Studley Parish Council Annual Chairman’s Awards—2017

This event continues to be one of the highlights of the Parish Council year and enables Councillors to thank those whose contribution help make Studley a better place. During the evening the Chairman, Cllr P Beaman made the following comments “ The Parish Council are grateful to all those in Studley who provide additional support to enhance the facilities we have in Studley. This includes Studley Flower Festival, now in its 70th year. Studley in Bloom, Studley Christmas Lights, Studley In Business, Studley Improvement Partnership, Studley Community Library, Studley Common Nature Reserve, the Coffee Break team who sup- port the Village Hall , Studley Fairtrade. The youth leaders who facili- tate Studley Scouts, Cubs, Guides and Brownies and the ATC and the Churches who provide support to the community. I would also like to thank the team of volunteers at Studley Sports & Social Club who have over the past 2 years turned the club around and made it back into a place that people want to go. They have greatly improved the facilities and it is now an asset that Studley can once again be proud of. Look around this room and you will see dozens of people

who actively contribute to make Studley a better place to live and work. They are what makes Studley special and we owe each and every one of you a debt of gratitude.” This year the Chairman has chosen to raise funds for The Royal Brit- ish Legion Poppy Appeal and Studley Village Hall. A total sum of £1800 was raised through the sale of raffle tickets, song request, auction of golf days, paintings and proceeds from the sale of drinks during evening. Further fund raising events will be held later on in the year.

Studley Parish Council Chairman’s Awards– 2017

The Chairman’s Awards are to recognise the contribution made by individual and groups in Studley to the Community

Oliver Flacks was awarded the Youth Shield. He has been a Bea- ver, Cub, Scout and is now an Explorer Scout and also a young leader at Studley Scout Cub Pack. During this time he has grown confident, he has under- gone young leader training and increasingly shows his initiative and thoughtfulness in his work with the youngsters

Millennium Shield Award was awarded to Studley Flower Show Committee. The group have been raising funds for various local charities for 70 years. The shield was presented to Dawn Beaman, the Vice– Chair.

Mark Roskell was awarded the Silver Jubilee Award for his continued support to Studley in Bloom. Without him volunteering to do the watering of 150 tubs & flower baskets, Studley would not have such fabulous flower displays in the village throughout the summer months.

Studley Walking Group

The Walking Group is headed by Jim Bacon. The Group meet every Wednesday at 2 pm by Pool Road Car Park. The group usually covers footpaths in and surrounding Studley taking in the lovely countryside of Warwickshire.

Save the day in your diary or calendar if you fancy some light exercise, fresh air and meeting new people.

STUDLEY COMMUNITY LIBRARY

This library has been running for over 5 years with the assistance of the Parish Council and a dedicated group of volunteers. Many of the original group are still volunteering and we have been fortunate to recruit some new ones – but we can still do with more. Please call in the library dur- ing opening hours and the volunteers working then, will give you more details. We really need a few more people who can give us three hours, (ideally a week but maybe a fortnight), in order to maintain the current service.

We are conscious that people who work, have difficulty accessing the library during the day, so we now open on a TUESDAY from 10am -6.30pm (no breaks), as from April 18th 2017, and hope this will give those people an opportunity to use this community facility.

The archive for the Heritage project, which is now complete, and is available in the library for anyone to consult and there is a perma- nent digital display of photographs there now the project has con- cluded.

There was an Author evening on May 12th, featuring Cat Weath- erall, who entertained the audience with her exceptional story tell- ing ability. We have another booked for November 3rd featuring Ann Evans, who is an author and newspaper feature writer who will be talking about her foray into crime writing and offering tips to bud- ding writers. We are hoping to have Patrick Hartigann in March next year talking about Bankruptcy and its history! These speakers are very diverse but always entertaining! Tickets for these evenings are available from the Library. Please buy in advance to secure your place.

We arranged an activity session for local children in the summer holidays run by Willow Rangers. We did not attract as many partic- ipants as the previous year but the ones who did come enjoyed the various activities around nature.

We have purchased a new public computer with the balance of a grant and this is now operational and being well used. To those of you who have supported us over the last 5 years – a

– a heartfelt thank you, - and for those who so far have not used this facility we sincerely hope you will at some time in the future.

Maintaining Rights of Way– Can you Help?

The Rights of way in Studley which link one road to another for example Pool Road to New Road or Close to Station Road are maintained by Warwickshire County Council Rights of Way Team. This team also maintains more rural Rights of Way such as footbridges across rivers.

There are 1700 miles of Rights of Way network in Warwickshire and the Rights of Way Team has been reduced in number to 8 staff, for of whom are directly involved in the maintenance of the network. When a report is received highlighting concerns about the state of the right of way either directly from a resident or via a Parish or Town Council it is logged onto the database and the re- port is passed to the responsible officer. The officer may need to visit the location to access what action if any is required. Due to the amount of Rights of Way that have to be maintained each as- sessment is prioritised which can mean that a Right of Way that is near the top of list for action may drop back down the list.

