Meeting Minutes 2013 Mid-Winter Meeting Military Order of the Loyal Legion of the United States February 11, 2013

Commander-in-Chief (CinC) Jeffry C. Burden called to order the 2013 Mid-Winter Meeting of the Military Order of the Loyal Legion of the United States (MOLLUS) at 8:15 AM on Monday, February 11, 2013 at the Holiday Inn in Arlington, Virginia. He then declared that a quorum was present.

INVOCATION: District of Columbia Commander Robert Pollock gave the invocation.

PLEDGE OF ALLEGIANCE: Senior Vice Commander-in-Chief (SVCinC) Waldron Post led the Pledge of Allegiance.

APPROVAL OF 127TH NATIONAL CONGRESS MINUTES CinC Burden stated that the Commandery-in-Chief Journal of Proceedings, which was held October 20, 2012, and which includes the minutes of the 127th National Congress, has been posted on the National Website. Copies of the minutes were present at the meeting available for review should anyone wish to do so.

MOTION: Approve the minutes as presented in the Proceedings of the 127th Congress MOVED: Past Commander-in-Chief Harrison, SECOND: Virginia Commandery Commander Bishop, MOTION PASSED

REPORTS OF OFFICERS Elected Officers Commander-in-Chief: CinC Burden paraphrased his written report outlining his activities as Commander-in-Chief since the 2012 Congress. He stated that it was a privilege for him to participate in the Sons of Union Veteran of the Civil War Remembrance Day Program in Gettysburg and the Sesquicentennial observance of the Battle of Fredericksburg. We are still waiting for a signed agreement from the Union League and the Abraham Lincoln Foundation (ALF) regarding the loan of MOLLUS documents to the ALF for conservation and archiving. He noted the MOLLUS (both sides) has been successfully trademarked. He concluded by discussing the fact that the MOLLUS and the Military Order of the Stars and Bars (MOS&B) have agreed to jointly support the restoration of Star Fort in Winchester, Virginia. A workday has been scheduled for April 6, 2013 to which all Companions are invited.

Senior Vice Commander-in-Chief: SVCinC Post noted that since the Congress in Rhode Island, he has not been involved any activities other than those associated with his duties within the Commandery. He has made plans to attend the Lincoln Tomb Ceremony in Springfield, Illinois in April.

Junior Vice Commander-in-Chief: JVCinC Simmons summarized his activities since the last Congress. He stated that the Lt. Commander General of the MOS&B, William Howard Jones has submitted his paperwork for hereditary membership in MOLLUS. He

2 noted the next Congress at Lincoln Memorial University is well planned and organized under the guidance of “Clan Bury” and the Ohio Commandery.

Recorder-in-Chief: Recorder-in-Chief Kane thanked the National Quartermaster Joe Coleman for taking and processing the minutes of the 2012 Congress in Rhode Island. He noted that he is digitizing Hereditary Companions beginning with insignia number 22432 into Excel format. He also requested that Hereditary Companions ordering the large membership certificate fill out the certificate worksheet and send it to the National Quartermaster prior our processing the order.

Registrar-in-Chief: Registrar-in-Chief Flint provided a written report listing a gain of 9 new Hereditary and 1 Associate Companions since the last Congress. A discussion was held regarding the accuracy and acceptance of genealogy from the internet.

Chancellor-in-Chief: Chancellor-in-Chief Rojo discussed his report enumerating new Companions (9 Hereditary and 1 Associate from 3 different Commanderies) who have joined the Order since October 2012.

Treasurer-in-Chief: Due to his absence, Treasurer-in-Chief Tryon’s report was presented by PCinC Harrison. It was suggested that a letter of thanks be sent to the family of the deceased Companion from Indiana who made a large bequest to the Order.

Judge Advocate-in-Chief: No report was provided by Judge Advocate-in-Chief Fisher.

Chaplain-in-Chief: In his absence, Chaplain-in-Chief PCinC Carroon’s report was read by Recorder-in-Chief Kane noting that Col. John Dibble Jr., #22360 of the Virginia Commandery, and William T. Grugan, #20512 of the Pennsylvania Commandery, had passed away. In his report, he requested that Companions making a report of the death of a Companion to please indicate the name and rank of the officer from whom the deceased Companion descended.

Surgeon-in-Chief: No report was provided by Surgeon-in-Chief Heller.

Appointed Officers

Editor-in-Chief: Editor-in-Chief Rock’s report was read by PCinC Gordon Bury. He noted that he would like to get more articles from the membership, particularly articles about what the Commanderies are accomplishing.

