Officers of the month of June 2018

In the above photo (left to right), Officer Quock, Officer Abaunza, and Lieutenant Caturay.

Park Station’s Officers of the Month of May are Officer Alvaro Abaunza #4239 and Officer Ronald Quock #2339!!! Officer Abaunza and Officer Quock were classmates in the SFPD Academy Recruit Class #235, and shortly after arriving to their permanent assignment, Park Police Station, these two teamed up on day watch as the Haight Street Foot Beat. Officer Abaunza and Officer Quock have done an amazing job patrolling Haight Street, and cleaning up Haight Street.

Officer Abaunza has been employed with SFPD for 5 years, and has been at Park Station for 3 years. Officer Abaunza completed his Field Training at Mission Station, assigned to Central Station for his probation period, and was transferred to Park Station for his permanent assignment. Prior to working for SFPD, Officer Abaunza worked for Department of Parking and Traffic (SFDPT). In his spare time, Officer Abaunza enjoys traveling extensively and running outdoors.

Officer Quock was born and raised in San Francisco, where he graduated from S.F.S.U. with two major degrees in Business Administrative, History, and a minor in Finance. Before joining SFPD, Officer Quock served in the U.S. Army, and is an active Captain in the U.S. Army.

Officer Quock has been employed with SFPD for 5 years, and has been at Park Station for 3 years. Officer Quock completed his Field Training at Southern Station, assigned to Bayview Station for his probation period, and was transferred to Park Station for his permanent assignment. When off duty, Officer Quock enjoys spending time with his wife, and children going on family trips.

Citizens of the Month

On May 7th, 2018, Animal Care and Control was notified regarding a “little white dog” that was running in and out of traffic along the busy vehicular thoroughfares along the Panhandle, Stanyan Street, and Kezar Drive. For over 90 minutes, this tiny, terrified dog was running frantically on bustling city streets, somehow avoiding calamitous injury and evading capture.

Lucky for this frightened creature, a very smart young woman named Connie who is an intern at Recreation and Park Department saw the little dog running in front of a bus on Kezar Drive. As soon as the dog made it out of the street, Connie tried to lure it to a grassy area. Nearby, another young woman named Paige, who is a Psychology student from UCSF, was seated on the lawn and saw the little dog with no collar and she immediately joined Connie to help catch the dog, who was cowering behind a bench, shivering and terrified.

A nearby Park Station Officer saw the women chasing the dog and intervened to assist in their efforts to help corral the dog who was clearly in great distress. Connie lured the dog out of hiding by sharing her own lunch, and the ravenous pup eagerly consumed every morsel while Paige stood by attempting to build trust with the petrified creature. They obtained some twine and together were able to slowly coax the tiny fugitive into a makeshift lasso….

Citizens of the Month (continued)

This poor dog was extremely malnourished, with protruding ribcage, and his coat was covered in dirt. Once he was at ease, he was absolutely the sweetest creature and lapped up affection and cuddles.

Park Station is grateful to Connie and Paige for their thoughtful commitment to saving this little dog, who could have easily been harmed or killed in the onslaught of oncoming traffic. We deeply appreciate their compassion, kindness, and ingenuity —as it represents the best qualities of people in our community, who are looking out to help those in distress...across all species. Currently this 5 year old male Terrier is receiving care from Animal Care and Control located in San Francisco (415) 554-6364.

41th Anniversary of the Haight – Ashbury Street Fair

Sunday, June 10, 2018, was a beautiful and sunny day for the Haight–Ashbury Street Fair. The Haight Street Corridor, between Stanyan Street and Masonic Avenue, had an array of tents for over 200 outdoor vendors, selling food, playing music, displaying art, merchandise, clothing, crafts, and promoting businesses. Throughout the day, Haight Street held approximately 80,000 people that arrived in full force to celebrate the 41th Anniversary of the Haight-Ashbury Street Fair. The historical impact of these yearly events have sculpted the culture and diversity of our surrounding community.

Park Police Station’s booth featured the official “Park Station” t-shirt, which we made available to the public as a fundraiser for the Park Station’s Floral Fund. Officer Prillinger has served many years as the Haight Street Beat Officer, but she also has a background as an artist. She designed this t-shirt to capture the spirit of the district. Officer Prillinger is an amazing artist and extremely creative, but she is also very generous with her time, energy, and artistic abilities.

Chinese Immersion School’s walk to Golden Gate Park

The Chinese Immersion School (CIS) has an annual field trip for the entire school, to walk to, picnic in, and play games at Golden Gate Park. The principal of the Chinese Immersion School, Wendy Cheong, notified Captain Bailey about the annual field trip at Golden Gate Park, and requested Park Station officers to assist with an escort to and from Golden Gate Park.

On Friday, 6/1/18, Park Station officers assisted in escorting the entire student body of CIS, including staff, and guardians, one their journey originating on Waller St, from Masonic Avenue to Stanyan St., where the student body entered Golden Gate Park. At approximately 9:30 am, Park Station officers meet at CIS, and assisted the student body to Golden Gate Park. The officers returned at approximately 1:30pm, to escort the student body back to CIS. The entire escort of approximately 400 attendees, and went off without a hitch.

