ABOUT THE PROJECT 1.1 OVERVIEW OF THE PROJECT The Media Pluralism Monitor (MPM) is a research tool that was designed to identify potential risks to media pluralism in the Member States of the European Union. This narrative report has been produced within the framework of the second EU-wide implementation of the MPM, carried out in 2017. The implementation was conducted in 28 EU Member States, Serbia, Former Yugoslav Republic of Macedonia (FYRoM) and Turkey with the support of a grant awarded by the European Union to the Centre for Media Pluralism and Media Freedom (CMPF) at the European University Institute. 1.2 METHODOLOGICAL NOTE The research was based on a standardised questionnaire and apposite guidelines that were developed by the CMPF. The data collection for Malta was carried out centrally by the CMPF team between August and December, 2017. A group of national experts was consulted to ensure accurate and reliable findings, and to review the answers to particularly evaluative questions (see Annexe 2 for the details on procedure and the list of experts). -
Making Digital Broadcasting Available to All
Further to the publication of the consultation document titled “Making digital broadcasting accessible to all” published on the 18th September 2007, the MCA and the BA are publishing this presentation, which highlights the key aspects of the consultation document, for ease of reference. Until further notice, the closing date for this consultation process is currently set at the 15th of February 2008. Consultation on Broadcasting that meets General Interest Objectives (GIOs) Summary Presentation 11th December 2007 Purpose of Presentation • This presentation is meant to highlight the key aspects that are dealt with in the Consultation document Background to the Consultation (1) Principles established in 2005 ‘umbrella’ DTTV Policy • February 2005 – Govt Policy on DTTV established the reservation of 3 frequencies for the purpose of broadcasting that meets General Interest Objectives. • As a rule assignment of rights of use of frequencies can only be made under competitive conditions if demand exceeds supply. • Direct Assignment of rights of use of frequencies can only be on the basis of clearly defined General Interest Objectives (GIOs). • Policy established the differentiation of roles of network operator and broadcaster under new (Digital Terrestrial) technology paradigm – one frequency = multiple broadcasters. • Document also highlighted need for dedicated policy iro. Broadcasting that meets GIO. • Assignment of frequencies to networks is an MCA function. • Direct allotment of transmission capacity to Broadcasters meeting GIOs is essentially a BA function. • Broadcasters qualifying as meeting the GIOs will share the 3 frequencies. Background to the Consultation (2) Key Developments in 2006/7 • RRC06 – resulting in a restriction on the number of coordinated frequencies • Maltacom takeover of Multiplus • Long drawn out coordination exercise with Italy • Impact on: – Govt DTTV policy – GIO Policy – Efforts to strengthen the information society • Spectrum carries ever increasing value as a national resource. -

Vol:1 No.1 2003 3-24 www.educ.um.edu.mt/jmer Television programmes as a resource for teaching Italian Sandro Caruana Sandro Caruana (1968, Sliema, Malta) completed a dottorato di ricerca (Ph.D.) in Linguistics at the Università degli studi di Pavia (Italy) in 2001. His main interests are General and Applied Linguistics, particularly the Methodology of teaching Italian as a second language. His research focuses mainly on the linguistic influence of the media and on the role of the media in language learning. His work has recently been published in Italy. (Mezzi di comunicazione e input linguistico. L’acquisizione dell’italiano L2 a Malta, Franco Angeli ed., Milano). He has lectured at the universities of Milan and of Bergamo and presented papers at international conferences. He currently holds the post of lecturer at the University of Malta where he carries out duties both at the G.F.Abela Junior College and at the Department of Arts and Languages in Education. Abstract: The island of Malta offers an ideal setting to investigate the extent to which the linguistic input from the media may be significant in second language (L2) acquisition. Although Italian is not spoken in Malta, many individuals are exposed to this language via the media as Italian television programmes are popular on the island. In this article the extent to which Italian may be acquired via the media is discussed by taking into account research carried out among guided and spontaneous learners of Italian L2. Despite the unidirectional nature of television and the absence of the possibility to interact and negotiate so as to modify or simplify the L2 input, results show that L2 input from Italian television programmes in Malta may help to learn the language, even in the case of learners who have never undergone formal instruction in the L2. -