National Quartermaster: National Quartermaster Coleman submitted his written report noting that merchandise sales amounted to $2,264 since the 2012 Congress. He noted that the MOLLUS scarf is again available. He further noted that through the efforts of Chancellor in-Chief Rojo, an initial limited supply of cufflinks and tie tacks were secured. He suggested that some sort of commemorative item be made available to Companions in view of the approaching 150th anniversary of the Order.

3 National Webmaster, National Membership List Coordinator, and Chair of the National Committee on the Internet: PCinC Harrison summarized his written report, which included updates in the website and changes in the membership list.

National Historian: No report was provided by National Historian Carroon.

National Membership Contact: PCinC Harrison read National Membership Contact Converse written report noting that 14 viable inquiries have been made regarding membership in the Order.

Washington DC Representative: Washington DC Representative Rojo gave a verbal report saying that he has asked some of his contacts who have access to the White House to try and get the current President to respond to the Order. He thanked us for the appreciation certificates to be given to those who helped with the celebration in Puebla, Mexico.

Standing Committee Reports

National Committee on Audit: No report. CinC Burden requested that the Standing Committee, with the assistance of PCinC Benjamin Frick as an advisor, review the current Job Description for the Committee and revise it where needed so as to be consistent with current accepted accounting principles, and brought back to the Commandery-in-Chief at the October 2013 Congress. PCinC Harrison indicated that he would transmit the current Job Description to the Committee members and PCinC Frick.

National Committee on Finance & Budget: Contained in Treasurer’s report.

National Committee on Membership: JVCinC Simmons urged the membership to submit nominations to the Membership Committee for the Hayes Cup and for the Meritorious Service Medal.

Nominations Committee: No report required at this time.

National Committee on Constitution and Bylaws: No report. PCinC Harrison indicated that the change in one of the job descriptions approved at the last Congress had been incorporated into the National Job Descriptions posted on the Internet.

National Committee on History: No report.

National Committee on Historic and Preservation Grants: SVCinC Post stated that the Committee is thinking of adding two organizations to the current list of recipients in memory of two of our Founders; Wills Eye Institute for Peter Dirck Keyser and Saint Stephen’s Church for Samuel Brown Wylie Mitchell.

4 National Committee on Lincoln Death Day Observance: Chair Richard Orr’s written report was read by PCinC Harrison.

National Committee on Meetings: Chair JVCinC Simmons thanked DC Commander Pollock and the DC Commandery for setting up the meeting at the new venue. He also thanked PCinC Harrison for developing a detailed online guide for planning, organizing, and running a successful Congress. Firm locations for Congresses have been established through 2017 (2014 – Massachusetts, 2015 [MOLLUS 150th] – Pennsylvania, 2016 [GAR 150th] – Illinois, 2017 – Pennsylvania).

PCinC Bury summarized his Commandery’s invitation to attend the upcoming Congress at Harrogate, Tennessee (Attached). Companion David Whittemore discussed the 2014 Congress in Massachusetts, and Registrar-in-Chief Flint discussed the 2015 Congress in Philadelphia, Pennsylvania. The idea of producing a challenge coin for the 150th anniversary was discussed. The idea of holding a function or Congress in Philadelphia on the April founding date of the Order was discussed.

National Committee on the Internet: Included in the National Webmaster report.

National Committee on Fraternal Relations: DC Commander Pollock submitted a written report listing the various Civil War hereditary organizations, military academies, and national veteran organizations with whom the Committee is cooperating.

Special Committee Reports: National Committee on Civil War Library and Museum: CinC Burden and National Quartermaster Coleman gave brief updates on the status of the Library and Museum.

National Committee on Civil War Sesquicentennial: PCinC Bury discussed having the Order have a presence at the150th Anniversary of the Battle of Gettysburg this July at the new Park Service facility in Gettysburg, Pennsylvania.

Loyal Legion Memorial Trust Fund: CinC Burden noted that the Memorial Fund Trustees met and decided to join with the MOS&B on a project to restore Starr Fort near Winchester, Virginia. The trustees voted to contribute $2,500 to the Restoration Foundation matching the contribution given by MOS&B. C-in-C Burden explained that the Memorial Fund is a separate organization from the MOLLUS with its own trustees.

New Business

CinC Burden discussed the fact that the income from our annual appeal letter was disappointing and did not cover the mail out expenses. The creation of a special committee to investigate fund-raising was discussed.

CinC Burden noted that there is a “real daughter” living in the Richmond area that he visited who is descended from 1st Maine Cavalry trooper.

