Purpose

1. To provide a summary of the 2006 Arts Grants Program and to consider the final list of recommendations of the Cultural Affairs Advisory Board. To seek approval for the allocation of grants, as shown in the attached tables.

Recommendation

2. That the Community and Culture Committee recommend Council approve the 2006 Arts Grants allocations, as recommended by the Cultural Affairs Advisory Board and detailed in Attachment 1 to this report.

Key Issues

Time Frame

3. It is planned to advise applicants of the 2006 Arts Grants Program outcomes as soon as possible after the September meeting. This will allow for preparation time for all projects, including those commencing early in the 2006 calendar year.

Relation to Council Policy

4. The 2006 Arts Grants Program and the recommendations of the Assessment Panels support Council’s recently adopted Arts Strategy 2004-2007, noting that the membership of the Assessment Panels is set out at Attachment 2. The 2006 Arts Grants Program is also relevant to the theme of Investing in the Arts. Further, the recommendations are consistent with the overall directions of City Plan 2010 – Connected and Accessible, Inclusive and Engaging.

5. Regular annual reviews are conducted of the 2006 Arts Grants Program to ensure it meets Council’s Best Value objectives. These will be addressed thoroughly and reported upon through business planning.

Consultation

6. Consultation has occurred at all stages of the planning, development and implementation of the 2006 Arts Grants Program. This consultation has involved Councillors, Council staff, Cultural Affairs Advisory Board delegates, grant recipients and industry representatives.

Government Relations

7. The Arts and Culture Branch is aware of Federal and State Government funding for the arts and this information is made available to Council to ensure full awareness of the key grant objectives and timelines of key funding bodies. The funding objectives and aims of Arts and the Australia Council remain distinct to those of Council and its aims and objectives as expressed in the Arts Strategy 2004-2007.

Finance

8. A total of $1,099,500 is budgeted for the 2006 Arts Grants Program. In the current year, a further $2,106,500 is provided in Arts and Culture grants and subsidies for the 32 Triennial Program funding recipients.

9. All grant recommendations are funded from the 2005/2006 operating budget under ‘Grants and Subsidies’ expenditure.

Legal

10. There are no legal issues arising from the recommendation. The recommendation is within Council’s functions and powers as set out in the Local Government Act 1989.

Sustainability

11. With reference to the goal of a connected and accessible City of , Council’s 2006 Arts Grants Program contributes to the ‘cultural accessibility’ of the City through its diverse scope of festivals, projects and activities.

12. With reference to the goal of an inclusive and engaging city, the 2006 Arts Grants Program includes categories that are well aimed to achieve the action of establishing ‘community and cultural development projects to promote understanding of our personal culture and that of others’. The 2006 Arts Grants Program strongly focuses on the strategic direction of promoting, celebrating and further developing ‘Melbourne as a City of the Arts with a rich and vibrant cultural life’.

13. With reference to the goal of an innovative and vital business city, the Victorian arts industry, with Melbourne as its core activity centre, employs around 20,000 people and generates $2.05 billion annually.

14. With reference to the goal of an environmentally responsible city, the 2006 Arts Grants Program promotes work and events that are both environmentally respectful and responsible.

Background

Overview

15. Council’s commitment to creating an innovative and vibrant city environment is demonstrated through the Arts Grants Program. The currently supports more arts and cultural activities than any other local government in Australia. Council demonstrates particular leadership in support of Indigenous arts, the ArtPlay program and young artists.

16. This year, three key changes were made to the Arts Grants Program to ensure maximum opportunity for artists to engage with the arts in Melbourne. These were:

16.1. the introduction of two funding rounds for the North category;

16.2. the inclusion of ArtPlay as a category; and

16.3. the withdrawal of Capital City Programs as a category due to the new Triennial Program.

17. The Arts Grants Program is a vital component of Council’s commitment to nurturing and supporting artists to present new projects, events and activities to city audiences. It reflects a broad range of contemporary arts practice crossing all artforms. The benefits to the city’s visitors, workers, students and residents include access to affordable and often free innovative arts and cultural events.

18. The guidelines for the 2006 Arts Grants Program state that funding will not be provided to any individual or organisation that has not acquitted previous grants. There are no outstanding acquittals for the recommended applications.

19. Grants are provided for one year only and there is no guarantee of future funding.

Advertising and Promotion

20. The 2006 Arts Grants Program was advertised in May 2005 with a closing date of 1 July 2005. A general public briefing for all grant categories was held at the Melbourne Town Hall attended by 110 people. Council’s Hotline received over 250 inquiries and 6,079 hits were recorded on the Arts Grants website.

21. Council facilitated a number of specialist meetings and workshops with various communities to better promote the program and encourage a wider and more culturally diverse group of applicants. Council worked with Multicultural Arts Victoria , RMIT and the Victorian College of the Arts to capture both young artists and artists from non-English speaking backgrounds. A number of specialist ‘road shows’ occurred in regional Victoria to engage Indigenous groups and artists. The staff and members of the Indigenous Arts Advisory Panel, who participated in the ‘road shows’, noted a high level of interest and engagement from Indigenous artists and groups.

