5. PERSONAL EXPLANATION:-The Hon. J. p. Kenny made a personal explanation concerning a statement made by the Premier on 25th November, 1965, when answering a Question in regard to Transport workers, as published in the Daily Telegraph on 26th November, 1965.

6. FACTORIES, SHOPS AND INDUSTRIES (AMENDMENT) BILL:- (1.) The adjourned Debate of the Question on the motion of Mr. Bridges, "That this Bill be now read a second time,"-resumed. Mr. PRESIDENT,- The Legislative Assembly having this day passed a Bill, intituled "An Act to make further provisions with respect to the declaration of bush fire danger periods and the fighting of fires in by members of certain fire brigades established outside New South Wales; for these and other purposes to amend the Bush Fires Act, 1949, the Fire Brigades Act, 1909, and certain other Acts; and for purposes connected therewith,"-presents the same to the ,Legislative Council for its concurrence. NOTICES OF QUESTIONS AND MOTIONS AND ORDERS OF THE DAY

WEDNESDAY, 1 DECEMBER, 1965

QUESTIONS:- 1. Mr. W. C. Peters to ask the VICE-PRESIDENT OF THE EXECUTIVE COUNCIL (17 November, 1965) ,- (I.) Will the Minister have inquiries made so as to ascertain the exact per­ centage, if any, that was granted to manufacturers and tenderers from within New South Wales, over those firms from without New South Wales, for the supply of Caps, Hats and Helmets to the State Contracts Control Board for 1964? (2.) Will the Minister ask the State Contracts Control Board to supply the complete total price of the successful interstate tenderer for items 1 to 9 for the supply of Caps, Hats and Helmets as per 1964 Schedule? (3.) Will the Minister ascertain if a tenderer from within New South Wales for items 1 to 3 as per 1964 Schedule for the supply of 7,950 articles was £66 less than the successful interstate tenderer? (4.) If this be a fact will the Minister have inquiries made as to why these items were not given to the lowest tenderer?

2. Mr. P. M. M. Shipton to ask the VICE·PRESIDENT OF THE EXECUTIVE COUNCIL (17 November, 1965),- (1.) Is the Minister aware that a demonstration organised by the Vietnam Action Committee took place in Sydney on 22 October, 1965? (2.) (3.) Is. the Minister aware that a number of those arrested gave false occupa- tions to the police? - (4.) Is the Minister aware that twenty of those arrested were members of the Communist Party of Australia? . (5.) Will the Minister confirm these facts, which indicate that this was a phoney demonstration directed and controlled by Moscow in an attempt to discredit Australian' assistance -to the South Vietnamese Government?

3. Mr. R. R. Downing to ask the VICE-PRESIDENT OF THE EXECUTIVE COUNCIL (18 November, 1965) ,- (1.) Did the Commissioner of Government Transport advise the previous Government that the elimination of the Market Street section would involve the Department in a further loss of £40,000 per year-the equivalent of £770 per week? (2.) Was this estimate based on ticket sales for the previous year on the first and second sections from the Quay to Central and from .Central to the Quay. (3.) In arriving at this estimate did the Commissioner inform the previous Government that over one million passengers more each year would have to be carried to offset the elimination of the section referred to? (4.) If this is so, how does the Minister justify his statement to the House that the Government made £78,000, when according to published statements attributed to the Minister for Transport the change had resulted in a gain of 15,000 passengers per week which at 6d. will amount to £19,500 per annum stiH showing a loss of £20,500 on the estimate of £40,000, to which must be added loss of revenue of 3d. each two section traveHer? Does this show the Department's estimate was fairly accurate?

4. Mr. H. J. McPherson to ask the VICE~PRESIDENT OF THE EXECUTIVE COUNCIL (24 November, 1965) ,- (1.) Does the Minister recall my expression of concern, last week, that the Department of Education appeared to be the ·Department most likely to suffer under the Government's Budget? (2.) Is the Minister aware that my concern was increased by a report in The Sydney Morning Herald of Thursday, 18th November, 1965, stating that the Minister for Education has ordered an investigation into the construction of schools planned for, and promised, by the previous Government, and that twenty·eight high schools in this category may have to be canceHed? (3.) Will the Minister inform the House the towns and/or localities concerned? (4.) Can the Minister inform the House as to the alternative measures proposed by the Government to keep up with the necessary expansion and development of State school accommodation requirements, and whether the Government has any intention of altering the present system of education in New South Wales?

GENERAL BUSINESS-NOTICE OF MOTlON:- 1. Mr. Packer to, moye,- (1.) That a Select Committee be appointed to inquire into and report upon the circumstances of the application of Dr. F. Knopfelmacher for appoint­ ment to the vacant position of Senior Lecturer in the Department of Philosophy at the University of Sydney and in particular the following matters:- (a) The material placed before the Selection Committee in support of Dr. Knopfelmacher's application. (b) The composition of the Selection Committee. (c) The procedures normally followed by such a Selection Committee. (d) Whether tbe procedures were followed by the Selection Committee before recommending the appointment of Dr. Knopfelmacher. (e) Ariy additional material the Professorial Board had before it wbich had not been before the Selection Committee. . (f) The steps, if any, the Professorial Board took to investigate or evaluate the additional material. (g) The procedures normally followed by tbe Professorial Board in relation ~o a recommendation by its Selection Committee. (b) Whether the Professorial Board departed from normal academic proc.edures- 1. in refusing to adopt the recommendation of its Selection Com­ mittee, and/or 2. in the manner in which such decision was arrived at. (i) The justification existing for such departure, if any. (j) Any additional material tbat was placed before the second Selection Committee. (k) Changes, if any, that were made in the composition of the second Selection Committee. tl) Wheiher the decision of the second Seiection Committee was influenced by tbe previous action of the Professorial Board and to what extent. (2.) That such Committee have power to sit during any adjourmnent of the House, to take evidence, and to send for persons and papers. (3.) That sucb Committee consist of the following Members, viz.: Mr. C. A. F. Cahill, Colonel Clayton, Mr. Gleeson, Mr. Murray and the Mover.