PCinC Robert Bateman spoke about America’s Forgotten Prisoner of War (POW) who is being held by the Taliban. Sgt Bowe Bergdahl, of Hailey, Idaho, belongs to the First

6 Battalion, 501st Parachute Infantry Regiment, Fourth Brigade Combat Team, 25th Infantry Division. Then Pfc Bergdahl was taken prisoner from a small combat outpost in Pakita Province, Afghanistan on June 30, 2009 (he was then only 23 years of age). For the past three plus years, Bowe has been the only "known living" POW held by the Taliban in Pakistan. Sgt Bowe Bergdahl is now 26 as he enters his fourth year as a POW. His father, Bob, mother, Jani, and older sister, Sky, remain hopeful and prayerful their son and brother will be back home safely with them soon. Please keep Sgt Bowe and his family in your prayers and may this great American Family have their prayers answered

Dear Commander-in-Chief Burden,

I am pleased to report to you, and the Companions attending the 2013 Midwinter meeting in Washington DC. Our thanks go out to Colonel Robert Pollock, and the Companions of the DC Commandery, for their work in setting up the new venue. I have two additional reports as Chairman of the National Meetings Committee, and as Chairman of the Membership Committee. Since the successful October Congress in Rhode Island, I have attended several local and national Civil War events. In addition, I had several airline layovers in Richmond, which resulted in nice meals and discussions with you. In January, I attended the Sesquicentennial of the Battle of Galveston, which was a national event. The Texas Commandery held a joint lunch meeting with the Texas Department of the SUVCW. I also met with members of the MOSB, of which I am also a member. The Lt. Commander General of MOSB, William Howard Jones, has his paperwork in for Hereditary membership in MOLLUS. When this is approved, the top three leaders of MOSB will also be MOLLUS Companions. The spirit of “joint operations” will continue with both Orders supporting the restoration of Star Fort in Winchester, Virginia. The next October Congress at LMU, is well planned and organized, under the guidance of Clan Bury and the Ohio Commandery. I will address future meetings in my National Meetings Chair report.

I would like to take this opportunity to wish you a productive meeting and wonderful program to honor President Lincoln at his memorial.

In looking at the Journal I want to reiterate that this publication is only as good as the submissions it receives from our membership. Without State Commanderies supporting the Journal by sending news for publishing there is no way for membership as a whole to know what the Commanderies are accomplishing. In addition, the Journal is a historical record of the organization as a whole, which again relies upon the membership to provide article suitable for publication. I can assure you that every piece of information I receive will make it into the Journal in some fashion. I may delay the placement to better suit the timing of the articles received, but rest assured I will get anything I receive put into print. It is again up to the Commanderies and membership to support this endeavor, for without that support the Journal becomes stale.

I wish to send my regrets in not being able to attend the Birthday celebration this year and look forward to seeing you all in October at our 128th Annual Congress at the

Lincoln Memorial University in Harrogate, TN.

Since the annual congress in October, sales of merchandise have amounted to $2,264.00, which includes sales at the congress.

We will be soon approaching that period when Commanderies will be requesting ROTC medals. Since these are mailed out from our supplier, please build in a little lead-time when placing your orders. I have stocked a few in the inventory for last minute requests. I’m sure our Recorder-in- Chief would echo this advice when requesting ROTC award certificates.

A major addition to the inventory this past fall was the return of the MOLLUS scarf. Out of our initial order of 25, we currently have nine remaining in stock.

Through the efforts of Col. Eric Rojo of the D.C. Commandery, we have secured an initial limited supply of cufflinks ($100) and tie tacks ($80) produced especially for Col. Rojo in Mexico. They have been advertised for sale in the Loyal Legion Historical Journal.

As we are rapidly approaching the 150th anniversary of our Order, I would like to suggest that the board consider the possibility of some type of commemorative item to be made available for purchase by Companions.

The cost associated with the returns was $5.12 (4 Journals at $0.78 = $3.12 plus 4 address changes at $.050 = $2.00). I also have been in the process of adding past members names and ancestor information from old Recorder-in-Chief records to the current National Membership Database. This is a very long and tedious process. The database currently has 1,587 names. The arrangements for the 2013 Lincoln Death Day commemoration at the Lincoln Tomb in Springfield, Il are complete. We will once again be headquartered at the Abraham Lincoln Hotel where the luncheon will take place following the ceremony at Lincoln's tomb.

Contracts for 2014 and 2015 have been executed with the Abraham Lincoln Hotel.