Several communities in Warwickshire have formed groups who work with the Rights of Way Team to maintain the Rights of Way in their communities. All groups work under the supervision of a Ranger. The Rights of way team are seeking volunteers in Studley.

New Paths in Studley Parish Cemetery

The Burial Committee is pleased to report that the gravel paths in the cemetery have been re- placed this summer with tarmac paths. A number of companies submitted their quotes and specification for the job. After several interviews with the vari- ous contractors the contract was awarded to CR MacDonald Ltd. The job took a total of 2 weeks to complete. The total cost of the 2 paths were £14,151.78.

Studley South Election

Studley Parish Council had an unexpected vacancy due to the res- ignation of former Cllr Mrs Karen Somner-Brown.

Normally the Parish Council will fill the position by co-option. This did not happen as 10 residents from Studley South Ward submitted their written request to Stratford District Council for a local election to take place. When this happen an election must take place for the residents in that Ward to exercise their democratic right to choose their candidate to represent them on the Council. The cost for the election was £3441.08. Some residents from Studley North were surprised that they had not received any notification to vote at the local election. They were unaware that Studley was recently divided into 2 Wards. Declaration of Result of Poll Studley South

Meet your newly Elected Parish Councillor Neil Edden

Having lived in Studley for 8 years, I began vol- unteering on the Strategic Planning and Environ- ment committees earlier this year, so when the opportunity to stand for council arose, I felt that the opportunity to add my experience and insight to help the council was one that should not be wasted. My professional background is IT and Service Delivery, and I am the Head of ICT for a company in Stratford upon Avon. I believe that my skills centred around communication, service, problem solving and in particular delivery of projects are directly transferable to a public fac- ing role and I’m hoping that I can bring some of those to bear to help move forward some of the community projects that the council are currently working on, in particular the implementation of a Neigh- bourhood Plan for the village. One that will hopefully allow some growth and redevelopment whilst protecting our boundaries, areas of natural beauty and our village’s unique character. I have, along with my wife, helped to set up and run the Studley Traf- fic Action group.. A group dedicated to fight for improvements to Studley’s traffic problems. Living on the Alcester Road, I experience first hand many of the problems that the quantity and speed of traffic, numbers of HGVs and rush hour congestion cause. I’m set to pursue maintainable and effective solutions to those problems and hope that my new official role’s links with District and County councils will help us continue to press our point and work towards a satisfactory solu- tion for everybody. I am very much looking forward to my new role and I hope that I can add to the great work that the Parish Council already do, delivering local amenities, plans and services along with working alongside all of the excellent charities, organisations and groups that exist and work so hard in the village to make it the great place it is to live.

Council Meetings

Parish Council meetings are held on the 1st & 3rd Tuesday of the month. The first meeting of the month is to discuss any planning ap- plications received . Full Council Meeting are held on the 3rd Tues- day of the month.

Friends of Studley Common & Nature Reserve The group have been busy putting bat, owl & bird boxes in Studley Common and the Nature Reserve. There will be 14 bird boxes, 2 Owl boxes & 6 bats boxes dotted around the this winter to encour- age the wildlife to make the Common & Nature Reserve their home. This was made possible by a cash donations of £150.00 from Hopkins & Holloway and £200.00 from Studley Infant School. Part of the donation from the Infant school was used to purchase bird food which will be used to feed the wild birds in the Common & Nature Reserve. Tesco has awarded a grant of £5000 to the Friends Of Studley Common & Nature Reserve. The grant money will be used to create a circular walking path around the Common & Nature Reserve. This path will enable easy access for all visiting the Common & Nature Reserve. The Chair Mrs Janet Byham who has been responsible to the success of the project would like to thank everyone in the community who has supported the rejuvenation of Studley Common & Nature Reserve.

Eastern Gateway The exact location of the Eastern Gateway is described as land ad- jacent to the A4023 Coventry Highway, East of Ravensbanks and Winyates Green Redditch. The sites falls into 32 hectares (79 acres), in order to yield 90,000sqm of employment floor estimated to create 1400 jobs. The site is approximately the size of 50 foot- ball pitches the northern area is bounded to the south of the A4023 and to the east by the A435.