Catalão Received: 26 August 2016; Accepted: 7 November 2016; Published: 10 November 2016 Abstract: The paper is focused on the analysis of the electrical energy sector in the Maltese islands, focusing on the employment of Renewable Energies in order to increase its energy independence. The main renewable source here proposed is wave energy: thanks to its strategic position, Malta will be able to generate electrical energy through the use of an innovative type of Wave Energy Converter (WEC) based on the prototype of linear generator designed and developed by the University of Palermo. This new technology will be able to cut down the electrical energy production from traditional power plants and, consequently, the greenhouse gas emissions (GHG). Wave energy source and off-shore photovoltaic (PV) technology are proposed here. Particularly, the installation of 18 wave farms, for a total installed capacity of 130 MW, will generate about 5.7% of Malta’s energy requests in 2025, while the installation of 60 MW of off-shore PV will generate about 4.4%. Pirotta, Isabelle Calleja, César Colino (Coordinator) Sustainable Governance Indicators 2019 © vege - stock.adobe.com Sustainable Governance SGI Indicators SGI 2019 | 2 Malta Report Executive Summary Malta’s 2004 accession to the European Union (EU) acted as a catalyst for social, economic and political transformation. The EU’s liberal ethos propelled the 2011 introduction of divorce to one of the last bastions of catholic zealotry. Since 2013, the Maltese government has fueled this liberal current. Malta has considerably relaxed its censorship laws and extended rights to people with diverse gender identities and sexual orientations, including civil marriage. Recent legislation on domestic violence and reproductive rights have given practical expression to women’s right. The right to employment for disabled persons has also been codified, with employers penalized with fines for ignoring equality of opportunity laws. Since accession, Malta has extended maternity benefits and provided free child-care centers, enhanced pension rights and increased assistance for the elderly, upgraded health services, and embarked on a €50 million social housing project. The government is implementing recommendations on migrant integration by introducing reception centers, allowing migrants to register for work and setting up an integration program. In the 2018 and 2019 budgets, the government included increases in pensions and other social benefits with the aim of redressing social inequalities. Malta’s economy continues to thrive, recording growth rates of up to 6% annually – among the highest in the EU – and obtaining generally positive ratings from credit agencies. The result is an economy that has shifted from a significant public deficit to one of consecutive surpluses; the debt-to-GDP ratio continues to be meaningfully reduced. -

Technical Report on the setting up of a Waste to Energy Facility in Malta FEBRUARY 2018 Technical Report on the setting up of a Waste to Energy Facility in Malta TECHNICAL REPORT ON THE SETTING UP OF A WASTE TO ENERGY FACILITY IN MALTA MINISTER’S FOREWARD In July 2017 Government took the bold decision to include a Waste-to-Energy facility as an integral part of our long term sustainable management of Municipal Solid Waste. This was an environmental responsible decision and will not affect our ambitous objectives to increase our recycling efforts in order to meet the 2030 recycling targets as contained in the Waste Package currently being concluded at EU level. Through the Waste-to-Energy facility, Malta will be in a position to limit the rate of landfilling and recover the energy embedded in the remaining fraction of waste that is beyond the targets. The objective for such a project has to be seen within HON JOSÉ HERRERA the synergy that can exist between Waste-to-Energy and The Circular Economy paradigms that need to co- Minister for the Environment, exist. Decisions taken in waste management policy Sustainable Development and not only need to ensure essential public services Climate Change provision but also lead to improved public health and living conditions whilst maintaining financial and environmental health of our nation. This ambitious project is one of several initiatives that will be implemented over the coming years to change the unsustainable practice of land fill operations that has been with us for decades. From the Government’s side, we shall ensure that there will be an adequate infrastructure mix for future society. -

It collects critical new information for Malta about the perspectives and considerations of stakeholders with different interests, and their relationship towards wind power policy making, planning and decision making in respect to the planned onshore wind farm at Wied Rini in Bahrija. This is expected to provide reliable benchmarking data and knowledge that can inform environmental decision-making and stakeholder involvement, while identifying possible ways to assist mediation and reduce conflict. Field research was conducted using Q methodology in order to systematically compare patterns in stakeholder views according to cultural types, and their energy/environmental priorities within spatial planning. -

INTRODUCTION 1. This second International Broadband Data Report (IBDR or Report) presents comparative data on the extent of international broadband service capability, based on the best data sources available to the Commission at this time.1 Our analysis of this data suggests a positive correlation between broadband adoption and income, population size, and population density. These factors help explain the United States’ rates of broadband adoption compared to other Organization for Economic Co-operation and Development (OECD) member countries. Based on OECD data, the United States ranks ninth for mobile broadband adoption on a per capita basis,2 and 12th for fixed (e.g., DSL or cable) broadband on a per household basis.3 U.S. fixed broadband adoption lags behind such countries as South Korea, the United Kingdom, Canada, and Germany, but exceeds adoption rates in Japan and the EU average.4 This Report also compares data on average actual download speeds reported by a sample of consumers in a number of U.S. and foreign cities and finds that some large European and Asian cities exhibit a significant edge over comparable U.S. cities in reported download speeds, though reported speeds for some other international cities are roughly comparable to speeds in many U.S.