The spring 2013 CA MOLLUS business meeting occurred at the Annandale Country Club, in Pasadena, CA at 11:00 AM on January 26, 2013, before the Sons of the Revolution in the State California’s luncheon and program

The meeting was called to order and chaired by Commander Wayne Rogers

The invocation was given by Chaplain Stephen Magoffin

Introductions were made by those in attendance: Commander Emeritus Rick Breithaupt, newest member Edward Carl Barnum, William Edison Hodge, Chaplain Stephen Magoffin, and Commander Wayne Rogers. Our MOLLUS ancestors were so impressive, it was agreed that the next newsletter would begin including brief bio of members and description of their MOLLUS propositus.

The officers report was short, because only commander Wayne Rogers presented. He indicated that several members were not able to come, including Robert Michael Albert,- Richard Andriano-Moore (CDR-Ret), Vice Commander Linn Malaznik and Recorder Ken Walker indicated they couldn’t make it. * Similarly Robert Fletcher couldn’t make it because of distance. Dues were obtained, or in process, from 30 members. An additional 4 members were life members. We still need to see if we can collect more dues before April 2013.

New Business:  Our newest member is William Edison Hodge, Commander Emeritus Breithaupt re-did his application, and Commander Wayne Rogers, and Bill Hoge gave their signatures to it. Wayne will submit it to national.  Commander Rogers announced that Massing of the Colors will occur on March 2nd, and encourages members to participate or attend at Forest Lawn Cemetery in Burbank, as we have in the past.  ROTC- this last year, two ROTC medals and certificates were presented in behalf of MOLLUS. Recorder Kenneth Rogers Walker provided the following two resolutions to the Board:  Board Resolution SUVCW Ad: Move that the CA Commandery pay for a one full page ad in the SUVCW Annual Encampment program for $25. We will submit the same art as last year with commander Rogers as the POC. Check due SUVCW prior 5 Feb.  Board Resolution: The CA Commandery shall order and pay for Army ROTC/MOLLUS medals and certificate for Idaho State University & Claremont-McKenna Colleges for year 2013. A donation must cover the cost of the Claremont award.  Board Resolution: Member(s) may request sponsorship of ROTC awards for four year college institutions subject to approval of the Commandery commander and unit ROTC commander. Award shall be not be paid for my Commandery funds unless otherwise provided by the board.  Board Resolution: Any board member may recommend to the board one Army ROTC unit for the MOLLUS ROTC medal and certificate for each State, within the Commandery, excluding Idaho, which is already represented, to be paid out of general funds. No more than one medal from each State will be paid from Commendery funds

ARTICLE II OFFICERS

From the C-in-C;

A] A. Investiture

Section 1. A Companion elected or appointed to any office of the Commandery, before being invested with the authority of the same, shall make a formal declaration upon honor that that he will well and faithfully perform the duties of the office upon which he about to enter, and comply with the established laws and usages of the Order. This declaration may be made by letter or message.

Section 2. Before being invested, the elected or appointed candidate will repeat, or acknowledge in writing, the following or as modified by the C-in-C:

I,______solemnly swear that I will uphold the Constitution of the United States of America, as well as the Constitution and By-Laws of the Military Order of the Loyal Legion of the United States and I make a formal declaration upon my honor, that I will faithfully perform the duties of the Office upon which I am about to enter.

B. Duties and Powers

B] The board of officers, including council members are elected for biennial terms at the annual meeting of the Commandery. Officers are elected at annual meetings of even numbered years. Vacancies that occur before the end-of-term may be filled by action of the board or election at the annual meeting for the remaining term. C] Council members shall be elected at any annual meeting by the membership for biennial terms. The number of council members shall be determined by board resolution between a minimum of two and maximum of five. Council members are voting members of the board.

ARTICLE III THE BOARD & COUNCIL A] The board of officers shall have general supervision and control over the property, assets and affairs of the Commandery between annual meetings of the Commandery. It shall have the power to fill vacancies, upon the recommendation of the commander in any of the offices of the Commandery, until the time of the next election, except in the case of those offices which shall be filled by appointment by the commander. It may approve expenditures not previously authorized in the approved board's budget. Attendance of three members of the board of officers and/or council shall constitute a quorum, providing appropriate (30) days’ notice of annual or special meeting was transmitted. Decisions of the board shall be made by vote of a simple majority of officers present, but in no case shall fewer than three votes in favor of any action be required. The commander, vice-commanders, recorder, registrar, treasurer and past commander(s) shall constitute an executive committee, a majority of which between meetings of the board have full power and authority to act on its behalf, provided it complies with all policies adopted by the Commandery. Members of the council, all elected officers and all previous commanders are included as voting members in the executive committee and board meetings.