This is in addition to the already proposed option 4 of the Redditch Core Plan to build about 250 dwellings on the east side of the A435

The development will have a significant impact on Studley, Sam- bourne and in particular Mappleborought Green changing the char- acter of the area for the following reasons;

 The removal from the Green Belt will diminish the open coun- tryside and create an urban landscape.  The outline plan does suggest that it would be impossible to screen all the buildings from the onlooker creating a perma- nent loss of countryside. Contributing to this loss is the im- pact of supporting structures for the buildings such as cables, roadways, security fencing , CCTV, and lighting.  Several listed buildings are in close proximity to the site which are complimented by the open countryside. A built environ- ment will only serve as a distraction from these building.  A major concern is the impact of the A435 on our villages. It is very difficult to accept the traffic study that claims there will be no significant change in the number of lorries travelling through & Studley. The development is anticipated to take up to 15 years to complete.  Navigation systems will direct drivers to the quickest route especially when there are traffic incidents.

Studley elected representatives have strongly opposed the East Gateway development.

The Studley Branch of the Royal British Legion

Marne, Gallipoli, Jutland, Somme, Ypres, Passchendale, some of the significant battles of the First World War commemorated now after 100 years. In the years after the Second World War, wars have been fought in numerous places, including the Falklands, the Balkans, Iraq, Iran, Afghanistan and others.

The Royal British Legion helps support members of the Royal Navy, British Army, Royal Air Force, veterans and their families all year round. We also campaign to improve their lives, organise the Poppy Appeal and remember the fallen.

The Studley Branch of the Royal British Legion is a thriving organi- sation, with Branch meetings being held on the second Wednesday of every alternate month and Committee meetings held monthly at the Studley Sports and Social Club. The next meeting will be in No- vember, why not come along?

In addition to supporting other local events, the Studley Branch is responsible for organising the Annual Poppy Appeal and the Re- membrance Day Parade in November. Air Quality

Studley is currently an Air Quality Management Area (AQMA) which means Stratford-on-Avon District Council is obliged to have a plan to improve air quality. To do this the Council monitors sites across the District, Studley being one of them.

Stratford-on-Avon District Council has now published its 2017 Air Quality Annual Status Report which generally suggests that there has been an improvement in air quality except for one location in Studley

A few years ago Alcester Road topped the list of pollution black spots in an air quality survey carried out for the District Council. The tests have shown that in Alcester Road Nitrogen Dioxide lev- els are still above the government recommend levels, The direct result of motor vehicles contributing to nitrogen dioxide levels. The Council produced an action plan in 2008 that did not take direct measures but relied heavily on residents taking action for themselves, for instance car sharing with colleagues ,or other par- ents on the school run. The proposal to develop 30ha of land for employment use at the Redditch Gateway within a scoping exer- cise has identified potential air quality impacts. This is disappoint- ing as it can only add to the air quality problem.

The Studley Parish Plan 2017-2020 identifies HGV traffic as a particular concern to residents and has made a number of of rec- ommendations for action to reduce traffic in the Village. It is un- derstood that the Stratford-on-Avon District Council will be pro- ducing an up to date Action Plan. As part of this process the resi- dents will be consulted , hopefully heard and the aspirations in the Parish Plan treated seriously. Poor air quality is the largest environmental risk to public health in the U.K. It is known to have severe effects on vulnerable groups, for example the elderly, children and people already suffering from pre-existing health conditions such as respiratory and cardio vascular conditions. (Ref.World Health Organization Review of

evidence on health aspects of air pollution) A yet such dangerous levels have not been reached but as a com- munity we do value clean air, and hope the District Council will challenge who ever has to be challenged to ensure that there is investment in achieving clean air. As a nurse who worked in Public Health I understand the importance of it and the impact it can have on a community, therefore as a local Councillor it is my job to work as hard as I can to make sure we have the cleanest air we can.

New information and advice service opens in Studley

A new way for residents to access information, advice and help to get online is being piloted in Studley. ‘Let’s Talk’ in Studley will look at what difference can be made to people when these services are delivered locally in the community.

The initiative, which is being run in partnership with Studley Parish Council and Studley Village and Warwickshire County Council, will run for six months testing what does and doesn’t work to influence future plans.

Councillor Kam Kaur, Warwickshire County Council’s Portfolio Holder for Customer and Transformation said: “We want Warwick- shire to be the best it can be, where communities and individuals are supported to be safe, healthy and independent. Information, advice and services are increasingly becoming available online; Let's Talk will support people to find the information and advice that are important to them from a wide range of organisations. The Parade to assemble at Pool Road Car Park at 10am. Step- ping off at 10:25am. The Parade will start marching to the War Memorial via Crooks Lane, Toms Town Lane & New Road onto the Alcester Road. At 11am 2 minutes silence will be observed followed by laying of wreaths & readings.

STUDLEY SPORTS & SOCIAL CLUB

Located just off the High Street, in the village of Studley, the Studley Sports and Social Club, formerly the Entaco Club, is a thriving local facility. Formed after the Second World War the club was formerly a Social Club for the large Needle Industries Corpo- ration, being passed to the village in the early 1990’s. After recent years in the doldrums the Club is now thriving and there are many activities taking place there. All are welcome, it is no longer a members only club.

