Clark Honors College in partial fulfillment of the requirements for the degree of Bachelor of Arts June 2016 An Abstract of the Thesis of Elizabeth Kirkpatrick for the degree of Bachelor of Arts in the Department of Political Science to be taken June 2016 Title: The American Drug War in Colombia: Causes, Consequences, and New Policies for an Era of a Loosening Stance Against Drugs Professor Erin Beck The United States has been fighting a War on Drugs since 1971. Although the goal is to reduce the amount of drugs in the United States, the policies against drugs extend to other countries where many of the drugs are produced. Colombia is a prime example of that, the recipient of United States aid for decades, yet the goals of less cocaine entering the United States from Colombia, a decrease in coca production, and fewer cocaine users have not been achieved. Instead, there have been environmental, economic, and civilian consequences that have seriously hurt Colombia as a country. New policies are needed that target more than just coca production and cocaine trafficking. There should be efforts to incentivize people to avoid coca production, to increase the government's ability to act strongly, to create peace with guerrillas, and to help all drug abusers and users. Hopefully the combination of all of the mentioned policies will make a positive difference in the War on Drugs in Colombia and the United States. -

Una lectura política de Pablo Escobar* Recibido: septiembre 15 de 2013 | Aprobado: noviembre 18 de 2013 Gustavo Duncan** [email protected] Resumen Este artículo es una aproximación al carácter po- lítico de las mafias que protegen el tráfico de dro- gas desde una perspectiva mencionada pero poco tratada dentro del concepto mismo de mafia: la articulación de intereses de amplios grupos sociales dentro de su oferta de protec- ción. Tanto las mafias de la droga que gozan de dominación social como las que no tienen mayor interacción social toman decisio- nes dirigidas a la imposición de sus intereses. La gran diferencia está en que las decisiones de las primeras tienden a involucrar la estructura social que ha sido transformada por el narcotráfico. Cualquier intento por reprimir a las mafias involucra ahora un ataque a los intereses estructurales de amplios sectores sociales. Scenes in the Netflix drama Narcos did not infringe the copyright of Virginia Vallejo, who wrote a memoir about her relationship with Pablo Escobar, because historical facts are not copyrightable, and the plot, setting, theme, mood, dialogue, and tone of the TV series were not substantially similar to those elements in the book, the Eleventh Circuit has ruled in an unpublished opinion. The appellate court affirmed a Florida federal district court’s grant of summary judgment in favor of the Narcos producers. The Eleventh Circuit also rejected any purported distinction between historical facts and non-historical facts, noting that the Supreme Court has not many any such distinction for purposes of copyright protection. The appellate court affirmed that the proper standard for determining infringement is substantial similarity, rejecting an argument that a modified standard of “whether an ordinary observer is led to believe that a film is a picturization of the story” be used when evaluating works from different media (Vallejo v. The New York Times October 3, 2007 Colombian Leader Disputes Claim of Tie to Cocaine Kingpin By SIMON ROMERO BOGOTÁ, Colombia, Oct. 2 - President Álvaro Uribe of Colombia lashed out on Tuesday at claims in a new book that he had close ties to the cocaine kingpin Pablo Escobar. He said he never aided Mr. Escobar's drug dealings or benefited from his political patronage. Mr. Uribe's comments were in response to the book, "Loving Pablo, Hating Escobar," by Virginia Vallejo, Mr. Escobar's former mistress. Ms. Vallejo repeats claims that Mr. Uribe, as head of the civil aviation authority in the early 1980s, helped Mr. Escobar's cartel secure licenses for landing strips used to transport cocaine. "I had no political relations with Escobar, I had no business dealings with Escobar and I was not a friend of Virginia Vallejo," Mr. Uribe said in comments broadcast on Caracol Radio. Ms. Vallejo, who is believed to be living outside Colombia, could not be reached for comment. Mr. Uribe, the Bush administration's closest ally in South America, has been dogged by claims of his links to Mr. Escobar since his political star began to rise in the 1990s, claims that became pronounced during his presidential campaign in 2002. Ms. Vallejo's book, published here last month, had not received much publicity in Colombia until Mr. Uribe's emotional reaction to it this week.