B] The board of officers shall consist of a minimum of the commander, vice-commander, treasurer, recorder, two or more members of the council, past commander(s) and other elected officer(s) delineated in the C-C constitution and/or by-laws and agreed by board resolution. All officers must be resident members of the Commandery. The commander and board may increase the number of elected officers and council members by majority vote but not to exceed those listed in C-in-C rules. An officer may hold more than one office but have only had one vote. Appointed officers and chairmen are non-voting members of the board and do not have to be included in business conducted via the internet, at the discretion of the commander.

C] Electronic internet meetings and discussions are authorized providing all motions and following discussions are sent to all board members to their "e-mail address of record". A decision is made after a majority has voted in the affirmative or negative. A board member that did not vote or abstain or wants to change their vote within (30) days of the initial motion, may request a "motion to reconsider" with discussion, except in the case when a membership application has been approved and sent to national or otherwise provided by the national rules for membership application.

ARTICLE IV ORDER OF BUSINESS A] Roberts Rules of Order, Newly Revised, shall be the deciding authority when there are questions of parliamentary procedure and not in conflict with these by-laws or constitution of the C-in-C. Generally, Roberts Rules, In Brief should answer most questions of procedures.

ARTICLE V FISCAL YEAR & ANNUAL BUSINESS MEETING A] The fiscal year of the Commandery shall begin the first day of October of each and every year. #(Same as C-in-C)#

B] The annual meeting shall be held prior to the last Sunday of February of the same year and in the State of California. The location, venue and date of the annual business meeting shall be decided by a majority vote of the board. If the board does not decide the date and venue of the annual meeting within (100) days of Lincoln's Birthday, the meeting shall automatically be in the same venue of the previous year's meeting and the membership should be advised with appropriate notice. The annual meeting may be held in conjunction with the annual meeting of another lineage or historical society. The annual business meeting date and location should be sent to the membership at least thirty (30) days in advance. Inclusion in the newsletter shall be considered proper notice if transmitted and/or mailed in a timely fashion. If the annual meeting is not held, members and officers of the Commandery attending the Encampment of the Sons of Union Veterans of the Civil War, of the Department of California and Pacific may conduct the annual meeting for the normal business of the Commandery. C] A Quorum for the board of officers shall consist of at least three officers and/or members-of-the council, appropriate notice having been mailed and/or transmitted to the membership or board. Unless otherwise required, decisions of the board are by a simple majority vote.

D] There will be no proxy or absentee ballots authorized at any general meeting of the Commandery or board-of-officers, except absentee ballots may be allowed to modify our by-laws in accordance with Article VII AMENDMENTS below.

ARTICLE VI STANDING RULES A] Standing Rules may be modified by a majority vote of the board, unless otherwise stipulated, at a scheduled members, board or board internet meeting.

SR: B-1] New member applications shall submit two applications with original signatures, one set of copies of proofs of citations and two separate checks; one made out to "MOLLUS" for amount determined by national (currently $20) and another check for "MOLLUS/CA" in the amount of $5 over the Commandery's annual dues (currently $30 total). Check or dues and fees to CA are refundable if not approved and verified by the Registrar-in-Chief.

A-1] SR: Any three of the councilors and/or board members may be appointed annually by the commander to form a committee to audit and adjust the books of the Commandery and report at the annual meeting.

SR: C] Annual members should [will?] be automatically dropped for non-payment of dues if not received prior to 1 April of the year due. The membership rolls of 30 April are used by national for their per capita assessment against the Commandery in July.

SR: D] Re-Instatement of membership after drop for non-payment of dues. A former member may petition the board for re-instatement of membership with current dues and a penalty in the amount of a new member's application fee to the appropriate officer in the C-in-C. After a majority of the board approve the petition, the petition, required national fees and copy of the original approved application shall be sent to the Registrar-in-Chief for verification and approval for re-instatement.

SR: E] If contact information for a life member in the Commandery cannot be identified within three years, then the board should request his transfer to the national member-at-large list.

SR: D] Standing committees & chairmen may be appointed by the board, with the approval of the commander. Special committees & chairmen may be appointed by the commander for the same.

ARTICLE VII AMENDMENTS A] No alteration, addition or amendment to these By-Laws shall be considered unless its wording has been approved by the board, communicated to the membership at least (60) days prior to the annual meeting or otherwise provided below, at which it is to be acted upon; and no such alteration, addition or amendment shall become effective unless agreed by the membership of a majority vote of those present at the annual meeting or as provided below.

B] Alternatively, the board may submit proposed alteration, addition or amendment of these By-Laws to the membership of the Commandery by US mail and/or the internet, and allow the membership to vote by same US Mail or message, after allowing (60) days to respond after transmition and/or mailing date.

