Louise Mushikiwabo, Secretary General of La Francophonie Louise Mushikiwabo is the fourth and current Secretary General of La Francophonie. She previously served as the Minister of Foreign Affairs and Cooperation of from 2009 to 2018. She also served as Government Spokesperson. She had previously been Minister of Information. On 12 October 2018, she was elected for a four-year term for the position of Secretary General of La Francophonie at the Summit of Francophonie in , .

Mr. Irwin LaRocque, Secretary General CARICOM Ambassador Irwin LaRocque, assumed the office of Secretary-General of the Caribbean Community (CARICOM) on 15 August 2011, following his selection by the Conference of Heads of Government of CARICOM on 21 July 2011. He is the seventh Secretary-General of CARICOM. Ambassador LaRocque’s service at the CARICOM Secretariat began in September 2005, when he assumed the position of Assistant Secretary-General, Trade and Economic Integration. In that post Ambassador LaRocque provided strategic leadership for the continuing implementation and further development of the CARICOM Single Market and Economy (CSME). Ambassador LaRocque has a wealth of experience in management, public administration, economic development, trade, foreign affairs and diplomacy.

Hon. E. P. Chet Greene, Minister of Foreign Affairs of Antigua & Barbuda E. Paul Chet Greene is an Antiguan parliamentarian and Cabinet Minister. Mr. Greene is the current parliamentary representative for St. Paul for the Antigua and Barbuda Labour Party. On 18 June 2014, he was appointed Minister of Trade, Commerce and Industries, Sports, Culture, Community Services. He retained his seat in the 2018 election and was appointed Minister of Foreign Affairs, International Trade, and Immigration on 22

March 2018.

Hon. Darren A. Henfield, Minister of Foreign Affairs of Bahamas and Chairman of the Council for Foreign and Community Relations of CARICOM Darren Allan Henfield was elected to Parliament on 10 May 2017 and was sworn in as Minister of Foreign Affairs on 15 May 2017.

H. E. Alpha Barry, Minister of Foreign Affairs of Burkina Faso

With solid background in sociology and journalism, Mr. Alpha Barry has served in the past as Special Advisor to the President of Guinea. As of 2016 he has assumed the mandate of the Minister of Foreign Affairs, Cooperation and Diaspora of Burkina Faso.

Hon. Francine Baron, Minister of Foreign Affairs of Dominica Francine Baron is the current Minister of Foreign and CARICOM Affairs. She previously served as Attorney General from 2007 to 15 October 2010 and High Commissioner for Dominica to the UK from 31 August 2012 to December 2014.

H. E. Abdu Razzaq Guy Kambogo, Minister of Foreign Affairs of Gabon

Mr. Abdu Razzaq Guy Kambogo has assumed the position of the Minister of Foreign Affairs, Cooperation, Francophonie and Regional Integration as of January 2019. He has also served as Ambassador of Gabon to Morocco in the period of 2013-2019.

H.E. Mamadi Touré, Minister for Foreign Affairs of the Republic of Guinea

Mr. Mamadi Touré has a rich diplomatic career, serving within the Ministry of Foreign Affairs, inclusively as Permanent Representative of Guinea to the UN. He has also served as chief of staff of UN operation in Côte d'Ivoire, director of regional bureau of UN for Central Africa, as well as head of regional bureau of UN for stabilization missions in Haiti and Somalia.

Hon. Carl B. Greenidge, Minister of Foreign Affairs of Guyana Carl B. Greenidge was a member of the 10th Parliament during which time he was Chairman of the PAC and the Economic Services Committee, inter alia. He has rendered distinguished service nationally, in the Caribbean and internationally in areas ranging from debt to agricultural policy and from science and technology policy to the use of ICTs in the fight against poverty. He is a former Co-President of the Joint Council of Ministers of the African, Caribbean and Pacific Group of States (ACP) and the European Union (EU).

Mr. Greenidge now holds the appointment of Second Vice- President and Minister of Foreign Affairs of the Cooperative Republic of Guyana.

Hon. Mark Antony Brantley, Minister of Foreign Affairs of St Kitts and Nevis Hon. M Mark Brantley has served as the Minister of Foreign Affairs for St Kitts and Nevis since 2015. Lawyer by profession, Mr. Brantley was formerly the Deputy Premier of the Nevis Island Administration and held the portfolio of Minister of Tourism, Health, Culture, Youth, Sports, and Community Development in that government.

Hon. Sarah Flood Beaubrun, Minister in the Office of the Prime Minister with responsibility for External Affairs, Santa Lucia Following the general election in December 2006 Sarah Flood Beaubrun was historically selected as St. Lucia's first female Speaker of the House of Assembly effective 9 January 2007. She held positions of elected Member of Parliament (1997-2004), Minister for Health, Human Services, Family Affairs and Gender Relations, Minister for Home Affairs and Gender Relations (2001-2004), Speaker of the House of Assembly (2006-2008), Deputy Permanent Representative of Saint Lucia to the United Nations, New York (2008-2011).

Hon. Ralph John Regenvanu, Minister of Foreign Affairs of Vanuatu Ralph John Regenvanu has been a Member of Parliament since September 2008, was a member of Cabinet for most of the period from December 2010 to January 2012 and then from March 2013 to June 2015, and was the Director of the Vanuatu National Cultural Council from 1995 until December 2010. Since December 2017, he has served as Vanuatu's Minister for Foreign Affairs.

Mr. Jean-Pierre Ndoutoum, Director, Institut de la Francophonie for sustainable development

Mr. Jean-Pierre Ndoutoum worked for the minister of mines, energy and petroleum in Gabon as head of studies, and later as director of provisional, economic and financial studies between 1990 and 1996. He has extensive experience of working with international organisations, including the World Bank Group, the , the Agency for Aerial Navigation Safety in Africa and Madagascar

(ASECNA), the West African Economic and Monetary Union, and within UN agencies. He also has practical experience of working with members of the International Francophone Organisation (OIF).

Ms. Paola Albrito, Chief of the United Nations Office for Disaster Risk Reduction Regional Office for Europe Paola joined UNISDR during the preparations for the World Conference on Disaster Reduction in 2004, where she fed the conference with the Outcome Analysis Document on the status of risk reduction implementation at the global level. She assisted the inter-governmental Drafting Committee and Main Committee of the Conference in charge of developing the Hyogo Framework for Action 2005-2015, Building the Resilience of Nations and Communities to Disasters, adopted by the United Nations General Assembly and by the World Conference on Disaster Reduction held in Japan, January 2005.

Mr. Johannes Luchner, Director- General for European Civil Protection and Humanitarian Aid Operationes, European Comission Johannes Luchner is Director of DG ECHO'S Crisis Management Directorate. Previously, Mr. Luchner has held numerous positions in the European Commission in the fields of development, humanitarian aid, industry and enterprise, technical assistance as well as financial and administrative reform. He has worked as desk officer, manager and Deputy Head of Cabinet of Vice-President Kinnock. He began his career as a university lecturer, free journalist and diplomat before joining the Commission in 1996.
