N O T I F I C A T I O N No.HF/O/MA/1160/3R-15/09 Dated, Kolkata, the 28th April, 2011. The Governor has been pleased to appoint the persons named below provisionally for 6(six) months as Medical Officers in the Cadre of the West Bengal Health Services with effect from the date of their joining as such and to post them as noted against each with effect from the date until further orders. 2. The appointments have been made on the recommendation of the Public Service Commission, West Bengal provisionally for 6(six) months pending completion of verification of their antecedents. Their services are liable to be terminated in case of adverse reports about their antecedents. 3. The appointees are advised to appear before the Medical Board arranged by the Chief Medical Officer of Health of the respective Districts before they join. If they are found to be medically unfit they will not be allowed to join the service. 4. The appointees will also have to submit duly filled in Police Verification Rolls (attached herewith) to the Chief Medical Officer of Health of the respective Districts. Without submission of duly filled in Verification Rolls to the concerned Chief Medical Officer of Health they will not be allowed to join in service. 5. The appointees will draw pay in the revised Pay Band of Rs.9,000 – 40,500/- plus Grade Pay of Rs.5,400/- as per WBS(ROPA) Rules, 2009 (unrevised scale of pay Rs.8,000 – 275 – 13,500/-). Besides the pay, they will draw other allowances and benefits as admissible under the West Bengal Health Services (Pay and Allowances, Age of Superannuation and Pension) Rules, 1993 read with Notification No.H/MA/435/JS-5/93 dated rd the 3 March, 1993 and other orders of the State Government inforce from time to time. As the appointments in the PHC’s/Block Primary Health Centres/Rural Hospitals have been made against the posts which are non-practicing, such appointees are debarred from engaging themselves in private practice of any kind while holding the post for which they will draw non-practicing allowance as sanctioned in Notification No. H/MA/435/JS-5/93 Pt.I dated the 3rd March, 1993 read with orders issued by Government in this regard from time to time. 7. The appointees shall be governed by the terms and conditions of service as laid down in the West Bengal Health Services Rules, 1993 read with Notification No.H/MA/435/JS-5/93 Pt.I dated 3rd March, 1993 as amended from time to time. Other rules and orders of the State Government as are applicable to Government employees of similar category shall also apply mutatis mutandis in respect of the Scheduled Castes and Scheduled Tribes, Backward Classes and Physically Handicapped candidates. The appointees shall also be required to perform all such duties as may be assigned to them from time to time, besides the duties of the posts in which they are or may be appointed. 8. The appointees are hereby directed to report for duty to the Chief Medical Officer of Health immediately within 6(six) weeks from the date of issue of this order failing which the offer of appointment to the West Bengal Health Services shall stand automatically cancelled without further reference to them. No Traveling Allowances for joining the post will be allowed to the candidates. It may be noted that mere reporting to the office of the Chief Medical Officer of Health, without assuming the charge as Medical Officer at the place of posting will not be treated as joining. Date of reporting to the C.M.O.H. Office will finally be accepted as the date of joining if and when the appointees assume the charge as Medical Officer(General Duty) in the W.B.H.S.(Basic Grade) at his/her place of posting. The appointees should however regularly attend the C.M.O.H. Office until the charge is assumed. The period between the date of reporting to the C.M.O.H. Office and date of assuming the charge of Medical Officer(General Duty) in the W.B.H.S.(Basic Grade) will be treated as spent on duty. 9. Candidates are requested to submit a copy of the Registration Certificate of the State Medical Council to the Chief Medical Officer of Health concerned at the time of joining. 10. Abstract: Background: In rural areas of India, women have engaged themselves in different jobs to maintain their families and raise their standard of living (Motkuri & Naik, Growth and structure of workforce in India: an analysis of census data, 2016). But they face many problems in their work place that acts as an obstacle and prevent the women to exhibit their working skill in spite of having the same potential as that of men and thus obstacles rise in the path of achieving women empowerment. An attempt has been made in this paper to analyze the present scenario of working women in five villages in Barrackpore Block-I of North 24 Parganas, to highlight the obstacles that are hindering the women empowerment and to suggest suitable recommendations. This paper will help the policy makers to undertake policies regarding rural women empowerment to remove the problems and lead to move involvement of women in working sector. Materials and Methods: Both primary and secondary data were collected for the completion of the study. Primary data were collected by household survey by visiting and interviewing the respondents of the five villages. Secondary data were collected from the District Census Hand Book, Primary census abstract of 1991-2011, Gram Panchayat office, BDO office, Journals, Articles and the details on various schemes were collected from Government websites for data analysis and literature review.