Commander in Chief Burden Sir, I have the privilege of forwarding you a summary of our Commandery’s activities since the Providence Congress, and our plans for 2013. In December 2012 a joint DC MOLLUS and DC DOLLUS luncheon meeting was held. During the meeting we brought back a former custom of members presenting formal “Loyal Legion Vignettes.” In addition, elections were held and the following were elected to office: Commander, Robert Pollock of DC Metro; Sr. Vice Commander & Recorder John Moore of DC Metro; Jr. Vice Commander Kevin Martin of MD, Treasurer, Calvin Zon of DC Metro; Chancellor, Peter Dixon of DC Metro; Registrar Michael Bates of NJ. In an effort to rejuvenate the former Commanderies in New Jersey, Maryland, and Delaware, I have begun naming “Deputy Commanders” for each of those states. The Deputy Commanders will be charged with hosting one Commandery meeting in their state each year, and to represent MOLLUS within their state at patriotic functions and historical events. Michael Bates is the first to be named, and is Deputy Commander of the DC Commandery in the State of New Jersey. The DC and Mid-Atlantic Commandery Calendar for the year 2013 is:

The current membership of the Illinois Commandery comprises: one Life Companion, twenty Hereditary Companions and five Associate Companions. The Illinois Commandery is financially sound, with a current bank balance of $863.70, and 2012 assessments were submitted in a timely manner. The Massachusetts Commandery membership stands at 41, with 36 Hereditary, 5 Associate plus one Dual. Our Dual member is Robert Anderson. Bob is a member of the CT Commandery who lives in Norfolk, MA. We gave him a warm welcome at the Lincoln Day ceremonies on February 2, and appreciate his willingness to actively participate.

February 2"d was cold but sunny and dry. I again presented a wreath at the statue of Abraham Lincoln. Salutes were fired by the 22"d MA Regt. Re-enactors. At the reception, we displayed my copy of "The Vicksburg Citizen" of July 4, 1863 (printed on wallpaper) and "The Official and Illustrated War Record, by Gen. Marcus J. Wright, ably assisted by Col. Benjamin La Bree and James P. Boyd A.M. Commissioner of War Department Washington DC 1899."

Meetings in November and January focused on the 2014 Congress. Members are volunteering for the many and various jobs to be done. We are also being greatly assisted by consultation with Mr. Robert E. Schecter of Bartleby Scriveners in Framingham, MA. In addition to preparing a book for us, Bob is willingly assisting in some of our other projects. We are making an effort to obtain Doris Kearns Goodwin as a speaker. We hope that the C-in-C will consider an award for her if we are successful.

Progress continues on the restoration of our old silk banner. Completion date is expected to be later this year.

We continue with the project to honor Col. Patrick L. Guiney for his service as last commander of the 9th "Irish" Regiment and for his later service as Register of Probate and MOLLUS member. The location is to be in the Brook Court House on New Chardon Street, Boston. This project is spear-headed by past C-in-C Lenahan O'Connell with assistance by past commander Warren Wells and Robert Schecter.

As yet, we have not been able to recruit a son of Bayard Lincoln to take over the ROTC awards. The job has therefore fallen to me with assistance from Brendan O'Connell.

Re: Mid-Winter report from the Michigan Commandery

Greetings Commander-in-Chief Burden, National Officers, and fellow Companions:

Since the 2012 annual Congress in Warwick, Rhode Island, the Michigan Commandery has sent out one issue of the Missive, the Commandery newsletter and set the meeting schedule for 2013. Our first meeting of 2013, our informal mid-winter meeting, will be 16 February in Detroit. Our other meetings are scheduled for 1 June and 12 October.

The membership of the Commandery stands at twenty-six. Our treasury stands at $2,749.05 in our savings account and $2,124.15 in a CD.

Commander Butgereit continues to serve on the Monument and Veterans Memorial Parks stakeholders group in Grand Rapids, MI. This group has been assembled by the City of Grand Rapids to provide guidance and recommendations for the rehabilitation of two memorial parks in the heart of the City. Following the restoration of the Kent County Civil War monument and fountain in 2003, Commander Butgereit and his family has faithfully cared for the monument and park every two weeks during the fountains seasonal operation.

While some understand the purpose of these parks is to commemorate the soldier of the Civil War (Monument Park) and the dead of both World Wars, the Korean War, Vietnam War, Operation Iraqi Freedom and the Global War on Terror (Veterans Memorial Park); there is a group of residents who see these parks more as green space for picnics, wedding photo backdrops, dog parks and more. Commander Butgereit has been providing historical data to educate the other stakeholders and residents of the true history of these parks.