22. Applicants were invited to submit proposals in 7 categories:

22.1. Arts Projects; 22.2. Young Artists; 22.3. North Melbourne Town Hall; 22.4. ArtPlay 22.5. Community Cultural Development; 22.6. Indigenous Arts; and 22.7. Local Community History Publishing.

23. A total of 289 applications were received (an increase on the 278 applications received in 2005). The table below provides a summary of applications received and the amount of funding recommended to be applied to each application.

Evaluation Process

24. An Assessment Panel was established for each of the 2006 Arts Grants Program categories. Each Assessment Panel included a community representative, a representative from the Cultural Affairs Advisory Board (save for Local Community History Publishing), a Team Leader from the Arts and Culture Branch and up to five relevant external experts. The membership of the Assessment Panels was noted on Council’s website and is detailed in Attachment 2 to this report.

25. Briefings were held for all panel members, prior to the assessment process, to ensure that Council’s processes and objectives regarding the 2006 Arts Grants Program were fully understood.

26. Applications were assessed against the following key criteria; the artistic and cultural merit of the proposal; how the proposal worked administratively and financially, and how the proposal met the program criteria as stated in the guidelines. The North Melbourne Town Hall Panel assessed by an additional set of criteria to address Council’s curatorial approach to the category. The Community Cultural Development and Local Community History Publishing Panels also assessed by an additional set of criteria detailed in the Arts Grants Guidelines.

27. In addition to making recommendations for funding, the Assessment Panels identified a maximum of three reserve applications, in case any of the proposed projects fail to occur.

28. The Cultural Affairs Advisory Board met on 17 August 2005 to review the Assessment Panels’ recommendations and endorse a final list of recommendations for Council’s consideration.

Overview of recommended grant outcomes

29. The Arts Projects category regularly attracts a high level of diversity in artform. In this category, seven of the recommended projects target children and one is a children’s Film Festival. Over 20% of projects recommended include a multicultural component, 6% relate to the Commonwealth Games, 54% are free to the public and a small number of events are also linked to festivals. Internationally related projects include collaborations with Swiss, Scottish and Japanese artists. All projects recommended are new and did not receive a grant from Council in 2005.

30. In the third year of the Young Artist category 46% of the recommended projects relate to the Commonwealth Games and 69% are free to the public . Up to 50 young artists are associated with the recommended applications. The concepts and ideas presented to the panel were both challenging and highly developed. All of the recommendations are new projects that have not been funded by Council before.

31. The North Melbourne Town Hall recommendations include 60% dance projects and 40% theatre. All the recommendations are for new projects that have not been funded by Council before and 40% involve artists from non-English speaking backgrounds. Overall, the five applications recommended will deliver an excellent program for the venue. There is a mix of art form, age, ethnicity and ability included in the first half of the 2006 program of activity. The NMTH investment in grants for the first funding round is $127,598 leaving $92,402 for the second round late in 2005.

32. In the ArtPlay recommendations, one of the projects is geared to children with special needs, one is aimed at girls, one has an international focus and half are free to the public. The Panel were very pleased with the number of applications received and the active engagement of children in the assessment process.

33. The Community Cultural Development recommendations reflect a high level of innovation and diversity. This year 33% of projects are initiated by and for culturally and linguistically diverse artists and communities. Nearly 30% of the projects focus on some form of disadvantage and 22% of the projects reflect on issues facing people who are homeless or at risk of homelessness. There are projects that reflect same sex youth, ex-prisoners and community members who live with disabilities. Overall 77% of these are free to the public and 66% of those recommended have not been funded previously.

34. In the Indigenous Arts category, 60% of those recommended are from regional Victoria and 30% metropolitan. Over one third are exhibitions and another third are for music for the production and promotion of CD’s. A dance master class, a publication and a jazz concert are also recommended. Over 60% recommended are from artists or communities who had not previously applied. Overall, a mixture of contemporary, traditional arts and cultural heritage projects has been recommended.

35. In the Local Community History Publishing category there were 2 outstanding applications. The remaining 6 applications did not fully meet the selection criteria.

36. The recommended applications represent a total activity value of over $3,481,780 against Council’s expenditure of $1,099,500. This indicates that there is a strong multiplier effect from Council’s support of artists and arts organisations, particularly as the above figure relates only to the estimated direct financial value of activities and not flow-on benefits and employment.

37. The 2006 recommendations have some very positive outcomes for Council. Across the 7 grant category recommendations, 34% of applications have a multicultural focus, 16.6% reflect projects geared to children and 54% of all projects recommended are free to the public.

38. Of the 102 projects that are recommended for funding, a total of 87% did not receive funding from Council in 2005.

2006 ARTS GRANTS PROGRAM

The functions of a Council as set out in section 3E of the Local Government Act 1989 (the Act) include:

“(a) advocating and promoting proposals which are in the best interests of the local community”

(b) planning for and providing services and facilities for the local community;”

Under Section 141(a) of the Act the Council may apply any money to enable it to perform its functions and exercise its powers.

The recommendation is therefore within the functions and powers of the Council.

Further legal advice in relation to the legal issues surrounding individual grants will be provided as they arise.