Park Station—ARREST/ Citations Driving While Under the Influence/ Hit and Run—Willard St. / Frederick St.—06/07/2018 8:00 pm Officers responded to the area for a report of a drunk driver, who was involved in several hit and run collisions. Upon arrival, officers were flagged down by several citizens, who pointed towards two individuals, who were trying to flee on foot. Officers detained both subjects and placed them under arrest for hit and run, and suspicion of driving while intoxicated. Medics arrived on scene and transported one of the subjects to SFGH. Officers later transported the driver to county jail for booking.

Vehicle Stolen and Recovered/ Vehicle Burglary—600 block of Broderick St.—06/08/2018 6:43 pm Officers responded to the above area regarding a vehicle burglary. Officers were flagged down by the victim, who was pointing towards a subject that was fleeing the scene. Officers detained the subject and placed him under arrest for vehicle theft, tampering with a vehicle, and petty theft. The subject was later transported to County Jail, where he was booked for the above charges.

Warrant Arrest/ Local SF Warrant—Unit block of Ord Ct.—06/09/2018 9:55 am Officers responded to the area regarding an argument between a homeless couple. Upon arrival, officers observed a male subject in a verbal argument with a female subject. Officers placed the male subject in handcuffs for safety and it was discovered that he had an active San Francisco warrant for a failure to appear. The subject was transported and booked at Park Station.

Burglary/ Unlawful Entry/ Warrant Arrest/—600 block of Parker Ave.—06/09/2018 2:15 pm Officers were dispatched to the area regarding a subject, who was already detained by USF police for a theft from donation boxes. It was discovered that the subject had an active felony warrant for a probation violation. Officers transported the subject to Park Station.

Driving License Suspended/ Traffic Violation Arrest—Page St. /Baker St.—06/09/2018 11:08 pm Officers observed a vehicle with expired registration tabs, and effected a traffic stop on the vehicle. Officers made contact with the driver, who was unable to provide proof of insurance for the vehicle. It was discovered that his California driver’s license was suspended. The subject was cited and released at the scene.

Stay Away or Court Order—Unit block of Waller St.—06/10/2018 1:47 am Officers were dispatched to the above address regarding a male subject, who was trying to get into the residence. Upon arrival, officers located the subject hiding between parked cars. A computer query revealed that the subject had a court stay away order from the above listed area. Officers placed the subject under arrest for violation of the court order.

Civil Sidewalks Citation—400 block of Clayton St.—06/10/2018 6:00 am An officer was dispatched to the area regarding a person sleeping on the sidewalk. Upon arrival, the officer made contact with the subject and informed him that he was in violation of the civil sidewalk ordinance. The subject was issued a citation and released at the scene.

Failure to register For Sexual Assault of Adult—Buena Vista Ave. /Haight St.—06/10/2018 1:45 pm A subject was obstructing access into the Buena Vista Park, where there’s a posted sign prohibiting loitering. A computer query revealed that the subject was not up-to-date with his registration, and was transported to Park Station. The subject was booked for failing to register within five days of moving or changing his status, failing to register every 30 days, failing to provide a proof of residence, and failing to obey a posted sign in a park.

Civil Sidewalks Citation—1700 block of Haight St.—06/11/2018 9:49 am Officers observed a subject sitting on the sidewalk in the above area. Officers determined that the subject was in violation of the Civil Sidewalk Ordinance and issued her a citation.

Captain Bailey’s tip of the week to prevent or solve crime

I want to take this time to remind everyone to record the serial numbers of all your valuables i.e. bikes, tools etc. You can do this by simply taking a photo of the item and then zoom in to take a photo of the serial number. Most people have smart phones and you can easily use your phone camera to achieve this. This is really great information for you to have in the event you are a victim of a theft. We can post the photos on flyers and record the serial num- bers of your possessions so that in the event we make an arrest of an individual with stolen items your items will be easily recognizable. Officers can also identify them easily if they are being sold at any location. Bottom line having this information increases your chances of be- ing reunited with your stolen items. It also increases the chances of these thieves being held accountable for their crimes.

Who and when to call?

3-1-1: Please contact 3-1-1 when the issue is a not an emergency, yet requires City services or, if you simply have questions regarding City services. Non-emergency situations include the following examples: damage to public property, public trees that requires pruning, defective streets or sidewalks, homeless-related issues. 3-1-1 was developed to help the community inform the appropriate City agency regarding a service request.

Non- Emergency San Francisco Dispatch Line: Pease call the non- emergency dispatch line (415-553-0123) when the scenario does not need immediate response from the San Francisco Police Department. For example, if there is a loud party, a group of loud juveniles loitering in front of your residence, noise complaints, doubled parked vehicles, suspicious activities, or a homeless/nuisance related issue. The non-emergency line is for situations that require the police, but do not require an immediate police response.

9-1-1, please call 9-1-1 immediately if there is a police, fire, medical, or any other emergency. The purpose of San Francisco's 9-1-1 Emergency Telephone System is to provide the community an immediate response of police, fire, or medical personnel for emergency occurrences. To accomplish this, it is imperative that the calls received on the 9-1-1 line be restricted to those situations that require immediate dispatching of police, paramedic, or fire department personnel. For example, crimes or fires that are in-progress, or medical emergencies.

The San Francisco Police Department district station telephone numbers and emails are not monitored. Questions will be answered in the order we receive them. Station emails are not for making police reports nor for reporting a crime. If you need to make a police report, you can call 415-553-0123 or go to your district police station. If you have an emergency, please call 9-1-1.

We, as a de- partment, are only as successful as our partnerships with the community. I learned very early in my career how important community involvement is both in solving and preventing crimes and also in the creation of safe desirable neighborhoods.