The Commandery remains active in honoring the soldier of the Civil War, President Abraham Lincoln and the soldiers of all wars in several other projects, which include –

1. In Grand Rapids, the restoration of a bronze tablet commemorating John A. Logan’s General Order No. 11 creating Memorial Day. Partners include the American Legion Northeastern Post No. 459, the Elks Lodge No. 48 and a Cub Scout Pack.

2. In Lowell, the restoration of a memorial cannon.

3. In Byron Township, the creation of a new veterans memorial using a bronze tablet dedicated in 1929 by the Woman’s Relief Corps as the centerpiece.

Founded on April 15, 1865. Dedicated to preserving the memory of Abraham Lincoln, our 16th President 4. In Gaines Township, the creation of a new memorial boulder with bronze tablet to honor over 75 men from the community who either enlisted as residents or moved there following the war.

2012 3 November: Annual Veterans Day parade in Detroit, MI

3 November: Ceremony to raise the U.S. flag over the Grand Army of the Republic Memorial Building in Detroit.

Built in 1899, the flag had not waved over this building in nearly 50 years. Past C-in-C Keith G. Harrison served as Officer of the Guard and Commandery Commander Bruce B. Butgereit served as Master of Ceremonies. Commander Butgereit has been hired by the company restoring the building as a historical consultant.

The Michigan Commandery once met on the second floor of the building.

4 November: Annual Veterans Day massing of the colors in Lansing, MI

8 November: Presentation of The Civil War – Michigan Answers the Call by Commander Butgereit in Ada, MI

10 November: Third Annual Michigan Civil War Sesquicentennial Reenactor Conference in Lansing, MI.

The Commandery serves as one of the Michigan Civil War Sesquicentennial History Partners. PC-in-C Keith G. Harrison serves as Chair of this committee. Commander Butgereit continues to send out a monthly Civil War Circular via email. Over 800 recipients are on the mailing list.

11 November: Veterans Day Parade in Lansing, MI

17 November: Annual Remembrance Day Commemoration and Parade in Gettysburg, PA

29 November: The third game of the Blue and Gray Cup hockey series between Davenport University of Grand Rapids and Liberty University of Lynchburg, VA. Although Davenport lost this game, they took home the Cup by winning the two games in Lynchburg in October.

This event was well-received in both Michigan and Virginia and included great media coverage. One of the highlights for Commander Butgereit was the ceremonial dropping of the puck at the game in Grand Rapids.

12 December: Presentation of In Their Words – the Story of Annie Etheridge, Civil War Nurse by Commander Butgereit and DOLLUS members Marcia and Bernadette Butgereit.

12 March: Commemoration event of the 150th Anniversary of the Creation of the U.S. District Court for Western Michigan (Grand Rapids) by President Abraham Lincoln in 1863. The Commandery serves on the planning committee.

16 November (tentative): Rededication of the restored G.A.R. Building in Detroit.

23 November: Special Michigan at Gettysburg ceremony in the national cemetery as part of the Gettysburg Remembrance Day events.

DOLLUS member Marcia Butgereit is and has been conducting an extensive research of the 173 Michigan men buried there.

Report of the Pennsylvania Commandery Mid-Winter Meeting 2013 February 5, 2013

GETTYSBURG ADDRESS RECEPTION

Due to a very disappointing response to our invitation, it was necessary to cancel our Gettysburg Address Reception to have been held on November 21. At the time of cancellation, only nine Companions and guests had subscribed. Thank you to Jr. Vice Commander Tee Adams for all his efforts in putting the event and program together.

GETTYSBURG REMEBRANCE DAY CEREMONY

I had the opportunity to observe the 56th annual Remembrance Day Observation at the Grand Army of the Republic Memorial at Ziegler’s Grove at the Gettysburg National Military Park on the morning of November 20. Jeffry Burden, our Commander-in-Chief, and I, each presented wreaths laid at the memorial. The event is sponsored by the Allied Orders of the Grand Army of the Republic and is “Dedicated to our ancestors who answered this Nations call during its darkest hour, the ”.

GENERAL MEADE BIRTHDAY CEREMONY

On December 31, Chancellor Mitchel Schmidt placed a wreath on the grave of General George G. Meade at Laurel Hill Cemetery in Philadelphia as a part of the Meade Society’s annual birthday observance.

MOUNT MORIAH CEMETERY

An ongoing project of the Commandery is the task to transfer ownership of the MOLLUS-PA owned burial plots at the Mt. Moriah cemetery in West Philadelphia. Ninety-three Civil War veterans are buried in these plots and we have asked the Veterans Administration to replace the headstones as well as assume ownership. The grave plot is the burial place for those who died at the Civil War Cooper Hospital and the Civil War Soldiers Home in Philadelphia. I have taken my grass cutting equipment to the cemetery several times and keeping the plot neatly trimmed. Each grave is decorated with a flag on Memorial Day.

