occur. Ignorance of the number of quarters in which a player has participated or ignorance of the rules is not an acceptable explanation for a rules violation.

South Bend Clay High School Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible athlete particpated in volleyball & girls basketball contests) 1. The South Bend Clay High School volleyball and girls’ basketball programs are issued warnings. 2. The student athlete involved in these violations shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Rule 18-1. 3. In accordance with Rule 3-9, South Bend Clay High School shall notify the schools against which the ineligible player participated and shall forfeit any match or game in which South Bend Clay was victorious.

Taylor High School Commissioner Ress reported the following action as a result of a violation of Rules 18-1 (Academically ineligible girls basketball player participated in a varsity game) 1. The Taylor High School girls’ basketball program is issued a warning. 2. The student athlete involved in this violation shall be suspended and declared ineligible for further competition until her academic record meets the minimum standards of Rule 18-1. 3. In accordance with Rule 3-9, Taylor High School shall notify Maconaquah High School of this violation and forfeit the game if Taylor was victorious.

University High School Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Transfer student participated in several jv boys basketball games without transfer being approved) 1. The University High School boys’ basketball program is issued a warning. 2. It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 3. In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this student athlete participated, must be notified of this violation and the games must been forfeited if University was victorious.

Warren Central High School Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c (Three girls basketball players participated in scrimmage versus athletes from another school) 1. The Warren Central High School girls’ basketball program is issued a warning. 2. This scrimmage shall count as four of the maximum allowable number of quarters that a basketball player can play during a season. 3. The IHSAA accepts as appropriate and supports the suspensions that the athletes involved in this violation have served.