The playing fields are undergoing extensive improvements and under the care of a newly appointed groundsman, they are looking in excellent shape for the future. Currently there are five local Football Teams based here, with an emphasis in developing youngsters by Studley Juniors who have five-a-aside and full-size matches taking place weekly. Cricket in summer, an excellent well -cared for Bowling Green and two excellent Tennis courts are in regular all year-round use.

Inside the Club, the newly refurbished Function Room, which can accommodate well over 100 people, is available for hire for chris- tenings, birthdays, anniversaries, funeral wakes, etc. Regular weekly activities include Line Dancing, Darts, Dominoes, Snooker, Sub Aqua Club meetings, Rifle Shooting and many other local groups use the Club facilities for meetings and events. Anyone interested in joining any of these activities should contact the club. Both BT Sport and Sky live football and cricket matches are shown in the bar.

In the past twelve months the club has been very active in raising funds for charities and well over £12,000 has been raised. Many charities benefiting from this fund raising include Macmillan Can- cer support, the Studley Flower show, the Lily Mae Foundation, the British Legion and many other local charities, support groups and associations. The club is currently raising funds to purchase a Defibrillator, which will be externally sited and available for the use of the Club and local residents once siting has been agreed.

The Studley Branch of the Royal British Legion use the club as

their home base and as usual, after the annual Remembrance Day Parade on 12th November, will be inviting all who took part in the pa- rade to come back to the club, where a fund raising raffle will be held.

On 29th October we will be presenting our annual ‘Spooktacular’ Bon- fire, Fireworks and Halloween event. This event has a great following in the local area and a great night is in store for those attending.

On 24th November we have a former member of the Wimbledon “crazy gang”, Dean Holdsworth, with a supporting comedian for an evening of entertainment. Dean made over 600 appearances for 19 different clubs and scored almost 200 goals.

The famous Entaco Christmas Bottle Bingo will be back in December, just in time to win something nice for the celebrations.

As a police community support officer (PCSO) with , the job is to protect people from harm.

Although exciting, intense and varied, being a PCSO is not a 9 to 5 job. It is a high visibility role by patrolling out in the community. By taking the time to talk to people and getting to know the local area, PCSOs are the 'eyes and ears' of the community.

As a PCSOs they are trained to calm heated situations and de- fuse hostility, but are not expected to deal with violent incidents, including arrests.

In addition to being on patrol, day-to-day activities include dealing with minor offences, offering early interventions to deter people from committing offences, providing crime prevention advice, gathering evidence through observation, and conducting house to house enquiries.

Fighting Fraud & Cyber– Crime

Crime is changing across the UK and some types of crime, particu- larly online fraud, is rising as criminals see the opportunities pre- sented by our changing, online world.

In the past our doors and windows used to be the only way for crimi- nals to enter our homes, but they’re now using the telephone socket, broadband cable and wi-fi router to pose a threat to our security.

Action Fraud is the UK’s national reporting centre for fraud and cyber –crime where you should report fraud if you have been scammed, defrauded or experience cyber-crime.

It offers advice on 147 different types of fraud that you can be vic- tim of and works closely with our partners in government and the police service to run the Action Fraud reporting service.

Although fraud comes in many forms, there are some simple steps you can take to protect yourself– both online and at home.

1. Do not give any personal information to organisations or people before verifying their credentials.

2. Many frauds start with phishing email. Remember that banks and financial institutions will never send you an email asking you to click on a link and confirm your bank details. Do not trust such emails, even if they look genuine. Call your bank if you’re not sure.

3. Destroy or shred receipts with your credit card details on and post with your name and address on. Identity fraudsters don’t need much information in order to be able to clone you identity.

4. Make sure your computer has up-to-date anti-virus software and a firewall installed. Ensure your browser is set to highest level of security notification and monitoring to prevent malware issues and computer crimes.

5. Sign –up to Verified by Visa or Mastercard Secure Code when- ever you are given the option while shopping online. This in- volves you registering a password with your card company and adds an additional layer of security to online transactions with signed-up retailers.

The Association supports the individual Street schemes with the Following; Start up Support these have been designed to assisting the start- up of a NHW scheme and supply of leaflets and information you need if you would like to organise a NHW group in your street. Quick Alert Messages are generated by residents reporting suspi- cious events to the Association and sent out by E mail; if you wish to receive such information please forward your E mail address to the Association. Community Messaging System messages are sent out about bur- glaries and are forwarded to individual houses by the street coordina- tor. Door Stickers are available to show you are a member of a NHW scheme, that you have coded your property or that you do not buy anything at the door. All are deterrents to the burglar. Property Coding Kits are available on loan to post code your prop- erty each kit contains an electric engraving tool, permanent marker pens, UV marker pens, UV torch and special labels.