SILENT SENTRY STATUE PROJECT

The Silent Sentry statue had originally stood on a granite base in the Mt. Moraiah Cemetery. The statue was the victim of an attempted theft after which the damaged statue was unaccounted for until its discovery in a warehouse in Camden New Jersey. It was recovered and sent to a foundry in Chester, PA for repairs where is sat for many years waiting to be reclaimed by the Commandery (after a bill was paid). The statue still sits in Chester waiting a new home. The Commandery has nearly reached an agreement with Laurel Hill cemetery to have it placed in their GAR plot (43 Civil War Generals are buried there).

LINCOLN BIRTHDAY DINNER

Our Lincoln Birthday dinner had to be rescheduled due to a snow storm. It was scheduled for February 8th and has been postponed until March 1st. THE MILITARY ORDER OF THE LOYAL LEGION OF THE UNITED STATES COMMANDERY OF THE STATE OF PENNSYLVANIA

The Commandery is working to recover Civil War veterans’ grave stones from the Delaware River. In the 1950’s Temple University needed to expand and a cemetery was removed. The unclaimed stones were used to secure the base of the Betsy Ross Bridge. During a recent drought the stones were exposed and a few of which belong to original MOLLUS members. We are trying to get permission from the Delaware River Port Authority to recover these stones and place them at a proper location.

This report covers the activities of the Commandery since the October 2012 Congress.

Membership: The Commandery has welcomed two new Hereditary Companions and has one Associate Companion application pending. As of this date, the Virginia Commandery has 95 members, consisting of 74 Hereditary, 20 Associate, and one Honorary Companion. Several additional application files are active. We mourn the loss of John "Jack" Dibble, Jr., veteran of D- Day and the Bulge, who died 21 November.

Immediate Past Commander Richard Bishop and Companion Lee Harford attended Remembrance Day events in Wilmington, N.C. Several Companions attended Remembrance Day activities in Gettysburg, Pa.

To Commander-in-Chief Burden, and Officers and Companions assembled at the 2013 Mid Winter Meeting in Arlington, VA, 10-12 February 2013.

The Wisconsin Commandery continues to actively seek new Companions and strives to maintain those already on our rolls. Under new leadership, the Wisconsin Commandery has new energy and increased enthusiasm to promote the mission of our Order. We have initiated an excellent bi-monthly Commandery newsletter which is available on the national MOLLUS website at http://suvcw.org/mollus/newsletters/wisconsin.pdf The newsletter endeavors to keep the members informed and connected to activities at the national and Commandery level. In the last 6 months the Wisconsin Commandery welcomed 2 new hereditary members. Additional hereditary applications are being worked. We also increased WI Commandery activities by participating in several events with the Wisconsin Department, Sons of Union Veterans of the Civil War (SUVCW) with the purpose of improving awareness of our organization to SUVCW members and recruiting members from the SUVCW ranks. In August 2013 the Wisconsin Department, SUVCW, will be hosting the SUVCW National Encampment in Brookfield and the WI Commandery will be present with our information/recruiting display. We encourage other Commanderies to view our newsletter at the web address given above.

The Annual Winter Meeting of the Wisconsin Commandery was held at the West Bend Country Club on December 14th. Companions enjoyed fellowship and met incoming new members. A dozen Commandery members plus several guests attended. Kim Heltemes, potential MOLLUS member and current SVC of the Department of Wisconsin, SUVCW, gave a wonderful presentation on the role of Native Americans from Wisconsin in the Civil War and displayed several GAR burial ceremony artifacts.

Throughout the summer and fall of 2012 WI Commandery members participated in several Civil War related events throughout Wisconsin. In October the WI Commandery conducted a memorial service for original WI Commandery Companion, 1st Lieutenant Florien Ries, 17th Wisconsin Infantry, who was served as Milwaukee Police Chief and is the ancestor of WI Companion Robert Meyer. Several Companions also participated in Veteran’s Day ceremonies, including Commander Vince Barker, who gave the keynote address at the ceremonies in Oshkosh. Commander Barker is a Colonel in the Army Reserve. Companions also participated in the Wreaths Across America event in December.

The Wisconsin Commandery Spring Meeting and Luncheon will be held on April 5, 2013, at the West Bend Country Club. Several WI Companions will also be attending the Lincoln Tomb Ceremony in Springfield, IL, on April 13th.
